All others need to apply for admission or readmission. Use the following classification sequence to determine your beginning registration date. NOTE: Students placed on academic warning, probation, or suspension during the end of term grading process will be mailed a notification. *VETERAN STUDENTS - To be eligible students must be currently enrolled and have an Honorable Discharge. SUMMER/FALL 2015 • carlsbad.nmsu.edu 5 NEW MEXICO STATE UNIVERSITY CARLSBAD Admissions and Registration Applying for Admissions New, readmitted, or transfer students must apply for admission prior to registration. Applicants must be either high school graduates or must have successfully passed the GED exam. A student who is at least 17 years old and has satisfactorily passed the GED is eligible for admission to NMSU Carlsbad. Transfer students must verify that they are eligible to return to any previously attended college by providing an official transcript. To apply for admission or readmission: 1. Complete an application for admission or readmission online at https://app.applyyourself.com/?id=nmsu-u. Paper forms are available in Student Services, room 111. 2. Send official high school or GED and college transcripts to NMSU Carlsbad, Attn: Student Services Office, 1500 University Dr., Carlsbad, NM 88220. Students who have completed 30 college credits (45 quarter hours) are not required to submit high school or GED transcripts. Changing Admission or Enrollment Status The deadline for changing admission status from non-degree to degree seeking is September 4, 2015. After this date, students will remain in the non-degree seeking status for the term. The deadline for changing enrollment status from credit to audit or graded to S/U is September 4, 2015. NOTE: Students in nondegree admission status are not eligible for financial aid or veterans’ benefits. High School Students High school students are welcome to take courses at NMSU Carlsbad under the Early Admission or Dual Credit Agreements. Information and forms may be obtained through your counselor at Carlsbad High School, Loving High School, Artesia High School, Jefferson Montessori Academy, Faith Christian Academy or Paradise Academy. At NMSU Carlsbad, contact , Dual Credit Coordinator, Room 1A (234-9276). Web Registration Once admission is complete, students may activate their myNMSU account and register for classes. Log in to https://my.nmsu.edu and select “create an account”. All holds must be cleared before access to web registration will be given. Adding or Dropping Classes Students who wish to add and/or drop a course may do so via the web until the last day of late registration. After late registration, schedule changes must be made in person at the Student Services Office, room 111. Withdrawing from the University (all classes) Students who wish to withdraw from a semester or mini-semester 6 must pick up a withdrawal form from the Student Services Office, Room 111, obtain all necessary signatures and return the form by the deadline. Students may not do a complete withdrawal via the web. Disenrollment is for the current semester only; future registration or readmission is not affected. All students who withdraw are liable for all debts owed to the university, must finalize and/or clear their accounts with the NMSU Carlsbad Business Office, and may be required to repay all or a portion of financial aid funds. VA and financial aid (grants, loans, work study or scholarships) recipients must contact the Financial Aid Office prior to making schedule changes. Students sponsored by other programs (WIA, HRDI, etc.) are advised to contact their program coordinators before making schedule changes. Effect of Schedule Changes on Financial Aid Award Students who receive grant or loan aid will be required to repay a portion of aid received if: • they withdraw from the university within the first 60 percent of the semester; or • stop attending classes within the first 60 percent of the semester; or • they are enrolled in a mini course which is cancelled before the first day of class. Residency Requirement Students are classified as a non-resident if they have lived outside the state of New Mexico for one year or more. You will not automatically receive resident status after living in New Mexico for a year. You must apply for New Mexico residency. Forms are available in the Student Services Office, Room 111. The deadline for application is September 5, 2014. NOTE: State regulations permit all part-time students (enrolled for six or fewer semester credits for fall or spring, or for three or fewer semester credits for summer) to pay tuition at the resident out-ofdistrict rates, regardless of residence classification. Student’s Change of Name or Address It is very important that students inform the Student Services Office if they change their name, telephone numbers, mailing and/ or home address. Students must fill out an official name change or address change form in the Student Services Office. Address and phone number changes can also be updated by students through their myNMSU accounts. For name changes, documentation (proof of name change) must be submitted along with name change form. Release of Information The following information has been designated as directory information and is subject to release to the public under the Buckley Amendment (PL 93-380), “the Family Educational Rights carlsbad.nmsu.edu • SUMMER/FALL2015 NEW MEXICO STATE UNIVERSITY CARLSBAD and Privacy Act of 1994” – student’s name, address, telephone listing, date and place of birth, classification, major field of study, participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, degrees and awards received, and the most recent previous educational agency or institution attended by the student. Other information regarding disclosure of student data is available in the Office of Student Services in compliance with the Act. Students who wish to have directory information withheld must complete a No Release of Information form (available in the Student Services Office, Room 111) and return it by the last day of registration. Financial Aid/VA Benefits Applying for Financial Aid, Including Scholarships Students may complete the online scholarship application form at http://scholarships.nmsu.edu/. The deadline date is March 1 for the upcoming school year. Students may complete the Free Application for Federal Student Aid (FAFSA) at http://www.fafsa.gov. Links to the FAFSA website and additional information may be found at http://fa.nmsu.edu/. Students may access their student accounts at https://my.nmsu.edu to review their student financial aid file status and should take action to complete their files. You may go to http://fa.nmsu.edu/policies/ disbursement-of-funds.html for details regarding disbursement of funds. Student must consult the Financial Aid Office prior to changing their schedule especially during the add/drop period. At NMSU Carlsbad, students must meet with their Financial Aid advisor to request a student loan. Loan awards require students to be enrolled in a minimum of six credit hours. All financial aid offers are subject to revision due to changes in policy, law, regulation, errors, changes in funding or the failure SUMMER/FALL 2015 • carlsbad.nmsu.edu of the student to notify the student Financial Aid office of any other source of funding (such as scholarships, etc.). The student is responsible to repay excess funds that were disbursed due to any of these reasons. Satisfactory Academic Progress (SAP): Federal regulations require that financial aid recipients meet certain academic standards to be eligible for federal financial aid. Academic transcripts are reviewed each semester. The full policy may be reviewed at http://fa.nmsu. edu/policies/satisfactory-academic-progress.html. VA Benefits: Certification, Verification, and Admission NMSU Carlsbad courses have been approved for study by veterans and others who qualify for veteran’s educational assistance. Processing applications and certifications takes from 4 to 5 weeks and should be initiated well in advance of course registration. Veterans must verify their courses with the VA certifying officials in the Student Services Office each semester for continued certification. The VA toll free number is 1-888-442-4551 or you can visit their website at http://www.vba.va.gov. 7 NEW MEXICO STATE UNIVERSITY CARLSBAD Terms and Conditions of Course Registration By enrolling in classes at NMSU Carlsbad, a student makes a financial commitment to pay the tuition and fee charges associated with that enrollment. The enrollment action constitutes a financial obligation between the student and NMSU that all proceeds of this agreement will be used for educational purposes and constitute an educational loan pursuant to 11 U.S.C. § 523(a) (8). • The following terms and conditions are financial requirements of each student’s education related to his/her registration for a term at NMSU. The payment of tuition and fees is the obligation of the student. By processing a course registration either via the Web or by submitting a course request card to an academic student registration area, a student acknowledges they have read and agree to the following terms and conditions: • Registration constitutes a financial agreement between you (“Student”) and New Mexico State University (“NMSU”). Tuition, fees and other charges you incur, including but not limited to housing, meal plans, and bookstore charges (“Charges”), shall be added to your student account and are considered a loan for educational benefit • Once you formally register for classes, you assume the responsibility for understanding New Mexico State University’s official policies concerning schedule changes, satisfactory academic progress and the financial policies of the University as described in the ‘New Mexico State University Undergraduate Catalog’ or ‘New Mexico State University Graduate Catalog’ for the term of enrollment. Installment payment arrangements will be automatic with a non-refundable deferred payment fee for any Charges not paid in full within ten (10) business days of the start of the term. For specific dates, please check the ‘Schedule of Classes’ for the enrollment term. • • • • • • Charges may be prepaid at any time in whole or in part without premium or penalty. Charges left unpaid for prior terms may result in disenrollment from your current term courses unless payment arrangements are made with the University Accounts Receivable prior to the disenrollment date. For that specific date, check the ‘Schedule of Classes’ for the enrollment term. In the event that you become delinquent in paying Charges or default in repaying Charges you will be liable for collection fees and any other costs incurred by New Mexico State to collect any monies due from you. Students withdrawing after the stated refund dates remain liable for full tuition and fee charges. Collection costs incurred in the event of delinquency shall be at the expense of the Student. NMSU accepts payment via student financial aid and third part sponsorship, but the responsibility for payment remains with the student. It is your responsibility to keep track of your account balance and any funding sources. If financial aid is not granted or if third party sponsors do not pay within a reasonable period, the student will be required to pay the full amount due. If the New Mexico State University prevails in a lawsuit to collect on this financial obligation, Student will pay NMSU’s court costs, collection agency costs, and attorney’s fees in an amount the court finds to be reasonable. If it your responsibility to check your myNMSU email daily and maintain a current postal address to ensure receipt of all University correspondence. Note: Tuition and fees are subject to changes as mandated by the state Legislature and the NMSU Board of Regents. Reduced Tuition Rates for Senior Citizens Senior citizens (persons aged 65 years or older) who are New Mexico residents are eligible for reduced tuition, under the Senior Citizens Reduced Tuition Act. The cost is $5 tuition plus a $3 administrative fee for a total of $8 per credit hour; additional fees such as course or lab fees may apply as well. Senior citizens may register for a maximum of six (6) semester credits at the reduced rate, on a space available basis. E-Billing Electronic Bill (E-Bill) is the official method for delivery of billing statements to NMSU Students. Billing statements are generated at the beginning of each month. At that time, an email is sent to the student’s official nmsu.edu email address with instructions on how to view their bill within the NMSU Web Payment System. Students also have the capability of creating Authorized Users within the NMSU Web Payment System. Authorized Users are typically parents or other designees that the student wishes to grant access to billing information and payment information. Information on how to create an authorized user can be found on the University Accounts Receivable E-Bill/Make a Payment page located at http://nmsu.edu/~uar/ebill/ebill.html. Payment Due Dates/Payment Plan Fees Summer 2015 - A payment plan fee of $10 will be assessed to accounts not paid in full by June 15, 2015. An additional payment plan fee of $10 will be assessed to accounts not paid in full by July 15, 2015. Fall 2015 - Payments are due on the 15th of each month. The following non-refundable payment plan fees apply: • $10 - assessed to account not paid in full by September 15, 2015 • $10 - assessed to accounts not paid in full by October 15, 2015 • $10 - assessed to accounts not paid in full by November 15, 2015 • $10 - assessed to accounts not paid in full by December 15, 2015 have not made payment arrangements for previous term debts with University Accounts Receivable by August 28, 2015, 5:00 p.m., MDT. Summer 2015 Refund of Tuition and Fees Tuition/Fee refunds are determined by the date of withdrawal from a course. Students officially withdrawing or dropping courses during the Summer 2015 semester are eligible to receive a refund as follows: Full Term 1st 5 Week 2nd 5 Week 8 Wk Refund % Through June 12 Through June 3 Through July 9 Through June 8 100% June 13 and after June 3 and after July 9 and after June 8 and after 0% Students officially withdrawing or dropping courses during the Fall 2015 semester are eligible to receive a refund as follows: Full Term Courses 1st 8 Week Courses 2nd 8 Week Courses Refund % Through September 4 Through August 28 Through October 23 100% September 5 and after August 29 and after October 24 and after 0% Refund percentages are based upon semester charges, not amounts paid. All refunds are applied toward balances due on student accounts. • Refund schedules listed above apply when courses are dropped and a tuition adjustment is necessary. • Refunds will not be issued on classes with duration of five weeks or less. • Part of Term refunds are prorated by number of class days completed. • In cases of academic or disciplinary suspension, eligibility for refund will depend on the conditions of the suspension and will be entirely at the option of the university. • Additional fees associated with enrollment are refunded in full through the 100 percent refund period; thereafter, fees are non-refundable. • Withdrawal refunds are calculated as of the date the withdrawal form is completed with the Student Services Office. • Recipients of financial aid grants and loans who drop credits or withdraw may be required to return all or a portion of awarded Title IV funds. Students who are enrolled but choose not to attend must officially withdraw from the university. To officially withdraw, please go to the Student Services Office. Delinquent Prior Semester Balances Summer 2015 - Students with a balance due from any term prior to Summer 2015 may have their courses for Summer 2015 cancelled if they have not made payment arrangements for previous term debts with University Accounts Receivable by May 29, 2015, 5:00 p.m. MDT. Any funds remaining, after paying university expenses, will be available to students through the Business Office. Prior term charges due to the University and non-institutional charges (i.e. Health Center charges, Degree fees, etc.) cannot be taken from a student’s Financial Aid and/or Scholarship awards, therefore a balance may still be due to the University after a Financial Aid Refund is issued to a student. Fall 2015 - Students with a balance due from any term prior to Fall 2014 may have their courses for Fall 2014 canceled if they Direct Deposit of Financial Aid to a student’s checking account SUMMER/FALL 2015 • carlsbad.nmsu.edu 9 NEW MEXICO STATE UNIVERSITY CARLSBAD is available. To sign up for this service log on to my.nmsu.edu and click on the direct link under student financial aid to securely input your bank account information. Textbook Refunds Students may receive a full refund with proof of schedule change and a receipt during the first 30 days of classes for the fall and spring semesters. The textbook refund period for summer and mini sessions is one week only from the start of class. The Barnes & Noble bookstore buys back books year-round. Visit http://nmsu.bncollege.com for details. Students participating in the Dual Credit program are responsible for lab and distance education fees (ONLY tuition fees are waived). Health Fee Full-time students are charged a $50 fee per semester for unlimited use of the Campus Health Clinic located in Room 104 on the lower level of the main building. Part-time students have the option of paying the $50 fee per semester to use the clinic. Such sexual violence covers domestic violence, dating violence, or stalking. The Campus SaVE Act compliments and is a companion to Title IX and assists with the response to and prevention of sexual violence in higher education. The Act provides a framework for educational institutions to address incidents of sexual violence occurring on-campus, on public property within and adjacent to campus, and at non-campus properties like off-campus student organization housing, campus sponsored events and remote classrooms. All new students, including Adult Basic Education students, Dual Credit high school students, and non-degree students must participate in training on the Campus SaVE Act. All employees will receive the President’s policy on an annual basis. Failure to comply with the training will result in disenrollment from courses or the inability to register for courses and participate on the NMSU campuses. Training will be provided for students at the mandatory New Student Orientation, as well as an online training. All regular M/W and T/R classes will adhere to the exam schedule. Exams will be held in the room the course has met throughout the semester. The instructor may or may not decide to require a final exam, however, the class must meet. For all other classes, final exams will be held during the regular class period on the last day of class. Weekend classes will meet as usual and are not required to adhere to the Exam Week Schedule. Their final exams will be held during the regular class period on the last day of class. Students with exam, schedule conflicts must contact instructors before October 14, 2015. Any student having more than three (3) exams in any one day should contact the instructor of the last exam listed and ask for alternate arrangements for that exam. Faculty are not allowed to hold examinations lasting more than one class period during the last week of regular classes. In addition, faculty only can reschedule exams outside of the regularly scheduled exam period with the unanimous consent of the students and with permission of the Chief Academic Officer/Provost.
