HdL Quarterly Home Sales History
The number of Northern California sales transactions picked up steam in late December, while price
appreciation remained lower than it had been earlier in 2014. The median sale price was still nearly 10
percent higher than it was the same time a year earlier. The median price of an existing single family
home in Northern California during December 2014 was $603,000, a 9.9 percent increase from
$548,500 in December 2013. The current median is 9.3 percent below the $665,000 median at the
height of the market in 2007.

U.S. Holiday Sales Rose 4%, Just Shy of Prediction
U.S. holiday sales rose 4 percent from a year earlier, marking the biggest increase since
2011, even amid signs of a consumer-spending slowdown in December according to the
National Retail Federation. Holiday spending growth had been forecast to rise a slightly
higher 4.1 percent in the period which spans November and December. Still, the increase
was well above the previous year’s 3.1 percent gain and the 10-year average of 2.9

Family Dollar Shareholders Approve Dollar Tree Deal
Family Dollar Stores Inc.'s shareholders approved the discount retailer's deal to be bought
by Dollar Tree Inc. scuppering a higher hostile offer from larger rival Dollar General
Corp. About 74 percent of the total outstanding shares of Family Dollar, the No.2 U.S.
discount retailer, were voted in favor of the deal last week. Family Dollar accepted its
smaller rival's cash-and-stock offer of $8.5 billion in July and later rejected a $9.1 billion

Kohl's Accelerating Omnichannel Agenda
Buy online, pick up in store capabilities are being rolled out to all of Kohl’s nearly 1,200
stores this spring after a successful 100 store pilot program during the holidays. And that's

up in store to Kohl’s omnichannel offering puts the retailer on equal footing with others in
the industry who have recognized in store pick up has quickly become a basic expectation

New-Vehicle Sales in 2015 Off to a Strong Start
New-vehicle retail sales in January are expected to reach the highest levels for the month
in a decade, both overall and on a seasonally adjusted annualized rate (SAAR) basis,
according to a monthly sales forecast developed jointly by J.D. Power and LMC
Automotive. New-vehicle retail sales in January 2015 are projected to reach 932,000
units, an 8.5 percent increase on a selling-day adjusted basis compared with January

ECONOMIC DEVELOPMENT
‘26 acres’ land site – Hotel Development
On February 2, 2015 Mr. Dadwal submitted a letter withdrawing from the Exclusive
Negotiating Agreement with the City for the development of a hotel and restaurant on 3.5+/acres at the corner of Lightfighter and First Avenue. The City Council received and accepted
his letter in closed session on February 5, 2015.
Monterey Bay Economic Partnership Economic Summit
Staff attended the Monterey Bay Economic Partnership’s first Regional Economic
Summit: Invent Your Future Here – Monterey Bay, on January 29, 2015 at the Embassy
Suites. Over 300 attendees participated in the conversation on regional economic
development. Speaker and Panel Discussion Topics included a 2015 Economic Development
forecast; supporting the creation and growth of technology, food and tourism clusters; access to
broadband, and the use of sustainable energy.
Dining Guide
The updated 2015 Seaside dining guide featuring over 70 restaurants located in Seaside is now
available at 204 distribution sites in the Monterey Bay area as well as at the CA Welcome
Center in Salinas. A PDF version of the guide is also available for viewing on the City website
www.ci.seaside.ca.us.
Open Counter: Seaside
February 5, 2015 Monterey County Weekly advertisement includes information on this
program available online at https://Seaside.OpenCounter.us as well as congratulating over 35
businesses that opened in Seaside during 2014. Outreach is underway to California State
University Monterey Bay (CSUMB), Monterey Peninsula College and Hartnell College
business & entrepreneur programs to utilize this online planning tool.
Website Updates:
The Community & Economic Development portion of the City website will continue to be
updated; there will be several new features that now include information on certifications
possible for local businesses to become Disadvantaged Business Enterprises and Disabled
Veteran Enterprises. Also, a page for small business milestones as well as resources for
vocational education and job training will be developed.

Ad Hoc Economic Advisory Committee
The restructured Ad Hoc Economic Advisory committee is scheduled to meet on Thursday,
February 13, 2015 at 1:30 pm in City Hall.
COMMUNITY DEVELOPMENT BLOCK GRANT
Twelve applications for 2015-2016 CDBG program funds were received on January 16, 2015.
Applications were forwarded to the Community Development Advisory Committee (CDAC)
along with rating sheets at a Special Meeting held on February 4, 2015. On February 25, 2015
the CDAC will discuss their individual rankings. The CDAC’s funding recommendations will
be presented to the City Council in March 2015.
PLANNING
Regional Urban Design Guidelines
City staff from Resource Management Services is currently participating in the public
workshops being held to receive public input on the development of urban design for the
former Fort Ord. City staff has attended the following meetings:
1. Kick-Off Event and Hands-On Design Session, Monday, February 2, 2015 from
6:00 pm – 9:00 pm: Meeting consisted of working alongside with the general
public to provide suggested ideas and concepts for the location of gateways, town
centers, and trailheads on the former Fort Ord.
2. Design Studio and Technical Meeting, February 4, 2015 1:00 pm – 3:00 pm: City
staff met with the design consultant team to discuss the vision of Seaside on the
former Fort Ord, future development opportunities, and key development issues.
3. Local Design Session, Soper Community Center on Wednesday, February 4, 2015,
6:30 pm – 8:30 pm: Meeting consisted of working alongside with the general public
to provide suggested ideas and concepts for the location of gateways, town centers,
and trailheads on the former Fort Ord.
City staff has also attended additional local design sessions being held on Saturday, February
7, 2015 at the Soper Community Center in Seaside from 9:30 am to 11:30 am and at the
Marina Library in Marina from 3:30 pm to 5:30 pm.
Board of Architectural Review
The Board of Architectural Review considered the following application at its meeting on
February 4, 2015:
1. Master Sign Permit Application No. MSP-14-08. Butts, Donald C TR ET AL,
property owner, and James Whelan, applicant, requested design review approval of
a Master Sign Program in conjunction with a building renovation for a new
Hyundai Auto dealership at 4 Heitzinger Plaza, located in the CA (Automotive
Commercial) Zoning District.

Action: The Board acted to unanimously approve the Master Sign Program as
submitted.
2. Board of Architectural Review Application No. BAR-14-34. St. Seraphim
Church, property owner and applicant, requested approval of an amendment to the
existing landscape plan for St. Seraphim Church located at 415 Francis Street in the
Coastal Parks and Open Space (CPOS) Zoning District. Applicant is requesting
approval for the removal of eight eucalyptus trees and the replanting of four
Monterey cypress trees. The project is exempt from the California Environmental
Quality Act (CEQA) pursuant to Section 15301(h) and Section 15300.2 of the
CEQA Guidelines.
Action: The Board acted to continue the application to the February 18, 2015 BAR
meeting to receive additional information on the proposed replanting of the four
new Monterey cypress trees.

ENGINEERING
Encroachment Work within City of Seaside
Weeks of January 16, 2015 to February 5, 2015
Below is a summary of encroachment work (work within public right of way) currently in
progress and coming in the near future. Updates are underlined.
In Progress
AT&T – Traffic control has been placed along Noche Buena St to run fiber optic in existing
conduit. Contractor will be installing grounding rods at several locations requiring sidewalk
repair. Work also includes new overhead wire on existing poles. Work pending schedule from
AT&T.
AT&T - Installation of service to 140 Colonel Durham Road. The work includes trenching
and installation of sub-box. Traffic control is in place during construction. Work scheduled
for 2/9/15-2/16/15
Upcoming Encroachment Work
PG&E - Replace underground electrical service at 1613 Waring Street. Work tentatively
scheduled for 2/23/15.
PG&E – Abandon approximately 1600 feet of gas main along Colonel Durham Rd. Install
new gas main located within the paved road. Tentative schedule is for March of 2015.
PG&E – 3 pole replacement and overhead wire replacement, former Fort Ord. PG&E intends
to upgrade power service in the former Fort Ord. Work will be along Lightfighter Drive,
Gigling Road, General Jim Moore Boulevard, 1st Ave, 2nd Ave, 6th Ave, 8th St, and Diverty St.
Schedule to be provided. Impacts are mostly for traffic control.

Library Exterior Improvements
Staff has reviewed proposals and entered into contract negotiations with Sally Swanson
Architects. Anticipate contract approval to be presented at the February 19, 2015 City Council
meeting.
Fire Station Sprinkler & Alarm Improvements
Staff has received two proposals for smoke/fire alarm system for the Seaside Fire Station.
Anticipate contract award to be presented at the February 19, 2015 City Council meeting. Staff
received two proposals to install fire sprinkler systems at the Seaside Fire Station. One
proposal exceeds project budget and the second proposal omitted necessary work to connect to

the Seaside Municipal Water System. Staff will clarify Sprinkler System scope of work and
reissue the Request for Proposal to install Fire Sprinkler System.
Park Improvement Projects
Durant - Project includes removal of sand within the playground areas and installation of ADA
approved wood chips. Also includes upgrade of existing walkways. Consultant has submitted
95% completed plans. Staff has reviewed and provided comments to the design engineer.
Consultant has incorporated changes to plans and specifications. Staff will present final plans
to Board of Architectural Review on February 18, 2015. Expect bid documents to be released
by the end of February, 2015.
Highland Otis Park - City is planning to install decomposed granite surface, two BBQ pits and
benches in proximity to the newly installed playground equipment. The neighborhood
association received approval at the April 2, 2014 Board of Architectural Review for the
installation of 2 bocce ball courts. The design will be incorporated into city planned
improvements for installation of decomposed granite, benches and two BBQ grills.
Environmental assessment is complete. Staff received 50% plans and is reviewing.
Trinity and Martin Park Improvements - City is planning to install new playground equipment
at the parks and install ADA accessible parking and pathways to playground area and install
new table and benches. Grant funds were obtained from the Monterey Regional Park District
and Community Development Block Grant (CDBG). Project received approval from the Board
of Architectural Review at its’ April 16, 2014 meeting. Environmental assessment is complete.
Staff received 50% plans and is reviewing.

Repaired a sewer mainline in Sand where PG&E put their ground rod through the

Water Division
• Routine maintenance on the water system and USA Locates.
• Customer service: Did a presentation at Del Rey Woods Elementary School for 3rd
graders on water operations; Worked with MPUSD staff to resolve a sprinkler line
that had been stuck on; Conduct a system wide check after a 4.4 earthquake to
ensure that no damaged had occurred; 1768 Granada St, read meter for residence

Street Sweeping
• Swept the routine routes in Seaside and Laguna Grande Parking Authority Lot.
Swept Del Rey Oaks and Ord Military Community under contract. The two
agencies will be billed for service.
Storm Drain Cleaning
• Continuing to clean city owned storm drain system in Seaside Highlands.
• Assist other departments because of low staffing levels.
Maintenance
Street Division
• Repaired critical street regulatory signs as needed, patched potholes around the city
and removed debris called in by residents.
• Assist the POMA crew and water department with the completion of work orders
and projects.
Parks Division
• The roses located in the parking lot at City Hall were pruned by staff
• Staff removed two transient encampments in the landscaped area of the Green Team
corner, Fremont and Canyon Del Rey
• Staff continued with spraying Round Up for weed control
• At the San Pablo Housing area staff performed landscape maintenance
• Due to the continued lack of rain staff checked irrigation systems and turned on
additional irrigation controllers
• Staff trimmed cypress trees encroaching into the traffic lane on General Jim Moore
Blvd.
• On South Fremont Street center medians staff made repairs to the irrigation system
and repaired a leaking back flow device
• Transient encampments were removed by staff a second time from fence line behind
Staples at top of hill in the RR track area
• Staff responded to resident complaints of debris and mattresses in alley ways
• At Soper Field Park staff started replacing old lawn sprinklers with more water
efficient sprinklers
• Staff cut up and removed a large fallen limb at Laguna Grande Park

RECREATION DIVISION
The City of Seaside hosted a Ribbon Cutting Ceremony for the Re-pavement of Broadway on
January 14, 2015. Many citizens from multiple communities joined us at the cross streets of
Alhambra and Broadway to celebrate this big achievement for our City. The festivities were
supplemented with special treats for those in attendance.
Senior Programs
In memory of Genevieve Amos, the Amos family sponsored the New Year’s Eve Celebration,
which was held on Wednesday, December 31, 2014 from 11:15 am – 3:00 pm. Ms. Anna
Winn served a delicious meal of roast beef and Terry Shehorn and the Long Distance Flyers
provided music for dancing throughout the afternoon. There was record attendance of
approximately 180 people and the Recreation staff looks forward to the next event:
Valentine’s Day Dance on February 12th.
Alliance on Aging will be providing tax services for low income filers every Wednesday and
Thursday until April 15, 2015.
Thank you to Seaside Fire Department for coming to the Oldemeyer Center to conduct senior’s
blood pressure checks. Attendance each Friday averages about 50-75 participants for Helena
Lum’s Line dancing class, plus 25 of our regular diners. Your dedication to our senior
population during the year is greatly appreciated.

Kids Club Afterschool Program
The Kids Club (KC) Afterschool program is in high demand, and space is limited. The
program is at full capacity for February and March. The theme for February is “HAVE A
HEART”. The kids will be learning about our Nation’s Presidents and celebrating Valentine’s
Day.
In January, Kids Club participants made New Year’s Resolutions and created cool crafts
during club day. This week they will learn about groundhogs.
New Year’s Resolutions!
The member of the Month for February is, Leah Haedrich and she showed KC staff that she
could follow the 5 agreements and complete her homework in a timely manner. The five
agreements for KC are, Be Safe, Respectful, Responsible, Have Self Control and Fun!

Smoke Alarm Installation Outreach – Seaside Mobile Estates
On Saturday, January 17th, as part of an effort to reduce home fires, the American Red Cross,
AmeriCorps and the Seaside Fire Department partnered together to perform smoke alarm
installations for residents living in the Seaside Mobile Estates
located at Birch Avenue. Fire personnel along with the volunteers
went door-to-door to install smoke alarms and provide residents
with home fire safety tips. The outreach teams made contact with
many of the home owners and installed numerous smoke alarms.
For residents that were not present during the time of the visit,
door hangers were left at their home to provide them opportunity
to call and request a smoke alarm installation at a later date.
The Seaside Fire Department would like to thank the outstanding Red Cross and AmeriCorps
volunteers who sacrificed their time and efforts to serve our community. Thanks to the service of
the volunteers who came out to assist, the event was able to reach a greater amount of residents;

Marina Fire Chief Interview Panel
On Tuesday, January 20th, Chief Dempsey participated on the Professional Panel to assist the
City of Marina on the selection of their new Fire Chief who will replace Fire Chief Harald
Kelley.
Move Up Drill
On January 24th, Captain Linus Alcoran, Firefighter Rick Meyer and Firefighter Chris
Marsiguerra participated in a Monterey County Movement and Training exercise in Salinas. The
drill included nine fire departments participating in a simulated commercial fire of a large
agricultural building. These move-up training exercises are hosted
at different locations in Monterey County three times a year and
allow County Fire Departments to train together on large scale
incidents such as Multi Casualty incidents, High Rise
Firefighting Operations and Wildland Fires to name a few.

CALBO Foundation Project
On Saturday, January 10, 2015, fire department personnel assisted members of The California
Building Officials (CALBO) Foundation, local Building Officials, Inspectors, and Contractors to
rehabilitate the Recreation Hall of Villa Del Monte, an assisted senior housing complex in
Seaside. C-Shift utilized their demolition skills to remove the old cabinets, counter tops and
flooring and relocated them to the dumpster.
Villa Del Monte is a HUD 202 Supportive Housing Project without a site-based subsidy.
Though some improvements have been made, several important maintenance items have been
deferred that are important to the longevity of the property as well as the health and safety of the
residents.
Knox-Box Loaner Program
Seaside Fire Department has started a Residential Knox-Box Loaner Program. The fire
department has lock boxes available for residents to securely
store a key their home in case of emergency and the occupant is
unable to get to the door. The key is stored in a secure lock box
that only the fire department has access to. When a medical
emergency strikes, help is only a call away. However, for those
who live by themselves or who have special
mobility issues, what happens when they can’t
get to the door to let help in? There’s no need to
hide a key or rely on a neighbor to be home
when an emergency strikes.
