The purpose of Tres Dias is:
1. To develop Christian leaders and help them sustain their
commitment to Jesus Christ as they pursue Christian Apostolic Action
in their environments;
2. To foster and guide the growth of the Tres Dias movement, and;
3. To assure continued adherence to “The Essentials of Tres Dias”.

We believe and profess our faith in one Triune God - The Father, The Son and The Holy
Spirit (Matt. 28:19).
We believe and profess that Jesus Christ is the only Savior and is God in the flesh (John
1:1, 1:14, 3:36, 14: & Heb. 2:17).
We believe and profess that The Holy Spirit is God and is The Lord and Giver of life, who
continues to work in believers today to sanctify, edify and empower the whole Christian
church on earth - - - for His purpose (Job 33:4, Acts 1:8, John 14:26 & Rom. 8:11).
We believe and profess that the Holy Scriptures are the inspired and completely true
Word of God (II Tim. 3:16-17).
We believe and profess that all have sinned and fallen short of the glory of God; that
forgiveness of sins is received through confession and repentance - - and that our sins are
washed away through the blood of Jesus Christ (Acts 2:38, I John 1:9 & Rom. 3:23).
We believe and profess that salvation is a gift of God's grace received through personal
faith in Jesus Christ (Eph. 2:8).
We believe and profess that the Body of Christ is to make every effort to keep the unity of
the Spirit through the bond of peace until we all reach unity in the faith and in the
knowledge of The Son of God (Eph. 4:3, 13).
We believe and profess that God's unconditional love, as made manifest to us through
Jesus Christ, is the primary witness by which people are renewed, edified and changed (I
Cor. 13:8).
We believe and profess that God has called us to live holy lives that will bring glory to His
name (Col. 3:1-25).

To identify, train and equip Christian leaders who
will spread the Gospel of Jesus Christ in their
environments (a & d);
who will grow in their spiritual life (b), and,
who will demonstrate their love toward one
another (c).
Also, to encourage these leaders to assist their
churches in carrying out the mission of their
churches both locally and throughout the world for
the glory of God the Father (d).

Governing Bodies:
Two bodies govern Tres Dias:
The Assembly (which meets each July) is comprised of delegates and observers
from local communities;
The International Secretariat (which meets three times per year) is comprised
of members and officers elected by community balloting.
Assembly of Local Secretariats
Each chartered Local Secretariat is eligible and is encouraged to send official delegates, the
number determined by the number of "active members" in the community. Non-voting observers
are also encouraged to attend (without restriction). The Assembly elects members and officers of
the International Secretariat, and has approval authority over actions, such as Constitution/Bylaws revisions or policy changes, proposed by International Secretariat.
A regularly scheduled session of the Assembly, referred to as the "Annual Assembly", is held
each July, hosted by a local community. Special sessions of the Assembly may be called by the
International Secretariat. Annual Assemblies held to date include:

This Body conducts the year-round business of Tres Dias, charters Local Secretariats, proposes
changes in policies and By-laws for approval by the Assembly and is the Board of Directors for
Tres Dias, Incorporated.

PRESIDENT’S REPORT
The President (By-laws of Tres Dias, Paragraph 6.4.3) is the chief executive of the organization; he appoints members to
the standing committees and represents Tres Dias in dealings with other national organizations. The President will
submit and annual report of all pertinent activities to each Annual session of the Assembly .
July 9th, 2011 marks the 32nd Annual Assembly of Tres Dias Secretariats. The first Assembly brought
together the nine Tres Dias communities that existed at the time. The Holy Spirit has breathed life into
this organization and the number of communities has grown. As the number of communities has
grown, so has the Assembly. It is now an international event with communities from all over the world
represented. Next year the Assembly will actually be held outside the borders of the United States for
the first time. The 2012 Annual Assembly will be held in Seoul, Korea. Rather than a single community
acting as host, in essence, all the chartered Korean communities will host the event. This is being
accomplished through coordination with the Tres Dias Korean Region Sub-Committee (TDKR). TDKR is a
sub-committee of the Membership committee which is made up of two members from each Korean
community.
Tres Dias continues to grow. The Lord continues to use this ministry to bless many throughout the
world. Two more communities were chartered this past year, and another has already put in a request
to be chartered. As outlined in the Membership Committee report, we have more emerging
communities and inquiries about starting others coming in. The Assembly, and more directly, the
International Secretariat, needs to be prepared for the growth; aiding the new and sponsoring
communities. At the same time, we need to continue to communicate with the existing communities
and getting them involved in the growth.
We will need to look at ways to help fund this growth in some areas. Ways to lift up communities in
need, new and old, through prayer, service, communication and aid.
Committees
I have truly been blessed to serve with so many volunteers who come forward with true servant hearts
to further this wonderful tool for the Lord’s kingdom, known as Tres Dias. There are a total of 27
officers and Secretariat members who are elected by the local communities to serve the local
communities and Tres Dias as a whole. In addition, many more come forward to serve on the various
committees of the Secretariat. Each of these people not only take the time to attend the three
Secretariat meetings hosted by various communities, they also work throughout the year as each
committee carries out its duties.
It has been another productive and busy year for each of the committees. From the beginning I
expressed to each committee the idea that they should be working throughout the time between
meetings, communicating with each other and with local communities, so that when the meetings
come around they are ready to move through their agenda. These volunteers did just that as they
worked tirelessly.
One of the main themes of the past year has been to make the International Secretariat an ongoing
resource to aid new and existing communities. 11
As you will find by reading their individual reports, each
committee had plenty to do. The Executive Committee, chaired by Bill Boyd, had to deal with the
budget, tax issues, and proxy issues to be sent out to the communities for voting at this Assembly. The
Administration Committee, chaired by Pam Belknap, worked with communities to host the Secretariat
and Annual Assembly meetings, along with the Secretariat elections and handling the proxy votes,
streamlining agendas to allow for more meeting time, and laying the groundwork for Korea to host the
2012 Assembly. The Membership Committee, chaired by Richard Thornhill, is responsible for
chartering and re-chartering each community; working with new and emerging communities; and
handling the Essentials Training. As a sub-committee under Membership, the Tres Dias Korean Region
sub-committee (TDKR) is responsible for recommending for charter and re-charter communities in
Korea and handling the Essentials Training for the Korean communities. The Policy Committee, Chaired
by Harry Davis, has been working on several aids for communities including a new Tres Dias brochure,
a fourth day handout, and some way to aid communities in effective sponsorship. The Services
Committee, chaired by Ned Heffington, have been working on a database for use by the Secretariat
and the Assembly; regularly putting out the newsletter; and making the Tres Dias material more readily
available to communities. This only begins to scratch the surface of the work done in each committee.
In addition, the other officers of the Secretariat – Sue Loveland the Financial Officer, and Jeff Mentz
the Treasurer, have done an amazing job. When job conflicts made it impossible for Marcy Myers to
continue to attend meetings and perform the duties of Secretary, Heather Rankel graciously stepped
forward to fill in the remainder of the term. John McKinney is always working faithfully and dilegently
as Executive Director.
Meetings
At the first Secretariat meeting I again reminded everyone that one of the Essentials of Tres Dias is that
we (the Secretariat) are to be a working reunion group. Those assembled were encouraged to
remember that every action taken is for the purpose of advancing the Kingdom. The model for that is
on the tri-fold card as well as in the weekend itself. The primary focus is Piety, Study, and Action. I
stressed the importance of maintaining a balance and stated that just as the order of the talks cannot
be changed on a weekend, neither should their application. In everything we do, we are to first go
forward in Piety, doing all for the Lord; then Study what we are working on; and finally the Action that
will result will be for His glory.
Meeting of 4th Day Leaders
Tres Dias is one of several Fourth Day movements used by the Lord, having come out the original
Cursillo in Spain in 1944. This past January I again attended the annual gathering of Fourth Day leaders
representing Tres Dias along with John McKinney. This gathering is very informal and usually includes
the President and Executive Director of the larger Fourth Day communities. Attending this year were
Kairos Prison Ministry, National Episcopal Cursillo, Via De Cristo (Lutheran), Walk to Emmaus
(Methodist), Catholic Cursillo, and Tres Dias. The representative of Presbyterian Pilgrimage/Cursillo
was unable to attend this year. The main purpose of these meetings is to share in discussion the
common problems and solutions within each of our movements, to seek ways to be supportive of one
another, and especially to work to keep the Fourth Day Movement true to its origin. I found it to be like
a reunion group of those leading Fourth Day Movements.
This year the meeting was hosted by the Catholic Cursillo movement and was held in San Antonio,
Texas. The meeting started a day early with a special presentation on the mentality, purpose, strategy
and method of the cursillo movement. Many insights were shared from Eduardo Bonin the founder of
Cursillo.

A Look to the Future with Vision from the Past
As I began to prepare to write this year’s report, I went back and read previous President’s reports
starting back in 1984 with the first one printed. The words written by Dick Arnold, the 2nd president of
what was then the National Secretariat says it as well as I could:
“I continue to believe that one of the key strengths of Tres Dias lie in its ecumenical nature, and that
God has and will continue to bless and use this Christian movement in His plan to strengthen and
extend the Body of Christ. I am convinced that despite our human failings, God is in charge of this
movement! He has taken threads of different color, different texture and different sizes, and woven us
into a beautiful piece of cloth called Tres Dias. He has and will continue to direct and guide the growth
of Tres Dias, not for the glorification of ourselves or Tres Dias itself, but rather to bring more and more
Christians to a closer, more personal walk with their Lord Jesus Christ and encourage them to Christian
leadership and Apostolic Action in their environments.”
That says it all. Each subsequent report charts that growth, and at times, it is despite our human
failings. In 1984, the original 9 communities had grown to 14. In 1996, I read of praises to the Lord for
growing Tres Dias to 41 chartered communities. As with anything that grows, we had our growing
pains, but staying focused on the Lord and true to the calling of this ministry, we have been truly
blessed. Through the wonderful servant leadership, learned about on the weekends, a dedicated group
of volunteers has worked at every level bringing this movement to where it is today. On the Secretariat
level, people at their own expense or through their community’s support, have served tirelessly,
bringing us to where we are now. In the 1990’s the “Tres Dias Vision,” “Purpose of Tres Dias” and the
“Goals and Mission for International Tres Dias” that appear at the beginning of this report were
adopted to clarify our direction. In the early 2000’s we see a newly unified Tres Dias getting past some
of the earlier human failings that nearly divided us. We see the reconnection with communities in
Korea as indications of success as we increase communication and direct contact through all of Tres
Dias. As we prepare for more growth, we examine ourselves and the “face of Tres Dias” as my
predecessor described it. As we stand on the precipice of even greater growth of this ministry, it is
important to look back and see where we came from and what got us this far. It is also good to look
back and thank those who helped get us here. Lists of all the previous Assemblies, Secretariat
Meetings, and the communities that hosted them are included in this document. Take a moment to
look at them and take a moment to say a prayer of thanks for all volunteers who made this possible.
There also is a list of past Presidents of the Secretariat. While the original President is still with us,
some have already gone on to be with the Lord.
Over the past several years, each committee chair and officer has put together a “Continuity Book” to
aid their successors and the committees going forward. These books will continue to be updated to
allow future Secretariat members better serve the local communities and Tres Dias as a whole. We
have begun moving more material to electronic formats to make it easier to disseminate things in a
timely and affordable manner. The committee chairs and officers have begun meeting prior to each
Secretariat meeting for two purposes: communication and planning. These pre-meetings are informal
discussions, sharing what each are doing in their positions and committees. In addition, the meetings
allow for discussion on planning for 5 and 10 years down the road, as Tres Dias continues to grow. One

of the reminders in reviewing the previous reports was the fact the leadership in this volunteer
organization does turn over. We are trying to lay ground work for those that follow us to better serve
when we are no longer here.
The Secretariat has made a concerted effort to reach out and communicate with all the local
communities and will continue to do so.
Visiting Tres Dias Communities
Back when I was Membership VP, I thought how wonderful it would be to have visited every Tres Dias
community. In reading those previous reports, I saw times where efforts were made to try to visit each
community by Secretariat members. I may never get to visit each one, especially as we keep growing
internationally, but each year I come closer to reaching that goal. One of the blessings of serving on
Secretariat is that each meeting is hosted by different local Tres Dias communities. I have had the
opportunity to serve on teams, teach the Essentials, and travel to meetings in different communities.
With this Assembly, I will now have been to 32 of the chartered communities. This past year Richard
Thornhill, VP of Membership, and I traveled to Seoul, Korea where we were able to meet individually
with the English speaking community and two Korean speaking communities and with TDKR as a group.
We also traveled to meet with the Korean community in New York. NYTD has agreed to continue to act
as a communication aid to all Korean speaking communities furthering our ability to better
communicate throughout Tres Dias.
In Conclusion
I feel truly blessed and humbled to have been called upon to serve Tres Dias. I urge all who are reading
this and who have not yet served on a committee, secretariat, or outside community to pray about
where the Lord may lead you to serve.

This year I added a Facebook page for Tres Dias (over 220 people like the page) and a Twitter account
(@tresdiassec). Click on the Twitter link and the Facebook link on the Tres Dias website. … This year we
are investigating alternatives for an online database for the Secretariat.
TresDias.org, the Tres Dias website, continues to be a powerful tool for our Lord. The public can find out all
about Tres Dias on our website. The website produces inquiries which the Lord turns into new communities.

2.4.9 Secretary of the Secretariat:
The duties of the office include:

I was appointed to this role last October when the position was opened up. I was honored and blessed to
be voted on unanimously to this position by the Secretariat. During my term I have done my best to
uphold my duties of this position. I have recorded and distributed the minutes of the Secretariat
meetings in a timely fashion. The minutes are posted on the Tres Dias website. There are a limited
number of hard copies available at each Secretariat meeting.
I am available for individual correspondence distribution for any Secretariat officer or member upon
request.
The Tres Dias International website is a place to find an answer to almost any question you may have
including the publication of the Community Highlights Report. In order for me to put this report
together I send out a request to all communities at least 4 weeks prior to a Secretariat meeting. I ask all
Communities to give an account of their growth and any new activities that they would like to report on
as well as an updated list of their Communities contact information. The information submitted is
compiled into a single report and then distributed to all the Communities and also made available at the
Secretariat meetings.
When I took over this position it was the Lord stretching me but that is what Tres Dias is all about.
Tres Dias is here to train up Christians to be better leaders for Christ. Tres Dias gives you the tools in
your tool belt to go back into the world and to be an effective leader for Christ. The Lord has brought
me here to serve on this board and to prepare me for another season in my life. Our President Paul Weis
has been such a patient and kind man that has been there to teach me what I need to know to grow into
this position. He is man with integrity and his love for the Lord shines through for all to see. I am so
appreciative to all the members of the Secretariat that have welcomed me with open arms with the love
of Jesus. I look forward to serving as your Secretary for the next two years.

EXECUTIVE COMMITTEE’S REPORT
The By-laws of Tres Dias (Paragraph 2.7.3) charges the Executive Committee with responsibilities of legal planning, budget
and financial planning, changes in the Tres Dias organization, changes in the Constitution and By-laws and assistance to the
President in other duties he may assign.
The Executive Committee is composed of four officers (Executive Vice President, Financial
Secretary, Recording Secretary and the Treasurer), plus several other members of the Secretariat
who are appointed, and several non-elected, but appointed persons. It is charged with responsibility for
legal planning, which among other areas, includes responsibility for the protection of trademarks, logos
and copyrights. It should be noted that the “Certificate of Trademark" is on file at the Home Office.
During the July 2010, Secretariat meeting in Houston, TX, chaired by outgoing Executive Vice
President, Julie Bohl, the Executive Committee prepared a motion for action by the Secretariat which
stated that the President, Executive Vice President, Treasurer and Financial Secretary be authorized
signatories for the checking, savings and CD accounts of Tres Dias, Inc. The motion was passed by the
Executive Committee and on July 11, by the full Secretariat.
At the October 16, Secretariat meeting in Pawtucket, RI, the Committee agreed unanimously to
communicate to our Secretariat members that the Tres Dias registered logo (the Tres Dias cross with the
word "Tres" on the left side of the cross upright and the word "Dias" on the right side of the cross
upright), is the only logo that can be used for Tres Dias purposes. No other logo, which might have
been used by an Annual Assembly for a "one-time" purpose, is to be placed in continuous use, in spite
of how attractive it might appear. That information was communicated to the Secretariat on October 17,
2010, requesting that they also communicate this information to their communities.
The Committee prepared a recommended change to Bylaw 2.7.3, to add the word "secretary", following
the word "treasurer", to read: "The treasurer, secretary, and financial secretary of the Secretariat
are members of this committee." The motion unanimously passed the Executive Committee and on
October 17, unanimously passed the Secretariat that it be placed on the proxy ballot for consideration by
the Assembly of Tres Dias Secretariats at its July 9, 2011, meeting. Subsequently, it has been placed on
the proxy ballot and is awaiting action by the Assembly.
During the March 12-13, 2011, Secretariat Meeting in Augusta, GA, the Executive Committee
discussed the following topics and made several motions:
The Committee unanimously approved a motion to revise Article 1.2 of the Bylaws (Purpose and
Authority of the Assembly), to break bullet seven into two parts; delete the word "both" and another
part (the part which reads: "and the Assembly") and place the part thereafter of bullet seven into a
separate bullet. The Secretariat subsequently approved the motion for inclusion of this motion in the
proxy ballot for Assembly action at the July 9, 2011, Assembly.

A recommended budget for Fiscal Year 2012, was established in the amount of $32,350. This
represents an increase of nearly 58% over the $20,500., budget approved for Fiscal Year 2010.
The budget for FY 2009, was $20,000. It is anticipated that the source of funds for Fiscal Year
2012, will be: $13,776., from community assessments; $5,000., from the sale of supplies and
$13,574., from donations, bank interest on savings and accumulated reserves.

The largest amount of the increase is in the "contingency" line item, and reflects several
potential, but uncertain expenses. Included in these potential expenses is the use of clerical
services for a six-month test period, the expense of transport of banners to and from Korea for
the 2012, Assembly, the possible increased travel costs for the Services Committee to certain
communities for assistance with the establishment of web-sites, and the cost of "Essentials"
training for the communities in Korea (especially as it relates to materials and supplies, and
possible travel expenses). Hopefully, all of these expenses will not be incurred in Fiscal 2012;
however, it is believed Tres Dias needs to provide for them in the event they all should occur in
this one fiscal year. For that reason, the monies are being provided for in the line item identified
as "Contingency".

An Annual Assessment of $56., per unit was recommended, the same as in Fiscal Year 2011.

Sheryl Allen, Beau Bruce, Ron Langdon, Sue Loveland, Merv LeMasurier, Jeff Mentz, and
Heather Rankel.

which allowed much work to be accomplished by it, in conjunction with the TDI Secretariat. Every
member of the Committee has participated in the discussion and work of the Committee and without
anyone displaying or having any personal agenda.

make all arrangements for Assembly sessions and Secretariat meetings; propose to the Secretariat for approval a slate
of nominees for officers and members of the Secretariat; propose to the Secretariat for later Assembly approval
modifications or additions to the qualifications for delegates to the Assembly; propose to the Secretariat for later
Assembly approval the number used to compute the number of Assembly delegates a local secretariat is authorized.)

hosted by South East Texas Tres Dias, July 9-11, 2010. The Fall Secretariat October 15-17, 2010 was
hosted by RIMA (Rhode Island/Massachusetts) Tres Dias in Providence, RI. The Spring Secretariat
March 11-14, 2011 was held in Augusta, GA hosted by the Central Savannah River and Augusta Tres
Dias community. Sincere appreciation is extended to the host communities for their gracious
hospitality, worshipful Secuelas and well-organized meetings. Presidents of area communities were
contacted and encouraged to attend the meetings. We encourage local communities to prayerfully
consider hosting future meetings.

Chair Pam Belknap and the Administration Committee met with Hank Sadler, Jr., President of Mid
Carolinas Tres Dias and 2011 Assembly Chairs Liz and Reid McGraw.
All aspects of the Assembly were discussed and the proposed budget was approved. The community is
very well organized and eager to host the up-coming Assembly. The Assembly Officers were installed
by Executive Vice President, William C. Boyd. The community banners were transported to NC by the
2010 Assembly banner chairman. The Tres Dias Banner was mailed to Hank Sadler, Jr.. The banners
were measured and photographed. All communities are encouraged to send a 30” X 60” banner
representing their community for display at Assemblies.
There will be a meeting on Friday, July 8th, 2011, prior to the Assembly in Belmont, NC,
with some of the TDI Officers and members of the Korean Communities. Details for the up-coming
2012 Assembly in Seoul, Korea will be discussed, including the transporting of the banners.
A motion passed by the 2009-2010 Secretariat charged the Administration committee to change the
schedule of the Assembly/Secretariat to create more meeting time for the Secretariat. The revised
schedule was implemented at the 2010 Assembly/Secretariat in Houston, Texas. In particular, it allowed
for Secretariat meetings on both Saturday afternoon and Sunday morning of the Assembly/Secretariat

weekends. The extra meeting time was greatly appreciated and put to good use. The revised schedule
will continue to be utilized. All participants are encouraged to be punctual.
Lauren Thunem graciously agreed to assume the position of Election Chair, formerly held by Valerie
Mehl . Lauren contacted the presidents of local Secretariats to encourage nominations for the Offices of
Administration V.P., Secretary, Treasurer and for ten Secretariat Member positions. She collected the
nominations and presented a slate to the Secretariat. Finally, Lauren sent out the election proxy ballots
and delegate forms. Upon return, the votes will be tallied and reported to the Assembly. A list of
delegates will be sent to the Assembly Registrar. Special appreciation is extended to Lauren Thunem
for her diligence and excellent work in this regard.
Ned Heffington, Services Chair, has asked the Assembly Registrar to post the data in the same manner
as TDI posts its data. This will enable easier entry for our database.
We are grateful to the communities for their support and willingness to serve as hosts and in
encouraging their Pescadores to serve on the International level. We pray for God’s wisdom and
guidance for the conducting of all our business, including the elections.

Continuity Book – The Membership Continuity Book is nearing completion.
The Membership Book will be formatted to match the restructuring of
Membership Committee with two sub leaders having responsibilities
to fulfill specific assignments of TDI Membership Committee.
Community Communication by Membership Committee:
As part of the renewal of the Chartering process, every Chartered community has
been contacted during the past year. It is a priority with Membership to stay in
contact with each local Community to maintain accurate records of each local
Secretariat: Members of each local Secretariat, website information, current ByLaws, training of The Essentials of Tres Dias and by whom, and who is the
designated Community contact. Membership also seeks open communications
between the local Secretariat and TDI.
Also, various Membership Committee members called a number of local
Communities to establish a rapport and to listen to their report about their
Community.

Tres Dias Essentials Training:
The Membership conducts the Essentials Workshop and Train the Trainer at every
TDI Assembly and Secretariat meeting. Each attendee is certified by TDI
Membership to conduct the Essentials Workshop in local Communities for five (5)
years after attending the Membership Workshop.
Any local Community may request from TDI VP Membership a certified trainer to
conduct The Essentials Workshop within in their Community. TDI requires all TD
Communities to conduct the Essentials Workshop at least once every two years for
the purpose of keeping local pescadores informed of the Essentials of Tres Dias, the
TD Program, and for the renewal of Charters.
During the Essentials training greater emphasis should be given to the role and
understanding of who is TDI and its support of the local Community.
TDKR – Tres Dias Korean Region Sub-Committee:
TDRK is a Korean sub-committee of TDI Membership for the purpose of
communication between the large important Korean speaking TD Communities and
TDI. TDKR recommends new Korean TD Communities to be Chartered; oversees the
renewal process of Re-Chartering Korean Communities; and conducting The
Essentials Workshop in Korea.
In October 2010; President Paul Weis, VP Membership, Richard Thornhill,
John Chee, Irvine TD and MooHyun Park, NYTD (interpreters) went to Seoul. The
purpose was to meet with leadership of TDKR, both present and past, in preparation
of the 2011 Assembly. The hosting of the Assembly requires a unity of all TDKR
communities to work together. TDKR decided to host a 2011 Korean Assembly in
December 2011 for all Korean TD Communities.
VP Membership conducted “The Essentials Training” in Seoul for both the English
speaking TD and for the Korean speaking Communities. Attendees of both sessions
of the training were certified as trainers of the Essentials.
Five Year Plan
Membership Committee of TDI is developing a Five Year Plan to improve TDI and
local Community relationships. Improved communications and mutual
understanding would benefit and support local needs and encourage growth.
As part of the Five Year Plan we are working on a Membership Continuity Book as a
resource to present and future committee members of the details
of Membership requirements and activities.

Sponsorship:
It is agreed that many, if not most, of the problems that are referred to the Policy Committee are caused by poor or
misinformed sponsorship. The Policy Committee is charged in the Tres Dias By-laws with Pre-Weekend,
Weekend and Post-Weekend phases of the Tres Dias method. Sponsorship therefore falls within the realm of this
committee to address.
During the year sponsorship was addressed at all meetings by the Policy Committee. There was a strong sense
among the members that this committee should not attempt to instruct local communities in the area of
sponsorship. Rather, the committee wishes to act as a clearinghouse for the exchange of effective ideas and
materials, among communities. Letters were sent to community presidents requesting help in the process of
gathering ideas. It is expected that a forum will be established to facilitate the exchange of data. A workshop on
sponsorship is planned for the 2011 Assembly.
The Policy Committee was asked to review the “Tres Dias Brochure” with the goal or producing a more up-todate document. The process was begun. In addition, the committee was asked to prepare a one page handout for
the new Pescador’s weekend bag. The handout will introduce them to the organization beyond the local
community. Julie Bohl submitted a proposed brochure. It was largely adopted and is being circulated for what is
hoped to be a final review.

Services Committee Annual Report
From July, 2010 to July, 2011
Tres Dias International By-Laws section 2.7.2 - Services Committee
The duties of this committee are:
1. Produce/distribute any newsletter or other periodicals published by Tres Dias
2. Print/manufacture and distribute any items written or generated by any committee of Tres Dias
3. Set prices, sell and collect for the sale of items it produces
4. Submit a monthly written report of its’ financial transactions to the treasurer of the Secretariat
5. Maintain an archive of historically interesting and important data, which preserves the history
of the Tres Dias movement and any Tres Dias unique material. The committee may engage in
sales of any item to local secretariats and the sale of Tres Dias unique items to any individual or
group.
Active/Continuing Projects:
1. The standard Access database for newly forming communities
The standard basic database developed in MS Access has been shared with several
communities and some interest has been expressed at starting to collect data for that
implementation. It is anticipated that those communities doing so will want to move on to
more specific needs. That will entail their developing the skills in Access to facilitate such
further deployment. The Services Committee will continue to dialogue and work with them.
A trial is under way for communities to view, on line, the Birmingham database in a safe
environment where they can manipulate it as desired without affecting Birmingham’s current
data. From this, they can get a better idea of what is available and how it works to see if that is
what they want in their database. Interest in this can be referred to the Services Committee. It
is recommended that interested “local gurus” use this tool.
2. The ITD Secretariat and Communities database
As was reported last year, this has been developed and is in use by some of the Officers on a
limited basis. Using dropbox as the medium for sharing, conflicts can be avoided and
documented if conflicts should ever happen. We are still working with John McKinney to find a
better way to get all officers on line, without conflicts.
3. The Tres Dias International Newsletter, named “The Colors of Tres Dias International,”
continues to be a strong tool for communicating with all the communities. Four issues were
distributed this last year, with a special edition highlighting the 31st Annual Assembly in
Houston, Texas (South East Texas TD).
Special emphasis will be placed this year on preparation for and during the 33rd Annual
Assembly in Seoul, Korea in 2012.
4. Survey to Community Leaders to determine what services are needed from the Secretariat.
President Paul Weis has set the objective of making the Tres Dias International Secretariat more
responsive to the needs of Tres Dias communities worldwide. To support that objective, the
Services Committee designed and conducted
a survey of community leaders to identify what

needs were most pressing. The survey asked how satisfied these individuals were with various
aspects of their program (database management, community website, secuela attendance,
etc.) and how likely they would be to ask for help in these areas. The survey also asked if
respondents would be willing to share information in areas where they had been exceptionally
successful.
The survey instrument was first tested with members of the International Secretariat, and then
sent to community leaders worldwide. The committee received 63 usable responses. This is
considered an exceptionally good response, representing a sizable majority of communities.
The next step is to analyze the data to determine the most pressing needs and how best to
respond to those needs. In addition to print and web-based help manuals, the committee
hopes to establish a network of consultation services, drawing on both secretariat members as
well as community leaders who have been successful in specific areas and are willing to share
information.
A full report will be presented at the Annual Assembly in July.
5. Maintain supplies inventory and fill orders submitted on the website. Manufacture as required
to meet our needs.
6. Electronic distribution of all documents now available for ordering in paper format is being
accomplished. By making the documents available electronically, we can better assist and
support the communities. We are continuing to protect our copyrights and assuring that
documents are not altered. It is interesting to note that some communities want to continue
the use of paper copies while others welcome the availability of electronic copy. Both will be
maintained as needed.

Financial Secretary’s Report
Fiscal Year July 1, 2010 – June 30, 2011
The International Secretariat Financial Secretary (Tres Dias By-laws Paragraph 2.4.8) receives
and deposits all monies, such as assessment payments from the local secretariats, payments
for Tres Dias supplies, and communicates these payments to the appropriate committee chair.
Prepares and submits assessment letters to the local secretariats in accordance with the last
assessment approved by the Assembly. Receive bank statements, other than checking
account and reconcile the accounts. Have books available for the Treasurer’s review at each
secretariat meeting. Assist treasurer in audit of Assembly books and in preparing the report
prior to each session of the Assembly. Submit books to Executive Committee and/or outside
agency for annual audit. Submit a written financial report to each Annual Assembly and each
regular meeting of the secretariat.
It is imperative each community communicate annually the current number of active
Pescadores, compute their assessment and forward payment to the Financial Secretary The
information gleaned by the Financial Secretary is forwarded to the Administration Committee.
This information determines the number of votes each community has at the Annual Assembly
for the following year. As community assessment information is communicated via email, it is
essential current contact information is provided to Secretariat.
The Categories of funds are:



The “Operating Account” is a checking account available for expenses such as
printing, postage, communications, supplies, training and other day-to-day activities of
the various International Secretariat Committees and its Officers/Members as well as
expenses involved in assisting new Communities.
The “Savings Account” is available to replenish the “Operating Account”, for any
unforeseen expenses and for the continued growth of new communities. In the past, it
has also provided a source to cover the shortfall in assessment income (for the
“Operating Account”).
The “Tres Dias Fund Account (Endowment Fund)” is for expansion and growth of
the Tres Dias method for the future.
When the April 21st CD matured, the interest was removed and transferred to the Savings
Account. The principal was renewed for 12 months. When the May 26 th $25,000 Endowment
Fund CD matured, the $137.84 interest earned was removed and the CD was renewed for 9
months. On June 13, 2011, the interest was transferred to the Operating Fund to be
deposited in the Tres Dias Fund.
God has richly provided Tres Dias with these funds; we trust HIM to continue to guide us as
His faithful stewards!

TREASURER’S REPORT
The Treasurer (Tres Dias By-laws, Paragraph 4.7) oversees all financial transactions of the
International Secretariat, receives checking account bank statements and reconciles the accounts, pays
all bills after coordination with and approval of appropriate committee chairpersons, reimburses
Secretariat related expenses of Secretariat members after approval of appropriate chairpersons,
proposes the annual budget of the Secretariat to the Annual Assembly, submits a written financial
report to each Annual Assembly, submits a written financial report at each regular meeting of the
International Secretariat, reviews the Financial Secretary's accounts and presents an overview report at
each Secretariat meeting.
The following financial statements are presented at the end of this report for your review and
comments:

Profit and Loss – By Class
Accounting: The accounting records of the Secretariat are kept on the on-line version of QuickBooks by
Intuit. The Treasurer writes and prints all check disbursements, and transfers funds from the savings account in
order to cover the checks. He also reconciles the Merchant Services account (PayPal) and reviews it periodically
to make sure funds are transferred timely to the Tres Dias savings account. The Financial Secretary records
deposits, transfers funds from the Merchant Services Account, and posts the payments against the billed
invoice. The Services Committee Chair records the sale of inventory items and sends out invoices to those who
order the items. All of this is done on the on-line QuickBooks software system. Each area is compartmentalized
as to their area of responsibility with the exception of the Treasurer who has access to all areas of the system.
Bank accounts can be viewed on-line through the Bank of America web-site. The system works well in that
everyone is using the same set of accounting records even though those responsible live in different areas of the
country.
