New Municipal Enforcement
The Town of Clarenville has joined many other municipalities in
the province, who have a Municipal Enforcement officer on staff, to
enforce town regulations. With a town of our size it was necessary
to hire Municipal Enforcement. Stephane Berger was hired in
October for this new position, which is on a seasonal basis for now.
Much of our enforcement in the past was carried out by town staff,
but with the level of development in our town, staff were no longer
able to meet these demands. Stephane was sworn in at a Council
Meeting in November. Some of the areas he will be working on
include dilapidated properties, car wrecks and the town’s new
garbage regulations.

Project Updates
Water Treatment Plant
Construction on a new water
treatment plant in Shoal Harbour
is moving along on schedule. The
building is now enclosed and inside
work has begun. Again, Council is
expecting to have the treatment
building up and water flowing by
spring/summer 2007.
Heritage Pride
Council in cooperation with the Clarenville Heritage Society is
working to preserve or recognize a range of special historic places
in our town. Councillor Elizabeth Muller and Deputy Mayor Browne
attended a heritage workshop on heritage designations and the
“Doors Open” program in November. “Doors Open” is described as
a unique opportunity for the citizens and visitors of the Clarenville
region to celebrate our architecture and heritage through the
exploration of some of our hidden historical, architectural and
cultural gems. Buildings that are normally closed to the public or
charge an entrance fee welcome visitors to look around for free.
We are currently planning to host our first “Doors Opens Days” in
the fall of 2007.

The Causeway Project
The Andrews Pond control structure
is now near completion. This control
structure is a part of our new
treatment facility. It is built to maintain
proper water levels in the river which
is used to supply water to the new
treatment facility.
CARA, in partnership with the Shoal
Hr. Enhancement Committee and
Service Canada, is enhancing the
causeway loop and trail system.
Presently they are building a set of
steps leading to two viewing decks
overlooking beautiful Random
Sound. These decks will have story
boards depicting the heritage and
nature of the area. An asphalt walking trail will continue from the
pedestrian bridge to Hunts Hill. Picnic tables, benches, flower
boxes and hanging baskets will be placed along the loop.
A trail has also been designed to join into the Bare Mountain Trail
system. Completion date is scheduled for early in the new year.
Our thanks to the volunteers on the Enhancement Committee
for another job well done.

Fire Alarm Systems
Your Security and Fire Alarm
System. Is your emergency
information correct?
There are a wide variety of manufactures providing home security
systems in today’s marketplace. These
systems are becoming increasingly
popular and many offer an added
feature in the form of fire detection and
notification. Most of these systems
operate in a similar manner. When the
alarm is activated, a signal is sent to a
call center where it is determined which
customer has an alarm and what type
of alarm it is. That person then reviews
the information they have on file and
calls the appropriate emergency agency.
The correct “information on file” is very
important. Surprisingly the Clarenville
Fire Department has been called for
alarms in towns over 30km away, who
have their own fire department. We have
also responded to fire alarms that turned
out to be security related. Most of these
misfortunes can be traced back to not
having the correct information on file
with the alarm company. I recommend
you check twice a year to see if there is
any changes in your information. You
will want to confirm your correct civic
address, daytime phone number, your
key holder list and their contact info. You
should also check what numbers they
have for the police, fire and ambulance.
I’m sure there will be questions about
codes and passwords also.
If properly maintained these systems
can be a great asset, however like
many things around the house, it needs
some attention now and then to ensure
it’s working properly.

New Events Centre
The Facility Includes
• A 275 seat theatre, flexible for many uses, including drama
and music productions, as well as lectures and seminars
• A 1,200 seat ice rink
• An indoor, year-round walking track
• Footprint for two curling sheets to be developed in the future
• Community meeting room
Progress To Date
Working with the Event Centre Committee and led by Ron
Fougere and Associates, in partnership with Dennis Knight
and Associates, M5 Marketing and Davis Engineering, a
feasibility study considered the needs of the region, the
viability of all components of a new Centre and a marketing
plan. Extensive consultations occurred with the general public
as well as the sports and arts communities. During the
Summer of 2006, detailed design was completed in order to
develop tender ready documents for late Fall 2006. It is
anticipated that construction for the Event Centre will begin in
Fall 2007 pending funding, with the expected opening in Late
Fall 2008.
