the bill for this summer’s
stellar line-up at BBC Radio
1 Hackney Weekend 2012.
Residents are reminded that
if they wish to go the UK’s
biggest free festival – staged
on Hackney Marshes – they
have until 11pm on 19 March
to apply for a pair of tickets
before registration closes.
People living in the borough
have been set aside half the
available 100,000 tickets, so
the chances of seeing some
of the world’s biggest acts in
Hackney are high. To register,

LIGHTING THE WAY
HE route for the Olympic
Torch Relay in Hackney
has been announced.
The flame, to be
carried by 21 inspirational
residents, will enter the
borough at Shoreditch
High Street on 21 July and
travel north along the A10
to Clissold Park in Stoke
Newington. Along its route
it will be welcomed by the
One Hackney Festival 2012.
Torchbearers will then
run the flame eastwards
through Homerton in
T
300-metre legs until it passes into
Waltham Forest for the evening.
The torch (inset), by

Osgerby, is set to travel
through 1,018 villages, towns
and cities along its route,
during its 70-day journey. Some
115 torchbearers a day will carry
the flame during its 8,000-mile
voyage before it arrives at the
Olympic Stadium on 27 July.
Sebastian Coe, chair of
LOCOG, said: “Today we bring
the Olympic Torch Relay to life.
The flame symbolises the Olympic
spirit and its journey around the
UK will bring the excitement of the
Games to our streets.”
Swimming coach Vicki Carter,
one of the residents chosen to carry
the flame along a section of its
journey, said: “I am very excited to
be running in the torch relay. It’s
an honour to have been selected – I
have always loved the Olympics
and I really hope the children I
teach at King’s Hall are inspired by
seeing the swimming.”
Mayor of Hackney, Jules
Pipe, added: “Hackney is ready
for a day of celebration and
entertainment that will make the
very most of the procession of
the Olympic torch through the
borough. We want residents to
come out in force along the route
to cheer torchbearers as the flame
gets closer towards the Olympic

Hackney are to be created
at the Olympic Park after
plans were given the
go-head this month.
A one mile road cycle
circuit and approximately
8km of mountain bike
trails around the existing
velodrome will be built to
create the world-class Lee
Valley VeloPark.
The borough’s green
space will sit to the south
of the circuit and the west
of River Lea. Plans for
the Hackney park were

created after the Olympic
Park Legacy Company
(OPLC) revised an earlier
planning application to
realign the circuit to create
the community space and
provide better access to
riverbanks. A visitor centre
and large-scale playground
is also planned.
The road cycle circuit will
cross the River Lea twice
and will be surrounded by
wetlands, park spaces and
towpaths for walkers and
cyclists in the south.

agreed by the Council,
British Cycling, Sport
England and Lee Valley

Regional Park Authority –
which will own and operate
the VeloPark after the
Games. Community groups
including Eastway Cyclists
were also consulted.
Andrew Altman, chief
executive of the OPLC,
believes it will be a positive
addition to the Olympic

closely with our partners
we have planned an even
better legacy that will not
only benefit cyclists, but
also thousands of people
from across East London
who will be connected
through a new park space.”

parkland for use by all

Marshes and provide

The OPLC, which
is responsible for the
development of the
Olympic Park after
London 2012, aims to
complete the VeloPark by
the end of 2013.

Accompanying the parade
THERE is less than two weeks left before most businesses
close their recruitment process for the Olympic and
Paralympic Games.
Nearly 1,000 residents have now been offered jobs on or
near the Olympic Park for London 2012 so far.
Father-of-three Victor Noel, 28, was offered a job with
caterer Bon Appetit through Hackney recruitment centre
On Site. On Site is providing advice on how to apply for
the many roles on offer during the Games. Victor said:
“With the 2012 Games I felt it was a massive opportunity
for me. On Site got me an interview and a job with Bincho’s
restaurant with an immediate start.”
Springboard in Lower Clapton is also offering support
to residents so they can apply on the spot. One-to-one
sessions can be booked with an advisor every Tuesday,
Thursday and Friday.
Additionally, Job Centre Plus recently hosted a recruitment
session, and the catering company Aramark reports that
it has seen more candidates from Hackney than any other
host borough.

The American superstar
will join other recentlyannounced acts including

Enter Shikari.
For residents who have
already registered there
will be two opportunities
to apply for a ticket: 11am
on Sunday 25 March and
4pm on Monday 26 March.

to this number will cost

Anyone registered will be

given access to the section
of tickets especially reserved
for the area. Allocation will
be on a first-come, firstserved basis and there will
be a £2.50 handling fee
applied to each ticket.

Residents have two weeks left to apply for a Games job
Let’s hear it first in Hackney
A SMARTPHONE application that gives a museum-style
audio tour of London Fields is now available.
Hackney Hear is a free download that provides a
multimedia guide of the E8 park and Broadway Market.
Using GPS, it streams interviews, stories and music
about the area triggered by the location of the phone.
Residents as well as borough artists – including Tom
Hunter – were interviewed for the audio descriptions.
Their stories and secrets range from the history of the
green space to first kisses.
A trial began last year, with the application fully launched
on 8 March.
Founder Francesca Panetta said: “Hackney has the
highest concentration of artists in the world
and Hackney Hear is both a celebration and a
reflection of that rich cultural backdrop in a
year when the Olympic borough will receive
global attention.”
Organisers hope to expand the areas that
it covers.

GALA week of
events celebrating
the opening of
the Dalston CLR
James Library closed with
a noisy bang at a family
fun day on 3 March.
Over 200 people came
to the event at the Dalston
Lane library. Author and
storyteller Sandra Agard
entertained the crowds with
her tales and Horrid Henry
made an appearance to sign
autographs and have his
photo taken with his new
young friends.
Other highlights from the
‘Make a noise for libraries’
opening week of events
included music, poetry
and reminiscence for older
people; ‘desert island
books’ with guest authors;
and a celebration of CLR
James’s life.
Memories came flooding

event on 27 February with
a morning of music and
poetry. Older people looked
at pictures from Hackney’s
vast online archives and
chatted about the borough
of old. The event was run
by Hackney Archives and
the Council’s Community
Library Service, which
delivers books to the elderly
and disabled in their homes.
Phyllis Hall, who receives
the home visit service, said:
“Libraries are a lifeline that I
couldn’t do without.”
At the desert island
books event, which tied
in with World Book Day
on 1 March, guest authors
Mark Billingham, Richard
Newton, Richard T Kelly
and Maggie Hamand
shared their thoughts with
the audience on what books
they would take should they
be exiled to a desert island.
The library also
celebrated its namesake
on 3 March with a launch
of a permanent exhibition
dedicated to the life and
legacy of Cyril Lionel
Robert James, attended
by his widow Selma James
and representatives of
Black and Minority Arts
Network.
Selma said: “When I came
round the corner and saw
the name CLR James on the
new library building I was
lost for words – CLR would
have loved it too.”

Hackney CAB opens new office
A new Council initiative hopes to encourage road safety awareness by getting cyclists to see life from a lorry driver’s perspective

cyclists to see life from a
lorry driver’s perspective.

Hill were invited to sit in
the cab of a parked HGV
at a road safety event on 7
March, and were sent away

to share road space and
consider other users’ safety
with a free rucksack and a
copy of the Highway Code.
More than 40 cyclists
were also stopped for
jumping a red light, but
instead of the usual £30
fine, they were given the
opportunity to take up a
two-hour cycle training
session from Hackney
police officers and the
Council’s road safety team.
Cllr Feryal Demirci,
Cabinet Member for
Neighbourhoods, said:
“I was delighted to see
so many people
taking time out
of their journeys
to participate.
We all have a
responsibility to
share road space
and consider
other users’
safety.
“Our other
initiative of getting drivers
on to bikes so they can see
the cyclist’s point of view
has been very successful.
Having completed the
training with our own fleet
of drivers, as well as those
from Hackney Homes and
The Learning Trust, we
now have courses booked
with outside companies
that work and travel
through Hackney.”
Sgt Mark Jagger added:
“Yet again, this event was
an overwhelming success
and the feedback has
been extremely positive.
Even the most cynical of
attendees expressed shock
at how little an HGV driver
is able to see from the seat
of their vehicle.
“Everyone who attended
the event learned from the
experience, and as a result
avoided a £30 fine. They
will hopefully have more
confidence to ride safely in
the future.”
“I strongly believe that
this event has gone a
small way to making the
borough’s transient cycling
population somewhat
safer,” he added.
The event took place at
Kingsland Fire Station, E2,
to launch the Council’s
‘Watch Out for Me!’
campaign. It aims to
improve safety for all road
users in Hackney.
Road users will also be
encouraged to share the
streets safely and consider
other vulnerable users
throughout March, April
and May with the ‘Watch
Out for Me!’ banners
on 160 lamppost sites
throughout the borough.

HACKNEY Citizens’ Advice Bureau (CAB) has opened its
new office on Mare Street.
The CAB has advised residents on legal, financial and other
issues for more than 40 years in the borough.
It continues to work with the Council, statutory and private
sectors, housing associations and voluntary organisations
to provide free, independent and confidential information.
Speaking at the opening last month, Mayor of Hackney,
Jules Pipe, said: “For decades Hackney’s CAB has been
working hard on behalf of the people of Hackney; including
some of our most vulnerable residents. I hope the team
and residents enjoy these new offices.”

immigration, employment,
housing, consumer issues,

Digital TV switchover looms
LONDON is set to complete the digital television
switchover over next month.
All analogue channels will be turned off in April to boost
the power of Freeview channels.
The switchover will work in two stages: on 4 April
analogue BBC Two will turn off; followed by all remaining
analogue services on 18 April. Viewers with digital
TVs, Top Up TV or digital boxes will need to retune their
equipment at both stages.
Digital TV uses less broadcast space which means
that after switchover, there will be more room for new
services such as wireless broadband, local and High
Definition TV services.

Police recover bike parts
BOROUGH police are releasing photos of bike parts
recovered in Hackney in the hope of finding their owners.
Officers found a number of stolen bike parts, including
handlebars, saddles and seat posts at an address in the
borough. Many of the parts are distinctive and could be
returned to original owners.
Police Sergeant Ian Turner, from Hackney police, said:
“This may seem an unusual appeal but this is a crime
that can affect many people. We have already traced the
owners of some items, enabling us to restore to them
their property.”
Bike owners are advised
to use a good quality lock
and where possible lock the
frame, wheels and saddles
and avoid attaching it in
isolated areas.

re-make of
Shakespeare’s
‘The Tempest’ is
the latest instalment of a
Council project designed to
transform empty properties.
Production company
RETZ has turned 297
Hoxton Street into a usable
space called O Brave New
World – which is a gallery,
library and bar by day, and
a theatre by night – with the
first run of performances
celebrating the play’s
400th anniversary.
Over a six-month run the

projects across

company is focusing on six
parts of the tale that aim for
a deeper, more interactive
exploration of the story.
‘The Wrack’, which ran
last month, saw the building
transformed into a bar for
shipwrecked sailors. Part
two, ‘A.R.I.E.L’, introduces
a tyrant’s daughter
marooned on an island. The
space has become a
super-computer serving
‘HTML sandwiches’ and
‘electric cocktails’.
The venture is one of a
series of projects supported
by the Council’s Art in
Empty Spaces (AIES)
initiative, designed to
transform empty spaces into
something ‘meaningful’
for residents.
Felix Mortimer,
director of RETZ,
found passers-by to
be intrigued by the
transformation of the
297 Hoxton Street, which turns into a theatre at night
property. He said: “From
the start we’ve encouraged
this kind of curiosity and
interaction through dayto-day encounters as we
want people to feel part of
the project and part of the
stories we tell.”

Regeneration and the 2012
Olympic and Paralympic
Games, added that it was
a great of example of how
artists use the high street to
support the local economy.

Alevi Cultural Centre, E8,

music together as ‘musical
theatre.’ Musicals are very

Alevi culture and through
DYH we were able to try
something new.”
Young people from the
Huddleston Centre worked
with Kimnara Music to
form their own band, and
develop and showcase their
musical talents.
Cassandra Delisser,
Huddleston Centre’s youth
project manager, said:
“Disabled young people
from the centre showed
that there is no limit to
ambition when it comes to
their music ability.”
Other highlights from
the closing event included a
fashion show – which was
the culmination of a fourday fashion design course at
Pembury Youth Centre, E5,
where youngsters gained
skills in researching designs,
fabric shopping, pattern
cutting and sewing.

together; it took a lot of
time and I had to focus. It
was difficult at first, but it
got easier and I am really
pleased I kept trying.”

exchange group, led by

was another highlight –
and will form part of the
borough’s celebrations to
welcome the Olympic and
Paralympic Games in July.

like this is what DYH is
all about. The event was a
fantastic opportunity for
young people to perform at

workshops run by
creative professionals in
music, dance, radio, art,

Hackney-born Anna Fiorentini is founder and principal of the Anna Fiorentini Theatre and Film School, which teaches drama, singing, dance, costume and make-up for seven to 18-year-olds

seems a world away
from the throat-busting
power ballad.
But the stage school
founder is a woman of
a thousand voices, faces
and – as it turns out – fancy
dresses. “I loved singing
‘Total Eclipse of the Heart’
with my old band. Plus I’ll
make any excuse for a fancy
dress party. Last year I was
Dorothy from ‘Wizard Of
Oz’; before I’d been Amy
Winehouse – that look was
scarily similar,” she lets slip,
laughing.
The Hackney-born
actress, singer and
businesswoman looks
to keep both fun and
professionalism throughout

the Anna Fiorentini Film
and Theatre School
(AFFTS) – from the 20-odd
staff to the young people
she supports.
Based at her old school,
Clapton Girls’ Academy,
it teaches drama, singing,
dance, costume and makeup to seven to 18-year-olds.
Around 140 young people
turn up each week.
“It was set up to give
East End children the same
opportunities as those
usually available to people
in the West End or rich
families,” the Homerton
resident says.
Although only open for
11 years, AFFTS has an
alumni that include former
‘EastEnders’ actors as well
as the current Simba in
the staged production of

show usually packs out
the 1,275-seater Hackney
Empire with students
performing classic stage
scenes. Little surprise the
cabarets and corporate
shows are well received
when the tutors include the
trainers behind the likes of
Jessie J, Tina Turner and
(the real) Amy Winehouse.
“It’s so easy to put inner
city young people into little
boxes. ‘Do street dance
or another improvisation
about gang culture.’ But if
you want local young people
to have opportunities, it
is better to concentrate on
what others their
age elsewhere are doing,”
she says.

Her community work
interests partly stem from
her up-bringing.“I grew up
on a council estate for 19
years. I didn’t have money
or grow up with money.
So now I try to keep the
ethos of accessibility and
opportunity while being
realistic at the same time,”
Anna says.
“What I’d really love is
for some of the City firms
to get on board. We do a
lot of fundraising and get
grants but we’d ideally like
a quarter of our students on
scholarships,” she adds.
Anna ran a small youth
acting club called Kidspace
to put herself through
drama school in 1995.
Realising demand was high,
she successfully got business
advice and a loan through
the Prince’s Trust in 2000.
Anna recalls the early
days of setting up AFFTS: “I
was running around trying
to make sure everyone was
getting paid and everything
was going smoothly. But I
realised the school was just
new and soon it was really
buzzing,” she says.
“I learnt a lot in that time,
and now I have a great team
working with me – we’ve
had great achievements.
Besides I originally
trained as an actress, not
a businesswoman – if
something is not fun, it’s
probably not worth doing,”

Q: Is it possible to recycle polystyrene and plastic
bags? I am also unsure what to do with metal and
plastic bottle caps – can we recycle them too?
A: Unfortunately we’re not able to recycle polystyrene at
the moment, but there are a few things you can do with
plastic bags. Wherever possible you should try to reuse
plastic bags as many times as possible, reducing the need
for new ones. Some supermarkets even offer rewards to
customers using their own bags. There are also carrier
bag collection points in some supermarkets for recycling,
especially the
larger Tesco and
Sainsbury’s stores.
Metal and plastic
bottle tops and jar
lids can also be
recycled but please
remove them before
adding the bottles
and jars to your
recycling and put
them in separately.

gets facelift
ESIDENTS of
Linzell Estate
had their local
community green
space spruced up as part of
the Transform programme,
which aims to regenerate
areas of neglected land into
green areas.
The dedicated team
of Hackney Homes
staff, Groundwork staff,
residents and volunteers
from the BSix College,
worked for over six months

to prepare the area and sow
more than 300 forest plants
for the community to enjoy.
The project, initiated
by the Linzell Tenants
Residents Association
(TRA), was awarded
£12,000 funding from
London 2012 Changing
Places Transform initiative
and Hackney Homes.
TRA Chair Jean Cooper
thanked the Tenants
Association members
and the Council for
Residents of Linzell Estate spruce up
the community forest garden
their support. She said:
“Without the Tenant
Association members’
support, this project
would have never
happened. We have truly
started something special
for future generations to
enjoy and I hope that the
tenants of Linzell Estate
get the most out of it.”
Resident organiser Helen
Wilson added: “On this
project we have tried to
provide a relaxing, usable
area for residents of all ages
and a valuable learning
and wildlife site. The space
is not only a garden, it is
a natural forest providing
sustainable as well as edible
plants such as ferns, herbs,
asparagus, artichokes,
alliums, strawberry plants
and more.”
“The end result is
fantastic and I hope
residents take ownership of
it and reap the benefits that
this site can provide.”
Council marks Climate Change Week
A RANGE of
environmentally friendly
activities were hosted by the
Council to mark national
Climate Change Week
from 12 to 18 March.
Most of the events were
arranged by the Council’s
Green Liaison Officers
(GLOs) who gave advice
on how residents and
business owners can use
less energy, reduce waste

residents from 5 April.
Residents are encouraged to invest in a water butt
A ban on hosepipes
means they cannot be
used for ‘recreational
use’, to fill ponds and
pools, or to clean outdoor
surfaces. People in breach
of these terms risk being
prosecuted and fined up to
£1,000. Watering cans and
buckets are still allowed.
A spokesperson from
Thames Water said:
“Groundwater levels in
parts of our region are
lower than they were
during the 1976 drought
– following below
average rainfall
for 18 of the last
23 months.”
The Council
is offering
residents
subsidised
water butts
which can store up to 200
litres of rainwater, suitable
for watering the garden.
The water butts are
available for £34 – which
is a saving of £16 on the
recommended retail price.
Thames Water also
have a range of free water
saving devices including
alternative shower heads
available to customers to
use in their homes.

Rare Jubilee tree takes root
A COMMEMORATIVE tree presented to the Council by
broadcaster Sir David Attenborough has been planted at
Hackney Marshes to mark the Queen’s Diamond Jubilee
this summer.
The rare Native Black Poplar sapling tree is one of 33
trees – one per London borough – to be planted at a
prominent place to provide a link throughout the 620
square miles of the capital.
The sapling was planted along a stretch of the old River
Lea, as Black Poplars prefer to have their roots near
water. Attending the tree-planting was the Speaker of
Hackney, Cllr Susan Fajana-Thomas, along with Council
Parks Service staff. Cllr Fajana-Thomas said: “We are
extremely proud in Hackney to have received this lovely
tree to mark the wonderful occasion of the Queen’s
Diamond Jubilee.
Planting it at the
Marshes will add to the
beauty of the landscape
and give local people
the opportunity reflect
on the long service of
our Queen.”

Set in Seville in the 18th century, Rossini’s Barber of Seville tells
the story of Count Almaviva and his quest to win the beautiful
Rosina away from the clutches of her guardian, Dr Bartolo.
Assisted by the roguish Figaro, the Count gains access to the
doctor’s house and wins the heart and eventually hand of Rosina.
The performance by English Touring Opera (ETO) opened with
a crisp and precisely articulated rendition of the overture. The
work rollicked and frolicked along, carried with aplomb by an
outstanding cast, chorus and orchestra. There were numerous
occasions when the slick slapstick on stage had the audience

roaring. The scene where Figaro made his grand entrance, with an
entourage of cross-dressing villagers was hilarious.
The solo and ensemble work of the cast was of the highest order,
but special mention should go to Alan Fairs as Don Basilio. Looking
like a cross between Bilbo Baggins and Yoda, his bass/baritone
voice filled every inch of the Empire.
It’s a shame that this was only booked for four performances. A
Rossini’s masterpiece, it was done full justice by ETO, and has a
natural showcase in the Empire. And for those who still believe
opera is for the rich, ticket prices started at a reasonable £10.

St John of Jerusalem Festival Chorus

Pele Julian won the
London Schools Winter Championships last year and
was given the chance to dive with – and get some tips
from – the London 2012 Team GB gold medal hopeful.
“This has been my dream. Tom was really nice to take
time out from his World Cup preparation to chat to me
and I loved diving in the same session with him,” the
Stoke Newington youngster said.
Pele’s talent was spotted at Clissold Leisure Centre,
which he attended as a keen swimmer and gymnast.
He received a bronze Hackney Youth Sports Award in
November 2010 and is set to earn a silver at this year’s
Encyclopaedia Britannica

Britannica is offering
free access to its
primary and secondary
school-tailored web
content until the
summer exam season.
Free access to online learning
The bid comes as the
encyclopaedia announced it was stopping its print run.
Borough schools can receive online learning support
for coursework and exam preparation across a range of
subjects and levels from the extensive reference guide.
The school edition is split into three age groups, with
each article checked by Britannica editors. Ordinarily,
schools pay around £2 per child a year.
Teachers can also receive live training sessions, a
support area and learning materials that can be used
in classrooms. The service will be free for all schools in
Hackney until July 2012.

Book Day event links students through stories
THOUSANDS of Hackney
students met top names in
children’s fiction writing
during a pilot literature
scheme last month.
The project, named
Booklinks, aims to improve
literacy in the borough
among three to 13-yearolds by building links
between publishers, schools
and writers.
Seven schools signed up
for the pilot, with 2,500
youngsters given the chance
to interact with the writers.
Authors, including
Geraldine McCaughrean
and JD Sharpe, who penned
acclaimed horror ‘Oliver
Twisted’, visited borough
schools to give readings
and speak about their lives
as novelists.
In turn, pupils read
the books and submitted
questions, comments,
illustrations and their
own stories to the project
Booklinks’ website.
Booklinks founder, Dylan
Calder, said of the event:
“It’s a way of breaking
down barriers between the
people who create books
and the children who read
them. Hopefully, it will
help children to see
themselves as future writers
and storytellers.”
The project ran over 27
February to 2 March to
coincide with World Book
Day. Booklinks was set
up by not-for-profit firm
Pop Up, which aims to
inspire communities
through stories.

Youth homeless advice service
HACKNEY Community Law Centre (HCLC) has launched a
new homeless advice service for 16 to 24-year-olds.
HCLC has teamed up with advice workers from local
organisations Off Centre and Springboard Hackney to
provide specialist legal advice on housing issues including:
• Homelessness applications
• Renting in the private sector (when there are legal
issues or as part of a homelessness application)
• Claiming benefits when the young person is homeless
or at risk of homelessness
• Rent arrears
• Evictions
• Accessing support from social services
HCLC youth caseworker Chorouk El-Adib said: “This age
group is one of the largest groups recorded as statutory
homeless and nearly half of those who are classified as
living in ‘non-statutory homeless households’.”
The youth advice sessions take place every Thursday,
between 10am and 1pm,

Students show surgical spirit

STUDENTS from Clapton Girls’ Academy tested their
surgical skills – minus the patients – during a visit to
University College Hospital’s Education Centre.
Eighteen health and social care sixth-formers were on a
project to see how their classroom lessons relate to real jobs.
The girls spent time with a nurse educator, physiotherapist,
clinical psychotherapist and occupational therapist, finding
out about the work they do, their career backgrounds,
training and progression.
The teenagers also replicated two surgical procedures
using the robotic simulation equipment that real surgeons
learn on and found out what to do when people choke or
lose consciousness.
One student wrote on her feedback form: “I enjoyed the
part where we carried out an emergency treatment. I
gained more understanding on what to do when a person
is unconscious.” The 27 February training day was
organised by education business partnership Inspire! and
funded by investment bank UBS.

Teenage pregnancy rates in the borough have dropped considerably during the past decade

according to new data from
the Office for National
Statistics (ONS).
Under-18 conceptions
have reduced by 31.6 per
cent since 1998 – making
the drop among the biggest
recorded across England

and Wales. The average
decrease came in at
14.5 per cent.
The ONS also revealed
that Hackney and the City
under-16 rates were 39
per cent lower that 2003,
compared to the 7.5 per cent
average in England
and Wales.
When the local NHS
teenage pregnancy strategy
was launched in 2009,
teenage pregnancy was
the third highest in the
country. The strategy
included teacher training,
peers speaking to young
people about the reality of
parenthood, a London-wide
condom distribution scheme
and developing a teenage
health service called CHYPS
in the City and Hackney.

Screening to tackle breast cancer
FUNDING worth
£1.1million has been
earmarked for breast
screening services in
Hackney and Newham.
The funding will be used
to buy breast screening
equipment that takes
digital images. Unlike
the current equipment
these can be immediately
checked for image quality,
reducing the need to call
women back if the quality
of the x-ray isn’t good.
Improving breast screening
The new equipment
will be accessible from a
fixed site in Hackney, to be
announced in due course,
rather than mobile vans
used at present.
The funding forms a
£6million nationwide drive
to improve cancer care
and screening, according
to NHS East London and
the City, which runs health
services in the borough.
Women are invited to
attend a breast screening
every three years from ages
50 to 70. The number of
women attending breast
screening appointments in
East London is not as high
as other parts in England.
Breast screening saves
around 1,400 lives each
year in the UK. The risk of
cancer rises with age, but
screening can help save
lives when detected early.

A second chance
efore local
authorities became
responsible for the
welfare of homeless
people, houses such as the
Refuge for the Destitute in
Hackney looked after those
sleeping rough.
Set up in the early 1800s,
the aim of the Refuge was
to aid men and women
– recently released from
prison – to provide a place
where those ‘desirous of
acquiring in future an
honest subsistence by
labour, may be employed
until weaned from evil
courses’. In more modern
terms it provided support
and rehabilitation with
the aim of stopping
re-offending.
Hackney Archives
hosts a wealth of
material about
people’s stories
from the Refuge.
For example,
in early October
1851 Ellen Banett,
17, was dismissed
B
‘without character’ from
her place as a servant ‘for
wearing the clothes of her
mistress’s daughter’. The
daughter persuaded her
mother not to prosecute,
but Ellen ended up without
a job or a home. Too
afraid to go back to her
mother and step-father,
she ended up on the streets
for a fortnight, before
being admitted to the
Refuge for the Destitute.
The Refuge also created
a set of Minute Books
dating from 1812 to 1902,
which were the records
of the committee that ran
the Refuge. These include
personal details about
the people who asked to
be admitted.
Not everyone was
allowed in: Caroline
Andrews, whose sister
Ann had once been at the
Refuge, was ‘desirous
of admission through
distress’ in February
1818. She was in the
workhouse at the time and
had been ‘on the town 12
months before and has
been delivered of a child,
which is since dead. Not
admitted’.
Those allowed in to the
Refuge were expected to
work and learn a trade –
laundry and needlework
for women, and basket
making, carpentry and
wood-chopping for men.
Discipline was strict: in
1857, Harriet Wheeler
was reported for having
said that the matron
‘came home last night
tipsy’ (the minutes take
care to add ‘there not
being the slightest ground
for such an imputation’.)
Harriet claimed she had
only said it as a joke, but
refused to apologise. She
was given two hours to
think it over and to either
apologise to the matron in
front of the other women,
or be discharged.
Most people stayed
in the Refuge from 18
months to two years.
Once they had ‘improved’,
the Refuge would help
them find a job or an
apprenticeship, while
keeping an eye on former
occupants.
In July 1848, apprentice
Charles Dodson returned
to the Refuge claiming
his master did not give
him enough food. After
some investigation, refuge
officials ordered the
master, Mr Stall, to find
a replacement master for
Charles by the next week –
and the boy was housed at
the Refuge until this could
be done.
Employment was also
sometimes found overseas.
The Refuge assisted some
of its residents to emigrate
to America and South
Africa and in the 1830s
was involved in sending
single women to Australia
to start a new life.
In 1849, a funding
shortage forced the
refuge to close its men’s
house. The women’s
accommodation moved
from Hackney Road to the
Manor House on Dalston
Lane, where it continued
to help female ex-prisoners
until 1924 when it merged
with the Elizabeth Fry
Refuge in Mare Street.
There are no figures to
show how successful the
Refuge for the Destitute
was in improving people’s
lives, but in some cases
it clearly made a big
difference. In July 1848,
the committee received a
letter from a man named
Mansfield, whom they
had sent to America.
The minutes report that
‘he is now settled and
doing remarkably well.
He wishes to have his
brother sent out to him
and has sent money for the
purpose’. Mr Mansfield
was not just able to
provide for himself and his
brother, he was also in a
position to be an employer
to a new generation from
the Refuge.

THIS is the latest in a series of recipes courtesy or Waterhouse – an eco-friendly
restaurant alongside the Regent’s Canal in Shoreditch.
Trainee chef Jamel Nwokoye presents this seasonal special. He said: “It’s amazing
that the chicken keeps such a great shape through the cooking process and the
flavours really work well together.”

dishes on the menu this month.

in prosciutto and mozzarella
Serves 2 people
Preparation time

Cooking time
25 mins
• Preheat oven to 180°C
• Mix the chopped mozzarella salt, pepper and
basil in a bowl
• Cut a slash into the chicken from the thick end
to the point, being careful not to slice all the way
through
• Fill chicken with the mozzarella mix
• Wrap the chicken with three pieces of prosciutto
for each breast
•Lay out some cling film on a flat surface –
enough so the chicken can be covered into it
at least four times. Place the chicken on the
cling film and gently roll into a tight sausage
shape. Tie both ends of the cling film to ensure it
doesn’t unwrap
• Use some string to tie around the cling film
three times – once at either end of the breast
and once in the middle.
• Bring a pan of water to the boil and blanch
the chicken for about 4-5 minutes, until it
becomes firm
• Remove the cling film, place it in the oven cook
for at least 20 minutes

industry. Owned by Shoreditch Trust,
its profits go back into a regeneration
programme for the local area.

area to have their say about
the proposed introduction
of parking controls.
Parking services consulted
this area in 2008 on the
possible introduction of
parking controls, but a
decision was made not to
progress the scheme as there
was no overall majority
support for controls.
However support was
received from certain roads
– notably from Jenner Road
and Benthal Road. Further
requests have been received
by the Council and Ward
Councillors for the
introduction of controls in
this area. As a result, the
Council is re-consulting this
area to find out whether
parking controls are now
supported. If controls are
supported, the Council will
re-consult this area again on
the design of controls.

Notice is hereby given that the Council of London Borough of
Hackney proposes to implement the following orders as of1st
April 2012;
• A ‘dog exclusion’ order, enabling the Council to stop dogs
from entering certain areas including children’s playgrounds,
sports courts, multi-use games areas, and marked pitches
where games are in-play;
• A ‘dogs on leads’ order, which would stop owners from
exercising dogs off-lead on roads, in car parks, churchyards,
communal areas on estates and small public parks and gardens
under half a hectare in size;
• A ‘dogs on leads where requested’ order, which would
give officers the power to request that dogs are put on leads
where they are not under the appropriate control of their owner,
or where they are causing damage or acting aggressively.
The ‘dog exclusion’ order applies to:
