In May the poet Gillian Clarke was the guest of the Friends of
the Books Council when she spoke illuminatingly about her life
and work. She is the latest in a line of important writers from

There were some important developments in the field of
books for teenagers. In this age group, particularly amongst
boys, it is extremely difficult to maintain an interest in reading,
but the Books Council is making every effort to meet this
challenge. The Council received additional funding from the
Assembly Government in order to conduct a campaign called
‘Llyfrau Sy’n Taro 10’ in the autumn of 2001 aimed at the
promotion of reading amongst teenagers. In connection with
that campaign the first four titles were published in the Saeth
(Gomer Press) series, namely adaptations of a series by
publishers Barrington Stoke. These are lively, contemporary
stories aimed at children in the 13–15 year-old age group with
regard to interest and contents, but written in simple,
straightforward language. They were well received by readers,
and more books in a similar vein are planned.
Another exciting scheme in the same field was the ‘Nofel-T’
scheme which involved the popular novelist Bethan Gwanas
cooperating with a group of pupils from Ysgol Dyffryn Teifi,
Llandysul, to write a novel for young people. A competition
was organised by the Council in conjunction with the television
programme ‘Uned 5’ (S4C) in order to select the group of
pupils, and Y Lolfa were successful in gaining the tender to
publish the book, Sgôr.
In the field of books for adults the categories with the
highest number of supported books were memoirs and
biographies (14), popular history and folklore (13) and novels
and stories (12). One spectacular title published in the run-up
to Christmas was Cymru o Hud (Y Lolfa), a beautiful hardcover
volume containing photographs of various places in Wales by
the well-known photographer Marian Delyth, along with text
by Gwynfor Evans. An English-language version, entitled
Eternal Wales, was produced simultaneously and both volumes
were very well received.

Rydym wedi archwilio’r datganiadau ariannol ar dudalennau 33 i 42 sydd wedi’u paratoi yn unol â’r polisïau cyfrifo a ddisgrifir ar dudalen 36.
Priod gyfrifoldebau’r Cyngor a’r archwilwyr
Y mae cyfraith elusen yn mynnu bod y Cyngor yn paratoi cyfrifon sy’n rhoi darlun clir a theg o’i sefyllfa ariannol ac o’i incwm a’i wariant am y flwyddyn
ariannol. Wrth wneud hyn disgwylir bod y Cyngor yn:
dethol polisïau cyfrifo addas a’u gweithredu hwy’n gyson;
gwneud asesiadau ac amcangyfrifon sy’n rhesymol ac yn ddarbodus;
paratoi’r cyfrifon ar sail busnes gweithredol oni bai ei bod yn amhriodol cymryd y bydd y sefydliad yn parhau i weithredu.
Y mae’r Cyngor yn gyfrifol am gadw cofnodion cyfrifo priodol sy’n datgelu ei sefyllfa ariannol yn rhesymol fanwl ar unrhyw adeg gan ei alluogi i sicrhau
bod y cyfrifon yn cydymffurfio â Deddf Elusennau 1993. Y mae hefyd yn gyfrifol am ddiogelu asedau’r Cyngor gan gymryd camau rhesymol i atal a
datgelu twyll ac unrhyw afreoleidd-dra arall.
Y mae’r Cyngor wedi ystyried ac adolygu’r peryglon y gallai’r sefydliad eu hwynebu. Yr oedd yr adolygiad hwn yn cynnwys nid yn unig beryglon
ariannol ond hefyd rai’n ymwneud â strategaeth, gweithredu a rheoleiddio ac, ym marn y Cyngor, y mae’r systemau sydd yn bodoli’n barod yn rhai
digonol.

Cynhaliwyd yr archwiliad gennym yn unol ag Arferion Archwilio y Bwrdd Arferion Archwilio. Mae archwiliad yn cynnwys cloriannu, trwy brofion,
dystiolaeth o’r symiau a’r wybodaeth a ddatgelir yn y datganiad ariannol. Golyga hefyd asesu’r amcangyfrifon sylweddol a’r tybiaethau a wnaed
gan y Cyngor wrth baratoi’r datganiadau ariannol, asesu priodoldeb y polisïau cyfrifo i amgylchiadau’r sefydliad a sicrhau bod y polisïau hynny

Cynlluniwyd a chynhaliwyd ein harchwiliad gyda golwg ar gasglu’r wybodaeth a’r esboniadau a oedd yn ein tyb ni yn angenrheidiol i roi inni
ddigon o dystiolaeth er mwyn rhoi sicrwydd rhesymol nad yw’r datganiadau ariannol yn cynnwys gwybodaeth gyfeiliornus, boed trwy dwyll neu

Yn ein barn ni, mae’r datganiadau ariannol yn rhoi darlun gwir a theg o gyflwr materion y Cyngor ar 31 Mawrth 2002 ac o warged/(ddiffyg) y
flwyddyn a ddaeth i ben bryd hynny ac maent wedi’u paratoi’n briodol yn unol â Deddf Elusennau 1993 a Chyfansoddiad y Cyngor.

Auditors’ Report
We have audited the financial statements on pages 33 to 42 which have been prepared on the basis of the accounting policies set out on page 36.
Respective responsibilities of the Council and auditors
Charity law requires the Council to prepare accounts that give a true and fair view of its state of affairs and of its income and expenditure for the financial
year. In doing so, the Council is required to:
select suitable accounting policies and apply them consistently;
make judgements and estimates that are reasonable and prudent;
prepare the accounts on a going concern basis unless it is inappropriate to presume that the organisation will continue in operation.
The Council is responsible for maintaining proper accounting records which disclose with reasonable accuracy at any time its financial position and
enabling it to ensure that the accounts comply with the Charities Act 1993. The Council is also responsible for safeguarding its assets and hence for
taking reasonable steps for the prevention and detection of fraud and other irregularities.
The Council has considered and reviewed all the risks to which it is exposed. This review included not only financial risks but also strategic,
operational and regulatory ones and, in the Council’s opinion, the systems already in existence are adequate.
Our responsibilities, as independent auditors, are established in the United Kingdom by statute, the Auditing Practices Board and by our profession’s
ethical guidance.

Basis of opinion
We conducted our audit in accordance with Auditing Standards issued by the Auditing Practices Board. An audit includes examination, on a test
basis, of evidence relevant to the amounts and disclosures in the financial statements. It also includes an assessment of the significant estimates
and judgements made by the Council in the preparation of the financial statements, and of whether the accounting policies are appropriate to the
organisation’s circumstances and are consistently applied and adequately disclosed.
We planned and performed our audit so as to obtain all the information and explanations which we considered necessary in order to provide us
with sufficient evidence to give reasonable assurance that the financial statements are free from material misstatement, whether caused by fraud or
other irregularity or error. In forming our opinion, we also evaluated the overall adequacy of the presentation of information in the financial
statements.
Opinion
In our opinion, the financial statements give a true and fair view of the state of the Council’s affairs as at 31 March 2002 and of its surplus/(deficit)
for the year then ended and have been properly prepared in accordance with the Charities Act 1993 and the Council’s Constitution.
