LOST dollars find their way
to the streets of Eldora
And for anyone who attended the
Calkins Christmas celebrations a
few weeks ago, a foreshadowing of
the outcome was on display.
An area on the grounds which had
been perennially wet, and which was
starting to cause erosion problems
at the nature center site should be
transformed when things start to
bloom next spring.

ELDORA – It was a small item
before the year end Eldora city
council, but it did put a spotlight on
an important source of income for
the city in recent years.
With the state government more
and more in a mood to shelter
property from the tax system, the
Local Option Sales Tax has been a
lifeline for a lot of Iowa communities.
Property taxes are universally
unpopular, but almost across the
board, Iowa counties and scores
of their cities continue to vote and
volunteer to pay a penny tax here
and a penny there as long as it’s at
the checkout.
For some counties like Hardin,
there are small towns like Eldora
which even benefit from their bigger
retail sales cousins who effectively
boost the sales tax take for everyone.
Here in Eldora the local option
got its final fiscal year 2015
distributions a couple of weeks ago.
As has been practice for years, the
biggest portion went to road and
related improvements the rest blight
elimination.
Actually, the vote, which
established the penny tax here in
Eldora, stipulated that 70 percent
of the money goes to capital
improvements, thirty percent go
to more generalized community
betterment.
This past fiscal year the city
ended out the calendar with an about
$45,000 left in the fund and when
the council met a week ago it kept to
the distribution.
The lion’s share of the reserve left
was directed to paying down streets

asks city for time
on renovation
City council voted to take
owner of vacant house to court

ELDORA – Mark Rockey says
there are two sides to every story.
Rockey said he was in north Iowa
a couple of Monday nights ago,
and unable to attend when the city
council met and decided to take him
to court on matters of a house he
owns on the south side of Eldora.
The city and neighbors have been
pushing the Eldora man to remove
the empty house, and at the meeting
the council essentially directed the
city attorney to pursue the matter in
court. They seek to have the house
declared abandoned and subject to
city confiscation.
The city has made no bones about
the fact, should it acquire the house,
it would be torn down expeditiously.
Rockey says the house is not
abandoned. He says it is not beyond
repair either.
He says it’s true, his plans to
rebuilding and remodel the structure
have run into delays, but he says he
still fully intends to resist the city’s
moves and as soon as possible begin
renovation of the house.
At the council meeting a couple of
weeks ago, at least one neighbor said
the property had been empty and
unkempt for a couple of years.
Rockey agreed that the utility
services to the home have been
disconnected, but he says that
shouldn’t be seen as a sign of
abandonment. He said the work he
plans on the house does not require
the utility services be functional.
Rocky says he wants to deal with
the city on the property, and says that
the city’s campaign against blighted
properties would be more fruitful if
the city would call a meeting of all
the property owners under citation,
and sit down and agree on what the
minimum repair standards should
be.
He said, that property owners
could first meet concerns about
neighborhood appearances, and then
move ahead on more comprehensive

Owasa once set the pace
for rural road upkeep

OWASA – You can thank the
folks who put together the Owasa
centennial history for what we know
about a time almost a century ago
when keeping the country roads
open was often quite singularly the
work of the people who lived up and
down those roads.
It was common in rural areas for
farmers to be marshaled, drafted as
it were, into the service of the road
commissioner.
The roads were dirt, remember,
and needed extra care.
Dragging teams were called out
when the surface conditions were
just right. The job was usually to
grade stretches of the roadway that
serviced the team member’s farm
and the nearby vicinity. Usually
dragging commenced after a good
rain when the ground was only
starting to dry out.
It was a standard pattern all over
rural America, where keeping roads
open to markets was vital. And
where letting the road get away on
you could strand a farmer with no
way to town.
What was different here in
Hardin County was the high level of
organization, and the amount of

Rockey, who is a building and
remodeling contractor himself, said
part of the reason his work in Eldora
fell behind was because of other job
commitments in Des Moines.
Rockey says his work history
here in Eldora should give the town
council some confidence in his
intentions.
He says he has been involved in
a number of projects on vintage and
historic homes, which he says fall
within his specialty.
He said some of the present
condition of the home at 1315 19th
Avenue could be explained by early
efforts to begin the fix up.
Rockey says for instance,
the windows were removed to
accommodate the start of cleanup on
the interior.
The council voted unanimously
to turn the matter over to the city
attorney and the courts, but not until
they had been advised about the
possibility the matter could cost the
city.
City Attorney Marty Peterson
said that winning in court was not a
foregone conclusion, he said a lot of
jurists are reluctant to interfere with
property owner rights.
But, in the council gave a nod
to its long-term program to fight
blight, council member Melody
Hoy speaking for the group, saying
the city had to take some kind of
positive steps to help out neighbors
to the problem properties.

Project sends Spanish Bibles
For two weeks before Christmas break, Timothy Christian students gathered spare change and
brought it to school to support Resourcing Now and their vision to make an impact in Central
America by sending 20,000 Spanish Bibles for those who have never had a copy of God’s Word.
These Bibles can be purchased for just 60 cents a piece. The seventh and eighth graders (pictured)
organized a two-week contest involving room versus room and then girls versus boys to see who
could bring in the most spare change. Decorated trophies were awarded to the first and second
grade classroom for week one and to the girls for week two of the contest. All totaled, Timothy
Christian students raised $345 that translates into 575 Spanish Bibles that will be headed to
Central America through Resourcing Now.

Travis Prochaska has been a
certified police officer for over 13
years and has worked for the Iowa
Falls Police Department for most of
his career. He currently works patrol
and investigations. Travis graduated
from the Iowa Law Enforcement
Academy in 2002 and holds an
instructor certification in police
officer pursuit driving. He is also
a certified fire/arson investigator
for the state of Iowa. Travis has
responded to several incidents where
weapons were involved and three
actual shootings where people were
hurt or killed. He has had a lot of
experience throughout his career
with the mentally ill, and has had
opportunities to deescalate incidents
involving the mentally ill.
Michael Emerson holds a
Master’s Degree in Criminal Justice
from Concordia University St. Paul
and is a PhD student in Higher
Education Administration at Iowa
State University.

been Professor of Criminal Justice
at Ellsworth Community College
since 2010 and serves as a member

HARDIN COUNTY – Iowa
State Representative Dave Deyoe
who represents the south half of
Hardin County in the Statehouse
has endorsed Chris Christie for
president.
“In Iowa, we have the unique
opportunity to see, meet, and
interact with most all of the
Presidential candidates. As we move
into the final stage of the Caucus
campaign, it’s become clear to me
that Iowa Republican’s choice for
President should be Governor Chris
Christie,” said Deyoe. “Governor

of the huge “streetscape project,”
which transformed the town square
about five years ago.
The remaining 30 percent was
again directed toward community
improvement, meaning the city’s
ongoing blight elimination program.
LOST has been an income source
the city’s tapped for several years,
paying down portions of some major
projects like the new swimming
pool.
LOST is one of those taxes, which
comes at the direct consent of the
voters.
For bigger retail communities
like Iowa Falls, the incentive is
the extra revenue raised for public
responsibilities.
For smaller retail communities
there’s also the chance to share in
the revenues of districts with bigger
retail sales.
Distribution of LOST tax income
between the communities is based
on population and to a lesser extent
based on historic property tax asking
in the communities.
The streetscape project highlighted
in this year-end distribution saw
wholesale improvements in curbs
gutters, sidewalks and utility
services. On the Eldora downtown
square. Storefront sidewalks had
deteriorated, there were surface
water runoff problems and a general
sprucing up was judged in order.
LOST is a common
special-purpose tax implemented
and levied at the city or county
level throughout the nation. A local
option sales tax is often used as a
means of raising funds for specific
local or area projects, such as
improving area streets and roads,
or refurbishing a community’s
downtown area.
LOSTs are always added to the
state’s base sales tax rate, most
commonly at a rate of 1 percent, or
a cent on dollars sales. In Iowa, the
base sales tax rate is 6% statewide,
or six cents per dollar. If a city or
county in Iowa sets a local option
sales tax, this would result in a 7
percent sales tax rate when you
pass through the checkout line,
seven cents per dollar, and a penny
of it the LOST. Since a LOST is
implemented at city or county level,
they apply only within the city or
county in which it was implemented.
A LOST almost always requires
an affirmative vote by the general
public before it can be implemented.
Once implemented, a LOST can be
for a set period of time, or until the
community opts to discontinue.
Some states include multiple
types of LOSTs depending on their
intended purpose. In Iowa, the
SILO (school infrastructure local
option) tax is a similar concept,
used to build new schools, improve
existing school buildings, or other
educational purposes.

termed a water garden just astride
the outdoors amphitheatre.
Some thirty-five species of
wetland-suited
species
were
planted, and you can find them
now (in the snow) color-coded and
flagged.
Calkins superintendent Chris
Barber says that the result starting
next year should look more like a
prairie than a wetlands.
Don’t expect cattails and the like.
There were actually two sections
of the water garden planted. One
was less labor intense than the
other.
The more heavily engineered
portion saw about a four foot trench
excavated from the wet area, filled
to a level with stone, and then
planted with those select varieties
which tend to establish root system
which make the soil pack more
porous. The whole result is to
pull the groundwater down into a
stone basin and better maintain the
ground surface.
Water had been moving over the
site such that it was eroding some of
the foundation of the amphitheatre.
The water garden includes a
changed soil and sand mix, and
uses a number of wild Iowa prairie
species in the project.
Trees Forever ran several
educational sessions last summer in
the host communities.
It has also been a key participant
in a number of reforestations
and greening up efforts in the
community of Eldora.

wherewithal and knowhow which
was brought to the task. It made
the project in Jackson Township
something of a showcase all around
Iowa and even points beyond.
This was all back in the early
days of the 20th Century, and when
they wrote the book on the Owasa
1984 Centennial, the compilers
of the town history didn’t forget
Prentiss Ransom.
Prentiss Ransom of Jackson
Township was one of the biggest
promoters of the ‘good roads
movement’ you could find
anywhere. He was also the Jackson
Township road commissioner and
by all accounts made the most of
the job.
He would turn the task of
dragging and grading dirt roads
into a township wide undertaking,
marshalling a team of about thirty
men who could be called out
whenever the road conditions were
right, and could be counted on to
have the job done within a few
hours.
He was one of the first to
advocate adoption of the piece
of equipment coming out of
Missouri, the King Road Drag. It
was a small, very basic instrument,
a wood frame and attached metal
blade, which were pulled by a team
of four or fewer horses.
After a good rain, drag teams
would re-establish the grade on dirt
roads and reconstitute the surface.
Ransom saw to it team members
adopt the technology and then
engineered a better version of it
himself.
But what really made him famous
was organization, his particular
skill was for marshalling a handful
of otherwise independent farmers,
creating teams and sending them
out pretty much simultaneously.
In this way they could drag roads
in the township in as little as three
hours.
It was in 1906 Ransom started
organizing his road dragging crops.
He assigned a station along the road
to each person enlisted. Usually
it ran along the man’s own farm
and the route extended to meet the
next mans. So far as possible, men
with telephones were chosen. After
a storm or a thaw Ransom would

woodworking,fishingandattendinghiskids’andgrandkids’sportingevents.
Whathelovedmost,though,wasspendingtimewithfamily,laughingand
tellingstories.Hewasadedicatedhusband,father,grandfatherandgreatgrandfatherandwillbedearlymissed.

candidate with realistic ideas that
best identifies with Iowa values and

For me, the candidate that puts
the most “X’s” in my issue boxes is
Governor Chris Christie. While Republicans control both the House and
Senate we have learned that legislation still does not move expediently
through legislature. I believe Governor Christie has demonstrated the
skill set within the state of New Jersey to make things happen. As you
saw in his debates, he is forceful, yet
civil; intellectual yet plain-spoken.
He does not fill you with false promises. He does not tell you what you
want to hear. Instead he offers real
solutions to immigration, national
defense, entitlement programs, and
the economy. Importantly, to me and
most Iowans is his unwavering support of renewable fuels and their role
in America’s energy future. Moreover, Governor Christie has stood
up for agriculture, thwarting radical
animal and environmental activism
within his own state, again supporting Iowa values and Iowa family
farms.

50 states regarding quality of laws
aimed at preventing animal neglect
and abuse, or punishing those who
commitviolentactsagainstanimals.
TheDes Moines Registerpublished
an article on this embarrassing statistic this past week and I applaud
themforcontinuingtoreportonthis
issue.Iowa’sweakandpoorlywrittenlawscontinuetofrustratetheanimalshelteringandrescuecommunities,aswellascitizenadvocates,by
notgivinglawenforcementthetools
necessary to seize and protect mistreated animals or prosecute those
causing them harm. Iowa needs to
become a leader in animal protections.Ironically,ourneighbortothe
east, Illinois, holds the #1 ranking
forgivingsignificantattentiontoanimalwelfarelawsandregulations.In
2016,Iaskthatourstatelegislators
will support long-overdue changes
to Iowa code that will improve the
qualityoflifeforuntoldnumbersof
animalsthatcontinuetosufferneedlessly.
