SPEAKERS
JEFFREY A. MONTGOMERY, MSW, LISW-S, BCD
Jeff Montgomery has been with the Chillicothe VA Medical Center since October 2010 serving as the OEF/OIF/OND Mental Health
Point of Contact. In this position, Mr. Montgomery provides individual, marital counseling and case management to Veterans and
their families as well as providing in-service and outreach education on military and Veteran culture issues including PTSD, Military
Sexual Trauma, Suicide Prevention and Traumatic Brain Injury. Mr. Montgomery also has assisted in the development of a Veterans
Justice Outreach Program throughout southeastern Ohio. Mr. Montgomery is a Licensed Independent Social Worker-Supervisor
by the Ohio Counselor, Social Worker and Marriage and Family Therapist Board; a Certified Trauma Therapist; trained in Cognitive
Processing Therapy; a Board Certified Diplomate in Clinical Social Work by the American Board of Examiners in Clinical Social Work;
and a member of the National Association of Social Workers.
COLONEL DAVID W. TOWLE, DO
Colonel David Towle received his commission into the U.S. Army Medical Service Corps from the University of Connecticut ROTC
program in 1977. He received his medical degree from the College of Osteopathic Medicine and Surgery, Des Moines, Iowa, and
completed his residency in Family Practice at the Madigan Army Medical Center, Tacoma, Washington. He is board-certified in
Family Medicine from both the American Osteopathic Association and the American Medical Association. Col. Towle has held
virtually every leadership position available to an Army Medical Officer throughout the United States, Central and South America,
Europe, and Southwest Asia. He is currently serving as the Command Surgeon for the U.S. Army Legal Command and as the Public
Health Medical Advisor to the Kingdom of Saudi Arabia. Col. Towle has earned numerous military awards and decorations including
the Legion of Merit, Bronze Star Medal, Joint Meritorious Service Medal, Purple Heart, Combat Medical Badge, Expert Field Medical
Badge, and Diving Medical Officer (SCUBA) Badge.
CARRIE H. ROBINSON, PhD
Carrie Robinson has been with the Chillicothe VA Medical Center since September 2007 serving as a Clinical Psychologist and the
Local Evidence-based Psychotherapy (EBP) Coordinator. She recently become the Cognitive Processing Therapy Regional Training
Consultant for the VA Healthcare System of Ohio (VISN 10). Dr. Robinson received her Doctorate of Psychology (Counseling) from
The Ohio State University, is VA Certified as Prolonged Exposure Therapy Provider and Cognitive Processing Therapy Provider, and is
a member of the VISN 10 PTSD Experts Group.
WILLIAM RESCH, DO, FAPA
Dr. Resch is the Consult Liaison Psychiatrist and Psychiatry Residency Program Director at the Chillicothe VA Medical Center. He
received his medical degree from the Ohio University College of Osteopathic Medicine, Athens, and completed his residency in
Psychiatry at the OSU Medical Center. Dr. Resch serves on the VA Pharmacy Residency Advisory Committee, Interdisciplinary Pain
Management Committee, and is the Physician Utilization Management Advisor for the Chillicothe VAMC. Dr. Resch has a Drug
Enforcement Agency License, a Certification for Outpatient Treatment of Opiate Dependence with buprenorphine, and is Board
Certified in Psychiatry and Neurology by the American Board of Psychiatry and Neurology.
EDOUARD J. TASSY, MT, MLS, MPAS, PA-C
Ed Tassy is the Chief Physician Extender for the Primary and Preventive Care Line at the Chillicothe VA Medical Center with over
twenty-five years of experience in the medical field and twenty-eight years of military service. He received his Master of Physician
Assistant Studies from the University of Nebraska, Omaha. He holds a Physician Assistant Certification by the National Commission
on Certification of Physician Assistant (NCCPA); Medical Laboratory Scientist Certification by the American Society for Clinical
Pathology (ASCP); and a Medical Technologist Certification by the American Medical Technologist (AMT). He has specialized in
clinical laboratory sciences, global medicine, detainee healthcare, and internal medicine for both the U.S. Army and the Department
of Veterans Affairs. Mr. Tassy has earned two Bronze Star Medals from combat tours in Iraq.
CARROLL A. MCSHANE, MSW, LCSW
Carroll McShane has been the Chief of Social Work Service since July 2006 and has been with the Department of Veterans Affairs
since 1991. Ms. McShane has a Bachelor of Science in Criminology from California State University, Fresno; Master of Social Work
from George Warren Brown School of Social Work, Washington University, St. Louis, Missouri; and is a Licensed Clinical Social Worker.
Ms. McShane served on active duty in the U.S. Navy from 1974 to 1976 and the Navy Reserve from 1976 to 1980.
DEBORAH CRABTREE, MS, RN
Deborah Crabtree has been the OEF/OIF/OND Program Manager for the Chillicothe VA Medical Center since 2007. Ms. Crabtree’s
main focus is to ensure that newly returning combat Veterans have a seamless transition into the VA system from the military. Ms.
Crabtree has a Bachelors of Science in Nursing from Ohio University and a Master of Science Administration of Nursing and Health
Care Systems from Wright State University.
TERRY MCQUIRT
Terry McQuirt has worked at the Chillicothe VA Medical Center since 2007 and is currently the OEF/OIF/OND Transition Patient
Advocate, assisting combat Veterans as they transition from the military to the VA. Mr. McQuirt also provides community outreach
to Veteran Service Officers, colleges, universities, National Guard and Reserve units in southeastern Ohio. He is currently pursuing a
masters degree in Healthcare Leadership. Mr. McQuirt is a U.S. Air Force Veteran, serving from November 1998 to March 2006, with a
tour in Iraq from 2004 to 2005.
