FESTIVE EVENTS
December 4th, 2008 at 7:00 p.m.
Clarenville High School Gym
WE WILL BE HOSTING our third annual Old-Fashion Christmas Time at
the Clarenville High School Gym on December 4th at 7 pm. This year’s
concert will be a mix of comedy (staring Lizzie Jane), great music and oldfashion fun.
Get out your favourite “Mummering” costume and register at 6:30 pm.
Prizes will be given for “Most Spirited Mummer” and “Most Unique Outfit.”
No Christmas concert is complete without a visit from Santa Claus. So
come along and bring the kids (Santa will be distribute Grab Bags), and enjoy
a night of song, laughter and dancing with the mummers.
Admission is free. However, a contribution to the local Food
Bank is welcome!

accomplishment! Hon. Dave Denine, Minister of Municipal
Affairs, announced at the Convention that he would be providing
$500 to the Town of Clarenville to host a reception in Mayor
Best’s honour.
Mayor Best was also recognized for his 17 years as a MNL
director serving the eastern region.
THE ANNUAL “Lighting of the
Christmas Tree” will take place on December
7, 2008 at 4:30 pm. This Family Event will be
held in front of the Town Hall and will include
music by the Salvation Army Band, a Christmas
Carol Sing-a-long, the Lighting of the
Christmas Tree and the Lighting of the Star on
Bare Mountain. After the sing-a-long you can
warm up with hot chocolate and cookies
served by the Clarenville Fire Department.
Free admission - a non-perishable
food item for the food bank is welcomed!

Written Submissions
THE TOWN OF CLARENVILLE is seeking public input,
from residents only, on the Targa Road Rally held in our
Province each year. Submission must include whether or not
you are in favour of the event and specific reasons why this
rally should or should not be held in our town.

CLARENVILLE:
TIDY AND INVOLVED
FOR A NUMBER OF YEARS, the Town of Clarenville has
taken part in the Tidy Towns competition. Being involved in
Tidy Towns means that we pay special attention to tidiness and
beauty within the town. For the second consecutive year,
Clarenville won a criteria award for Tidiness Effort. It also won
for Community Involvement. “This is a great award to win and
speaks to the community spirit within the town,” says Councillor
Paul Tilley, Chair of the Beautification and Natural Environment
Committee. Thank you to the businesses and individuals who
recognize the value of keeping our town tidy and beautiful.
Events Centre
WORK ON THE EVENTS CENTRE is ongoing with a
scheduled opening for the Fall 2009. Pictured recently on the site
are: Councillor Frazer Russell (Chair of the Events Centre
Committee), MHA Ross Wiseman,Town CAO Bob Hiscock, Peter

Waste Management
WASTE MANAGEMENT is taking on more and more
importance within the province. At the recent Craft and
Trade Show hosted by the Chamber of Commerce, the
Town’s booth included information about composting. Cathy
Parsons of the MMSB provided information to people about
how easy it is to compost your organic materials (i.e. fruit
and vegetable peels) which results in less garbage in landfills
and enriched soil for you! For more information about
composting, including how to create your own compost bin,

In terms of garbage collection, our regulations state that
no householder shall put out for collection more than six (6)
containers, or their equivalent, for collection by the Town on
any one collection day. Containers shall not be put out for
collection except on the day designated for collection in the
area. With the exception of between the hours of 6 am and
8:30 pm on the regularly scheduled day for garbage
collection, garbage containers must be kept a minimum of
7.5 metres (25 feet) from the property boundary facing any
public road or behind the building line of the property,
whichever is less. Please refer to our policy section regarding
our new policy on covering garbage.
It’s up to each of us to ensure that the Town’s waste
management activities lead to a tidy, beautiful and safe
community for each of us. Council is currently looking at
regulations around commercial dumpsters.

NEW TOWN POLICIES
New Home Water Supply
THIS SUMMER the Town of Clarenville became aware that
persons, other than Town employees, are turning on water to
new homes. This practice not only poses a potential threat to
the Town’s water system and the property, but is illegal. The
entire water infrastructure system, up to and including the
shut-off valves, is the property of the Town.
The Town of Clarenville prides itself on having one of
the best, if not the best, water in the Province of
Newfoundland and Labrador. To maintain this high quality,
prior to turning on the water to a building,Town employees
will carry out an inspection to ensure that a number of
devices have been installed. We look for things like pressure
reducing valves and vacuum relief valves. This not only helps
prevent damage inside the home but also keeps unwanted
substances from getting into, and contaminating, the entire
system.
To stop the practice of illegal water turn-ons the Town is
taking the following action:

Tampering with any part of the water system will
be reported to the RCMP.
For new buildings, the property owner will be
charged water tax effective 10 weeks from the date
of the issuance of the Building Permit and not for
the date of occupancy.

OUR WEBSITE (www.clarenville.net) has recently undergone
some maintenance changes. Council minutes dating back from
January 8, 2008 are available on the site. Minutes are posted once
they are approved so there may be a delay of four weeks before the
latest minutes are available on the web. Minutes are also available
for viewing at the Town Hall.

The water to the property will be immediately shut off
by the Town and not turned on until all inspections have
been carried out and all conditions of the Building
Permit have been met.
Covering of Garbage
Placed for Collection
THE TOWN OF CLARENVILLE has recently adopted the
following policy, effective immediately, for the mandatory
covering of garbage bags placed by the roadside for collection.
Garbage placed for collection shall be covered with a
weighted, solid colored, nylon or polyester net with a maximum
mesh size of 25 mm x 25 mm acceptable to the Town.
Nets used for the covering of garbage shall be designed and
maintained in a manner acceptable to the Town so as to ensure
they provide adequate coverage, cannot be blown off the garbage,
are easily removable by the garbage collector and do not blow
away once the garbage has been removed.
The metal or plastic containers used to contain garbage
placed for collection and nets used to cover garbage placed for
collection shall be removed from the curb or street line no later
than 8:30 p.m. on the day on which the garbage was placed for
collection.
Please note that blankets will not be permitted as
an acceptable coverage under the Town Regulations.
MAYORS CHRISTMAS
MESSAGE
CHRISTMAS is a very special time of the year. Stores are busy
with shoppers, streets are exploding with beautiful colored lights,
children grow excited in anticipation, and greetings of goodwill
abound. There is a special feeling about it all, that takes the dark
and cold days of December and fills them with light and warmth.
The real things of Christmas are those things that cannot be
bought. They are the intangibles – gladness and joy, kindness and
tenderness, peace and goodwill. These make Christmas and give it
that special message. The power of this message profoundly affects
our relationships with one another as members of the human
family – as members of our community. It is the message which
determines our attitude, and creates our concerns for not just this
short season, but for all time.
Have a happy Christmas, enjoy all that you cherish with
family and friends, and remember always, that we can pursue the
ideas reflected in the Christmas message every day of the year.
On behalf of all of us involved in Council and with the Town
of Clarenville, we extend warmest wishes for a joyful and fulfilling
Christmas Season. May 2009 be another prosperous and exciting
year for all our people.

THE TOWN’S Economic Development Committee is
spearheading the development of a winter tourism strategy. A
proposal has been forwarded to ACOA and the Department of
Industry,Trade and Rural Development for funding to the
amount of $268,000. This funding will help to grow the winter
tourism potential of the area by focusing on a marketing strategy
for Winter 2009. The proposal also focuses on product
development with the creation of a parking lot and snowmobile
on/off ramp at White Hills (near the forestry access road) and site
improvements at White Hills (i.e. site preparation work, building
a stage for concerts). This proposal requires the support of private
sector partners and organizations such as the Discovery Regional
Development Board, the Clarenville Area Chamber of
Commerce, Discovery Trail Tourism Association,Alpine
Development Alliance, Nordic Ski Club, Snowmobile Association
and Destination St. John’s.

Residents will notice NEW SPEED LIMIT SIGNS
posted at various residential locations around town
indicating that the speed limit is 40 km/hour. Unless
otherwise noted, the speed limit throughout town is 50
km/hr. Please watch your speed, particularly during the
winter months when stopping quickly can become more
difficult. We all have a role to play in resident safety.
! NEW TRAFFIC LIGHTS are due to be installed at the
Manitoba Drive – Shoal Harbour Drive intersection. These
lights are much needed as traffic increases along Shoal
Harbour Drive.
! A number of SUB-DIVISIONS are currently in the works.
All of this activity has highlighted the need for an updated
Municipal Plan. Work will begin on this in early 2009.
