Report in brief
For ReMedia 2010 was the year of its fifth anniversary. It celebrated the event by obtaining ISO 9001
and ISO 14001 certification for its integrated quality and environment system. It also marked the
occasion by starting up its division for handling end-of-life batteries and accumulators in readiness
for the introduction of the new producer-managed national handling system.
In the 3 years it has actively conducted operations ReMedia has served the Italian public through
its environmentally sustainable handling of 120,000 tonnes of household WEEE and 5,000 tonnes
of non-household WEEE. In so doing it achieved high rankings in 2010 as measured by the key
performance indicators in this connection:
• diligence of service provided to Local Authority Waste Collection Sites: 98.5%
• collection rate: 37% (meaning the percentage rate between the tonnes of WEEE it handles and the tonnes of output released onto the market by producers that are its members)
• recycling rate: 91% (meaning the percentage rate between the tonnes of materials its recycles and
the tonnes of materials it handles)
• emissions of CO2 equivalent avoided: 182,300 tonnes
• energy savings: 22,350 TOE (Tonnes of Oil Equivalent), corresponding to 260,000 MWh.
ReMedia made an additional contribution to these results through the commitment it brought to bear
in 2010 – and further stepped up during 2011 – in pursuing strategic initiatives. These included:
developing “Value Recycling System”, its integrated management model, introducing WEEELABEX
(the new European standards for WEEE handling) into Italy, starting the industrialisation stage of its
Glass Plus scheme, launching ReMedia Scuola, an innovative project involving 500 leading Italian
schools and aimed at raising awareness about WEEE handling. A relevant work of communication is
directed at the general public, as evidenced by its campaign Noi ci Crediamo e li ricicliamo (which
might be translated as: “We’re believers, and so we’re recyclers”) and its Guide to WEEE Collection
produced with the help of Legambiente, the environmental protection group, and Altroconsumo, the
italian end user association.

Identity
As of 2005, the year when it was formed, ReMedia has asserted itself in its role as a collective
compliance scheme. It has secured direct control over the entire sequence of its waste-handling
operations and has worked with government agencies and trade association to develop a modern and
efficient nationwide WEEE-handling system.
ReMedia is a non-profit-making consortium (“Consorzio ReMedia”) that has the backing of nine
producer associations, which it represents directly. As a member of the WEEE Forum since 2006,
ReMedia is actively involved in putting together major international projects on the operating
standards applicable to the collection, transport, and recycling of WEEE. Foremost among these is
WEEELABEX*, a project run under the aegis of the European Union and supported from the outset
by ReMedia as an “early adopter”.
In 2010 Consorzio ReMedia, which has an employee workforce of 14, was awarded ISO 9001 and
ISO 14001 certification for its quality and environment management system and it started up a
division for handling the collection and recycling of end-of-life batteries and accumulators.

ReMedia is a consortium with over 1,000 member firms that represent all categories of electrical and
electronic equipment, as well as batteries and accumulators, as listed in the relevant Italian legislation
(Legislative Decrees 151/05 and 188/08). In 2010 its member firms released over 30 million
electronic products onto the market, weighing 120,000 tonnes overall. To this should be added
4,000 tonnes of batteries and accumulators.
Producers joining ReMedia are secure in the knowledge that their legal obligations are dealt with
safely and efficiently by the consortium and they may rely on an extensive range of services, including
customised advice, reporting, an extranet for data communication and a dedicated help desk.
In 2010 ReMedia also provided a service to over five hundred firms and local authorities by giving
them access to its network for the collection, transport, and recycling of end-of-life non-household
equipment, such as computers, monitors, air-conditioning systems, and medical systems. To meet
the growing demand of the market in 2010 the consortium reorganised its services to guarantee
its customer firms rational costs and security. Information on these services can be found at its

In 2010 ReMedia handled 43,415 tonnes of household WEEE at the waste collection sites allocated
to it by the WEEE Clearing House. Added to this are 1,907 tonnes of B2B WEEE (sourced from
businesses and public bodies) and 100 tonnes of batteries and accumulators.
Of the WEEE handled by ReMedia the lion’s share comes from Grouping 3 (TVs and Monitors), which
accounts for 68% of the total. Next is Grouping 4 (consumer electronics, computer equipment,
and small electrical domestic appliances) with 14%, followed by Grouping 1 (refrigeration and air
conditioning) with 11%. The overall collection rate achieved by the member producers of ReMedia
is 37% (the ratio between tonnes recycled and tonnes of products placed on the market), with results
that are especially outstanding for Grouping 3, where the rate of collection exceeds 100%. If the rate
of collection by the national WEEE handling system were to match the rate achieved by ReMedia,
annual collection per capita would stand at 5 kilos.

In 2010 ReMedia operated a waste take-away service, covering both WEEE and batteries and
accumulators, at about 1900 withdrawal points located both at waste collection sites all over Italy
and at the premises of its business customers. Transport of the waste was carried out by 16 logistic
undertakings. In addition to the legally required permits, these undertakings had the facilities and
skills needed to guarantee a high level of service. The level of the WEEE take-away service provided
to Municipal Authorities, as gauged by the standards set by the Coordination Centre of the National
Association of Italian Municipal Authorities in its Jointly Agreed Plan signed with WEEE Clearing
House, was 98.5%. This earned ReMedia top ranking among Italian collective compliance schemes
for diligence of service.
All WEEE - inclusive of batteries and accumulators - taken away by ReMedia was sent to a network of
16 plants. All the plants are in Italy and are carefully selected by the consortium through its ReMedia
Qualified Partner program to ensure the highest environmental performance and competitive
operating costs.
The 91%WEEE recycling rates for 2010 achieved by ReMedia as recorded by the Istituto di Ricerca
Ambiente Italia were among the very best throughout Europe. This corresponded to an availability
of 41,200 tonnes out of a total of 45,322 tonnes of end-of-life equipment handled by ReMedia. Out
of that 41,200 tonnes, the main types of recycled material in 2010 were:
• over 15,100 tonnes of glass, corresponding to 40 times the glass in the cupola of the Reichstag in
Berlin; 14,830 tonnes are provided by funnel and panel glass from televisions and monitors and a
further 310 tonnes were glass of other types;
• almost 11,000 tonnes of iron, corresponding to 1.5 times the quantity of iron used to construct
the Eiffel Tower;
• 7,900 tonnes of plastic of various kinds, corresponding to the plastic in 3,300,000 printers;
• 1,500 tonnes of copper, corresponding the copper in a cable 23,574 km long (about twice the
diameter of the earth);
• 500 tonnes of aluminium, corresponding to the aluminium used for 32,700,000 drinks cans.

This Sustainability Report contains a significant new feature: a “carbon footprint” calculation that measures the
impact on the environment, measured in units of carbon dioxide, of the increase in greenhouse gases produced
by the operations ReMedia conducts through its direct partners involved in logistics and transport.
This measurement of the contribution to global heating has been calculated on the basis of PAS 2050:2008,
which defines the valuation criteria for greenhouse gas emissions generated by the lifecycle of the service
directly controlled by ReMedia, namely transport from the waste collection sites to the treatment plants and
WEEE processing at the plants.
The standard takes no account of the secondary treatment phases and the production of secondary raw material
entailed in a comprehensive treatment of WEEE. Accordingly, it makes no assessment of the savings in emissions
obtained thanks to the production of recycled material as compared with the production of the same material
starting from new raw materials. In 2010 the carbon footprint of these operations, which resulted in 45,322
tonnes of WEEE being treated, was 78,486 tonnes of CO2 equivalent. On average, the specific carbon footprint
for each tonne of WEEE treated by the consortium was 1.73t CO2 equivalent.
The bulk of the contribution to emissions comes from the treatment of WEEE in Categories 1 and 2. While their
incidence in weight is about 17%, their value in terms of CO2 eq – 74,202t – accounts for almost 95% of the
entire carbon footprint. Their specific contribution is 9.8t of CO2 eq per tonne treated, a value over five times
greater than the average specific contribution. The high contribution in emissions of this particular grouping
is mainly due to the release of some of the cfc/hcfc/hfc present in electrical domestic appliances which escape
containment during treatment. If all Groupings 1 and 2 WEEE were delivered to landfill, the cfc/hcfc/hfc
emitted would have an overall climate-changing potential of 183.415 t of CO2 eq, a value almost two and a half
times greater than the emissions actually released.

A short history of TV (and of its recycling)

In October 1925, John Logie Baird, the British scientist, was the first person to transmit moving
TV images based on a range of grey tones. Baird’s electro-mechanical television was very quickly
superseded by the electronic TV, developed two years later by Philo Farnsworth, the American
inventor, in his workshop in San Francisco. He made use of the cathode ray tube (CRT), invented
by the German physicist, Ferdinand Braun, some years earlier. In Italy, the first experimental TV
transmissions were conducted in Turin starting in 1934, but the first Italian television transmission
was carried out in 1954. A signal with a fully national coverage was broadcast in 1956, when the
number of subscribers was still relatively low given the high cost of TV sets. During those years
television was a luxury good that few Italians could afford. Bars and neighbours’ homes became a
popular assembly point for would-be TV viewers, especially at those times when the first TV quiz
shows went on air; examples in Italy were “Il Musichiere” and “Lascia o raddoppia?”. As from
the 1960s TV became a runaway success story, with TV sets increasingly becoming commonplace
household item. That trend is ongoing. In the last two years, with the introduction of digital
terrestrial television and the changeover in technology, Italians have jettisoned at least 10 million
of the old cathode ray tube sets in favour of new LCD, Plasma, or LED models. In its business,
too, ReMedia has seen a surge in TV-set recycling. Indeed, in 2009 and 2010, ReMedia recycled
70,000 tonnes of cathode-ray-tube TVs and recovered glass, copper, plastic, and iron for reuse in
new products.
Why are most recycled TV sets based on the “old” cathode ray tube?
Today, 95% of TVs left at waste collection sites are of the cathode ray tube type, reflecting the
trend by Italian households to abandon the old sets and embrace digital terrestrial technology. In
a few years, however, the percentage of new LCD, Plasma, and LED sets to be recycled will increase
appreciably. In 2015 the ratio is likely to be 50/50.

What are LCD, Plasma, and LED screens?
“LCD” is short for Liquid Crystal Display, an approach based on the optical properties of certain
substances known as liquid crystals. These substances are held between two glass surfaces fitted
with numerous electrical contacts that apply an electrical field to the trapped liquid. Plasma screens,
on the other hand, are coated with luminescent substances on which ultra violet rays are incident.
Finally, LED screens harness the properties of organic diodes that emit light when an electric current
is passed through them.
What can be recovered from recycling the new generation of TV sets?
Transport and recycling
As a general rule the most important components are ferrous metals (48%), plastic (21%), printed
circuits (9.8%), and glass (8%). Additional, high-value, components include: cables (from which
copper is recovered), and electronic components containing precious metals as well as rare substances,
such as indium, found in LCD panels. Attention also needs to be given to those components that are
hazardous. One such example are the fluorescent bulbs used back for lights. They contain substances that
can be harmful to health and require safe handling.
How are “flat screen” TV sets to be recycled?
The new generation of TVs points the way to the future. ReMedia is ready to cope with the increase
in LCD, Plasma, and LED sets to be recycled. In coming months, the consortium has plans to
introduce the WEELABEX standards for treating flat screen TVs and monitors, which apply to their
collection, transport, and recycling. In 2010 ReMedia conducted studies with the main operators
in the industry worldwide that enabled the Consortium to identify the treatment processes that
are most efficient in affording environmental protection and in making the best use of the valuable
materials and substances in these products.

Social responsibility
The services organised and run by ReMedia are tightly bound up with safeguarding the public and
its health. As such they contribute significantly to social life. For this reason the member firms
decided, from the time the Consortium was founded, to invest in action to sensitize consumers and
firms to the need for proper handling of end-of-life electronic equipment. Training and providing
information are central to the strategy of ReMedia, which recently started major new projects such
as its “Io ci credo” campaign, its “Remediapervoi” and “CircuitiVerdi” web sites and its innovative
initiative for young children “ReMedia Scuola”.
ReMedia Scuola
ReMedia Scuola “Lunga vita alla tecnologia“ (“Long life to technology”) is a new project devised by
ReMedia that provides teachers with a set of activities that mix play and learning and includes the use
of innovative tools to familiarise children with the issue of technological waste. Class exercises with
“Missione WEEE”, a board game, and activity at home using a games book encourage thoughtful
and intelligent consumer behaviour and present pupils with sustainable examples. There is also a
competition they can join in their local town.

Save the Children
On behalf of all its members, ReMedia supported the “Impresa per i Bambini” program, an initiative
by Save The Children, the international association that has been fighting for 80 years to promote
the basic rights of children and to guarantee better living conditions for children all over the world.
“Impresa per i Bambini” brings together all small and medium enterprises that have decided to give
their backing to the activity of the organisation.
Impatto Zero®
Social responsibility
Through “Impatto Zero” by LifeGate, an initiative that enjoys solid support, ReMedia undertakes to
offset the emissions of carbon dioxide generated by the activity of the Consortium.
Universities and highly qualified partners specialised in calculating environmental impact have
calculated that in 2010 ReMedia produced an annual output of 33,601 Kg of CO2. To offset these
emission it took a hand in the re-foresting, upgrading, protection of a forest of 10,030 sq m in Costa
Rica.

The mainspring behind this new campaign by ReMedia was the urge to create an identity that
“badges” the commitment we all make when collecting this type of waste in the prescribed way.
It targets firms that use electrical and electronic equipment and also the public which, through
intelligent action, can build a sustainable future.
Circuiti Verdi
“Circuiti Verdi” is a portal devised by ReMedia to provide information and promote dialogue on the
sustainability of technology. It aims to canvass wider support for sustainable electronic products and
responsible consumption. This year the portal was renewed and upgraded and the role it seeks is to
develop into an important forum in the online green debate.

ReMedia per voi
“WEEE” is an acronym still unknown to most people. Still less know how to recycle it. For that
reason ReMedia set up www.remediapervoi.it, a portal designed for the general public with the
intention of increasing awareness among consumers and keeping them informed. It will provide an
introduction to WEEE, to the value of this waste, to its recycling, and to how and why it should be
collected separately.

One of the strengths ReMedia can claim is a capacity to carry through projects that effectively improve
the quality and the efficiency of the WEEE system. In future it will show a similar commitment with
regard to the Batteries and Accumulators system, which comes into operation in 2011.
The reliability and the safety that are a feature of ReMedia’s work also owe much to its ability to
co-ordinate and control its various operators involved in WEEE handling. That ability is ensured by
the daily application of its Value Recycling System (VRS®) integrated operating model based on the
Consortium’s Quality and Environment System (ISO 9001 and ISO 14001).
Value Recycling System
The VRS model of excellence is an operating model for guaranteeing efficient and ecologically
sustainable recycling of WEEE. It is based on six distinctive features:
• Quality approval and selection of the best operators at national level for transporting and recycling WEEE
• Use of the most advanced international standards for recycling WEEE
• Non-stop monitoring of suppliers
• Real-time monitoring of WEEE flows through use of an integrated information system (Extranet)
• Detailed logging recovery percentages
• Measurement of the environmental benefits and the value attributable to recycling activities

Glass Plus
The clearest evidence of ReMedia’s innovation strategy is its Glass Plus project. Started in 2008,
its goal is to make the most of glass obtained through treating cathode-ray tube (CRT) TV sets.
Since 2010 Glass Plus (www.glassplus.eu) has been included in the European “Eco-Innovation”
programme promoted and financed by the Executive Agency for Competitiveness and Innovation
(EACI). The project aims to develop a revolutionary recycling strategy. The glass in cathode-ray tubes
is returned to the process cycle for producing a wholly innovative ceramic mix that is eligible for
credits to obtain the highly regarded environmental sustainability certificate for buildings (LEED,
Leadership in Energy and Environmental Design).
Italians and the recycling of small domestic appliances
Given that the collection of small domestic appliances (small domestic appliances, telephones, and
computer equipment) leaves room for improvement – the current rate of collection does not exceed
10% – ReMedia recently carried out an innovative research study with GFK Eurisko, AssoRAEE, and
Remade in Italy. The aim was to make a realistic appraisal of the future outlook linked to an increase
in the quantity of small electronic devices collected and duly sent for recycling.
Eco Design
In 2010 ReMedia started co-operation with the Faculty of Design at the Politecnico di Milano to
make available two scholarship grants for work on Design-for-Recycling projects concerning an airconditioning apparatus and a flat-screen
The initiative, which ended in April 2011, bore fruit in a tool for use by designers of electrical and
electronic equipment (EEE): a design analysis methodology aimed at improving the retirement of
EEE from use. The tool developed was an evaluation process that brought together the information
and tools in the literature and made them applicable to EEE.

ReMedia, a leading member of the WEEE Forum for over three years, is one of the promoters of the
WEEELABEX initiative, the new set of European standards for the collection, treatment, and recovery of
WEEE laid down by the WEEE Forum – the European association of WEEE collection and treatment systems.
ReMedia has incorporated the new standards for treatment and logistics into its operating processes,
advancing still further along the path of improvement after the standards already adopted by the Consortium
in recent years and viewed in Italy as a benchmark.
Hi Tech and Environment
The annual event promoted by ReMedia for encouraging discussion of the sustainable economy of
the future, the foremost challenge facing society and industry throughout the world. In this context
hi-tech industry has an important role and the green economy comes into its own as a strategic
element for innovation and economic development. ReMedia actively contributes to the debate on
accessibility to raw materials, an issue that needs tackling now and which can draw on effective
solutions from the WEEE sector and through maximising recycling.

Environmental results
ReMedia is one of the few national compliance schemes that measures and quantifies it environmental
performance, as well as openly releasing evidence of this to its stakeholders. The data is logged by
the Ambiente Italia, the research institute, using a tested methodology applied for the first time in
2008 and improved over time.
The study by Ambiente Italia shows that the WEEE-recycling operations of ReMedia in 2010 yielded
the following results:
• Energy saving of 22,350 TOE (Tonnes of Oil Equivalent), corresponding to 259,886 MWh, or to
the energy consumption of a town with a population of 7,470.
• Emissions of 182,300 tonnes of CO2 equivalent avoided, corresponding to the emission of about
111,500 cars that annually travel 12,000 kilometres.
• Employment generated among its WEEE-handling operators, creating 354 jobs.
There was a notable improvement in environmental benefit as against 2009 thanks to the energy
saving results for Grouping 4. In 2010 energy saved per tonne recycled rose by 0.82 TOE/tonne, a
significant increase (+44% as compared with 2009). At the ReMedia site, www.consorzioremedia.
it, a full detailed statement with the environmental results per category can be consulted.
In addition, to offset the emissions generated by its WEEE handling operations in 2010, amounting
to 33,601 Kg of CO2, ReMedia contributed to the re-forestation, upgrading, and protection of a
10,030 sq m forest in Costa Rica.

Note on methodology
This environmental energy statement covers the entire cycle of recovery activity, and may be divided
into the following stages:
Urban waste collection:
involves taking away WEEE from households and its transport to waste collection sites.
Treatment:
involves dismantling operations, making hazardous components safe (one example – and it is not the
only one – are cathode ray tubes), sorting of a number of elements, and the pulverization of parts
that cannot be reused. A selection is than made of the materials obtained (secondary raw materials),
which are then sent for industrial recycling.
Secondary treatment for recycling purposes:
a number of components, not treated directly in the preceding phase, are sent to special plants that
process them and recover additional secondary raw materials suited to industrial recycling.
Industrial recycling:
consists in transforming secondary raw materials into material that is ready to be used afresh.
Incineration:
a number of materials are sent for energy saving in incinerators.
Disposal of waste:
anything that cannot be recovered is sent to landfill.

Transport:
is provided at various stages, WEEE is picked up and transported away from waste collection sites to
treatment plants and from there to industrial recycling, to landfill, or for additional treatment (and
from here it may again be routed away to industrial recycling or to landfill).

This report mainly focuses on Groupings R3 and R4 (the WEEE that bulks largest among all such
waste treated by Consorzio ReMedia) and rounds of its energy statement by taking into consideration
all the other types of WEEE. The only exception is for batteries relating to non-household WEEE. In
the absence of details on the various quantities recovered or disposed of it has not been possible to
date to include them in the energy statement. With regard to Groupings R1 and R2 reference has
been made to the “2009 Sustainability Report” of the Ecodom Consortium and also to “WEEE, the
contribution of recycling to the Kyoto targets”, a report prepared by Ambiente Italia for Ecodom, a
consortium which in 2010 ReMedia entrusted with the handling of its WEEE in Groupings R1 and
R2. The data in that report were then adapted to the specific quantities attributable to ReMedia for
2010.
The energy statement shows all energy consumption and emission of climate-changing gas associated
with the various stages of the recovery cycle and it also evaluates the saving (in energy and emission)
obtained thanks to the production of recycled material as compared with the production of the
same material starting with new raw materials. The analysis is confined to these two indicators and
takes no account of other potential impacts – emissions of non-greenhouse gases, acidification,
eutrophication, toxicity, and biodiversity – that may be associated with the lifecycle of the products.
All the results are compared with the “non-recycling” scenario (a situation in which all the waste
goes to landfill) so that the benefits of the recovery operations undertaken by the Consortium can be
appreciated. There is also a comparison with the results recorded in 2009.
As compared with last year, the report also includes the incineration stage with its energy recovery
and this has been modelled using the Ecoinvent 2.0 databank and assuming electric and thermal
recovery (the recovery coefficients used vary according to the material incinerated). In setting out
the energy statement, reference has been made to the Ecoinvent 2.0 databank for 2010 in connection
with the other data not obtainable at ReMedia.
The structure of the energy statement as prepared above complies with the instructions in Pas2050,
the international standard for calculating Carbon Footprints drawn up by the British Standards
Institute (BSI) and co-sponsored by the Carbon Trust and the British Department for the Environment,
Food, and Rural Affairs (Defra). The calculation was undertaken using the Sima pro 7.3 software
package, which allowed a more detailed analysis as compared with the energy statements in previous
years. Thanks to the software, and especially to its extensive databank with updated accurate data,
it was possible to model many processes that in previous energy statements were partly simplified.
Accordingly, some minor variations may be due to the use of this program, notably regarding
some energy or emission coefficients connected with treatment, transport, and disposal operations.
Whatever the case, the variations noted are small.

Funding
To fund its operations for handling Household WEEE ReMedia receives recycling contributions from
member firms. The contribution is partly visible in the form of the WEEE Eco-Contribution (shown
as a separate item in invoices) and is partly lumped in with the cost of the product. The Consortium
has always openly disclosed its funding details so that stakeholders can form their own judgement
on its performance and propriety.
In 2010 the figure posted by ReMedia for receipts of contributions for the treatment of Household
WEEE was about EUR 15.8 million, down from the level in 2009 as a result of a number of reductions
in its visible Eco-Contributions. That reduction was made possible through a decrease in average unit
costs for logistics and treatment which, at EUR 317/tonne, were 10% less than in 2009.
The recycling contributions were applied in defraying the following costs:
1. EUR 13.9 million in direct costs for logistics and treatment (83% of total costs in 2010)
2. EUR 1 million in accessory charges (efficiency bonus payments and fees to cover the costs of the
national WEEE Co-ordination Centre)
3. EUR 1.2 million in overheads
4. EUR 0.3 million for communication campaigns
5. EUR 0.3 million in amortisation and depreciation.
Funding
During 2010 ReMedia made an overall contribution of EUR 882,000 to finance the WEEE handling
operations undertaken by Local Authority Waste Collection Sites. Added to this was a contribution of
about EUR 100,000 to ANCI (National Association of Italian Municipal Authorities) under the Jointly
Agreed Plan with ANCI’s Co-ordination Centre, to cover the expense of WEEE system development
projects.
In 2010, in line with its long-term funding plan approved by the Shareholders’ Meeting, the
Consortium covered its costs for the year by drawing down EUR 900,000 from its reserve fund
accumulated out of contributions set aside in prior years. The residual balance of that fund, about
EUR 3.4 million, guarantees coverage for 3 months of the direct operating expenses of discharging
member firms’ obligations for handling Household WEEE.
