Each year, it protects, educates and counsels 40,000 children, youth and families. Since 1883, we have been a compassionate advocate helping to shape public policy in child welfare, early childhood and juvenile justice. At Children’s Home + Aid, changing the life of a child begins with a single act. An act of love, as a family opens their home and hearts to a foster child. An act of generosity, as a donor supports our work through a gift to our diverse and innovative programs. An act of service, as a young college student volunteers her time to be a mentor to a child in need. We are pleased to present the fiscal year 2010 Annual Report which highlights the many ways our donors and volunteers work in partnership with our dedicated staff to protect, educate and counsel nearly 40,000 children, youth and families throughout Illinois. In these challenging and uncertain economic times, Children’s Home + Aid has been able to meet the need in our communities, providing a vital lifeline of support for children and their families. Children have been kept safe from harm and families in crisis have received extensive support through our Family Centered Services. Young children at risk of academic failure have been given a strong foundation for a lifetime of learning through our Early Childhood Services. Children, youth and families have advanced their success through our Clinical and Community Services. This has been an exciting year for Children’s Home + Aid and our partners. We have expanded our long-time relationships with corporations like Walgreens, our Corporate Partner of the Year, through volunteer projects at our Community Schools and the Rice Child + Family Center. We have been blessed by the tremendous generosity of our donors, some who have been a part of Children’s Home + Aid for years, and some who have just begun to experience the impact of our work and want to be a part of it. In these pages, you will find the statistics and the stories that show the outstanding results of our work. None of it would be possible without you. Family Centered Services Early Childhood Services Protecting children from abuse and neglect Promoting healthy development and educational success 25,647 1,784 1,282 84 Adoption Services Foster Care Intact Family Services Early Childhood Services 84 children were united with loving, adoptive parents. 1,075 abused and neglected children were kept safe in stable foster homes. 866 children benefited from services to stabilize families that have struggled with abuse, neglect or extreme hardship. 1,502 children participated in enhanced school readiness and healthy development programs at our five Child + Family Centers. 416 parents and other family caregivers were given the necessary education and support to keep their family together. 24,145 parents and children were helped to access affordable, high-quality child care. 709 birth parents, siblings and extended family members received support and visitation with children in foster care. p. 4 www.childrenshomeandaid.org Clinical and Community Services Strengthening children, youth and families 3,526 3,391 2,362 63 Child & Family Counseling 1,333 children were supported through counseling. 1,029 parents and caregivers participated in their child’s counseling to strengthen their family. We serve the metropolitan areas of Chicago, Rockford, Bloomington / Normal and the Metro East area surrounding St. Louis. In every part of the state, our donors are strong partners, working hand in hand with our volunteers and staff to help children and families overcome poverty, abuse and neglect to build strong families and achieve self-sufficiency. Northern Region Mid-Central Region Rockford Sycamore Bloomington McClean County Normal For the last few years, Brad Stein of U.S. Cellular in Bensonville has pulled together a group of local U.S. Cellular employees to paint, do landscaping work and make repairs at the MotherHouse Crisis Nursery in Rockford. Every holiday season, Brad personally adopts 4-5 local families in need, supplying them with food, clothing and toys through the Northern Region’s Adopt-A-Family program and recruits his co-workers to donate to the Christmas Holiday Shoppe, which raises thousands of dollars for children and families in need. Metropolitan Region City of Chicago Cook County Kane County Children’s Home + Aid Corporate Partner of the Year Walgreens not only made generous charitable contributions to improve the health and well-being of children in the Metropolitan Region, this fall, a dozen volunteers from Walgreens corporate headquarters volunteered at the Daniel F. and Ada L. Rice Child + Family Center to repaint the gymnasium for the 63 children and youth who live at the Center. The leadership and support of Walgreens has helped Children’s Home + Aid secure new friends and partners in the corporate sector and the company’s emphasis on engaging their employees in volunteerism has benefited our programs throughout the region. Since 1988, Stacie and John Killian have given thousands of dollars and hundreds of hours of their time to make life better for families in the Mid-Central region, including the communities of Bloomington and Normal. Together with their children and grandchildren, the Killians recruit their network of family and friends to commit to the Adopt-a-Family program each holiday season. From gift wrapping to shopping to speaking to local business and civic groups, the Killians have been able to keep the program strong, even in years of great need. Southern Region Alton Belleville East St. Louis Granite City Over the past three years, Peg Stimson and Terry Coy have organized, formed, and managed large auxiliary groups in their communities in support of clients served by the Southern Region of Children’s Home + Aid. The auxiliary groups formed and supported by Mrs. Stimson and Mrs. Coy have raised funds to send a client on a school trip to Washington D.C.; they have provided furniture to clients who have none; they have collected coats, hats, clothing and other necessary items for families who would otherwise go without. In addition to their work with the auxiliary groups, Mrs. Stimson and Mrs. Coy also support the region’s Adopt-A-Family program during the holiday season and work year-round to promote Children’s Home + Aid to their friends and family. www.childrenshomeandaid.org p. 7 protecting children White Sox superstars Gordon Beckham and Paul Konerko host an adopted child on the field during the annual Foster Family Day at the Park for foster children and their families. This year, Beckham joined Paul and Jennifer Konerko and Jim and Andrea Thome to raise funds and awareness for the needs of foster families throughout the state. strengthening families safe + stable homes Sandra Bohn, a photographer and art teacher, led a group of volunteers in an art project with youth from Children’s Home + Aid’s Excellence Academy in Chicago’s Englewood community. The students learned about the rich history of African American photographers in the Harlem Renaissance and then had the opportunity to photograph the beauty, history and hope of the Englewood community as seen through their own eyes. f a m i ly c e n t e r e d S e r v i c e s Jackie was a young mother in trouble, raising a 4-year old son on her own in downstate Sparta while battling a history of substance abuse. When she gave birth to her second child, a baby girl, Jackie was in danger of losing her children. She was estranged from her family and did not have any other relatives to support her. Kevin Buchanan, an Intact Family Services caseworker in the Metro East area, brought Jackie and her parents together to work out a plan that allowed Jackie and her kids to live in her parents’ home while she received substance abuse treatment and mental health counseling. Kevin held meetings with Jackie and her family to work on their communication issues and Jackie’s family was able to give her strong support during this difficult period. After four months, Jackie was able to return home with her children and go back to work. Jackie’s mother sent Kevin a card at the end of her time in Intact Family Services, “Thank you so much for being the team leader in getting my daughter and our family through this last year. My greatest gift is having the daughter I always wanted, but never had.” community need our response o u r i m pa c t Nearly 80% of abused children face at least one mental health challenge by age 21. Child abuse and neglect lead to a host of problems including depression, failure in school, anxiety, criminal behavior and Post-Traumatic Stress Disorder. Foster Care: Children’s Home + Aid is one of the state’s largest foster care agencies, helping more than 1,000 children a year find a safe haven until they may be returned to their families or adopted into permanent, loving homes. 240 foster children were safely moved from foster care to loving, permanent homes. Last year in Illinois, more than 29,000 children were found to be abused or neglected and more than 4,500 were removed from their homes to keep them safe. Nearly 9,000 families were found to need support to remain together after an incident of abuse or neglect. Adoption Services: Our adoption caseworkers guide and support adoptive parents, carefully matching nearly 100 children each year with permanent families and providing resources to help parents raise happy, healthy children. 83% of families in crisis who received Intact Family Services last year were stabilized, allowing 866 children to continue to live at home safely, preventing placement in foster care. Sandy Galloway was presented with the Pauline K. Palmer Award for dedicating more than thirty-six years of active and committed membership in support of Children’s Home + Aid. The 2009 gala raised more than $500,000 to benefit Children’s Home + Aid Child + Family Centers. educational success e a r ly c h i l d h o o d S e r v i c e s When Dewayne and Lenise Jones moved their family back to Chicago’s Englewood neighborhood, where the couple grew up, they had trouble finding high quality child care for their youngest son, 3-year old Darius. Darius’s older brother and sisters were enrolled in the Mays Community Academy, where Children’s Home + Aid provides high-quality after school and family programs. “We were so happy to find after school programs for our older children that were like what we had in the neighborhood when we were growing up, so we were thrilled when Mays staff told us about the Freidheim Center,” said Mrs. Jones. At the Children’s Home + Aid Mitzi Freidheim Englewood Child + Family Center, Darius learns the skills he needs to succeed in school, including literacy, math, science, language, music and art. Mr. Jones is even helping lead a father’s group in the community. “Now we know our kids are safe, they’re learning and the staff from Children’s Home + Aid truly care about them.” community need our response o u r i m pa c t The early years of a child’s life are critical in setting the stage for a lifetime of learning. By age 5, children from lowincome and at-risk families test, on average, two years behind their peers. Early Childhood Education Centers: More than 1,500 children benefit from highquality child care, Head Start and pre-Kindergarten programs that enhance school readiness. Our centers serve the whole family with parent support and education. 95% of parents of 4 and 5-year olds reported that their children were more prepared for Kindergarten as a result of our early childhood programs. According to research at the University of Minnesota, quality early childhood care and education targeted to low-income minority children is a cost-effective way to reduce crime and increase success in school. Every dollar invested in the kind of comprehensive early childhood education programs delivered by Children’s Home + Aid results in savings of more than $7 in benefits to the public. Child Care Resource and Referral: More than 24,000 parents and children were given information to help them select affordable, high-quality child care. Through the Child Care Assistance program, more than 8,000 families were given financial assistance to help with the cost of child care. 71% of 3 to 5-year old children in our Early Childhood Education Centers demonstrated improved cognitive development, 72% had improved language functioning and 75% showed improved social and emotional developmental functioning. www.childrenshomeandaid.org p. 11 educational success stable families Rita Canning presents Bill and Cathy Osborn with the 2010 For the Love of Children Award, Children’s Home + Aid’s highest honor. The Osborns have devoted themselves to children in need and received the award at the annual Champions for Children luncheon, hosted by the Board of Trustees. Mr. Osborn is the past Chairman and CEO of Northern Trust and currently serves as Chairman of the Board of Northwestern University. youth development clinical and community Services Stephan is an eighth-grader at Children’s Home + Aid Howe Community School on Chicago’s Northwest Side, where 98% of the students are from low-income families. Children’s Home + Aid partners with nine Community Schools throughout the metropolitan region. Stephan’s regular school day is enhanced by the unique after school programming at Howe, which includes journalism, creative writing, culinary arts, violin, Brazilian Capoeira martial arts, theater and dance. This year, Howe started a “Build a Bike” program, giving students a comprehensive overview of bicycle mechanics in an 8-week course where they completely disassemble their bike down to a bare frame and then rebuild it, learning every part and system along the way. Stephan, who is enrolled in Howe’s special education program, fell in love with the Build a Bike course the very first day and vowed never to miss a class. After the fourth week, Stephan’s instructor noted that Stephan was excelling in the course and asked him to serve as the program’s student assistant. Stephan’s school counselor also noticed a change – every week in counseling Stephan would say he couldn’t wait until Thursday “because that’s Build A Bike day.” Stephan began to make new friends with students outside of his special education program and has joined the Math Club. Even though his math skills aren’t as strong as the other students, he does not feel intimidated and wants to challenge himself. community need our response o u r i m pa c t One in ten children in the state suffers from a mental illness severe enough to cause some level of impairment, but only 20% of these children receive mental health services according to the Illinois Children’s Mental Health Task Force. Youth Services: Teenagers and school-age children at risk for school failure, homelessness, drug abuse, early pregnancy and incarceration are helped through a wide variety of youth programs that help them succeed at home, in school and in the community. Students who participate in the after school programs at Children’s Home + Aid Community Schools have improved reading grades, better classroom behavior and stronger peer relationships. Our students also benefit from a high rate of parent involvement and solid bonds within the school’s community. 89% of parents with children in our Community School programs have reported their children’s overall school performance has improved. 23% of Illinois adolescents and 34% of adolescents in the City of Chicago suffer from depression to the extent that it prevents them from doing their usual daily activities, according to the President’s New Freedom Commission on Mental Health. Child and Family Counseling: More than 1,300 children in need of support were helped by our child and family counseling programs, which involves parents and other family members, improving the emotional wellbeing of children and youth. 95% of Metro East youth served by Redeploy Illinois received help that allowed them to remain with or return to their families. 99% of young people who received Homeless Youth Services were back safe in their homes. www.childrenshomeandaid.org p. 13 emotional well-being Walgreens President and CEO Greg Wasson accepts the Corporate Partner of the Year Award from Trustee Chris Leahy at the 2010 Champions for Children Luncheon. Walgreens was honored for the company’s commitment to the health and wellness of children and families in Illinois. thriving families skill-building clinical and community Services Kayla is the four year old daughter of Renea, a single mother living in Rockford. When Kayla was born, Renea made the decision to change her life and enrolled in a long-term treatment program to help her stay off drugs and be a good mother to Kayla. While in treatment, Renea learned about the Children’s Home + Aid MotherHouse Crisis Nursery. MotherHouse provides expert and nurturing child care for Kayla and other children when their families are faced with a crisis like homelessness, domestic violence or a medical emergency. Our Family Enhancement Specialists work with parents to help them through the crisis that led them to MotherHouse, providing longer term intervention and support to help stabilize the family and keep children out of foster care. MotherHouse also helps families meet basic needs like access to formula, clothing and diapers. Kayla comes to MotherHouse so Renea can attend counseling, meet with her sponsor or to get a stress break when the pressure is building up. “MotherHouse has been there for me when no one else was,” Renea says. “I need to know that a place like this exists for my daughter, so that she can get the BEST care. Kayla is a very lovable, friendly and healthy four year old. I have been blessed by God.” community need our response o u r i m pa c t Last year, 4,500 Illinois children were removed from their homes because of abuse and neglect. Eighty-eight percent of the children treated at the Children’s Home + Aid Daniel F. and Ada L. Rice Child + Family Center have been removed from their homes because of severe physical abuse, sexual abuse or extreme neglect, resulting in trauma that makes it too challenging for them to thrive in a family setting. Parent Support: Parents receive education and counseling so they can support their children’s growth and development. Our programs include Crisis Nurseries for short-term help in tough times, in-home counseling and Parent’s Care + Share support groups. 83% of parents participating in Parents Care + Share support groups report a significant improvement in their parenting skills. According to the National Child Traumatic Stress Network, the rates of Post-Traumatic Stress Disorder for youth in foster care are higher than that of American war veterans. Untreated trauma can result in a number of negative effects and behaviors in children including depression, academic failure, anxiety, eating disorders and criminal activity. Residential Services: Some children have trouble thriving in traditional foster homes because of the abuse and trauma they’ve experienced. The Rice Child + Family Center provides extensive 24/7 therapeutic residential care for emotionally troubled children, helping them heal so they can return to a family setting. 73% of children at the Rice Child + Family Center were successfully placed with biological, foster or adoptive families within 18 months of starting treatment. www.childrenshomeandaid.org p. 15 Nancy Ronquillo presents the Honorable Lisa Madigan, Illinois Attorney General, with the Blue Bow Award for her deep commitment to the children and families of Illinois. Today, our work is more critical than ever. During a time of economic vulnerability, we continue to give voice to the needs of our state’s most vulnerable children. I l l i n o i s Pa r t n e r s for Human Service Illinois Partners, chaired by Children’s Home + Aid President and CEO Nancy B. Ronquillo, is a statewide coalition of human service providers dedicated to building stronger communities through high quality, responsible and sustainable approaches. Today, over 600 providers, business and civic leaders, academic and policy experts, constituent groups and communities of faith have joined together, motivated to raise public awareness, shape policy and protect vital services for families in need. At the urging of Illinois Partners and other social service professionals, Governor Quinn established the Illinois Commission on Human Services. Nancy Ronquillo was appointed by the Governor to serve on the Commission, which is charged with making a system-wide review of Illinois human service programs and their impact. The Commission will issue recommendations on how to make the system more effective and efficient in reaching those in need. Big league Sluggers Paul Konerko and Jim thome Honored by Senator Richard Durbin with Angels in Adoption Award U.S. Senator Richard J. Durbin selected Paul and Jennifer Konerko and Jim and Andrea Thome as the 2009 Angels in Adoption TM for their outstanding advocacy of foster care issues in partnership with Children’s Home + Aid. The Congressional Coalition on Adoption Institute (CCAI), which orchestrates the nation- wide Angels in Adoption program honored the Thome and Konerko families in Washington, D.C. Through their Bring Me Home Campaign, Konerko and Thome have worked tirelessly to support and promote awareness for the needs of foster children through advocacy and fundraising efforts, public service announcements, media interviews and holiday gift drives.
