Architecture Interior Design Landscape Architecture Planning Urban Design Australia China Hong Kong SAR Singapore Thailand United Kingdom ADELAIDE FESTIVAL CENTRE NORTH FACE WORKS Prepared for Adelaide Festival Centre February 2015 Adelaide Festival Centre North Face Works Improving Amenity and Ensuring Access during construction North Face Proposed Works During the construction phase of the Adelaide Festival Centre car park and plaza, the southern side of the building which contains all the current patron entry points will be inaccessible. Construction of the proposed SkyCity redevelopment will further compromise access to the Dunstan Playhouse via the southern side of the Adelaide Festival Centre until at least 2017. The proposed North Face works would enable patron access into the Adelaide Festival Centre through new entries on the northern side. The works will also provide intuitive access along the north face of the building to allow for pedestrian movement around the Festival Centre site before and after events at Adelaide Oval and allow for pedestrian access to the railway station for people who currently use Festival Drive. As part of the work to resolve the access issues on the northern face and providing wheelchair and disability access to the Festival Centre, work will be undertaken to improve the aesthetic amenity of the North Face of the building. These works would be non-regret spending and would enhance the northern side of the Adelaide Festival Centre and take advantage of the shift of focus created by the Adelaide Oval Redevelopment and the new Torrens River Footbridge. The work would be in the same language as the works done on the Dunstan Playhouse as part of the new Torrens River Footbridge and would complete the new look and feel delivered by the bridge project. The proposed works would also add attractions that fit with the Government’s broader “great park” vision for the Riverbank. The current North Face of the Adelaide Festival Centre building is foreboding and inaccessible to pedestrians from Elder Park or coming from the North over the River Torrens Footbridge. There are no entrance points to the Centre and the walk-ways are confusing, counter intuitive and create traps for pedestrians. The current inaccessibly is contrary to the Adelaide Festival Centre’s philosophical approach of maximising accessibility to the performing arts. Recent developments such as the redevelopment of the Adelaide Oval and the construction of the footbridge have brought greatly increased foot traffic to the northern side of the Festival Centre and have magnified the accessibility problems. The Government’s focus on the redeveloping the River bank will only increase this foot traffic. Adelaide Festival Centre North Face Works 01 02 03 04 Disability Access Pathway Festival Theatre Entry Dunstan Playhouse Entries Festival Park Upgrade of the Festival Centre northern walkway and balustrade along the Riverbank Precinct Central Path. Replacement of the amphitheatre to allow equal access opportunities to the riverbank form the central walkway with a integrated play ground to encourage the public to stay, move and interact for free, in the under utilised riverbank space. Lyrics Banquet Room Entrance Dunstan Playhouse Overview - Access and Attractions Providing an access pathway along the northern face of the Festival Centre that is usable for people in wheelchairs or parents with prams is challenging due to the shifts in levels in the WestEast and North-South directions. A further challenge is the current condition of the amphitheatre which prevents it from being retrofitted to an alternative purpose. The North Face proposal provides a minimalist solution to these design challenges but takes advantage of the necessary design elements to add some low cost attractions to area. Space Theatre The challenges of the site have being resolved by a slightly inclined East-West walkway along the northern perimeter of the Festival Centre. The amphitheatre has been removed and incorporated into the pathway. New entry points into both the Dunstan Playhouse and the Festival Theatre have been created off this pathway. The northern entry to the Festival Theatre requires the walkway to be raised to enable equal opportunity access and levels rationalised outside the Lyrics room. The new walkway spaces will continue around the perimeter of the Lyrics function room enabling a platform for the pop up dinning and café facilities to cater for Elder Park crowds on special occasions. The raised platform will also provide a solution to the current unsightly bin bay and storage Festival Theatre area by enclosing it under the raised platform and screened from view. The access from the Riverbank to the East-West pathway is achieved through a series of inclined pathways and stairs. The area between these pathways is landscaped and the sloping nature of the site has been utilised to include a number of playground elements including slides that form part of a play area and music garden to offer a space for people and families to enjoy the riverbank, not just move through or past the space. The Elder Park Café will be ameliorated to add to the offer in the space. This will require treatment of the Lyrics Room so that it can continue to operate as a function space. Work on the Lyrics Room, particularly creating indoor/ outdoor space would greatly enhance the attractiveness of the room for functions and would assist in the Adelaide Festival Centre’s efforts to raise revenue through its Banquet Room Entrance catering and functions business. Solving the interface between Elder Park and what can be considered as the skirt of the Adelaide Festival Centre at the north-eastern point would be achieved by a placing a series of terraced steps up to the current Lyrics Function Room. These steps could be used both as temporary food and beverage outlets (pop ups) and provide tiered terrace space for people to sit during events in Elder Park, such as Carols by Candle Lights, the Moon Lantern Parade and other events. Due to the placement of these entrances they could only serve as secondary entrances in the long term. They would both be too cramped as long term primary entrances. Improvements would be made to the current Banquet Room Entrance to form a secondary access point to facilitate movement of patrons in and out of the 2000 seat Festival Theatre. 03 Dunstan Playhouse & Space Theatre New Entries Dunstan Playhouse Footbridge Deck Dunstan Playhouse & Space Theatre New Entries Access would be provided off the “Disability Access Pathway” into the Dunstan Playhouse by enhancing the door way just to the east of the bridge landing. A second entry point near the Space Theatre will allow access directly to the Space Theatre and will enable better use of the Space Foyer. Space Theatre 04 Festival Park & Integrated Playground Dunstan Playhouse Festival Park & Playground As part of work undertaken on the “Disability Access Pathway”, the amphitheatre needs to be removed because of its current degraded condition. This removes a current eyesore whilst providing a practical solution to access issues. However, removing the amphitheatre removes the mains access point between the plaza and the Riverbank. This is resolved with the placement of intuitive pathways and stairs that enable access to the “Disability Access Pathway” and then onto the Festival Theatre main plaza area. This resolves the disconnect between the Riverbank and the Plaza. In-between these pathways would include an arts playground and a series of playful slides that make use of the sloping site. This would increase the range of attractions in the Riverbank “great park”, improve a current eye sore that is highly visible to users of the footbridge and provide a use for a currently disfunctional part of the Adelaide Festival Centre building.
