As you know, the infrastructure in our community is already over burdened with traffic and overcrowded schools. We have heard many people discuss and complain about the traffic, but the more urgent issue is the overcrowding in the schools. The school district has restructured the zoning to help alleviate this overcrowding, yet we still find hundreds of kids being taught in trailers, many of which are set up in parking lots. With all that is happening in the world these days I for one do not see these trailers as a safe place to be teaching our children. We need to decrease density not increase it. Please help us get our kids out of the parking lots. I urge you to deny this request tonight. Beth Ryan 3186 John Bartram Place Mount Pleasant, SC 29466 843.214.5063 1 Kelly Cousino From: Sent: To: Subject: Stephanie Williamson <ssw88@aol.com> Wednesday, November 18, 2015 11:18 AM Planning proposed changes to dunes west I would like to state my opposition to the proposed zoning changes for Dunes West. It is sad to think that as our neighborhood is somewhat near completion, John Wieland Homes seems to be disregarding everything we were told as potential buyers in favor of making more profit. It appears that as they run out of space, they plan to change and put MORE homes in that was previously planned. It seems the developers profit is put above the citizens who call this city home. As they move out, we are left to deal with traffic, safety, reduced home values and overcrowded schools. Besides the increased density, this proposed change will allow NO buffer between Ayers Plantation Road and homes, NO where else in the neighborhood is that occurring. It has the potential to greatly impact the beauty of our neighborhood as well as the value of our homes. I thank the commission for this opportunity to keep these parcels low density. Also attached in a separate document are the comments. Since I printed it, we are now at 747 people who have taken the time and had the courage to publicly oppose tonight's proposed changes. Please consider the comments, many, many people really thought about what this means to them and their community. Then they made the effort to communicate that to you. Some folks are emotional about this issue. All will certainly appreciate your votes to oppose any increases in density for Dunes West. Thank you, sincerely, for allowing us the opportunity to keep these parcels low density. Jan Hillis 2772 Oak Manor Dr. Mt. The proposed change in zoning does not match the current surrounding neighborhoods in Dunes West. Changing the zoning would impact traffic, safety, public education, our neighborhoods quality of life. Lets please make sure our council members understand the importance of not allowing this zoning to happen. There is a reason why the last council members where voted out this past election because they allow our town to become a mess with all this over building. To the new council member voted in please stop this onslaught of developer greed. The developer purchased these lots under the original current zoning just like all of us in the Richmond Cove and Rush Haven neighborhoods did. The home owners of these neighborhoods do not have a choice in picking up our homes and moving them to another neighborhood. The developer should not be able to change the zoning. Monica Mutter Mount Pleasant, SC 2015-11-12 When we purchased our home we made the decision to spend more to purchase a property in a DWR-1 neighborhood as opposed to a DWR-3. We paid the premium to do so. Moving from DWR-1 to DWR - 3 at this point would unfairly financially penalize those in Richmond Cove 1 since what we were baited with would have been switched. Paul MacDonald Mount Pleasant, SC 2015-11-12 I am vehemently opposed to density being increased in Dunes West. This would not only hurt the Dunes West community but also would severely impact traffic, safety, and quality of life. Pamela Bell Mount Pleasant, SC 2015-11-12 This proposed change to the zoning in Dunes West would have a negative impact on traffic, safety, our schools and the market comps for our properties. We bought our property in Richmond Cove over 10 years ago with the understanding that future development in the follow-on phases in and around our neighborhood would be low density and that our property value would be supported by that development. The developer has already received concessions near the back gate with the placement of town homes on the right and the proposed Fishing Village on the left - please say no to allowing him to continue to saturate our existing neighborhoods to increase his profits. Steven Livell Chatham, NJ 2015-11-12 The zoning laws should not be changed to financially benefit a developer. There will be a huge impact on surrounding neighbor hoods in terms of traffic, school budgets, and the appearance of the surrounding communities long after the developer leaves. Erin Varela Mount Pleasant, SC 2015-11-12 My husband commutes to and from MUSC daily and it routinely takes more than an hour each way mostly because of traffic on Hwy 41. If we allow high density homes to be built it will only increase the traffic that is already unbearable. We love our neighborhood but often feel trapped here during peak hours as all the routes to head into town are ridiculously jammed. We will be moving to another area if this problem gets worse. It is irresponsible to rezone in DW and I cannot think of one positive impact that this will have on our community. Margaret Morse Mount Pleasant, SC 2015-11-12 Overdevelopment, overcrowding, traffic congestion, lack of green space which Weiland and Sales has center used to justify high HOA, POA, and house prices. We bought here for the open space, pristine setting and single family concept. Townhomes--please will drive quality of life and home values down as more investors will rent out the town homes. Just look at the difference between Dunes West Town homes and duplexes outside the gate. Name Location Date Comment michael smalyga mt pleasant, SC 2015-11-12 I'm tired of the "growth simply for profit" that is occurring in East Cooper...officials, it quality of life! get it ! Marilyn Smith Mount Pleasant, SC 2015-11-12 I oppose the Dunes West increase in building more homes/ duplexes. We can't get in the gates now b/c of construction trucks. Too much traffic on getting in and out of the neighborhood plus you are destroying the beauty by knocking down 98% of the trees. This isn't NY city!! Save the foliage !!! Thomas Smith Mount Pleasant, SC 2015-11-12 Please stop building in Dunes West. We are becoming a mini city. Too many homes, to many cars, to mank construction truck and to few trees. You have destroyed the beauty of what madeDunes West so desirable . If I didn't love my custom build home I would move!!! Michele Lewis Mount Pleasant, SC 2015-11-12 It is crowded enough in Dunes West! Matthew Pinkel McLean, VA 2015-11-12 I oppose increasing the density of Dunes West. Lars Runquist Mount Pleasant, SC 2015-11-12 I oppose this change in zoning from DWR-1 to DWR-3. kelley shaw mt pleasant, SC 2015-11-12 Our neighborhood and schools are overcrowded. There are too many cars on the road and the infrastructure does not meet the growth. Joan Dehne Mount Pleasant, SC 2015-11-12 we already have too many people living in this area David Graham Alcoa, TN 2015-11-12 Lowers the value of our homes along with the over use of roads etc Patti Comire Keller, TX 2015-11-12 We are concerned about the increased traffic on neighborhood narrow roads as well as on Hwy 41. Also the increased population in neighborhood amenities. Jeff Beck Mount Pleasant, SC 2015-11-12 We need to make sure the traffic and school impact is considered when analyzing this request. The school traffic along Dunes West/Park West Blvd. is already incredibly congested. Thomas Dickinson Mount Pleasant, SC 2015-11-12 I oppose the density increase as the Infrastructure in roads is not in place nor is there a definitive plan in place. Fund the increase in HWY 41 first then let's talk about density increases. Shelley Savage Mount Pleasant, SC 2015-11-12 I am against the rezoning because the overall quality of life in our neighborhood would be impacted by increased traffic and value of our homes not to mention the impact it would have on the wildlife. Don Lewis Mount Pleasant, SC 2015-11-12 I agree with your statement and conclusions. C.T. Starkey, Jr. Mount Pleasant, SC 2015-11-12 My wife, Maria, and I purchased the lot in Richmond Cove and built our home there solely because of the larger lot size and lower density of housing in the neighborhood. The designation of the impacted areas as higher density would be completely out of line with the surrounding home density. The increased density would put increased pressure on Dunes West streets and Hwy 41 that would lead to even more traffic congestion in an already congested area. We respectfully request that the commission deny the request for a zoning change. Lisa Signori Mount Pleasant, SC 2015-11-12 There is already too much traffic on 41 and 17. The routes are saturated and cannot handle more traffic! Increased housing means increased traffic! Angela Duclos Windham, NH 2015-11-12 We are planning on moving to Dunes West to be with family in 2 years. High density housing and more traffic is not an incentive for anyone! Allen &Marion Usdan Wallace, NC 2015-11-12 Against density increase in my neighborhood Paula DICKINSON Mt. Pleasant, SC 2015-11-12 There is way too much traffic in this area now. It would add to the dangerous situation. I don't feel safe driving in this area. Name Location Date Comment Maria Starkey Mount Pleasant, SC 2015-11-12 Mount Pleasant is already bursting at the seams and there isn't any way that it can support the growth as far as schools, roads and other infrastructure. It is also very disconcerting that this builder (JW Weiland) would ask to rezone property that originally was R-1. Our home was completed just one year ago and backs up to parcel #15. Rezoning of this parcel would affect not only our quality of life, but the value of our home. In our research of the zoning of this parcel of land, we found it to be R-1 and that is the reason we chose to go ahead and buy the property, and build. We strongly object to the rezoning. Kermitt J Hill Mount Pleasant, SC 2015-11-12 This action would hurt the value of the. Existing real estate Kelly Garrison Mount Pleasant, SC 2015-11-12 Building is out of control-it's time to say enough is enough! Robert Wheaton Mount Pleasant, SC 2015-11-12 THERE WILL BE TO MUCH TRAFFIC. Peggy Horner Mount Pleasant, SC 2015-11-12 I oppose medium to high density homes in area that is already unbearably crowded!! Patricia Broghamer Mount Pleasant, SC 2015-11-12 This planning change will greatly alter the quality of life in Dunes West with beautiful single family homes. As a Realtor, a Duplex typically bring in renters and unlike homeownership there is no pride with renters in maintaining a home's exterior and typically they sell for less, also reducing the value of the nearby homes. Thank you. Kathy Wall Charleston, SC 2015-11-12 Do not want double density so close to my home in Dunes West. Patricia Broghamer Mount Pleasant, SC 2015-11-12 I live in Park West. As a Realtor I feel it is important to stay consistent with Single Family homes vs. duplex's. Duplex's typically bring investors as buyers/owners and they will rent the property out and renters do not display the same pride in homeownership that an owner typically displays. The Duplex's will sell for less and have a slower appreciation, as they have been in The Gates in PW. Please keep it Single Family homes. Thank you. Kathy Wall Charleston, SC 2015-11-12 Our schools are already over crowded and traffic is a nightmare for am and afternoon commute to get out onto 41. Kelly lyons Mount Pleasant, SC 2015-11-12 I strongly feel that growth in Mt Pleasant is out of control. I feel like there has been uncontrolled growth without any thought to existing infrastructure. Our main roads (17, 41 and those running through Parkwest and Dunes West) are already overwhelmed with traffic. I don't see how the town can continue to approve building when our traffic is already such an issue. When we moved to Parkwest it was to a town with a small town feel. Now it is a constant frustration trying to get anywhere in town. What should take five minutes to drive to our child's school has, at times, taken up to 45 minutes. The schools in our neighbourhoods are already at mass capacity and cramming a bunch of new homes in PW and DW is obviously going to worsen that issue. When is enough going to be enough? There will be a point when people will no longer want to move here because it will have lost all the charm it once had. Peter Cuneo Mount Pleasant, SC 2015-11-12 JW Homes does not need any denser development. They need to be happy with what they got and move on out. Chris Moore Mount Pleasant, SC 2015-11-12 We do not need increased desities within the dunes west/park west developments. Bill Anderson Mount Pleasant, SC 2015-11-12 John weiland could care less about the people in this community. He continues to try to destroy the community. He only care about how many homes he can fit into every square foot of land. Unfortunately the town council seems to be the same. Name Location Date Comment William Failor Mount Pleasant, SC 2015-11-12 At the present time HWY41 lacks the capacity to handle the traffic. This does not include planned growth in Park West and the approved zoning in Dunes West. Morning and evening volume on 41 is a backup from 17 to the light at Dunes West. Donna ONeal Mount Pleasant, SC 2015-11-12 Please hold developers to the R1 zoning in Dunes West. I live in Park West and have tremendous problems getting out of my neighborhood due to school traffic coming through from Dunes West in the morning. This increased density will cause more overcrowding in the schools as well as more traffic in Park West and Hwy 41, which as we all know is awful. We have got to start holding the line on density. Also anyone this far out in the north end of town has to commute the length of hwy 17 to get to work and back. The widening we recently underwent in Hwy 17 is already congested. Please say no to increased density. Renee O'Connor Mount Pleasant, SC 2015-11-12 Stop packing people in like ants. It's not why we bought into the community! You're killing our habitat for a nice living. James Everidge Mount Pleasant, SC 2015-11-12 Until infrastructure is addressed, there should be no more density increase allowed. Paige Wall Mount Pleasant, SC 2015-11-12 Dunes West used to be a sought after community, we don't need additional housing Jennifer Ciccone Mount Pleasant, SC 2015-11-12 I do not agree with a higher density area in the Harbor of DW! Wendy Damron Plymouty, MI 2015-11-12 I live in Dunes West. Both 41 and Park West Blvd are already extremely slow at morning & afternoon rush hour. Gate traffic is also backed up, sometimes even into the road on Dunes West Blvd. People pay extra to be in this neighborhood because it is more exclusive, lets keep it that way. Sharon Hawkes Mount Pleasant, SC 2015-11-12 Please hold developers to the R1 zoning in Dunes West. Sharon King Mount Pleasant, SC 2015-11-12 This area does not need any more multi family housing. The roads are crowded the schools are crowded- leave it as single family with large lots and we need more parks and playgrounds, soccer fields and water access!!! Deborah Stossel Leesburg, VA 2015-11-12 It well over due! Janet Fish Mount Pleasant, SC 2015-11-12 I'm opposed to the density increases in Dunes West. Scott Chrismer Mount Pleasant, SC 2015-11-12 I live in Dunes West and we bought because of the large lots, this is going to reduce property value. Michelle Porcaro Mount Pleasant, SC 2015-11-12 I'm signing this because there are already too many homes in dunes west. Jo Anne Sheahan Mount Pleasant, SC 2015-11-12 I oppose the change to high density zoning, not only to benefit the developer but remember it also benefits the Town of Mt Pleasant (increased tax revenues with higher density). My message is: town council knows traffic in this area is already congested & schools are overcrowded; if you vote for rezoning we will vote you out!!! Ty Quinn Mount Pleasant, SC 2015-11-12 Enough is enough! Let's stop the greed that is destroying the little character that our town has left. Jill Cragg Mt. Pleasant, SC 2015-11-12 Highway 41 needs to be widened first before any more homes are built. We don't have the infrastructure in place. Amber Johnson Brookfield, WI 2015-11-12 Oppose - no relief in traffic on 41!! It's awful driving g into Chsrleston daily!!!!! Patricia Barkley Mount Pleasant, SC 2015-11-12 I am opposed to the rezoning to increase the building density in Dunes West. Daria Justyn Mount Pleasant, SC 2015-11-12 Growth is good but not when it's exploding! John DeWitte Mount Pleasant, SC 2015-11-12 Area is already too dense, traffic is horrific! Name Location Date Comment elizabeth warren MOUNT PLEASANT, SC 2015-11-12 Too many homes I this area!!! Hwy 41 can't handle it!!!! Dick Artale Mount Pleasant, SC 2015-11-12 I oppose the zoning changes requested to increase densities in Dunes West. Our town should place consideration for the welfare and property values of residents above the welfare of the developer. An increase in density is totally out of character with the low density, single family, homes already existing in the areas involved in these requested changes. James Wright Mount Pleasant, SC 2015-11-12 It is wrong! Destroying beautiful pathways, wildlife for more traffic and noise and taxes. Leisa Yeager Mount Pleasant, SC 2015-11-12 Enough is enough traffic is gotten out of hand Susan Ballard Mount Pleasant, SC 2015-11-13 This would change the neighborhood that I thought I was buying into, in a very negative way. Ken Carter Mount Pleasant, SC 2015-11-13 Increasing the density in the areas described would hurt an entire community that has lived in and supported Mt. Pleasant for many years. This onerous request by a developer should be denied without exception! John Sonnendecker Mount Pleasant, SC 2015-11-13 Welcome to Los Angeles, South Carolina! Four years ago, I moved to Mount Pleasant to escape traffic, urban sprawl and developers. I moved to Dunes West because it was a beautiful, wooded community with large lots and not densely populated. I was told by John Weiland homes, that this would not change. Greed has obviously overtaken. There is way too much development and no attention has been paid to infrastructure. Wooded areas have been slashed and burned. Traffic is horrible! Too many people are being packed into such a small area, for no reason! I oppose any more housing in Dunes West and Mount Pleasant. Joshua Merryman Charleston, SC 2015-11-13 These developers need to be reigned in Kim Shellnutt Mount Pleasant, SC 2015-11-13 We cannot handle anymore traffic - we are drowning on Hwy 41! Linda Fowler Mount Pleasant, SC 2015-11-13 I want the neighborhood to be built as planned and approved. Clara Lombana Mount Pleasant, SC 2015-11-13 Stop the density for our neighborhoods.. No infrastructure for more density! Josephine O'Brien Mount Pleasant, SC 2015-11-13 we need additional entrance and exit roads here before additional homes can be added. The value of our homes will be damaged by adding multiple resident homes. Ronald Fowler Mount Pleasant, SC 2015-11-13 The requested density far exceeds the original approved development plan and therefor the towns services and infrastruture will not support the resulting growth without a tax increase. Joey bushey Mount Pleasant, SC 2015-11-13 overcrowding already a problem Paul Lombardino Mount Pleasant, SC 2015-11-13 I'm signing this in opposition to the proposal to increase the density of building in the Dunes West Sub-Division. There is no reason to increase the housing density except to line the pockets of the developers with more money while destroying the property values of current home owners of this community. We all purchased homes here based on the plans that were in place at that time, to change the rules now would be a total disregard for the will of the people The developers were granted permits based on their original plans and that's what they should be building! Tammy Trenholm Canton, GA 2015-11-13 I am a home owner in Richmond Cove and do not agree with the proposed density changes. Name Location Date Comment Maria Remley Mount Pleasant, SC 2015-11-13 I live in Dunes West in area 6 of the attached map. My biggest concerns are traffic, already overcrowded schools, and home values being affected when the substance of the neighborhood is changed. We are all concerned about 41, but has anyone addressed the URGENT need for JW Homes to widen the "back gate" entrance from 41to Harpers Ferry Road. At certain times of the day it can take 5 minutes to get through that gate. Please consider residents' quality of life over corporate greed. Chris Davis Mount Pleasant, SC 2015-11-13 No new homes until current infrastructure is expanded. JC Owens Mt Pleasant, SC 2015-11-13 High density and disproportionate development should not take place in our town, I will continue to fight on behalf of the townspeople wherever the two are proposed! Kim Firilas Mt. Pleasant, SC 2015-11-13 I am opposed to density increases for Dunes West! Elaine Lombardino Mount Pleasant, SC 2015-11-13 I am signing because it is essential that we consider how the development patterns will affect the overall quality of the environment and the quality of life for the residents of Dunes West. Residents who purchased homes in Dunes West did so based on a Master Plan that was approved and those residents were satisfied that the development would remain low density housing areas. The infrastructure in Mt. Pleasant is insufficient to handle this additional increase as well as all the other housing developments being approved. The original planning took into account roads, traffic, drainage, facilities, etc. for low density plans and not for the higher densities which John Weiland is now proposing. The aesthetic quality of Ayers Plantwtion Way will definitely be changed due to this reasoning which impacts infrastructure, safety, and the environment. The ramifications of this reasoning will not only be felt by the Dunes West Community but by the entire town of Mt. Pleasant as well. Our recent elections have demonstrated that the people of Mt. Pleasant want leaders who will.isten to their concerns. I believe this responding will greatly impact on the value of everyone's property within the Dunes West community. Michael West Mount Pleasant, SC 2015-11-13 We need less density not more Jay Norman Mount Pleasant, SC 2015-11-13 I oppose the density increase in dunes west. Preserve the neighborhood Julie Nocida Mount Pleasant, SC 2015-11-13 Enough with all of these rezoning requests to create denser communities and to essentially toss out the vision and promise of the type of community many of us bought into when we moved to Dunes West/Park West. These developers will make plenty of money with the zoning as it is. Town Council is under no obligation to help them make more at the expense of the quality of life of the residents who live here and pay taxes. Annette Kellner Mount Pleasant, SC 2015-11-13 I object to continued density in an area that is already overdeveloped!! Quality of life has change dramatically for the worse in the past few years. Annette Kellner Mount Pleasant, SC 2015-11-13 Quality of life has changed dramatically in the last few years because of overdevelopment in this area. We are often faced with miles of bumper to bumper traffic to get to and from home. Zoning changes affect the quality of life for those of us who have to live with your decisions. Please vote "no" for higher density zoning changes in Dunes West! Julie fowler Cleveland, TN 2015-11-13 I am against the building of yet more in the area. 41 is a nightmare as it is Ellen Artale Mount Pleasant, SC 2015-11-13 I don't believe that a varience for higher density should be granted as it would have a negative effect on property values for those who border these areas. It would also serve to add to the problem of congestion on Rte 41. Name Location Date Comment Eric Young Mount Pleasant, SC 2015-11-13 I'm very concerned with the rapid growth and traffic increases I've seen. We've only been here 2.5 years and the changes are shocking. We need to see a comprehensive plan to address the existing traffic and congestion issues before we continuing to increase the density in the area. Even given the existing approved developments, traffic and general overcrowding will be a nightmare very soon! Nancy Fairless Mt Pleasant SC, SC 2015-11-13 I believe the residents of Dunes West had , andd were sold a vision. It shouldn't change. Heather Dolan Mount Pleasant, SC 2015-11-13 While I do not live in the 41 area, every resident of mount Pleasant is feeling the impacts of unrestrained growth in that area. 526 backs up at Longpoint now with the influx of traffic from 17 and from Longpoint. More importantly, the schools are bursting at the seams and ccsd is incapable of keeping up with the level of growth. With all the task of building a new high school, old Wando is still standing and constriction progress appears nonexistent. Every time I go to park west it seems like a new high density neighborhood has been built. It town and county services cannot keep up with the pace. Jane Bride Mount Pleasant, SC 2015-11-13 We need an comprehensive infrastructure plan for North Mt Pleasant to include roads, schools etc to accommodate continued residential growth. Rebecca Wynn Amerson Decatur, GA 2015-11-13 People purchased homes in this area on a promised plan. If they wanted to move into a high density area, they would have purchased somewhere else. To change the density rules after they have purchased a home - the largest investment - is a bait and switch tactic. Our infrastructure is not prepared for greater density in the Dunes West/Park West area. 41 is only 2 lanes. In case of an emergency, how can our infrastructure safely evacuate people? They can't move through the neighborhoods when they take their children to school. The quality of life here will be greatly impacted by changing the density. Laura Fletcher Huntington Beach, CA 2015-11-13 High Density doesn't belong in Dunes West. The neighborhood roads and infrastructure is not set up for humdreds of additional cars. We are new to Dunes West and love the quality of life that we have here. Keep Dunes West the way it was meant to be. Amelia Sizemore Mount Pleasant, SC 2015-11-13 I'm signing because I would like privacy as I live on the outside on the circle near district 15. Angela McCay Mount Pleasant, SC 2015-11-13 I live in Dunes West and this greatly affects an already VERY congested area! Todd Boccabella Sleepy Hollow, NY 2015-11-13 I am signing because our roads are already overcrowded and schools as well. William Thompson Mount Pleasant, SC 2015-11-13 We do not need to increase the density of our neighborhood. We moved into Dunes West and Mt Pleasant to enjoy retirement in a non contested, over crowded community. Ron Romagnoli Mount Pleasant, SC 2015-11-13 Higher density means more traffic on a 2 lane highway 41 that is already overloaded during the day. Also, schools are already overloaded and require "temporary " trailers. Seems like road and schools should be dealt with before increasing density. Lucie Wheeler Mount Pleasant, SC 2015-11-13 Traffic is overwelming danger for emergency ;( Sue Romagnoli Mount Pleasant, SC 2015-11-13 Higher density will result in more traffic on 41 and more overcrowding of the already overcrowded schools. Jennifer Vail Cape Vincent, NY 2015-11-13 We are totally opposed to more density in this area. It is inconceivable that this could take place. We will be out of town for the meeting or we would be attending Name Location Date Comment Richard Sizemore Mount Pleasant, SC 2015-11-13 Previously unplanned multi-family developments in Dunes West will greatly further stress the local public schools which are already far above capacity and will add much more traffic to Park West Boulevard and Highway 41 - roads which can't handle more traffic. It is irresponsible to rezone these communities - as it will be detrimental to the quality of life in this area of Mount Pleasant. This is not reasonable growth - this is maximum profits for the developer at the expense of the community. Patty Craven Mount Pleasant, SC 2015-11-13 The traffic in this area is too heavy already to support the additional density. Robyn Vestmcclellan Mt pleasant, SC 2015-11-13 I'm signing because 41 and Clements Ferry are all ready too busy! Larry Haskell Mt Pleasant, SC 2015-11-13 Roads are already overcrowded and this change would depart from what we were promised when we bought into the community. Linda Williams Mount Pleasant, SC 2015-11-13 I want Dunes West to retain its open and green look, and I want to protect our natural landscape. Kevin Doyle Mount Pleasant, SC 2015-11-13 No more developement in Dunes West jamie davis Mount Pleasant, SC 2015-11-13 oppose density increase Irene Palasek Mount Pleasant, SC 2015-11-13 Too much traffic already on 41!!! James Moses Mount Pleasant, SC 2015-11-13 The recent town council election should indeed indicate that the residents of Mt.Pleasant will no longer submit to greedy and over zealous developers, as well as those elected officials who support over development. The residents of Dunes West do not support increased densities, bonus densities, and over development as infrastructure can no longer support such. Traffic is out of control, public education facilities can no longer support rapid population growth, and resident safety, culture and quality of life, as well as property values and marketability are being permanently damaged. John Sanders Mt Pleasant, SC 2015-11-13 The commute either way on 41 in the morning or afternoon is already a nightmare. Studies have shown the road is beyond capacity. How can any sane person in the local government support additional multi-unit housing without first addressing the road issue. It is unconscionable. And now the widening of Clements Ferry is delayed 5 years. Just say NO! Any government official that supports this is in the pockets of the developers. Philip Anstead Mount Pleasant, SC 2015-11-13 Quality of life John Byrnes Mount Pleasant, SC 2015-11-13 There is plenty of space opportunity moving up 17 towards Awendaw. Also, 41 can't support any additional traffic until the road is widened considerably. Lawrence Cuppy Mount Pleasant, SC 2015-11-13 This is responsible growth by the developer or the town. The roads and schools need to be ready for growth before it happens and this area is prepared for this growth. Gary Banks III Mount Pleasant, SC 2015-11-13 Too much density with amount of infrastructure George Forni Mount Pleasant, SC 2015-11-13 increased traffic, congestion on AP Rd; Safety, devaluation of neighborhoods, Hwy 41 traffic, etc... kerri forni Mount Pleasant, SC 2015-11-13 my husband made me Kenneth Wilson Mount Pleasant, SC 2015-11-13 I see no positive benefit to the community to allowing this; and many negatives. Anna Allen Mt Pleasant, SC 2015-11-13 I live in Dunes West and my children attend Pickney & Laurel Hill. I also sell real estate in Dunes West. We want to protect the quality of life we enjoy here as home owners & do not welcome increased traffic, over crowded schools, and dangerous commutes. We want to maintain the few green spaces we still have and keep our community beautiful and appealing. Rob Broekhuizen Mount Pleasant, SC 2015-11-13 Density, quality of life. Like it the way it is, would hurt property values. Name Location Date Comment Karen Thompson Mount Pleasant, SC 2015-11-13 This will negatively impact our Neighborhood. More traffic, lower home prices, overcrowd schools. stephen sumner Mount Pleasant, SC 2015-11-13 LOOK! Those of you involved with this decision know the right thing to do! If the developers are pressuring all of you to build something, let them help pay for road infrastructure to be built! At this point, there is NOT ONE THING that could be built here in Mt.Pleasant that would benefit its residents. DO THE RIGHT THING GUYS & GALS!! JUST SAY NO!! Dominic DiSandro Mount Pleasant, SC 2015-11-13 the amenities can not handle additional homes that were not included in initial plan Cathy Valerio Mt. Pleasant, SC 2015-11-13 I am opposed to increased density in Mt. Pleasant. We voters are aware that "smart growth" is not really effective controlled growth. We want and pray that our Mt. Pleasant businesses should thrive and prosper; however, not at the continued expense of our quality of life here in Mt. Pleasant. "Smart Growth"ers,.....smarten up. Cathy Valerio Mt. Pleasant, SC 2015-11-13 I am opposed to increased density in Mt. Pleasant. Mt. Pleasant voters are becoming more and more aware that "smart growth" is not really effective controlled growth. While we want and pray that our Mt. Pleasant businesses should prosper and thrive, it should not be at the continued expense of our prized quality of life, which is now diminished. Smart Growth-ers, Smarten Up! Catharine Holland Mount Pleasant, SC 2015-11-13 Dunes West has become overgrown and the traffic in the morning is horrible Courtney Pinkel Charleston, SC 2015-11-13 Doing this would ruin the neighborhood. This isn't what we signed up for. David Sowers Mount Pleasant, SC 2015-11-13 Increased density in this area would severely overwhelm current, as well as planned, infrastructure. Homes and property were sold to residents based on existing zoning and rezoning it at this stage amounts to no more than 'bait and switch'. Developers may be known for this, but we would hope that the Town of Mount Pleasant would be more concerned with citizen welfare. Jo Gafford Mount Pleasant, SC 2015-11-13 I'm signing because I live in Dunes West and deal with the congestion and traffic daily. I leave my home every weekday morning at 6:30 to try to beat traffic to get to work before 8am in N Charleston. Bessemer is a nightmare during rush hour, it takes a hour to drive home at night creeping at 15 mph down Clements Ferry, and Hwy 17 North to turn onto 41 backs up to Town Centre. We can't take anymore traffic until roads are widened and more/better traffic light control. joan rubinstein mt pleasant, SC 2015-11-13 Changes in density MUST STOP. And that begins with not accommodating developers who are sole interested in lining their pocket at our expense. Please reject and changes. Mike Wright Mount Pleasant, SC 2015-11-13 PW Blvd, 41, 17, and Clements Ferry are overloaded as is! The people that develop here, do not deal with the traffic like we do. The roads and traffic need to be dealt with before any further development... Or maybe we do not have to build on every bit of open land, and keep some of the charm and beauty of our area. Mark Rogers Mount Pleasant, SC 2015-11-13 Our neighborhood, town, infrastructure, schools, and county cannot afford this unbridled growth. Quality of life has already taken a hit due to overcrowding and increased density Surely is not the answer to the problem.....IT IS THE PROBLEM!!! Patricia Cavender Charleston, SC 2015-11-13 There is too much traffic on Hwy 17 and Hwy 41 now. There have been no improvements or talk of improving traffic diversion to assist with the current traffic that we have. This is a bad bad idea. Beth doyle Charleston, SC 2015-11-13 I do not want any more developement in dunes west! The traffic on rt 41 is aweful !! Please !! Name Location Date Comment Kathryn Ellington Mount Pleasant, SC 2015-11-13 This was not what was speed to be built on this property when we invested in a home in this neighborhood. It WILL bring property values down at REAL cost to the existing homeowners here. We will consider moving if this is passed through. The expansion of the back part of Dunes West , with homes on tiny lots, has already caused a significant increase in traffic and hurt property values of homes that were on larger lots. Again, this is real money to existing homeowners. Anita Tankersley Mount Pleasant, SC 2015-11-13 There HAS to be SOME Point in Growth/Development of the Mount Pleasant area when someone will just simply say, "ENOUGH. We MUST Slow Down the over~development, increased densities, and population explosion going on Here. John Shuck Mount Pleasant, SC 2015-11-13 Route 41 would be even worse than it currently is. Debbie Orvin Mt Pleasant, SC 2015-11-13 We need to widen Hwy 41 first! Traffic out here is already over congested. brian Davies Mount Pleasant, SC 2015-11-13 Besides the detrimental effect on neigborhoods, it is very sobering to watch emergency vehicles fighting their way up 17 and 41 at busy times when every second counts. John Devaney Mount Pleasant, SC 2015-11-13 I do not want the increased housing overpopulating Dunes West John Gair Glenview, IL 2015-11-13 It is absurd and one-sided to go from DWR-1 to DWR-3. My selection and home investment in Dunes West was based on certain facts and criteria. Changes such as this are a clear win for the developer but not for the community. It is simply not appropriate and goes against the originally approved design and zoning. Dan Tetrault Mount Pleasant, SC 2015-11-13 Senseless development needs to stop!! Kathryn Ripple Mount Pleasant, SC 2015-11-13 It already takes me 35 min to get out of my neighborhood some days and the freshman class last year was 1050 and this year's freshman class is 1400 and there is no more room in the school. Why keep permitting growth when the infrastructure is not in place? Kathleen Edwards Mount Pleasant, SC 2015-11-14 Our roads can't handle more growth off of hwy 41. Better planning needs to be in place before additional homes and business are allowed. Boisseau J. Sanford Mount Pleasant, SC 2015-11-14 Boisseau Because the increase density, the "typical finished product" will be (square footage) smaller and will therefore have an inferior "quality of construction" to attract a buyer in this price range. Also, it will have an negative effect on our already crowded roads, have an adverse effect on the neighborhood (homogeneity) aesthetics and subsequently have a negative effect on property values. In other words, it will not have ANY positive effect on the Dunes West neighborhood and the only benefit will go to one of the country's largest (provides residence in 12 states) builder's "bottom line". Jake Leiker Mount Pleasant, SC 2015-11-14 What is the reason for approving this change of zoning? How does this help increase the property value of surrounding areas? Nan Fetters Mt Pleasant, SC 2015-11-14 Why have zoning if it can be changed at a developers whim? I bought my home thinking the zoning would be enforced. Roger Hawkes Mount Pleasant, SC 2015-11-14 We were promised low density housing when we built & higher density will dimenish my property value. In addition the neighborhood has already been rezoned for higher density in area's of low density without additional improvement to the neighborhood. To increase the density would be a slap to the residents and increase a hostile zone. David shat Mount Pleasant, SC 2015-11-14 Is there not enough gridlock without more frickin building? Name Location Date Comment Robert Tykal Mount Pleasant, SC 2015-11-14 There is no benefit to the community or the residents by cramming more people into Dunes West. I bought in this area due to the green space and the current density which is appropriate for the home prices. The current infrastructure is not capable of handling the increased volume. It already takes up to 30 minutes to get from Dunes West to Hwy 17 at certain times in the morning and late afternoon. Robert Tykal Mount Pleasant, SC 2015-11-14 There is no benefit to the community or the residents by cramming more people into Dunes West. I bought in this area due to the green space and the current density which is appropriate for the home prices. The current infrastructure is not capable of handling the increased volume. It already takes up to 30 minutes to get from Dunes West to Hwy 17 at certain times in the morning and late afternoon. Greg Flanagan Mount Pleasant, SC 2015-11-14 As a real estate broker I present homes in this area as single family detached homes. That is what the PUD was granted at its inception. To change that now is to benefit only the developer and builder. This is unfair to the homeowners of the neighborhood. These are not and were not meant to be high density areas. If allowed, the character of the neighborhood changes and may adversely values of all homes. This zoning change should not be granted Lori Winkler Mount Pleasant, SC 2015-11-14 I'm signing because I am a resident of Dunes West. Richard Iriart Mount Pleasant, SC 2015-11-14 N Mt Pleasant is already becoming too crowded and experiencing ridiculous traffic with the numerous town home and multi-family developments that have been built up in recent years. Definitely do not need Dunes West to become MORE dense and bring MORE traffic, and MORE demand on schools. Nan Fetters Mt Pleasant, SC 2015-11-14 The zoning was there when we bought our homes in Park West and Dunes West. We trusted our neighborhoods would be protected by the zoning. We expect our elected officials to protect our investments. Please deny this change. Karl Interrante Mt Pleasant, SC 2015-11-14 It is amazing that they keep pushing their same agenda in our face. I oppose this new zoning application. Shirley Mulholland Mount Pleasant, SC 2015-11-14 I do not want more density on the Harbour side of Dunes West Robert Hickok Mount Pleasant, SC 2015-11-14 An increase in density would be extremely detrimental to the Dunes West community. The infrastructure is not sufficient to support it, and it would lead to a substantial deterioration in the quality of life for residents. Catherine Davis Mount Pleasant, SC 2015-11-14 The density does not need to be increased in this area. There is no infrastructure improvements that will support this change and this change will damage our neighborhood quality. Laurie Brown Mount Pleasant, SC 2015-11-14 We are new residents to SC and Dunes West and our home backs up to parcel #15 and will be directly impacted with reduction in our property value. We relocated from South Florida where irresponsible rezoning for the financial gain of big development is rampant. The results are serious and cannot be reversed. This community and surrounding area is not properly able to handle the volume it currently has - additional stress on the community roads, schools and infrastructure will only magnify those problems exponentially and will certainly cause significant decline in the quality of life for the residents that call Dunes West home. Mary Glasser Mount Pleasant, SC 2015-11-14 Please stop over populating and over developing our beautiful home Jennifer Belcher Mt Pleasant, SC 2015-11-14 I live in the Harbour Barbara Karinshak Mount Pleasant, SC 2015-11-14 As a resident of Dunes West I am opposed to changing the DW zoning. Name Location Date Comment John Carey Mount Pleasant, SC 2015-11-14 There is no upside to this for residents with nothing but negative impacts to traffic. Changing the "plan" now benefits only the developer who has no long term interest. Karen Super mount pleasant, SC 2015-11-14 Dunes west is large enough and this is not what we wanted when we moved there Sybil Hill Mount Pleasant, SC 2015-11-14 Stop please! Yvette Book Mount Pleasant, SC 2015-11-14 Traffic is already horrific trying to get to and from work. Cynthia DeZearn mount pleasant, SC 2015-11-15 This type of proposal distracts from the community appeal we were attracted to when we bought into the initial Dunes West development. The effect on property values would most likely be negative. Increased Traffic has already paralyzed many homeowners. The developers will build and leave. Darin Reynolds Mount Pleasant, SC 2015-11-15 I purchased a lot on Rush Haven in 2004 based on John Weiland stating that everything in The Harbour (behind brick sign) would be custom homes. I sold my custom built home in 2014 because of my fear of what type homes would be built behind my house (the proposed area). I sold in fear of more homes similar to that now built in the back of The Harbour. I feel these homes lower the value of my custom home. We moved to the golf course side of Dunes West and greatly oppose the density increase. Matt Boland Mount Pleasant, SC 2015-11-15 Overdevelopment and lack of infrastructure. Angela McCay Mount Pleasant, SC 2015-11-15 We live in Dunes West and will most certainly sell if this happens. It can take me 20 minutes to get out of Dunes West before I even get to 41. With Carolina Park being built as well, the traffic is already obscene! Michael Hornblas Mount Pleasant, SC 2015-11-15 There is too much traffic, especially school hours. Julie Bogart Mount Pleasant, SC 2015-11-15 I agree with the petition. Chris Ford Mount Pleasant, SC 2015-11-15 We recently moved from Northern Virginia (just outside of DC) to remove my family from an overcrowded community. In our last subdivision (and surrounding area) we experienced what is proposed in Dunes West. After all the single family sites were developed, builders filled every remaining space with townhomes, condos and apartments. These changes accelerated density problems including traffic congestion, crime, school overcrowding and excessive wear on infrastructure such as roads, emergency services, etc. MP: don't make these same mistakes. You cannot reverse them or their impacts. Eugene Carrick Mount Pleasant, SC 2015-11-15 Dunes West is already crowded with traffic getting worse. Adding townhouses would make it less safe and over crowded. Leslie Jones Mount Pleasant, SC 2015-11-15 Increased densities would mean decreased quality of life for all in this area. Ross Curnett Mount Pleasant, SC 2015-11-15 There are more than enough homes already in this neighborhood available and for sale. One of the reasons we purchased back here was some of the guaranteed green space which John wieland homes is trying to take over. I strongly oppose this Kellie Dawson Mount Pleasant, SC 2015-11-15 I am signing because I live in Dunes West. Traffic has become overwhelming. I also teach in the neighborhood. My classes are packed. With more houses, it will have a negative impact. Mona Mancy Mancy Mount Pleasant, SC 2015-11-15 The roads cannot handle all this traffic and our schools are already overcrowded Name Location Date Comment Harold Bell Mount Pleasant, SC 2015-11-15 These requests to change the current zoning in DW is about greed and not consequences to the town and exiting residence. Wieland homes knew what they were buying many years ago and now that housing is at a premium in MP the wish to capilize at any cost. The current infrasructure in MP to include facilities, schools, and roads cannot support the increased demand associated with these zoning changes. Who will bear the burden? The taxpayer, long after Wieland Homes has pocketed there profits. Kathleen Dubois Mount Pleasant, SC 2015-11-15 Mt. Pleasant has become a traffic nightmare. Adding more housing to Dunes West is not going to help with traffic or property values. Jamie Curnett Mount Pleasant, SC 2015-11-15 I'm opposed to John Weiland building more homes/town homes in our neighborhood. We have enough! Jason Lungarini Mount Pleasant, SC 2015-11-15 Gates, roads and amenities are inadequate for increased density. Jane Abbott Mount Pleasant, SC 2015-11-15 The increased density would have a severe impact on our neighborhood, schools and infrastructure. This has already been seen with the impact of large homes on smaller lots on Ayers Plantation and all the new streets beyond River Vista and Yachtsman. Alethea Setser mount pleasant, SC 2015-11-15 I'm signing because these roads can't handle the traffic that is on them now. It makes no sense to add more. The schools can't handle it either! We already have TWO buses just for our section of Dunes West - just for Elementary kids. The bus company & schools & road can't handle more! Terrible idea to add even more homes here. Cristine Ribes Mt. Pleasant, SC 2015-11-15 This town has limited roads and only one high school. The traffic and congestion is awful! Beth Crunelle Mount Pleasant, SC 2015-11-15 I'm against changing zones to accommodate develooers without first accommodating the community with sufficient infrastructure. Growth is good, unmanaged overgrowth is irresponsible. Hugh Myrick Mount Pleasant, SC 2015-11-15 No more growth until developers share their profits to increase infrastructure which includes roads and schools. It would be interesting to know how many of the entities who are increasing housing do not even reside in the area and therefore are nothing more than profit-minded. Our politicians who represent us should be ashamed. Jacki Bennis Mount Pleasant, SC 2015-11-15 This is important because it shouldn't take my son 40 minutes to get to school when we live 15 minutes away. It's important because 1300++ students in a three grade school is not productive. It's important because parents chose to drop off their students rather than allow them to ride buses so the number of vehicles on the road increases safety and environmental issues. It's important because our children should know what green areas are. If this area keeps building there will be no beautiful green areas like there once was. Money isn't the only thing that should be important here! Joan Bauer Mount Pleasant, SC 2015-11-15 We have enough crowded roads in Dunes West. You are taking away from the gated community landscape by taking away our trees and grassy areas and adding condos! Laura Smith Mount Pleasant, SC 2015-11-15 I teach at Laurel Hill. I live off of 41. It takes me 20 minutes to go 4.5 miles and that is ridiculous! Shannon MCALISTER Chapin, SC 2015-11-15 The area cannot handle the growth Q Karin Frangipani Mount Pleasant, SC 2015-11-15 I think MP is becoming too dense Jennifer Thomas Mount Pleasant, SC 2015-11-15 Our schools & roads are already way too overcrowded this will only contribute to the problem and quality of life Donna Waln Mount Pleasant, SC 2015-11-15 I live there and don't want more congestion. Name Location Date Comment Marcia Russo Mt. Pleasant, SC 2015-11-15 I worked in the schools for this area. So overcrowded! Stacey Shoecraft Mount Pleasant, SC 2015-11-15 I am a teacher and the school is packed! I live 2 subdivisions away from school and traffic has gotten out if intros when it used to be a 4 minute commute. We don't need to build more and tear down every tree, you are taking away the beauty of this area. Mark Langston Mount Pleasant, SC 2015-11-15 Highway 41 traffic is already terrible Fred Shinners SC, SC 2015-11-15 We do not need any more medium to hidensity neighborhoods. The infrastructure can not handle it Tom Epperson Raleigh, NC 2015-11-15 No more town homes please Kevin Knight Mount Pleasant, SC 2015-11-15 This change would directly impact the value of many homes in Dunes West and further crowd our already overcrowded roads and schools. Solange Townsend Mount Pleasant, SC 2015-11-15 Too much traffic already in dunes west....I dread taking my kids to school. I live 5 minuets from the school and it takes almost 30 to get there in the mornings.....we don't need anymore homes to add to the traffic to go to our already over crowded schools! Phyllis Leventis Mount Pleasant, SC 2015-11-15 I oppose any density changes Nancy Chadwick Mount Pleasant, SC 2015-11-16 This is a low-density neighborhood. That was the master plan and that's how it should stay. Particularly, with the higher density, over-crowding in schools, no infrastructure etc etc. Tanya Hodges Mount Pleasant, SC 2015-11-16 Dunes West is already built up so much here on the Harbor side of the neighborhood! There is already too much traffic here in the neighborhood, not to mention Hwy. 41 which is always beyond crowded!! The building madness has to stop to protect our neighborhood and quality of life of those who live here! George Leventis Mount Pleasant, SC 2015-11-16 Compliance with existing density only! Quinn McDaniels Mount Pleasant, SC 2015-11-16 Changing the zoning would negatively impact the residents of Dunes West and the surrounding communities. jessica leiker Mount Pleasant, SC 2015-11-16 I think it is ridiculous to have more houses built back here. It will loose what is special about this neighborhood. Who wants to see into someone else's dining room everyday instead of the pretty trees and ponds? certainly not me. David Ryan Mount Pleasant, SC 2015-11-16 I am adamantly opposed to any changes to zoning that would allow the developer to build "higher density" housing in Dunes West. There are already sections within Dunes West that have townhomes/duplexes. More of those will only increase traffic and negatively impact property values. Traffic in the neighborhoods continues to increase with the existing construction. It will get progressively worse even with the planned R-1 density building. Increasing the density beyond what currently is planned will only worsen the situation and should not be permitted. Joe Marchant Mount Pleasant, SC 2015-11-16 I am signing because I oppose the re-zoning and agree with the statement listed in this petition. George Leventis Mount Pleasant, SC 2015-11-16 I'm against any increase in density between Dunes West/HWY 41 and HWY 17 until all infrastructure has been elevated to meet the communities needs! ELIZABETH MAYER MOUNT PLEASANT, SC 2015-11-16 I'm tired of the traffic! Name Location Date Comment C Harvey King Mount Pleasant, SC 2015-11-16 The current infrastructure of Dunes West can't support the added residential development. Currently we are dealing with the lack of cell service due to over utilization because of the added population. As well as flooding in the established residence yards due to the poor planning of adequate drainage that's forcing the wet lands to spill over in our yards during heavy rains. These are just two examples of the negative affect the over building is having on the community currently. In addition, the increase of traffic is a major concern that will continue to overwhelm Hwy 41 and Dunes West/Park West Blvd. Jen Pulsifer Mount Pleasant, SC 2015-11-16 Town Council, please consider driving around this area from 7-8:15am, and again from 5-6pm. It's a nightmare, and that's every single day. The density in our neighborhoods is critically impacting our quality of life. Tina Gorman Mount Pleasant, SC 2015-11-16 Our roads and infrastructure in this part of town is already at it's breaking point. Our quality of life in Mt. Pleasant is in jeopardy every time we allow unrestricted multi-family development to continue. Don't allow our town council who seems to have little regard for this part of town to dictate our quality of life! Melanie Theriault Mount Pleasant, SC 2015-11-16 Our community cannot handle any more growth. Our traffic is horrendous, schools are overcrowded, & quality of life is declining with each new home that is built. The lifestyle and beauty that Mount Pleasant once offered is becoming a thing of the past. Enough is enough! Carolyn Wysong Mount Pleasant, SC 2015-11-16 I do not want an increase in traffic. There is already enough new high density housing. Do we have to build on every scrap of green space? Kathleen Cornely Mount Pleasant, SC 2015-11-16 I am sick of sitting in traffic on hwy 41- this is getting ridiculous!!!!!!!!!!!!! Deborah Chute Mt Pleasant, SC 2015-11-16 I am signing because we DO NOT need more growth...we need better traffic flow/4 lane 41.... Jennifer Hartley Mount Pleasant, SC 2015-11-16 I'm signing because our town is being totally screwed up. Pull up a picture from a decade ago and see! If I see one more turquoise townhouse where a tree once stood I'm going to lose my mind! Greed...plain and simple. Mark Estebo Mount Pleasant, SC 2015-11-16 Enough stuffing every inch Andrea McCollam Mount Pleasant, SC 2015-11-16 I live in Dunes West. The traffic is already too much. Joe Zinaich Mount Pleasant, SC 2015-11-16 Density IN DW, Rivertowne and Park est already to great and adding Carolina Park will make it even worse. Infrastructure can't take more density Cynthia Gardner Mt. Pleasant, SC 2015-11-16 I live near Dunes West and am already concerned with all of the construction of multi family units in Park West. Hwy 41 cannot support all of this new traffic. Logic over greed! Sandra Connell Mount Pleasant, SC 2015-11-16 Traffic is horrible I feel like we now live in Mt unpleasant please stop the building of homes until you expand the roads. This is dangerous and there is no way we could escape for a hurricane! We are beyond capacity already. Karen Orcutt Mount Pleasant, SC 2015-11-16 Carolina Park is an example of over development and it won't stop! Adding even more and ruining the appeal of Dunes West and further crowding an overtaxed infrastructure is just stupid. It is greed and this part of Mt Pleasant cannot handle the huge surge ... already cannot handle it. I am starting to hate this part of town. I definitely hate the greed of developers and others that allow our area to become overcrowded and claustrophobic. Name Location Date Comment Karen Orcutt Mount Pleasant, SC 2015-11-16 So tired of the greed and overcrowding. I did not move here and live here the past 12 years to live with so many people in such close proximity. The growth rate in Carolina Park and Tupelo is quite enough but yet they keep growing and growing. Now someone wants to take the greenspace in Dunes West that makes Dunes West so nice too. The infrastructure cannot handle Carolina Park as it is! Developers and town officials please stop being so greedy ... find another part of this world to ruin, leave our already overpopulated becoming unpleasant neighborhoods alone! Jeffrey Stanton Mount Pleasant, SC 2015-11-16 I live in the area effected. I do not believe developers are appropriately sharing in the cost of infrastructure impacts. I do not believe there is an adequate town plan to deal with any additional North Mount Pleasant development nor the impact from the Clements Ferry Road development. These projects are directly impacting motorist safety, traffic gridlock, and quality of life on the Highway 41 corridor. Paul McClintock Mount Pleasant, SC 2015-11-16 I am opposed to the rezoning of Dunes West for the density increase. This increase is wanted by who? The developers and their pocket books. It will decrease the value of our community and our resale values. mcclintock mcclintock Mount Pleasant, SC 2015-11-16 I am opposed to the increased density for Dunes West. This will decrease the value of our property and our quality of life in this neighborhood. Jeff Bobby Mount Pleasant, SC 2015-11-16 We live in Richmond Cove and invested in our home. We did this with the understanding that our property value was protected by having Low Density Homes of equal value around us. Changing the zoning will hurt us in many ways. The value of our homes is decreased and the safety of our children is decreased as an increase of traffic occurs. Our roads are not sized to handle an increase of traffic. Besides the original plan called for a clubhouse and pool in this area labeled 16. It is my responibility as a parent to protect my children and I see this change as creating danger to them. Please say no to the rezoning request!! Thank you! Regan Miller Mount Pleasant, SC 2015-11-16 Traffic is already outrageous. We don't need more residents off 41. The roads need to be expanded. Cracraft Scott Mt Pleasant, SC 2015-11-16 We do not need more density. The traffic will only get worse of we allow this to happen. Marnie Browder Mount Pleasant, SC 2015-11-16 We don't need more traffic. Dana Sisk Mount Pleasant, SC 2015-11-16 The roads in MT Pleasant and 526 cannot support anymore traffic. Name Location Date Comment Linda Stanton Mount Pleasant, SC 2015-11-16 The current infrastructure cannot effectively handle the amount of traffic traveling thru the area on a daily basis. The schools we moved to the area for are at or above max. capacity. These are only 2 considerations when zoning for additional growth in an already very dense area. What about the negative effect on quality of life or the devalued residential properties due to future buyers deciding the quality of life we all moved to the area for, is no longer. I am all for health growth but it seems we our putting the cart before the horse...meaning lets address the infrastructure, schools, etc. and how to pay for them before allowing any new development. Maybe the development companies should fund improved infrastructure, schools, etc. in areas they want to develop... Emily Arthur Mount Pleasant, SC 2015-11-16 Our schools and buses are already overcrowded, and the traffic in the neighborhood is already bad during peak hours. Highway 41 traffic is terrible, and increasing the housing density will only make things worse. Many improvements are needed at the current density level. Please don't cause more problems by allowing increased density in Dunes West. Mary Carter Mount Pleasant, SC 2015-11-16 I oppose any future developments that reduce forest and animal habitats. I would like to make it clear - we are NOT in favor of having the property behind our home rezoned to increase the density of homes on that land. As you may know, most developers are in the business of maximizing their profits without the considering the impact to the overall community plan, adjacent neighborhoods, schools, traffic conditions and public safety support. Carol Scott Mount Pleasant, SC 2015-11-17 These new neighborhoods will have kids attending Wanda high school and for the past few years it takes me 30 minutes to travel 7 miles to work bease of the scool traffic. I might add that when I am finally able to cross through traffic to get out of my neighborhood, the traffic is back up from the schools at the front of Park West all the way back to Hwy 41. It might be different if any of the officials of Mt Pleasant had to sit in their neighborhood each morning and wait minute after minute for a good Samaritan to let you out of your neighborhood. Jane Schloss Mount Pleasant, SC 2015-11-17 No change in density Arlette Geffert Mount Pleasant, SC 2015-11-17 I am signing because it is already a burden to get out of Dunes West with the existing traffic. Jennifer Perrelli Chester, MD 2015-11-17 Increased volume, beyond what was planned for when I purchased property here, will negatively impact both my life & the life of my family. Laura Badolato Mount Pleasant, SC 2015-11-18 Additional homes should not be built anywhere along Highway 41 until the city spends the money to improve the infrastructure. In an emergency it would be almost impossible to evacuate quickly when travel on Highway 42 or Clements Ferry is required. Steve Clark Mount Pleasant, SC 2015-11-18 Weiland maneuvering to change the zoning on their remaining phases should come as no surprise, Since they already have the club portion on the market. They are preparing their exit strategy. The most cost efficient way to quickly close out their remaining parcels is the high density many of process model. Weiland intentionally misled the vast majority of us during the buying process. This new zoning request is simple, soon they will have no stake in our community and nor do they care whose property values they are going to crush. Infrastructure is a huge concern as well. Our schools, roads, and public works are already overly burdened. Shameful behavior Weiland. Randy Wilson Mount Pleasant, SC 2015-11-18 I'm signing this petition because rezoning to higher density will destroy quality of life. The residents of Dunes West paid a premium for this quality of life only to watch the developer (JWHOMES) slowly take it away. Our current amenities are insufficient for the current residents (you can hardly find a spot at the pool, the fitness center is too small, one playground, tennis courts typically have long wait times to get on the court, poorly lite multi-media paths so runners are running in the road early in the morning). Rezoning these plats to higher density will compound these issues. Rezoning these plate will increase traffic on already overcrowded roadways. Rezoning will add more students to our already overcrowded schools. I am signing this petition because I am against rezoning. The developer has no legitimate reason for this change. The Charleston County Comprehensive Plan recommends these properties for Rural Residential future land uses, which carries a density range of 1 dwelling unit per 3 acres to 1 dwelling unit per acre. The Comprehensive Plan states that the intent of the Rural Residential future land use designation “is to accommodate modest population growth to reduce demand for public services and facilities while retaining rural community character.” The Charleston County Zoning and Land Development Regulations Ordinance (ZLDR) implements the recommendations of the Comprehensive Plan by placing these properties in the Rural Residential (RR-3) Zoning District, which has a maximum density of 1 dwelling unit per 3 acres, with allowances to increase the density to a maximum of 1 dwelling unit per acre when the Conservation Subdivision requirements are met. The density (3 dwelling units per acre) and character of the proposed development are inconsistent with the County Comprehensive Plan recommendations, the current zoning of the properties, and the development existing on surrounding unincorporated properties. Higher home densities, with the expected increase in autos exiting onto 41 at the DW back gate, must not be approved at this time. What happens in Dunes West will directly affect all the homeowners south along 41, with increased traffic and a deleterious effect on our home values. I remind you that in the face of a devastating traffic impact study, the Mill Creek Market was approved, even when the protesting residents, appearing before both Commission and Town Council, requested the TC zoning was devastating to area neighborhoods. The residents suggested that approximately 50 town houses or patio homes be built on the existing parcel instead, to allow less traffic on 41. That request was not considered to be executable, however (while I did not write down the comments made in sympathy to the resident's pleas), it was explained by Councilman Gawrych that the increase in auto traffic caused by homes instead of the shopping center was to be expressly avoided, as it would add to the problem of State Road 41's inability to carry more traffic. To paraphrase his comments ......(paraphrase) to add any more homes to the North end of an Un‐widened 41, would be unacceptable to those who you have elected to make the decision for you. We have no choice but to accept that this commercial center (Mill Creek) would allow far fewer daily trips on an unacceptably over‐capacity 41, and to allow more housing at this time would be the wrong decision for us to make for the residents. While we feel sorry for the taxpayers on North 41, who will have no relief from traffic grid‐lock for many years, you elected us to make the best decision for the town, and we must keep more autos off 41........ Therefore, the proposed increase in density in the parcels behind the DW back gate, is even more shocking in light of Gawrych's words, and certainly would seem to be double‐standard thinking by the Council. Why would more traffic be acceptable now? Increased density in these DW parcels, and the expected increase in the number of autos exiting DW onto 41, would certainly seem to represent a change in commitment to keep more autos off 41, and to grossly undermine the effectiveness of the proposed 41 widening from Joe Rouse to 17. It seems incredibly ill‐advised to sabotage the costly "solution" the Council decided on to ease traffic moving toward 17, while making things worse on the north end of the same highway. We are even still waiting to see how a five lane Berkeley County bridge will transition to a two lane 41, less than a mile from the back gate of Dunes West. Where is the benefit in granting increased densities on these three parcels to any existing Dunes West taxpayers? The benefit to the developer is obvious, but surely the Council has a greater obligation to the current DW residents, (as well as the hundreds of neighboring taxpayers south on 41) to weigh the impact of deliberately increasing traffic on the north end of 41, while spending big monies to ease traffic on the south end of the same road! It seems Ill‐advised and wasteful of scarce funds to those of us watching the decision being made. Some developers are approaching their "build out and exit" stages, and their requests for any changes call for increased sensitivity and mature judgement on the part of each member of Council. No member can be unaware of the devastating effect on all existing property owners of making the traffic on 41 any worse, and should be aware that the affected DW neighboring tax payers are counting on you to do no more harm to those of us condemned to suffer daily 1 grid‐lock on a road the Town neither owns, nor can fix. All of our property values are being threatened, whether inside the DW gates, or not, by this decision, and we ask you to weigh that fact carefully as you face your vote. The increased densities must not be granted on the Dunes West parcels. A decision to approve the request in DW, and it's ripple effect on hundreds of fed up North 41 constituents who must commute daily on 41, is unthinkable. I hope the Council members understand how critical their denial of these density changes are to the quality of life of all North 41 citizens, and our trust in their judgement to make the correct decision in this case. I am sincerely respectful of your willingness to serve the Town of Mt Pleasant, and hopeful the decision you make supports your constituents best interests. As homeowners in the area, we have the following concerns about approving this proposal: 1. Rezoning will likely reduce the value of neighboring homes, which were bought under the premise that the area is and would remain zoned as low density. 2. Rezoning would have a negative impact on the quality of life of residents in Dunes West. The recreational infrastructure of Dunes West (recreational areas, swimming pools, tennis courts, etc.) were designed to handle low density housing. Increasing the density of the neighborhoods would result in over-crowding or require investment to expand these facilities. Is the developer willing to fund the expansion? 3. Rezoning would increase the wear and tear on sidewalks and roads which were designed for low density. This will result in greater traffic congestion and expense for maintenance and repair, especially during the construction phase. 4. Rezoning will increase the traffic through the back gate to Dunes West off Route 41, which is on occasion already backed up onto Route 41. Increasing the housing density would increase the traffic on this gate, resulting in further congestion and delay or costly construction to make the access road two lanes. I am one of the very many residents concerned about John Wieland's request for increased densities in Dunes West. However, at this time I would like some more information about the "back gate" (the one at Harpers Ferry Road and Route 41) that is under JW Home's control. There is a desperate need for the road coming into that gate to be widened. At certain times of the day, especially peak times when contractors are entering the visitor lane, residents are blocked from reaching the residents' gate and often have to wait 5 to 10 minutes to get through. This problem will only get worse as more homes are being built and more visitors (both commercial and personal) line up to get checked in. Another issue related to that gate is the safety issue of having contractor trucks lined up on 41 at peak times as they wait to get in. It is already difficult to make a left turn from Harper's Ferry Road onto Route 41, but at those peak times when the trucks are lined up on 41, it is extra difficult to see. Our neighbor's 2 daughters were involved in a serious car accident there about 18 months ago at one of those peak times. I do not know whose responsibility it is to improve the approach to Harpers Ferry Road from Route 41, but that needs to be looked at. In the meantime it is imperative that before John Wieland builds another home in Dunes West that they make major improvements to the gate on Harpers Ferry Road so that residents and potentially emergency vehicles have clear access. After routine rainfall events, the intersection of Mathis Ferry Road and Wakendaw Boulevard is often flooded with water standing on pavement and in adjoining yards, along shoulders and within ditches for some time afterward. On Friday, November 13 and Saturday, November 14 I shot the attached photographs showing standing water within the ditches on both sides of Mathis Ferry Road near its intersection with O’Sullivan Road. The most recent rainfall recorded at the Custom House occurred on Monday, November 9. I understand the proposed stormwater management solution for Wakendaw Place is discharge into the Mathis Ferry Road system. I strongly desire and request that the Planning Commission require the developer, the Town’s Stormwater Utility and SCDOT to implement a solution to the stormwater conditions on Mathis Ferry Road that adversely affect the property and the safety of residents of Point Pleasant, Parish Place and Wakendaw Lakes as well as every traveler along Mathis Ferry Road. Please note I do not oppose the subdivision of the property. However, the plan should not impose additional burden to the existing failing Mathis Ferry Road stormwater system. When we bought our lot and had a custom home built, we had no idea that John Weiland was about to clear cut the entire back section of The Harbour, which is behind us. Smaller lots were redrawn from the original plans and houses have been stacked almost on top of each other, with the same 4 or 5 house plans built over and over. Now JW wants to lower the density of the remaining undeveloped wooded lots thereby changing the original neighborhood plan that we all thought we would be living in. This is resulting in lower value in our homes, crowded amenities, over burdened streets, schools, and other infrastructures. Not to mention when all the trees are cut down (after removing the mud and bringing in dirt, the saved trees will end up dying) and a few trees of smaller size and quality are planted, our neighborhood is never going to look the same. At some time the city of Mt. Pleasant is going to realize that these huge, beautiful old trees can never be replaced. If you don't believe this is happening, just ride around the newest section of the Harbour. It is a shame. I have pictures of the way the wooded lots looked before JW started building in there. Please deny the request to increase the density of Dunes West. There is more to quality of life than just making money. It is important for the town's leaders to consider how development patterns affect the overall quality of the environment and the quality of life of the residents of Dunes West and Mount Pleasant overall. When the Master Plan was approved, a low density development was proposed and infrastructure, traffic, drainage, facilities, schools, etc. were based on that plan, not on one of higher density. We have been told that in the requested rezoning area "because of wetlands, grand design tress (which cannot come down) it will be difficult to get more homes than are permitted in R1" anyway. In the Harbour section we have watched the environment be dessimated by JWH as his company built houses on "postage stamp" lots, only to put up fences and more fences in place of trees and shrubs. How do we know that will not occur in the rezoned area? Do we take JW's word about that? Those of us who have lived here have then had to deal with the drainage issues that resulted in the natural environment being so disturbed. You only have to be aware of the "Possible flooding ahead" sign at the front and back entrance gates to realize that we already have drainage issues in and around the complex as it is. The aesthetic quality of Ayers Plantation Way will definitely be changed due to the rezoning, not to mention the safety issue of having that as the only exit road to Highway 41 from the Harbour. How much more traffic can Highway 41 handle especially with the Fishing Village being built at the entrance of 41 and Harper's Ferry Way and the massive Cainhoy development planned a few miles away off Highway 41? I can't even imagine that the widening of Highway 41 will be able to handle the kind of traffic that these major developments will create. Issues of fairness remain. Is it fair to the residents of Dunes West who purchased or built homes based on the Master Plan of a lovely park like community only to have this taken away and changed? I can only see this increased density having a negative impact on property values as well. Some of us who are older and retired had hoped to stay in our homes because of the quality of life this area afforded us which may now be jeopardized. November election results spoke volumes in regard to elected officials not listening to the public's concerns. I ask that the members of the Planning Commission consider the overall Impact of your decisions on the future of Dunes West and the lovely town of Mount Pleasant and deny the current JWH rezoning request. It boils down to Vision, Vision, Vision on the part of the town's planning board! DW is congested enough without this further development. As residents we often have to wait for long periods at the entry gate and getting onto 41 is difficult at times. More residents will also put a strain on the existing recreational facilities. The units will also encourage renters rather than more stable and caring homeowners in the development. Since most of you do not live out here, let me inform you that this proposal should not be allowed as our current infrastructure and road system can not support numerous developments like this and retain our quality of life here. We love Mt Pleasant and you are taking it away from us piece by piece every time you allow developers and possible city income to cloud your decisions to allow these developments. The part of town most of you live in has little to no areas of development, whereas ours out here near and past 41 does. It feels like we have a target on our backs and our way of life here is not being represented or considered AT ALL!!! Come sit in our daily traffic jams or attend one of our crowded school rooms and understand why we are pleading with you to slow down and consider what your votes do to those of us who already call Mt. I have sent the following letter to the Planning Commission. Please do not allow any variances regarding the property involved in the above Request. The Planning Commission spent many hours and money to come up with a growth plan and zoning requirements, and I would like to see those requirements remain intact with no variations allowed for this Request. Residents of Charleston National have been living off South Morgan Point Road for 20 years. Allowing traffic for a big box store and other commercial enterprises will create huge traffic problems and noise for residents in Charleston National, particularly along Heathland Way. The construction noises alone will be an intrusion into our peace and quiet. Construction hours need to be limited – not early in the morning and not late into the evening. Deliveries for the businesses to be located there must also be restricted to not before 7:00 am and not after 9:00 pm. The height restrictions should remain without change. Tree buffers and set back lines should also remain without change. If a company wants to build on the tract as is, fine, but nothing should be changed to allow larger buildings requiring removal of trees and shrubs and creating more noise and traffic along South Morgan Point Road. High sound-absorbing fences must be built all along South Morgan Point Road – by the businesses that want to construct on the site (not by my tax dollars), and the tree line buffer along the rear of the properties on Heathland and South Morgan Point must remain as is, if not enlarged. All of the sound-absorbing devices must be in place prior to the opening of the businesses. The sound-absorbing fences should be built along the property line of the commercial enterprises, not the rear lines of Heathland Way property owners. Please be respectful and mindful of us residents who simply want some peace and quiet in our own homes and neighborhoods and trust in our public officials to keep the zoning and variances intact. I am hopeful that you can relay my concerns to the Planning Commission. As I'm sure you are aware, the builders of Dunes West are requesting that over 78 acres within the property be changed from low‐density housing to medium‐density. I believe that the net affect will be deleterious to the surrounding community, resulting in overcrowding and imposing on an already overburdened infrastructure. First, I am concerned about the traffic, and the impact on highway 41, Clements Ferry, and highway 17 N. I believe that for the increased traffic alone, an in‐depth traffic analysis must occur, and a moratorium on additional building should be imposed until it is accomplished‐‐and maintained until after the widening of highway 41. Additionally, I am concerned about the additional traffic on secondary roads, such as Dunes West Boulevard and Park West Boulevard, which will surely be impacted, and are already strained during peak travel periods. Secondly, having served on the School Improvement Council for Charles Pinckney Elementary School (CCSD), 2013‐2015, I am deeply aware of the overcrowding already occurring. The school was built to house over 700 students, but currently serves approximately 1300, despite recent re‐zoning. Many classes are already held in trailers‐‐hardly a hallmark of a "Blue Ribbon" school. Increasing the housing density in Dunes West (or Park West/surrounding neighborhoods) at this time would only serve to increase overcrowding and reduce the educational outcomes for our students. I am asking that building in North Mount Pleasant be suspended until concerns about school overcrowding, traffic and infrastructure are adequately addressed by Town leadership. For a longer‐term solution, I would like to see the imposition of an infrastructure tax, levied on builders/developers to fund the necessary improvements to sustain their planned developments; numerous other municipalities use this to ensure their citizens are not unfairly burdened by unrestrained growth, and that infrastructure keeps pace with development. Thank you for your careful consideration. Respectfully, Chris Christopher G. All the owners in Richmond Cove of Dunes West built/bought their homes with the understanding that Richmond Cove was zoned DWR1. We were required to have houses with a minimum of 2400 sq. ft and to have garage doors on the side, not facing the street. We paid a premium for our lots and homes. It would be unethical and grossly unfair to change the rules in the middle of the game so to speak. Changing Richmond Cove's Phase 2 zoning to R3 will hurt our property values. It will allow greater density and create an area inconsistent with the character of our existing neighborhood. Parcels. 15, 16, 9 Ayers Plantation Way Next, think about the traffic. Greater density means more cars ‐ likely two per household. This means 200+ cars will likely be added to Ayers Plantation Way everyday and this will be in addition to the 1200+ cars that the undeveloped lots in the Harbour will add. Parcel 6 Harper's Ferry, which I understand has already been approved, will contribute more cars, more congestion at the back gate as well. Extra traffic entering at the back gate at rush hour could cause a traffic backup on Rt 41 past the turn lanes effectively blocking Rt 41 in both directions. In an emergency, exiting the back gate would be made even more difficult. Please vote against the rezoning. It makes no sense and benefits no one except the developer who has no stake in the well being of Dunes West or Mt Pleasant for that matter.
