CYFLWYNIAD Y CADEIRYDD CHAIRMAN’S INTRODUCTION Deuthum yn Gadeirydd Cyngor Llyfrau Cymru yn 1996 I became Chairman of the Welsh Books Council in 1996 yn dilyn marwolaeth annhymig Dafydd Orwig. Bu’r naw mlynedd diwethaf yn gyfnod o newid The last nine years have been a period of considerable sylweddol i’r Cyngor Llyfrau yn yr un modd ag y bu i change for the Books Council as for all public bodies in bob corff cyhoeddus yng Nghymru. Y digwyddiad Wales. Central to this, of course, has been the creation and canolog yn hyn o beth, wrth gwrs, oedd sefydlu development of the National Assembly for Wales. The early Cynulliad Cenedlaethol Cymru, a bu penderfyniad cynnar decision of the Assembly Government to appoint a Minister Llywodraeth y Cynulliad i benodi Gweinidog â chyfrifoldeb with special responsibility for Culture, Sport and the Welsh penodol dros Ddiwylliant, Chwaraeon a’r Iaith Gymraeg yn Language gave us the opportunity to establish much closer fodd i’n galluogi i sefydlu perthynas lawer yn agosach â’r relations with government than had been possible under llywodraeth nag a fuasai’n bosibl dan strwythur y Swyddfa the Welsh Office structure. Un fantais sylweddol iawn a ddeilliodd o’r cydweithio One very significant benefit which has resulted agos â’r Cynulliad fu’r broses o symleiddio’r dulliau from working closely with the Assembly has been the ariannu. Pan ddeuthum yn Gadeirydd deilliai ein cyllid simplification of our funding procedures. When I became yn rhannol o’r Swyddfa Gymreig ac yn rhannol o Chairman our funding was obtained partly from the gyfraniadau gan bob awdurdod lleol. Yna, yn dilyn yr Welsh Office and partly from contributions by each local ad-drefnu ar lywodraeth leol yn 1996, bu’n rhaid i ni authority. Following local government reorganisation wneud cais ar wahân i ddau ar hugain o awdurdodau o’i in 1996 this meant that we had to make a separate gymharu â’r wyth cyngor sir a gyfrannai cyn hynny. At application to twenty-two authorities as opposed to the hyn, yn 1996 penderfynodd y Swyddfa Gymreig y dylai’r eight county councils who formerly contributed. On grantiau cyhoeddi o hynny ymlaen gael eu dyrannu a’u top of this, from 1996 the Welsh Office decided that trosglwyddo i ni gan Fwrdd yr Iaith Gymraeg. LLŶR JAMES Archwilwyr Cofrestredig 25 Stryd y Bont, Caerfyrddin SA31 3JS Dyddiedig 3 Tachwedd 2005 Auditor's Report We have audited the financial statements which have been prepared on the basis of the accounting policies set out on page 43. Respective responsibilities of the Council and auditors Charity law requires the Council to prepare accounts that give a true and fair view of its state of affairs and of its income and expenditure for the financial year. In doing so, the Council is required to: • select suitable accounting policies and apply them consistently; • make judgements and estimates that are reasonable and prudent; • prepare the accounts on a going concern basis unless it is inappropriate to presume that the organisation will continue in operation. The Council is responsible for maintaining proper accounting records which disclose with reasonable accuracy at any time its financial position and enabling it to ensure that the accounts comply with the Charities Act 1993. The Council is also responsible for safeguarding its assets and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. The Council has considered and reviewed all the risks to which it is exposed. This review included not only financial risks but also strategic, operational and regulatory ones and, in the Council's opinion, the systems already in existence are adequate. Our responsibilities, as independent auditors, are established in the United Kingdom by statute, the Auditing Practices Board and by our profession's ethical guidance. Basis of opinion We conducted our audit in accordance with Auditing Standards issued by the Auditing Standards Board. An audit includes examination, on a test basis, of evidence relevant to the amounts and disclosures in the financial statements. It also includes an assessment of the significant estimates and judgements made by the Council in the preparation of the financial statements, and of whether the accounting policies are appropriate to the organisation's circumstances and are consistently applied and adequately disclosed. We planned and performed our audit so as to obtain all the information and explanations which we considered necessary in order to provide us with sufficient evidence to give reasonable assurance that the financial statements are free from material misstatement, whether caused by fraud or other irregularity or error. In forming our opinion, we also evaluated the overall adequacy of the presentation of information in the financial statements. Opinion In our opinion, the financial statements give a true and fair view of the state of the charity's affairs as at 31 March 2005 and of its surplus for the year then ended and have been properly prepared in accordance with the Charities Act 1993 and the Council's Constitution.
