UTCA NEWSLETTER May 2015 Turnpike Authority To Allow Use Of Reclaimed Asphalt Pavement (RAP) Convention Exhibits Are Sold Out UTCA representatives recently met with New Jersey Turnpike Authority construction officials regarding the use of reclaimed asphalt pavement (RAP) as a material on NJ Turnpike construction projects. UTCA proposed the use of RAP for fill material, embankments, and sub-base material or to be placed under Authority parking lots as base material. Exhibit space in now sold out for this year’s UTCA convention which will be held October 1-3, 2015 at the Borgata Casino in Atlantic City. This is the earliest that this trade show has ever sold out since the establishment of an exhibit program many years ago. New Jersey has an abundant amount of RAP so it makes environmental and economic sense to use this material in order to preserve virgin materials, provide a savings to taxpayers and reduce the amount of waste at disposal facilities. Association staff will now begin assembling a waiting list for those firms interested in exhibiting in the event of any cancellations. The NJ Turnpike Authority has agreed to allow contractors to propose various uses for RAP on its projects, other than asphalt paving mixes or base material directly under the Authority roadways. The Authority has indicated that it will change its construction specifications to allow for the use of RAP material as agreed to with UTCA. 2015 Briant Scholarship Recipient Is Michelle Henriques - Additional Scholarship Recipients Named This year’s recipient of the Robert A. Briant, Sr. Memorial Scholarship is Michelle Henriques who will graduate from Union County Magnet school next month. Her father is employed by J. Fletcher Creamer & Son. Michelle will attend Georgia Institute Of Technology in the Fall. An additional scholarship will also be awarded to Stephanie Harvey who will graduate from Eastern Regional High School in Voorhees, NJ. Pictured left to right at UTCA’s Northern Membership Meeting are Jim Coddington, Scott Lattimer, Assemblyman John Wisniewski, Tino Garcia and Tom Hardell. Recipients of this year’s scholarships at the New Jersey Institute of Technology (NJIT) are Noah Thibodeaux and Martyna Trochimowicz. Jiemin Li is the recipient of the scholarship at Stevens Institute of Technology. UTCA: INDUSTRY NEWS SET Program Scholarship Designated For Frank Criscola The Laborer SET Program will designate one of its 2015 Scholarships in the name of Frank Criscola. This scholarship recognizes Frank’s service as Past President and current Board Member of UTCA. The award will be presented next month to a dependent of a member of the Heavy & General Construction Laborers Local 472 who will enter college in September. Acrow Bridge Names Jack Arizcuren Regional Manager Acrow Bridge, a leading international bridge engineering and supply company, recently announced the expansion of its business development and sales team with the addition of Jack Arizcuren as Regional ManagerPacific States. He will oversee sales, marketing, and order execution in six states and is based in Seattle as Acrow continues its commitment to the West coast market. Prior to joining the firm, Mr. Arizcuran was District Manager for the Atlantic Region at L.B. Foster Company, a manufacturer, fabricator and distributor of products and services for the rail, construction, energy, and utility markets. UTCA June Meeting To Feature NJDOT Fiscal 2016 Construction Program, NJ State Senator Steven Oroho, Elections & Scholarships The association’s June 4, 2015 General Membership Meeting will feature a presentation by Rick Hammer, NJDOT’s Assistant Commissioner, which will focus on the Department’s State Fiscal 2016 construction program which begins July 1, 2015. Also scheduled to speak at the meeting will be New Jersey State Senator Steven Oroho who will discuss the renewal of New Jersey’s Transportation Trust Fund. June’s meeting, which will be held at the Crowne Plaza in Jamesburg, will also include the election of association officers and directors for the period of 2015 to 2016. The annual UTCA Scholarships, including those at the NJIT and Stevens Institute of Technology, will also be presented. Precipitation Reports For 2014 Now Available New Jersey Precipitation Reports for January – December 2014 are now available from the UTCA website, www. utcanj.org. Members frequently utilize this data when requesting time extensions due to weather delays. SUPPORT OUR ASSOCIATION MEMBERS UTCA: INDUSTRY NEWS Bayshore Regional Sewerage Authority Breaks Ground For Repair Project Louis Cappelli Of Florio Perrucci Steinhardt & Fader Receives Public Service Award Louis Cappelli, Jr., a partner with UTCA’s legal counsel Florio Perrucci Steinhardt & Fader, LLC has been named the 2015 Public Sector South Jerseyan of the Year by the Walter Rand Institute for Public Affairs of Rutgers UniversityCamden. Cappelli received this award in recognition of On May 18, UTCA’s CEO Robert Briant, Jr. and New his contributions to the public as a Freeholder in Camden Jersey Environmental Infrastructure Trust Executive County. Director David Zimmer joined NJDEP Commissioner Bob Martin as well as other state and local officials at a groundbreaking ceremony for a $28 million project to rebuild facilities at the Bayshore Regional Sewerage Authority that had been damaged by Superstorm Sandy. The award was presented during the 14th Annual Walter and Leah Rand Awards and Scholarship Dinner which was held on April 30. Lou has been serving on the Camden County Board of Chosen Freeholders since 2002 and has been Director of the Board since 2006. This project will include reconstruction of the main incinerator, pump stations and other buildings Equipment Corp. Pitcher Inn in Red Bank. The annual paving awards were presented at this event for projects in both the public and private sectors of construction. Award winners included Della Pello Paving, Stone Industries, Stavola Contracting, Top Line Construction, Tilcon, Stavola Asphalt, Flemington Bituminous, C.J. Hesse, Inc. and Brick Wall Corp. Richard Raczynski, who recently retired as chief engineer of the NJ Turnpike Authority, was presented the Cliff Heath Distinguished Leadership Award for his many years of dedicated service to the Authority and the construction industry. The award is named after long-time asphalt advocate Cliff Heath who passed away last year. Cliff had served as the Executive Director for the NJAPA for many years and then followed that with a stint as Vice President of the NJ Alliance For Action.
