INTRODUCTION On the willingness of Fernando CLARO, CERS (confederation Européenne de Roller Skating) president, a new CERILH provisional committee has been appointed on 2015 January 31st, during CERS Central Committee. During this meeting, CERS central committee also set a list of goals for the new CERILH. Among those goals, CERS asked CERILH provisional committee to create and organize European Competitions for nations, to write and approve the rules for those competitions, to restart European competitions for clubs and to organize its first General Assembly. After some months of work and coordination between European nations, CERILH is now pleased to announce the organization of the 2015 Senior Women and U18 Men European Championships, in Roana – Italy. This document is the first bulletin about the event. It will describe the registration process for national federations and information about the venue proposed by the host federation. Other bulletins will be communicated in the following weeks. 2. COMPETITION DATES Arrival date and official training: Thursday September 3rd, 2015 Championship: From Friday September 4th, 2015 to Sunday September 6th 2015 Daily Match schedule: First game 9.00 am – last game 9.00 pm NB: depending on registered teams 3. CATEGORIES & AGES Following CERILH EURO Competition rules - article 11.4 a. Senior Women: Minimum age is fifteen (15) years of age in the year of the competition (concerns players that will be fifteen (15) years old and more in the year of the competition). Senior Women in 2015 are born in 2000 and before. 3 b.U18 Men: Minimum age of fourteen (14) years of age and not yet eighteen (18) in the year of the competition (concerns players that will be fourteen (14), fifteen (15), sixteen (16) and seventeen (17) years old in the year of the competition). U18 Men are born in 2015 in 1998, 1999, 2000 and 2001. 4. COMPETITION VENUE Adress: Palaghiaccio di Roana, via laghetto – Roana – Italy Roana: 130 Km from Venice Airport 120 Km from Verona Airport 180 Km from German Border 55 Km from city of Vicenza (railway station) 4 Palaghiaccio di Roana: Palaghiaccio 900 seats 50X25 mts. RECOMMENDED HOTELS The organizers will send details on a list of available hotels and official hotels to all National Federations as soon as possible. 6. REGISTRATION RULES a. In order to participate to a CERILH EURO Competition, national federation must be affiliated to CERS. b. Following CERILH EURO Competition rules – Article 11 CERILH EURO matches are carried out as international matches (nb: FIRS Rules of the game). Players of a team participating in a CERILH EURO must be in possession of the citizenship of the respective country. Proof of nationality (valid passport or national identity card) is required to take part to a CERILH EURO. A player who cannot present either a valid passport or national identity card from the country concerned is not eligible to participate in any match of a CERILH EURO. 7. ENTRY FEE Following CERILH EURO Competition rules – Article 5.5 to 5.8 a. For its team to be eligible to participate in the Competition, a Member Federation must pay to the CERILH an entry fee per competition: SENIOR WOMEN € 800 U18 MEN € 600 b. The fee payment must be received on the CERILH account within the deadline set by the CERILH and communicated in due course to all Member Federations. c. If the payment is not received by the CERILH on the due date, the entry fee is automatically doubled. d. If the entry fee is not received within six (6) weeks after the announced deadline, the Member Federation must be fined of an additional €2,000 and must be excluded from the respective Competition. 6 8. DOCUMENTS TO PROVIDE a. Following CERILH EURO Competition rules – Article 5.3 For its team to be eligible to participate in the Competition, a Member Federation must fulfill the following criteria: It must confirm in writing that the Member Federation itself, its team players and officials and each and every delegation member agree to respect the statutes, regulations, decisions of the CERS and CERILH and also agree to recognize the jurisdiction of the CERS Court of Arbitration. It must confirm that every player is in possession of a sports license to practice Roller In Line Hockey in a high level of competition, in the country of the Member Federation It must fill in the official registration documents, which must be received by the CERILH within the deadline, set by the latter and communicated in due course to all Member Federations. b. Following CERILH EURO Competition rules - Article 12 National federation must provide a list of 28 players and team officials (“Official Squad List) while registering to the competition. This list will be reduced to 16 players + 2 goalies (“Official Delegation”), the day before the official start of the competition during the technical meeting. 9. LOCAL TRANSPORTATION Domestic transfers (from/to airport) will be responsibility of the Organizer “Courtesy” transfers for CERS Members and Referees upon request and up to Organizers. In ROANA, all hotels are located no more than 1, 5 km far from the rink. Teams may go there by walking. Organizers will put at disposal mini vans (9 seats) for transfer of teams and staff from the rink to hotel and back 8 15. REFEREES’ INSTRUCTION AND BRIEFINGS Following CERILH EURO Competition rules – Article 14.1 to 14.4 a. The CERILH referees of a CERILH EURO are appointed by CERILH on proposition of the Member Federation where the referee is affiliated. The referee, to be eligible, must be in possession of its international degree. b. In case a Member Federation makes a proposition on referees’ nomination to a CERILH EURO, travel expenses of the referee from its country of residence to the hosting country will be at the charge of the Member Federation. c. The appointed CERILH referees must acknowledge the CERILH nomination and inform CERILH accordingly without delay. The nomination of the CERILH referees for a CERILH EURO can be withdrawn at the CERILH’s sole discretion. d. The CERILH referees nomination is communicated by the CERILH to all parties concerned in due time prior to the beginning of a CERILH EURO. Federations must send their proposition on referees to bdarlet.cerilh@gmail.com. All referees must have an international degree, to be eligible for CERILH EURO. 16.
