Next Year We Celebrate The 100th Anniversary of Atascadero
F
rom the earliest
months of 1913
when eastern publisher Edward Gardner
Lewis
purchased
the
23,000-acre J.H. Henry
ranch to today, a city of almost 28,000 men, women
and children, our Centennial Celebration is being planned that will have something
for everyone.
We’ll see the re-opening of the City Administration
Building, which will be even more beautiful on its interior
than ever before. A new library will open its doors as the
result of a remarkable partnership with the county, private
developers and a cadre of volunteers second to none who
have raised almost $2 million. Atascadero Kiwanis Club will
donate the new park bandstand to the city. The Italian marble
statue will come back to the park after undergoing extensive
restoration over the past six years. Atascadero Mutual Water
Company also observes its 100th year, the longest continuing
private business in the community.
Chaired by Linda Hendy, who is also the CEO of
Atascadero Chamber of Commerce, the committee’s goal
is “To facilitate a community and tourism celebration for
Atascadero’s 100th anniversary.” A number of annual events
will take on a theme of the centennial, starting in January
with the annual Chamber dinner and continuing though
the year with the lakeside car show, cruise night, Dancing
With Our Stars, the Lake Park Wine Festival and more, all
culminating in a “celebration weekend” during the regular
Colony Days festivities in October, 2013.
There will also be opportunities for sponsorship of the
centennial celebration so the event does not put a financial
burden on the city coffers. You will learn in subsequent

T
he Chamber celebrates a new opportunity to partner
with local North County Chambers of Commerce to
bring our members the added bonus of networking
with over 400 local business people from not only the North
County but also from San Luis Obispo. It has always been
my experience that Chambers benefit from partnering with
one another and so do our members. Each year Chamber executives attend a Western Association of Chamber Executives
conference and share new ideas, programs, what is working
and what hasn’t. Many of us bring those ideas or programs

C
arol Bezkostny is vice president and manager of Rabobank N.A.’s Atascadero Branch located at 6950 El
Camino Real.
As the branch manager Carol oversees daily operations and
personal and business lending activities.
A banker for nearly 30 years, Carol has held various positions
with Rabobank N.A. Prior to her current position of 2 1/2
years, Carol served as branch manager of the Bank’s branch on
Golden Hill Road in Paso Robles for four years. Previously,
she served as financial services officer and customer service
manager for the Atascadero Branch for seven years. Carol
back to our local Chamber to implement and enhance our
membership value.
On a local level each month I attend a SLOCHEX meeting. This meeting includes all the Chamber executives from
Cambria, Paso Robles, Pismo Beach, Arroyo Grande, Morro
Bay and San Luis Obispo. We share program ideas and work
on ways to partner to enhance our membership value. This is
not a competition between Chambers of who has the most
members or which Chamber is more successful, this is, I believe, about what is best for our City, business communities
and our Chamber members. Here at the Atascadero Chamber, we work hard to encourage new memberships, however,
we want what’s best for the business or individual. We want
to know if they will benefit from our programs, do they want
to build a customer base here in Atascadero or do they live
here and want to support the vitality of our community?
There are lots of reasons to join a local Chamber of Commerce and we encourage you to learn more and share our
mission with others.

Templeton National Bank and was a financial center manager
for Santa Barbara Savings.
Carol enjoys pursuing activities that promote business and
giving back to the community. Rabobank plays a key role in
California’s communities through financial support of local
events and non-profit organizations and active involvement
of its employees. Carol has been involved with Colony Days
Tent City, Atascadero Relay for Life and United Blood Services
Donor Program. In addition to being an active member
of the Chamber, Carol is also a member of the Atascadero
Rotary Club. She has participated in the Rotary’s Leadership
and Ethics Conference and Financial Literacy Seminar. Both
events benefit local high school students.
Carol came to the Central Coast in 1975 to attend Cal Poly.
She earned a bachelor of science degree in natural resources
management from Cal Poly. Carol and her husband Ron are
25 year residents of Paso Robles and have a son Roy who is
attending UC Berkeley.

at Castoro Cellars. The purpose
of this special event was to recognize the Ambassadors for all their
hard work and dedication as well as
to provide an unprecedented networking opportunity for all North
County members.
While Board members served in
place of ambassadors for their special
night of recognition, the more
than 400 in attendance enjoyed a
relaxing evening of getting to know
other Chamber Members, Chamber
Board Members, Ambassadors, City
Dignitaries and visitors.

Connecting the Past with the Present
T
he Atascadero Greyhound Foundation is excited to announce their new Greyhound Athletic Hall of Fame!
This terrific display of Atascadero’s outstanding athletes
can be found at the local Cold Stone Creamery next to the
Galaxy Theatre. Atascadero Athletes are honored as far back
as 1940. The High School started in 1921. There are three
categories of honorees that are recognized, Athletes, Coaches
and Community Service to the Athletic Department.
The next induction into the Hall of Fame will be October
6th and will continue on an annual basis. The Greyhound
Foundation Executive Director, Donn Clickard, &
Foundation Board of Directors are very thankful that Mike
and Carole Talen from Cold Stone Creamery has offered
the location to display the Wall of Fame. Clickard stated,
“The folks on the wall represent the cream of the crop of the
athletes of Atascadero and we definitely have many more to
come!”
Stop by and check out the Wall of Fame next time you have
an urge for some fantastic ice cream or you are just waiting
for a movie to start! It is likely that you will know several that
are on the wall.
Three Hall of Famers were present for this special occasion,
Donn Clickard, Jerry Clay and Wayne Cooper.
Donn Clickard, Executive Director of the Greyhound Foundation
was inducted into the Hall of Fame in 2008.
As Athletic Director from 1972-2004, Clickard helped
develop excellence at Atascadero High School as the Greyhound
teams won 117 League Titles, 21 CIF Championships and
were CIF runners up 13 times.
Clickard was named “California Athletic Director of the
Year” in 1992 and honored as both the “Girls Athletic Director
of the Year” and ”National Athletic Director of the Year” in
1997. In addition, the Atascadero Chamber of Commerce
named him “Atascadero Man of the Year” in 1984, Citizen of
the Year” in 1996 and presented him its “Community Service
Award” in 2003.

in Atascadero.

for 37 years and has

youth
athletic department in

organization founded to meet the social and

in San Luis Obispo County. They alter between

component. NCYP provides you with opportunities

What brought you to Atascadero to open a business?

We are the construction manager for the historic City Hall
repair & mitigation project. My wife & I are enjoying living
here while the work is going on.
I grew up here and I was familiar with the area so real estate
was a natural business to go into. We work with sellers, buyers
& investors and offer property management services.

Bernards believes that community outreach is an important
way to involve local businesses in the project. We are associated
with the Chamber, Main Street, Historical Society, AUSD,
SLO County Builders Exchange & Rotary. This anchors us
in the community and has been very helpful throughout the
phases of the project.
It has good networking opportunities. We treat each other
like a family; how the community thinks about my business
is important and I value their trust. This is my hometown
and being a part of the community is important.

G
uest Speaker will be Paden Followwill – Junior Consultant with Collaboration Business Consulting. Paden
will be providing information on “How to Develop
& Use Ideal Client Profiles to Grow Your Sales.” Do you
want to take your sales strategy to the next level? One of the
first suggestions we ask when evaluating a sales strategy and
creating an effective one is, “Who are you trying to sell to?” It
seems so simple, but determining the ideal client is critical to
spending your time and resources on the right activities, and
in the right networking events.
Following Paden Followwill’s presentation, the Women in
Business Scholarship Committee and the Family of Joanne
Main will be presenting education scholarships to six very
deserving women from our community. The funds for the
scholarships are raised by selling raffle tickets at the luncheons
throughout the year. A special Thank You to the guest
speakers, WIB members and WIB Committee members who
donate such great prizes for such a good cause.

A Beautiful Day for the Women in
Business July luncheon was held at
the Gorgeous Portola Inn. Thanks to Peggy
and Tom O’Malley for hosting the luncheon in the Carriage
House and to McGees Catering for the superb luncheon.
Cassandra Evangelho owner of Evaneal inspired the group
by sharing ideas and practical tips to dress for your specific
size and shape. It was a fun afternoon and we all received
great information on how to wear those items of clothing we
have purchased that have been hanging in our closets and
never worn.

he Atascadero Colony Days committee needs to raise
about $12,000 to cover its annual celebration. And
they need to do it again next year, and the next, and
the next…..
WE CAN DO IT, $5 at a time: What if one very small
fundraiser could raise enough money to fund our city’s
celebration FOR 5 YEARS? Well, on July 11, a very small
group of community minded citizens got together and
launched the very first Atascadero “Communi-Tea”. Four
women were invited to a tea at the home of Dianne Greenaway.
They were served tea, sandwiches and cookies, and learned
how a Colony Days “tea social” works. Each woman only had
to contribute $5, thus generating $40. Each guest receives a

“hostess packet”, with a promise to host a similar gathering
(the style, location, food and drink of their choosing).
The goal of these Communi Tea’s” is to raise over $130,000
in a very simple way. Attend a gathering as a guest, and then
host one of your own. Each guest is required to contribute $5.
When it’s your turn to host, you provide each of your guests
with a packet and review the information with them, gather
the monies and return to the Colony Days office or drop them
off at the Atascadero Chamber of Commerce.

funds for a special production of a musical based on the
early history of the “Colony” that will be staged in the
Sunken Gardens.

by the Atascadero Historical Society.

the BBQ’s and Community Band Concerts.
If you haven’t had a chance to enjoy a delicious BBQ and Free Band Concerts there’s only a few
more left before the season ends.
Sponsored by the Chamber of Commerce, Tuesdays
in the Park are a community wide collaboration.
Organizations sign up to host a BBQ for an evening
prepared by the Atascadero Elks BBQ crew and
served from 5 – 7 and the Atascadero Community
Band tops off the evening with a great “Big Band”
concert from 7 – 8. Please check the attached insert
for remaining dates.
We had a lot of support from our Board Members
and Ambassadors for our turn at Tuesday BBQ in
the Park! Jeannie Malik of Malik Real Estate made
sure that aprons were available for our servers!

When is an Employer
Responsible for the
Actions of its Employees?
T
here are two areas of concern when it comes to whether
or not an employer is responsible for the actions of its
employees.
Under a legal doctrine sometimes referred to as “respondent
superior” (Latin for “Let the superior answer”), an employer is
legally responsible for the actions of its employees. However,
this rule applies only if the employee is acting within the course
and scope of employment. In other words, the employer will
generally be liable if the employee was doing his or her job,
carrying out company business, or otherwise acting on the
employer’s behalf when the incident took place.
If the injury caused by the employee is simply one of
the risks of the business, the employer will have to
bear the responsibility. However, if the employee acted
independently or purely out of personal motives, the
employer might not be liable. Here are a few examples to
illustrate the difference:
- A restaurant promises delivery in 30 minutes “or your
next order is free.” If a delivery person hits a pedestrian
while driving frantically to beat the deadline, the company
will probably be legally responsible for the pedestrian’s
injuries.
- A technology services company gives its sales staff company
cars to make sales calls. After work hours, a sales person
hits a pedestrian while using the company car to do
personal errands. Most likely, the company will not be held
responsible for the incident.
If you are sued under this legal theory of respondent
superior, your employee’s victim generally won’t have to show
that you should have known your employee might cause
harm, or even that you did anything demonstrably wrong.
If your employee caused the injury while acting within the
scope of employment, you will have to answer to the victim.
If an employee injures a coworker while acting within the
scope of employment, the coworker probably will not be
able to sue your company. Workers’ compensation generally
protects you from lawsuits by injured employees. Instead, the
coworker can make a workers’ compensation claim to receive
payment for lost wages, medical bills, and so on. Employees
can sometimes sue outside the workers’ compensation system
if their injuries were caused by their employers’ intentional
misconduct, but that generally will not be the case if they
are hurt by another employee who is simply doing his or her
job.
The second area of concern is when someone is injured
by on employee, and, the injured party can prove that an
employer failed to take reasonable care in hiring your workers
(“negligent hiring”) or in keeping them on after learning the
worker poses a potential danger (“negligent retention”). This
rule applies even to what your workers do outside the scope
of employment -- in fact, it is often used to hold an employer
responsible for a worker’s violent criminal acts while working,
such as rape, murder, or robbery. However, under this theory
you are legally responsible only if you acted carelessly -- that
is, if you knew or should have known that an applicant or
employee was unfit for the job, yet you did nothing about it.
Here are a few situations in which employers have had to
pay up:
- A pizza company hired a delivery driver without looking
into his criminal past -- which included a sexual assault
conviction and an arrest for stalking a woman he met while
delivering pizza for another company. After he raped a
customer, the pizza franchise was liable to his victim for
negligent hiring.
- A car rental company hired a man who later raped a
coworker. Had the company verified his resume claims, it
would have discovered that he was in prison for robbery
during the years he claimed to be in high school and
college. The company was liable to the coworker.
What can you do to stay out of trouble? Here are a few
tips:
- Perform background checks, within the scope of the law.
- Use special care in hiring workers who will have a lot of
public contact. You are more likely to be held responsible
for a worker’s actions if the job involves working with the
public.
- Root out problem employees immediately. Under the
theory of negligent retention, you can be responsible for
keeping a worker on your payroll after you learn (or should
have been aware) that the worker poses a potential danger.
If an employee has made violent threats against customers,
brings an unauthorized weapon to work, or racks up a few
moving violations, you have to take immediate action.

Atascadero – A Look
Back and A Look Ahead!
I
t’s time to look forward to fall, but not without a glance
back at a memorable summer in Atascadero.
Of course, we all congratulate our high school graduates.
This milestone event in the lives of so many young adults is a
significant marker on our calendars each year. We wish them
all well in their endeavors in the years to come.
Also in June, the annual Mayors Winemaker Dinner at
the Pavilion on the Lake was a huge success. The dinner was
hosted by the Kiwanis this year. The sell-out crowd included
Assemblyman Katcho Achadjian, Assemblyman and SenatorElect Bill Monning, Supervisor-Elect Debbie Arnold, mayors
from all over the County, and Noreen Martin, the chair of
the SLO County Visitors and Conference Bureau who was
recently appointed to the State Tourism Board.
The Fourth of July returned to Atascadero Lake for the
first time in many years, and thousands of people turned
out to celebrate. Nearly four dozen groups and individuals
teamed up to make a wonderful celebration for Atascaderans
and visitors from out of town. Nearly 2,000 people visited
the Charles Paddock Zoo, and more than 100 runners took
part in the Kennedy Club Fitness runs. Nearly two dozen
bicyclists participated in the K-Man Cyclery Ride to Santa
Margarita, and about 150 kids and parents enjoyed the free
movies provided by Galaxy Theatres. Portney Construction
contributed a huge service that brought Andy and Sue
McMean’s antique carousel to the Lake Park where hundreds
of kids of all ages climbed aboard. The Lions Club, Kiwanis
and Elks all pitched in, too. There are far too many people
to recognize here; but suffice it to say, the community came
together and a great time was had by all!
In mid-July we hosted a dinner for the Channel Counties
Division of the League of California Cities at the Lake
Pavilion, complete with wine-tasting at the Charles Paddock
Zoo. We were honored to hear from Karin Fish, the Vice
Ribbon Cuttings
President of Operations and Industry Relations for Visit
California, among others.
And what about August? You can almost hear the roar of
the engines getting ready for the Hot El Camino Cruise Nite
on Friday, August 17th along with the Mid-State Cruizers car
show on Saturday, August 18th. Be sure to join the fun at
these eagerly anticipated events!
In addition to the hundreds of cars cruising El Camino Real
on Friday night and hundreds more at the Lake Park MidState Cruizers show on Saturday, this year Hot August Nights
also boasts a vintage motorcycle rally called the Mud Hole
Classic (www.mudholerally.com). The weekend-long event
will start Friday evening with all the bikes and their owners
gathered in the Carlton Hotel parking lot with the gang from
Freedom Street Rods for opening night festivities. Everyone is
invited to take a look at these fine old beauties. On Saturday
morning, 50 riders will participate in a “timed regularity
trials” in which groups of five riders leave the Carlton Hotel
at precisely one-minute intervals on two 100-mile long loops
around our beautiful countryside. The goal is to arrive at six
different check points at exactly the right minute. This is not
so easy when you don’t know the roads and don’t know where
the check points are. Sunday’s ride after breakfast will be open
to all riders and will wander around the east-side vineyards.
All of these summer events provide even more reasons for
our own residents to turn out for a little fun and send the
invitation to those outside our community to come and visit
us.
Soon the calendar will turn another page and the summer
will be completely behind us. We will start thinking about
re-setting the clocks, going back to school, dressing up for
Colony Days and, yes, even dreaming of that evening in the
not-to-distant future when we will be back on the slopes of
Winter Wonderland.
As the days continue to rush by, all of your friends and
neighbors at City Hall look forward to the fun and challenges
ahead including the grand celebration of our Centennial
in 2013. Living in a beautiful community and working to
make it even better make our hometown experience more
meaningful with each passing year.

County Improves Mental
Health Services
T
he San Luis Obispo County Board of Supervisors recently acted to improve mental health services by adding 2.5 mental health therapists and a .5 nurse practitioner. The County Behavioral Health Department provides
mental health services countywide. The new positions are
funded through the Mental Health Services Act (MHSA)
which was acted into law in 2005 after the passage of Proposition 63. MHSA funds are divided into five distinct categories: Community Services and Support, Prevention and Early
Intervention, Workforce Education and Training, Capital
Facilities and Technology, and Innovation.
The Supervisors also adopted the Mental Health Services Act
Annual Update for Fiscal Year 12-13. It contains an overview
of the work plans and projects being implemented as part
of Proposition 63. The report is available on the County’s
website at www.slocounty.ca.gov. The report details several
community priorities established through a collaborative

process that includes service providers and stakeholders.
Projects slated for implementation or expansion in the
Community Services and Support category includes:
Homeless Full Service Partnership: this program adds
dedicated staff to reach our most underserved population and
provide health care, mental health treatment and housing
assistance.
Wellness and Recovery Integration: An assessment
will be made of county clinics to determine if wellness and
recovery language, practices and principles are being used in
the clinics and services.
Latino Outreach Program Expansion: The program will
be expanded by adding a fulltime Mental Health Therapist to
provide treatment to underserved Latinos.
Expanded Services for the 0-5 Population: This program
will add a Mental Health Therapist to the assessment and
treatment center (Martha’s Place) for children ages 0-5.
Support for Hotline: The county will provide funding
to SLO Hotline to increase services by expanding hours and
adding bilingual personnel.
Programs and services in the other categories are being
modified and/or aligned with the criteria established is the
Mental Health Services Act and the availability of funding.
Countywide, Behavioral Health Services has seen an
increasing demand for service. These recent staffing increases
and implementation of new, innovative programs is designed
to help the county meet those increasing demands.

Cruisin the Nite Away; Presented by H & R Block along
with Paso Robles Ford, Lincoln the City of Atascadero is hosting their 20th Annual Hot El Camino Cruise Nite on Friday
August 17th, from 5:30 – 8:30 pm. Thousands of spectators
are expected to come out and watch this fun, entertaining,
and family-oriented show. From old fashioned favorites, to
new and flashy hot rods, this event brings out the best cars
from all over the county and surrounding areas.
You can pre-register at the Atascadero City Hall, 6907 El

on-line pre-registration will be taken through Friday August
3rd and walk-in’s will continue through Friday August 17th.
Cost is $25 per car by Aug 16th at 5 p.m. all other registration will be handled on-site beginning at 5:30 pm at the

night of the cruise is $35 per car.
Cruize on over to the Atascadero Lake Park Saturday for the 23rd Annual Lake Car Show, sponsored by the Mid State Cruizers and see some of the
most beautifully restored classic cars you’ve ever seen. In addition to the car show that begins at 10:00 a.m. the Charles
Paddock Zoo will be open along with paddle boat rentals,

Twin Cities Community Hospital Welcomes New
Chief Executive Officer
Twin Cities Community Hospital recently announced the
appointment of Mark P. Lisa as their Chief Executive Officer.
As CEO, Lisa will oversee strategic, operational and clinical
activities for the 122-bed acute care hospital.
“Mark is a seasoned healthcare executive with a proven
track record of strong results,” said Jeffrey Koury, Senior Vice
President of Operations for Tenet’s California region. “Mark’s
business acumen, coupled with his reputation for ensuring
quality care and service, will make him an invaluable asset to
the hospital and its surrounding community.”
Lisa previously served as Chief Executive Officer of Tenet’s
Doctors Hospital of Manteca. Prior to that, Lisa served as
Chief Operating Officer of Doctors Hospital of Laredo in
Laredo, Texas. He holds a Bachelor’s Degree in information
systems management from Saint Martin’s College in Lacey,
Washington and a Master’s Degree in health administration
from Chapman University in Orange, California.
