Background and EU Context
In 2010 the Belgian Presidency of the EU organised a European consensus conference on homelessness
together-with-FEANTSA-(the-European-Federation-of-National Organisations working with the Homeless)
and the European Commission. The aim was to establish-together with all relevant stakeholders a
European consensus on some of the most essential questions related to homelessness. The consensus
would then become the basis for a stronger role of the EU in the fight against homelessness. After two
days of deliberation following the consensus conference, the jury, under the skilled chairmanship of
professor Frank Vandenbroucke, formulated a consensus on the six questions selected by the
stakeholders:
1. What does homelessness mean?
2. Ending homelessness: a realistic goal?
3. Are housing-led policy approaches the most effective methods of
preventing and tackling homelessness?
4. How can meaningful participation of homeless people in the
development of homelessness policies be assured?
5. To what extent should people be able to access homeless services
irrespective of their legal status and citizenship?
6. What should be the elements of an EU strategy on homelessness?
We believe that the European consensus reached in 2010 is still highly relevant and has not lost its
potential to unite forces at European level to reverse the worrying European trend of rapidly growing
homelessness. But we cannot ignore that during the last 5 years the world has moved on and the EU is
now-facing-some-new-and unprecedented challenges. It is time to take stock of the progress made on the
conclusions and recommendations of the jury, and to discuss how to further leverage the 2010 Europea n
consensus to progress on homelessness in the current political context in the EU.
That=is=why=the=Belgian=Public=Planning=Service=-=Social=Integration-and-FEANTSA=decided-toco-organise-a-European-conference-in-Spring-2016-centred-on-the-consensus-reached-in 2010 and to
reinterpret and re -evaluate the consensus in light of new emerging challenges for Europe: increasing
poverty, economic pressure on Eurozone and other countries, waves of refugees arriving from further
afield, and more.
To=this=end,=FEANTSA=is=using=its=annual=European=policy=conference,=bringing=together=300
homelessness practitioners from across Europe and beyond. This is the only European event of its kind,
and it will take place this year in the city of Brussels, Belgium. As always, it will showcase =variousinnovative practices to address the causes and symptoms of homelessness, and stimulate political debate
on current and future challenges. Set in a difficult political context with the homelessness sector under
mounting stress, there is a greater need than ever of European support to channel energy and resources
towards lasting solutions.

Programme overview
This is a two -day conference based at the heart of Europe in th e city of Brussels, taking pla ce on
Thursday 9th June and Friday 10th June in the Palais d’Eg mont (city centre). It is organised in
co-operation with FEANTSA, the Belgian Public Planning Service - Social Integration, Housing
First Belgium and Steunpunt Algemeen Welzijswerk.

Leveraging the European Consensus to Win the Fight against Homelessness
This is the main European policy conference with a focus on presenting and discussing
innovative practices from across Europe and beyond. There will be an opening plenary
discussion about consensus-building on homelessness at EU level, followed by two sessions
of workshops before and after lunch (ten in total), and a final closing plenary debate with
key European stakeholders.

undocumented migrants) are building a community and alternative solution to traditional housing
choices.
SAMU SOCIAL : The Samusocial offers free emergency support (shelter, street outreach, primary
health care, psychosocial support) to homeless people in Brussels. In Winter, this organisation offers
more than 1000 beds per night to homeless people. It recently set up a Housing First programme
aimed to provide housing and support packages to young people (18-25 years old) with substance
abuse problems and/or psychological disorders – this HF programme will be the focus of the visit.

FEANTSA Youth: a network of people
working with young homeless people and
young people at risk of homelessness. The
HABITACT : European forum of exchange
focus of the meeting will include: launching
a human and housing rights guide for young
people, a focus on a Canadian model to

organisations. After a focus on the Brussels
and Ghent homelessness policy models,

Creative Spaces
Homeless, not addressless: Streetcorner workers from Belgium woul d like to discuss the
importance of providing homeless people with a postal address. In Belgium, homeless people
can have a postal address, or ‘reference address’ which is a postbox where mail can be delivered
and which gives them an administrative ‘fixed abode’ so that benefits can be paid etc. Does this
exist in other European countries and does it offer the advantages it is designed to offer?

Environmentally sustainable solutions
for homeless people: presentation of the
Archi-human concept initiated by Belgian
architect Luc Schuiten. The concept has a
double objecti ve: firstly to build individual
housing units for homeless people, and
secondly
the
regeneration
of
unexploited/underused neighbourhoods.
This
presentation will be the starting
point for creative European exchanges on
this theme. EUROPE ROOM
Communications and homelessness: How
do we communicate on homelessness in
2016? How can we use the techniques
and technol ogy available to us to not only
aid homeless people, but also to mobilise
the public and policy-makers? This
hotspot will feature the presentation of
the S.I.M.O.N. app by Simon Community
Northern Ireland and Scotland. There will
also be a chance for participants to share
their own practices
and ideas.
ARENBERG ROOM
Train in Stations: a new project to train station agents on homelessness: Hosted by Gare Européenne
et Solidarité, the network of railway companies developing Corporate Social Responsibility initiatives in
the field of homelessness and poverty, this hotspot will focus on a new module to train station agents
on social issues. ANSA – Agence Nouvelle des
Solidarités Actives (France) and Europe Consulting
Onlus (Italy), pilot and partner in Train in Stations, will discuss the evolution of homelessness in railway
areas and the importance of providing station agents with the necessary tools to interact with marginalised people and with the network of third sector organisations providing social services. SAX ROOM
Women and homelessness: presentation of European DAPHNE project results “Women
Rough Sleepers in Europe: Homelessness and Victims of Domestic Abuse” by Professor
Kate Moss (Wolverhampton university, UK). This will be followed by an exchange about
different challenges and solutions to women’s homelessness, with a
focus on homeless
women’s exposure to violence both as a cause and consequence of their homelessness,

Dinner
The dinner on Thursday night will take place at La Tentation. At the dinner there will
be a theatre performance, written and performed by current or former homeless
people. The performance will be carried out by members of key Belgian organisations
giving a voice to people with experience of homelessness: DAK and Front Commun
SDF. The play is brought to you with the suppor t of Housing First Belgium
The Play:
What Goes Around Comes Around
‘What Goes Around Comes Around’ tells the story of Jean, a young man without a
job, who is lost after his unfinished school career. He meets Lies in a psychiatric
asylum, and she becomes the light in his dark life. After his release he becomes
homeless and ends up on the street. Looking for guidance he builds his way to a
better life.
The play came into being 10 years ago in Antwerp when DAK (Homeless Action
Committee), a self-organized group of homeless people, was asked to contribute to
the ‘International day in the fight against poverty’. The idea arose to let the voice of
the homeless people be heard through the means of a play.
On the occasion of the conference ‘“Leveraging the European consensus to win the
fight against homelessness” the play has been updated. Homeless - and ex - homeless
people are involved in the writing and the acting. Jeremy Blommaert directs and the
technique is in the hands of Randy Paradis. Production by DAK.
The play is in Dutch. Subtitles in English will be projected on a screen.

“Leveraging the European Consensus to Win the Fight against Homelessness”
Brussels, 01/06/2016. FEANTSA, the Belgian Public Planning Service – Social Integration, Housing First Belgium and Steunpunt Algemeen Welzijnswerk invite you to “Leveraging the European Consensus to Win the Fight against Homelessness” – a two-day conference ta king place at
the Palais d’Egmont on 9-10 June 2016 in Brussels, Belgium.
Set in a difficult political context with the homelessness sector under mounting stress, there is a
greater need than ever of European support to channel energy and resources towards lasting
solutions.
Elke Sleurs, Belgian State Secretary for Combating Poverty: “In setting the target of raising 20
million people out of poverty and social exclusion by 2020, the Europe 2020 Strategy opens up a
real opportunity to develop a more ambitious plan to tackle poverty at the European level.”
Julien Van Geertsom, President of the Belgian Public Planning Service - Social Integration: “The
approximately four million people a year who experience homelessness urgently need European
support. We already have the methods and the knowledge of how to fight and prevent homelessness; now we have to advance these through the appropriate support and European investment.
The conference will centre on the European consensus on homelessness which was reached in
2010 under the Belgian Presidency of the European Union. It will aim to reinterpret and reevaluate the consensus in light of new emerging challenges for Europe: increasing poverty,
economic pressure on Euroz one and other countries, waves of refugees arriving from further
afield, and more.
FEANTSA Director, Freek Spinnewijn: “Six years ago, we reached a consensus at European level
on some of the most essential questions related to homelessness. Whilst this has not lost its
potential to unite forces to reverse the worrying European trend of rapidl y growing homelessness, we cannot ignore that during the last six years, the EU is now facing some new and
unprecedented challenges. We are therefore coming together again to discuss how to further
leverage this European consensus in order to progress on homelessness in the current EU political context.”

General Information
The 2010 European Consensus Conference on Homelessness called for a shift from using shelters and transitional accommodation as the predominant solution to homelessness towards
‘housing led’ approaches. This change of perspective signaled a huge paradigm shift and put
into question those professional practices which perform weakly in terms of reassertion into
housing. The 2016 conference will present different innovative practices such as the Housing
First model, which has already proved itself to be an effective and sustainable way of moving
people into housing.
Julien Van Geertsom, President of the Belgian Public Planning Service - Social Integration:
“Today, the housing-based approach of Housing First is more and more encouraged across
Europe. We have even experimented with it in Belgium – and with great success. Housing First
Belgium has shown that ending homelessness is possible and it encourages us to design policies differently to fight against homelessness and makes action at the European level even
more urgent.”
In Belgium, Housing First started with a pilot project called Housing First Belgium. Housing
First was tested in eight Belgian cities and towns (Brussels, Molenbeek, Antwerp, Ghent, Char-
leroi, Liège, Hasselt and Namur) and were supported by the Belgian State Secretary for Combating Poverty, via a subsidy from the National Lottery. Thanks to Housing First Belgium, more
than 150 homeless people were able to successfully and directly move from rough sleeping to
housing. After two years, these people, who often suffered from physical and/or mental
health problems, as well as problems of addiction, showed their capacity to live in housing,
thanks to the intensive support and multi-disciplinary teams. 90% of the tenants in this project are still in housing. The evaluation shows that their administrative and financial situation
has stabilized, their health has improved, they have gained self -confidence and a process of
social and professional integration has begun. It is also important to note that their hospital
costs have decreased by 46% over the two years. To sum up, Housing First seems to be the
most efficient approach (low investment costs for governments and a high and sustainable
individual and societal impact).
Elke Sleurs, Belgian State Secretary for Combating Poverty: “I am confident that through a
housing-led approach, accompanied by multidisciplinary support, we can significantly reduce
chronic homelessness. This of course, requires the full commitment of all concerned authori-
ties. The success of this approach depends on a common approach and a precise methodology, as well as the commitment of public services. The excellent results of the Housing First
Belgium project prove the importance a nd success of these conditions. Through their collaboration, the partners have demonstrated a high level of expertise and have developed innovative practices.”
