ILOILO City mayor Jed Patrick
Mabilog gave the administrative investigation body 30 days
to investigate and decide on the
cases of five market personnel
who were indicted by the Market Committee under City Administrator Norlito Bautista.
The five are former Local
Economic Enterprise Office
(LEEO) head Vincent de la Cruz
for alleged usurpation of Authority and Conduct Prejudicial
to the Interest of the Service;
Wenona R Juadian, Market
Supervisor I, for failure to account
P200,000 of market funds;
Joel Caelian, chief electrician of the Iloilo Terminal
Market for illegal connection
to city power lines; and
Emmalene Diana and Marcela Ymalay for alleged falsification of public documents.
Yesterday, Diana filed an affidavit denying the charges against
her. She said that she is actually
a whistleblower of the alleged
anomalies at the markets.
When asked if he will allow
the members of the Market
Committee to appear before
the separate investigation of the
Sangguniang Panlungsod on the
issue, Mabilog said it depends.
“If it will only be repeating the
investigation of the Market Committee, I won’t. However, if the
SP would be looking into other
issues to supplement the findings
of the Market Committee, I will
allow them to appear before the
SP investigation,” he added.
The administrative investigation body, which was created
by Executive Order No. 201329 issued on June 21, 2013,
is composed of the mayor, as
chairman; City Administrator Norlito Bautista; HRMO
chief Leo Elevencione; lawyers
Noel S. Naciongayo, Hernando
C. Galvez, Richard F. Jeruta;
the president of the Resource
Employees Association of City
Hall; and the department head
of the accused.
Should the mayor decide
to apply Executive Order No.
2013-101 he issued on Dec.12,
2013, the investigating committee will be composed of
city legal officer Daniel P.
Dinopol as chairperson and his
colleagues Lorna G. Laurea,
Mary Milagros Hechanova,
Jose D.Daduros, and Ruledo D.
Dela Cruz.

ONE of the five Iloilo City Hall
employees who were tagged to alleged
anomalies in public markets surfaced
to deny the charges against her.
Emmalene D. Diana she is actually one of
the whistleblowers in the alleged tampering of
the financial records of city public markets.
A report of the Market Executive Committee under City Administrator Norlito Bautista
accused Diana of falsifying the collection
reports of the Iloilo Terminal Market.
Diana sought the help of former city
councilor Perla Zulueta, now executive assistant for finance, to clear her name of the
accusations.
Zulueta met the members of the Market
Committee, Bautista and City Legal Officer
Atty. Daniel Dinopol, and argued in Diana’s
defense.
In her affidavit, Diana said another City
Hall employee is behind the alleged tampering.
Diana said she was entrusted officials

NEXT year’s Dinagyang Festival will be a
showcase beyond the usual as it promises bigger things.
Festival organizers led by the Iloilo City Tourism Office and the Iloilo Dinagyang Foundation,
Inc. said they aim to get more people from all
over the nation to see a superb show.
“We will give our visitors more of performance in the Ati-atihan contest by reducing the
props and firing up the dances by well-organized
and disciplined paired tribes,” said Iloilo City
Tourism officer Ben Jimena.
Jimena said the tribes will be “a pairing of

‘Third town’ mayors want
PUJs to enter city, too
By Wenceslao E. Mateo Jr.
SEVERAL mayors in the so-called “third towns” met
with Mayor Jed Patrick Mabilog recently to lobby for
the entry of public utility jeepneys (PUJ) from their
respective areas to Iloilo City
This, as the Land Transportation Franchising and
Regulatory Board (LTFRB) resumed the implementation of the Joint Administrative Order (JAO) No.
2014-01 last Nov. 3.
Raymundo “Boyet” Parcon, president of the Iloilo
City Loop Alliance of Jeepney Operators and Drivers
Associations (ICLAJOA), said the mayors are from the
towns of Badiangan, Bingawan, Cabatuan, Calinog,
Janiuay, Lambunao, Maasin, Mina and Pototan which
are all in the 3rd district.
These towns were previously allowed to enter
the city before the implementation of JAO on
October 18 under the car pass system of the City
government.
About 100 car passes were issued to the various
transport groups which were allowed to deploy five
PUJs to the city at a time.
But with the re-implementation of the JAO, the
LTFRB limited provincial public utility jeepneys,
except those from the first and second towns, to the
transport terminals.
Parcon said that they have agreed with LTFRB,
the Land Transportation Office (LTO) and Councilor
Plaridel Nava, committee on transportation chairman,
to allow only PUJs from the 1st and 2nd districts to enter
the city under the car pass system.
“Well, we do not know how the mayor will react to
the request of the mayors. But the provincial PUJs from
the first and second districts may be arranged to bring
passengers and cargoes to the Iloilo Terminal Market
to address the problems of that market,” he said.
Dante Mangalisan, president of the ITM, has complained of slow business after provincial jeepneys
were barred from bringing goods and passengers to
the market.
Rey Delfin, Mabilog’s spokesperson, said that the
mayor prepared a letter to the Department of Transportation and Communication (DOTC). He did not
elaborate on the contents of the letter.

Man takes
own life
By Jennifer P. Rendon
A 44-YEAR old man allegedly
committed suicide at Lapuz, La
Paz, Iloilo City.
Gary Buenaflor reportedly
tied a rope around his neck and
hanged it from the ceiling of
their family home.
Police accounts said Buenaflor’s son discovered the incident around 1:30 p.m. Tuesday.
No sign of foul play was detected in the victim’s death.
An undisclosed family problem allegedly prompted Buenaflor to take his own life.
But Senior Inspector Edgar Anonoy, La Paz police
chief, said there were reports
that Buenaflor may have been
suffering from mental health
problems.
There has been an increase
trend in suicide incidents in the
Philippines.
Still, the Philippines has one
of the lowest male (2.5) and
female suicide rates (1.7 per
100,000) in the Western Pacific
Region.
Further, studies suggest that
suicide among males is four
times higher than among females.
During the World Suicide
Prevention Day on September
10, it was revealed that every 40
seconds, one person takes his or
her own life somewhere in the
world. In a year, over 800,000
people take their own lives.

Ex-senator, aide injured in mishap
By Dolly Yasa
BACOLOD City – Former senator Herherson
Alvarez and his executive assistant figured in
a car accident late Tuesday afternoon.
Senior Supt. Milko Lirazan, acting Negros
Occidental police provincial director, said the
duo is already in stable condition.
Lirazan said Alvarez, 75, and his executive assistant Bernadette Felix were rushed
to the Riverside Hospital here after their
vehicle rammed into a parked truck at
Purok Tangke, Barangay Pandanon Silos,
Murcia.
Alvarez was headed for San Carlos City
to visit the solar fields there after a speaking
engagement here.
Both victims were seated in the back passenger seat of a Mitsubishi Montero Sport when
the accident happened.
John Ci-o, 38, driver of the Mitsubishi
Montero Sports owned by the Department of
Environment and Natural Resources, tried to
overtake a motorcycle but he sideswiped the
front wheel and the side of the truck parked on
the left lane of the road.
Ci-o was unharmed while his companion in
the front seat, Raffy Taguihanon, 35, sustained
minor bruises.
Negros Occidental Vice-Governor Eugenio
Jose Lacson who was headed for Bacolod
from San Carlos passed by the area shortly
after the accident and stopped to help when
he saw the wrecked Montero in the middle

of the road.
Lacson said Alvarez and Felix were able
to walk to his vehicle which brought them to
the hospital.
Felix sustained a bump in the back of her
head and was complaining of difficulty in
breathing.
“Alvarez who did not have visible wounds,
was worried that he could be suffering from
internal bleeding,” Lacson said.
Lacson added that Alvarez spat out a little
blood.
Police investigation also showed that the
vehicle was travelling at 120 kilometers an
hour, and the driver stepped on the brakes to try
to avoid hitting a motorcycle but they instead
hit the 10-wheeler cane truck.

THE Department of Health (DOH) said stigma and
discrimination continue to undermine the prevention,
treatment and care of people living with the HIV (human
immunodeficiency virus) and AIDS (Acquired Immune
Deficiency Syndrome).
DOH Undersecretary Janette L. Garin said these two
factors pull down the success of HIV/AIDS programs
in the country.
Garin said that a number of PLHIVs do not get the
needed family support to help them deal with the virus.
Treatments, check-ups, and even counseling are
provided for free by the government but it is equally
important that these PLHIVs get the family support
system.
Felchito Avelino, Director III of the Family Health
Office-DOH Central Office, said transmission of HIV
in the country is getting faster.
As of September, one Filipino is getting infected with
HIV for every one hour and a half, Avelino said.
The latest trend is faster compared to the rate of infection in 2007 which was one person a day.
Major cities like Metro Manila, Cebu and Davao are
considered hotspots in 2010 while Iloilo City belongs
to Category B.
Avelino said there is still a need to strengthen support
from all sectors of society to complement the government efforts in combating HIV and AIDS. (PIA-Iloilo)
Girl, 12, gives birth ‘No let-up on arrest of wanted persons’
to baby boy in Kalibo
By Jennifer Ponsaran-Rendon
A 12-YEAR-old girl became a young mother after she gave birth
to a baby boy in Kalibo town in Aklan province last Monday.
The baby was born at the Dr. Rafael S. Tumbukon Memorial Hospital before dawn Monday, GMA Iloilo stringer Jun Aguirre reported.
But the local Department of Social Welfare and Development
disallowed media from interviewing the young parent, so she could
continue her studies without discrimination.
Meanwhile, hospital staff are observing the child, due to the
possibility of developing health complications.
Meanwhile, the Kalibo DSWD and Philippine National Police are
investigating the circumstances that led to the young girl’s pregnancy.
In the meantime, the girl is in a private room while she undergoes
medical examinations. (GMA News)
FOUR wanted persons were arrested in
separate occasions Tuesday in the city and
province of Iloilo.
Rodolfo Mata of Ortiz St., City Proper,
Iloilo City, was collared for sexual assault
charges. A P200,000 bailbond was recommended for his temporary liberty.
In La Paz district, policemen arrested
Ruel Cajandig, 33, of Villa Carolina, Barangay Caingin for a robbery case docketed
under Criminal Case No. 01-54263.
Cajandig is the number 17 most wanted
person in La Paz district. No bailbond was
recommended for his liberty.
John Ryan Piagola, 31, Villa Carolina,
Barangay Yulo Drive, Arevalo, Iloilo City
was also arrested for estafa in CC No. 1474773 for estafa.
A P40,000 bailbond was fixed for provisional liberty of Piagola, who is the number
18 most wanted man in Arevalo.
The 10th most wanted person in Miag-ao,
Iloilo was arrested Pototan town. Joaquin
Himana, 65, of Barangay Buenavista Norte,
Miag-ao, is facing rape charges.
Chief Supt. Josephus Angan, Police
Regional Office (PRO-6), said the operation against wanted persons won’t end with
the arrest of Mata, Cajandig, Piagola, and
Himana.
“There would be no let-up on our campaign against wanted persons,” Angan
said.
But it looks like PRO-6 has to work
double time to meet their targets.
Last month, Angan mandated all police
offices in Western Visayas to arrest at least
459 most wanted persons for the fourth
quarter of this year.
But as of October, Western Visayas
policemen only arrested 45 most wanted
persons.

Killing Boy Mejorada will

HILE walking inside the La Paz Public
Market in La Paz district, Iloilo City last
Monday night, I overheard in a loud radio
set inside a billiards hall former Iloilo provincial
administrator Manuel “Boy M” Mejorada being interviewed by Aksyon Radyo anchorman Joecel Bañas.
Mejorada said he was ready to appear in the Senate blue ribbon committee that will investigate the
alleged overpricing in the construction of the Iloilo
Convention Center (ICC).
Mejorada has filed plunder and graft complaints against Senate President Franklin Drilon, Tourism Secretary Ramon Jimenez
Jr., Department of Public Works and Highways Secretary Rogelio
Singson and six other government officials and private individuals in relation to the P700-million project before the Office of the
Ombudsman.
Although Drilon, who hails from Molo district, Iloilo City, has
expressed willingness to inhibit himself in the soon-to-be announced
committee hearing prompted by a resolution filed by fellow Ilonggo
Senator Miriam Defensor-Santiago, Mejorada said he prefers to see
Drilon in the senate hearing “so we can discuss the issue face to
face.”

Mejorada insisted there was overprice in the mega project and
respondent Drilon must be held accountable for the alleged loss
of P488 million from the coffers of the government.
Drilon has denied the allegations of his former Twitter handler and
media consultant for Iloilo.
When Bañas asked Mejorada if he has received threats in his life
considering that he stirred the hornet’s nest involving big names in
Philippine politics, Mejorada, who first served as executive assistant
of former Iloilo Governor Neil D. Tupas before being promoted as
provincial administrator in 2006, quipped: “Ila man ina grupo a (It’s

Mejorada said “God will protect me” if indeed He believes in Mejorada’s crusade against graft and corruption.
During the 2013 local elections when he campaigned against Iloilo
City Mayor Jed Patrick Mabilog, Mejorada claimed that certain characters, some of them members of drug syndicates, wanted to kill him.
Some of those who allegedly wanted him dead aired their threats via social
media and even showed the weapon they intended to use against Mejorada.

I
LONGGOS have never
been as proud of their city
and province as they are
today because of the developments that have taken place in
the last few years. We have
an international standard
airport; an excellent road
network; a beautiful river
esplanade; an avenue that is pedestrian and bikefriendly; reliable and ample power supply; and
the Jalaur River Multi-Purpose Project which,
when completed, will irrigate 32,000 hectares
of agricultural land and add 85,000 cubic meters
of bulk water to Iloilo City and surrounding
municipalities.
All these projects would not have been pos-
sible without a united political leadership which
have inspired us, Ilonggos in the private sector,
to work with our local leaders. However, there is
one person who stands above us all in his quest for
a prosperous life for all Ilonggos and for Iloilo to
be a vibrant, healthy, and attractive place to live
in. This person is Senate President Frank Drilon.
We have never seen someone so dedicated to the
cause of Iloilo than Sen. Drilon. We therefore
find it preposterous that a plunder case should be
filed against him for the construction of the Iloilo
Convention Center (ICC).
The funds for the (ICC) came from the Disbursement Acceleration Program (DAP) and
the Tourism Infrastructure and Enterprise Zone
Authority, an attached agency of the Department of Tourism. These funds went directly to
the Department of Public Works and Highways
(DPWH) Region 6 which bidded out the project
observing government rules and regulations.
DPWH Sec. Rogelio Singson and DOT Sec.
Ramon Jimenez are among the most upright and
respected members of the Cabinet. We believe
that they will not allow themselves to be used by
anyone for nefarious purposes.
The ICC and the meetings, conventions and
events it will attract will generate jobs and stimulate economic activities in Iloilo. We believe that
the transactions involved in its construction are
above board and did not financially benefit Sen.
Drilon, Sec. Singson, and Sec. Jimenez.
We condemn the people who are out to thwart
progress in Iloilo by maligning these dedicated
public servants who have only the best interests
of the country and Iloilo at heart.

Demons’ day
T
HIS COLUMN may appear late but in
truth this is a year ahead so that our readers will not say that they did not know
earlier. They have a year to ponder and consider
when next year they celebrate these two important events in the Catholic liturgical calendar and
our national commemoration.
If one is asked what November 1 and 2 represent, the quick reply would be that the first is
All Saints Day and the second is All Souls Day. For the first it
means remembering all the saints, proclaimed or not while the
other is for all the departed, sinners or saints that they might be.
We just hope for God’s compassion and mercy for them.
The answers are indeed right, but take a look at the way many
people, malls, radio and television stations, newspapers and clubs
of all sorts commemorate the day and one wonders whether they
remember the saints and the holy souls.
Sure many flocked to the cemeteries to remember their dead or
light candles and say a prayer or hear Mass but there are pockets of
the celebration that depict demonic characters. Demons, of course,
are the complete opposites of saints, but how many documentaries,
entertainment shows and programs and features stories complete
with costumes portray or evoke the lives of saints? In fact, which
social and mainstream media talk about the saints and their virtues
that the living ought to emulate?
Instead, what do we see? Radio newscasters wear red horns
that depict satanic characters rather than saintly ones. Window

Why I will not ride the anti-Binay bandwagon
T
HESE are my reasons:
1. Senate is wasting legislative time. While the pretext
given for the investigation against the Binay family members is
process “in aid of legislation”, I have yet to know what legislation
is contemplated. There are limits to Senate’s powers. Conducting
investigations of supposed crimes is not one of Senate’s powers.
Courts conduct ocular inspections; chambers of the Legislature,
only when such inspection is clearly for the purposes either of
“oversight” or “legislation”. Investigating ill-gotten wealth, graft
and corruption, plunder is not what we elect legislators for! If this
is the job they want to do, they should apply to be prosecutors of
DoJ, not senators or congressmen! OURS IS A GOVERNMENT

caused Ombudsman Gutierrez to resign. It ousted so many appointees by virtue of EO No. 2, categorizing them all as midnight

BACOLOD City – The city
government gears for another
tourism attraction in the City

the 2nd Diwali Festival on November 8 at the North Capitol
Road here.
In a press conference alongside director Pushpa Tan, Alejandro Menghnani, Haresh
Chugani and Councilor Sonya Verdeflor, Mayor Monico
Puentevella said the festival
will bring India closer to Bacolod.
He said the rising number of
festivals being held in this city
and in Negros Occidental is one
of the reasons why the tourism
in Region 6 flourishes.
“Our rising number of festivals and activities are the some
of the reasons why tourism in
Region 6 is prospering,” he
said.
The mayor said even Tourism regional director Atty.
Helen Catalbas noted Bacolod’s
role in the overall status of the
tourism industry in Region 6.
He said Catalbas lauded
Negros Occidental and Bacolod
for 1/3 of the tourism influx in

and the whole of Panay.
Meanwhile, Menghnani

city.
Authored by Councilors Verdeflor and Ana Marie Palermo,
with Wilson Gamboa, Jr. Jocelle

receipts which she issues to vendors who rent
stalls at the public markets.
She claimed to have discovered the alleged
tampering when she stumbled in their records
two payments by a certain Lilia Cordova who
occupied Stall No. 6 (Front Peripheral) on the de
Leon Street side of the terminal market.
The receipts issued to Cordova were traced to
the stubs issued to Diana.
Cordova’s account covered rents for January
2014 and light payments for February 2014.
But Diana said these payments were illegal as
Cordova has a two-year arrear on her payments
for already two years.
“It is market policy not to issue official receipts
to stall occupants until they have paid their arrears,” she pointed out.
Worse, Diana discovered that the January 2014
payment posted in Cordova’s account by job hire
Ivony Banayos in their logbook bore erasures.
Diana denied applying correction fluid on
Cordova’s records.
She recalled having entrusted stubs of her
issued official receipts to Fedelyn Villalobos,
who was a then job hire of the Local Economic
Enterprise Office (LEEO) formerly headed by
Vincent dela Cruz.
Diana suspects that Villalobos may have accepted payments from Cordova and issued her
(Diana) receipts to the stall holder.
Diana said “lending” of receipts to other
LEEO employees is justified “as per ongoing
practice in the Iloilo Terminal Market Office,
during deadlines for market rentals and light
fees, official receipts of accountable officers can
be delegated to other employees even if they are

not bonded.”
DELA CRUZ LINK
City Administrator Bautista summoned Villalobos to explain Cordova’s account.
Villalobos purportedly admitted that “she
had been instructed by Mr. Vincent de la Cruz to
accept payments and issue Official Receipts for
the account of Lilia Cordova using the Official
Receipts of bonded employees.”
In her own affidavit, Banayos said that she
discovered some time in the middle of March
2014 that there was payment already posted in
Cordova’s account.
“I attest that I have not posted such payment,”
Banayos said in her affidavit.
Banayos recalled that on March 19, 2014,
she found 18 accounts of market stall holders in
their record books already tampered with correction fluid.
“On March 19, 2014, back from the holiday
(March 18 is Panay Liberation Day), I found out
that the payment was tampered with correction
fluid leaving the account of Lilia Cordova for
January 2014 devoid of payment,” she added.
Banayos reported her discovery that day first to
outgoing terminal market in-charge Ely Sumaray
and then to the new market in-charge Virgilio
Tonogbanua.
The next day, March 20, 2014, Banayos said
Marcela Ymalay, who is facing falsification
charges, “approached me and apologized for the
tampering she has done on the (18 accounts),
except that for Lilia Cordova.”
The case of Diana was being reviewed by the
Market Committee as of press time Wednesday.

JAMES HARDEN and the unbeaten Houston
Rockets continued their sizzling start to the NBA
season on Tuesday with a 108-91 triumph over
the Miami Heat.
Harden was just one rebound shy of a tripledouble, scoring 25 points with 10 assists and nine
rebounds for the Rockets, who also got 26 points
from Dwight Howard.
With the win the Rockets are off to their first
5-0 start since opening 6-0 during the 1996-97
season.
They’ll face another formidable test when they
host the reigning champion San Antonio Spurs
on Thursday.
“We always want the test,” Harden said. “Our
next game against San Antonio in Houston is

every game the same way -- both ends of the floor
make sure we’re together.”
Chris Bosh, wooed by the Rockets as a free
agent in the off-season before re-signing with
the Heat – staying put despite the departure
of superstar LeBron James after four seasons
in Miami – had 21 points and eight rebounds
for Miami, who opened the season with three
straight wins.

since they won five straight to start the 2011-12
campaign.
The Rockets shot 51.5 percent from the floor
and hit 17 of 37 from three-point range.
Harden was a perfect 10-of-10 from the freethrow line, improving to 61-of-64 from the foul
line this season.
Raptors-100, Thunder-88
The Oklahoma City Thunder, already reeling
from injuries to stars Kevin Durant and Russell
Westbrook, lost Perry Jones to a knee injury
Tuesday in a 100-88 NBA loss at Toronto.
Jones collided with Patrick Patterson on a
drive to the basket early in the third quarter and
was helped back to the locker room to have his
right knee examined.
Thunder head coach Scott Brooks described
the injury as a knee contusion and said Jones
would be re-examined on Wednesday.
Injury-hit Oklahoma City had just eight
healthy players at tip-off, and Jones, who had
arthroscopic surgery on the same knee in July,
was one of their few playmakers.
The third-year forward was forced to take on

Azkals to face Cambodia in
final tune-up for Suzuki Cup
THE Philippine Azkals will play the Cambodian national football
team on November 14 in a match that will serve as their final tuneup ahead of their campaign in the 2014 AFF Suzuki Cup.
The Philippine Football Federation (PFF) confirmed Wednesday
that the Azkals will play Cambodia in an international friendly that
will be held at the Rizal Memorial Football Stadium.
Cambodia is coming off a third-place finish at the recent AFF
Suzuki Cup qualifiers held last October in Laos.
Meanwhile, the Azkals recently held a training camp in Doha,
Qatar, where they played friendlies against Nepal and Qatari club
Al Ahli SC.

Bread prices seen
to go down further
PRICES of bread may go down further as the
Philippine Federation of Bakers Association, Inc.
said it may give in to the Department of Trade
and Industry’s request for another round of price
reduction.
The price slash is different from the scheduled
reduction of price of bread on Friday.
PFBAI vice-president Chito Chavez said this
can be done if flour prices further dip and other
bread inputs also become cheaper.
Chavez said bringing down the price of bread
is also good for the industry as long as prices of
raw materials also go down.
By Friday, prices of “Pinoy tasty” will drop to
P36.50 from P37 while prices of a 10-pack pandesal
will be decreased to P22.25 from P22.50.
Chavez said prices of other bread products
and pastries that have milk, butter, cheese and
other expensive components will likely remain
the same.
He noted that the DTI must monitor flour prices
so that no one will sell it at above P900 per sack.
The trade department has issued show cause
orders to 15 flour traders and bakers that sell flour
beyond P900.
Per DTI monitoring, imported wheat prices have
gone down tremendously, thus the need for flour
prices to also go down. (ABS-CBN News)

Senate hearings
involving Tiu
MANILA – The Philippine

hearings involving businessman Antonio Tiu, who is the
chairman of listed companies

Tiu was grilled by senators
after he was accused of being
the alleged dummy owner of a
Batangas estate linked to the
Binay family.
“We conduct monitoring for
all listed companies to ensure
that they adhere to our disclosure rules and that the investing

In the case of Greenergy and
AgriNurture, we want to make
sure that any narration of Mr.
Tiu during the Senate hearings

President and CEO Hans B.

Although Sunchamp Real
Estate Development Corp. is
not listed, Sicat said any of its
transactions that may affect a
listed company would still have

The PSE has earlier asked
Greenergy and AgriNurture

‘Yolanda survivors live
on less than P34 a day’
MANILA – Most survivors of Typhoon
Yolanda in Eastern Visayas are living on
less than P34 a day, a study by research
group IBON revealed.
The study said that in a survey of
1,094 respondents in six Eastern Visayas
provinces, 8 out of 10 families earn less
than P5,000 on the average every month.
Most of the respondents belong to families
with five or more members.
Typhoon Yolanda battered Eastern
Visayas last year, affecting the livelihood
of nearly 6 million workers in agriculture,
fishing, trade and transport.
IBON said that agricultural income in
the affected areas has been estimated to
have dropped by 50 percent to 70 percent
after the devastation.
Eastern Visayas, which is among the
poorest regions in the country, relies heavily
on agriculture.
IBON said government’s response to the
urgent needs of the typhoon survivors is not
only slow and inadequate, it also fails to
address livelihood issues that cause millions
to be poor and vulnerable.
Government data showed that only
215,471 families have been given livelihood
support through its short-term “Cash for
Building Livelihood Assets.”
IBON said this could mean that as
much as some 780,000 families have
either no livelihood support or are relying
on scattered efforts of non-government
organizations (NGOs) and the private
sector.
The typhoon displaced an estimated
918,621 families and destroyed about 1.2
million homes. (ABS-CBNnews.com)
Hyundai, Kia fined record high for overstating mileage
Korean carmakers Hyundai
Motor Co and affiliate Kia
Motors Corp will pay $350
million in penalties to the U.S.
government for overstating
fuel economy ratings in what
officials said was the biggest
settlement of its kind.
The deal comes on top of
$395 million the automakers
agreed to pay last December to
resolve claims from the owners
of the vehicles, bringing the
companies’ total cost for the
mileage overstatements to more
than $700 million.
Monday’s settlement with the
U.S. Environmental Protection
Agency, the U.S. Department
of Justice and the California
Air Resources Board resolves
an investigation of the South
Korean carmakers’ 2012 fuel
economy ratings.
The penalties were the largest
ever under the Clean Air Act.
“This will send an important
message to automakers around
the world that they must comply
with the law,” said Attorney
General Eric Holder.
Under the accord, which
involved the sale of 1.2 million
cars and SUVs, the South Korean car firms will pay a $100
million penalty, spend around
$50 million to prevent future
violations and forfeit emissions
credits estimated to be worth
more than $200 million.
The greenhouse gas emissions that the forfeited credits
would have allowed are equal
to the emissions from powering
more than 433,000 homes for a
year, the EPA said.
“Businesses that play by the
rules shouldn’t have to compete
with those breaking the law,”
said EPA Administrator Gina
McCarthy.
McCarthy said Hyundai and
Kia had committed the most
egregious violation of the reporting standards. She declined
to say whether other violators
may also be fined.
“Every automaker will be
looking carefully at its current
testing procedure to avoid a
similar penalty in the future,”
said Karl Brauer, senior analyst
at Kelley Blue Book’s KBB.
com, who noted “frustration in
the gray area between automakers’ stated MPG numbers and
the real-world results experienced by car owners”.
In November 2012, Hyundai
and Kia conceded they overstated fuel economy by at least a
mile per gallon on vehicles after
the EPA found errors for 13
Hyundai and Kia models from
the 2011 to 2013 model years.
Hyundai said at the time that
the affected cars’ reported fuel
economy would be adjusted by
1 to 2 miles per gallon.
Hyundai Motor shares fell
as much as 4.4 percent in Seoul
trading on Tuesday, extending a
slide that has dragged them to
their lowest in over four years.
The decline knocked Hyundai from its perch as South
Korea’s second-most valuable company after Samsung
Electronics Co Ltd , according
to exchange data on common
shares, a spot it had held since
March 29, 2011.
Hyundai and Kia both increased their shares of the U.S.
new-vehicle market in the past
decade, particularly during the
economic downturn of 2008 to
2010 when consumers craved
fuel-efficient and relatively
low-priced vehicles.
However, Hyundai has lost
U.S. market share in the past
couple of years, as U.S. and Japanese rivals made a comeback.
Hyundai said on Monday
that its U.S. vehicle sales fell 7
percent in October from a year
earlier, lagging the market’s 6
percent gain, with weaker sales
of the Sonata sedan offsetting
demand for its Santa Fe sport
utility vehicles. Kia’s U.S.
shipments rose 12 percent in
October.
“We are pleased to put this behind us,” said Hyundai U.S. chief
David Zuchowski. The company
added that it believes its process
for testing vehicle fuel economy
meets U.S. guidelines, and the
overstatement was a result of a
data processing error.
Hyundai’s U.S. chief at the
time, John Krafcik, stepped
down after his contract expired
at the end of 2013.
Kia in a statement said its
priority “remains making things
right for our customers through
our fair and transparent reimbursement program”. (ABSCBNnews.com)

MANILA – The Social Security
System (SSS) said contributions
from members grew by 18 percent in the first eight months of the
year on the back of higher remittance by the employed sector.
The state-run pension fund
for private sector employees
said total contributions from
January to August were P12.09
billion higher than figures posted in same period last year.
The contributions were largely
from the employed sector at P68.98
billion, followed by voluntary paying members at P6.86 billion and
self-employed at P3.62 billion.
Contributions represent 77.7 percent of SSS’ total revenues.
SSS said it is expecting
collection figures to improve
particularly in the Ilocos region
after opening a new office in
Candon City, Ilocos Sur.
SSS vice president for Luzon
Josie Magana said the new SSS
Candon branch, which is lo-
cated at Stern Mall, is expected
to increase total collections by
about P60 million this year.
The Candon branch sees
100,000 potential members, 85
percent of which are voluntary
and self-employed individuals
primarily engaged in cottage
and farming industries.
The branch covers the City of
Candon and 17 municipalities of
Ilocos Sur, namely Alilem, Gregorio del Pilar, Lidlidda, San Emilio,
Sigay, Sugpon, Suyo, Banayoyo,
Burgos, Galimuyod, Salcedo, San
Esteban, Sta.Cruz, Sta.Lucia, Sta.
Maria, Santiago and Tagudin.
Magana said SSS will open
16 more offices within the year.
“The SSS is increasing its
presence all over the country to make SSS transactions
easier and more convenient to
our members. This also affords
more segments of society immediate access to social security,”
she said. (ABS-CBNnews.com)

Army, NGOs donate fishing
boats to Yolanda survivors
By Jennifer Ponsaran-Rendon
Thirty families affected by the November
8 Typhoon “Yolanda” got their early
Christmas gifts from the Philippine Army
and non-government organizations.
On November 1, the Army’s 3rd ID, the
Kayang-Kayang Missions International,
Inc. (KKMI), UPPSALA, Word of Life
Sweden, among others turned over 30
fishing boats to residents of Concepcion,
Iloilo.
The event was done during the Boat
Project 2014 grand blessing held at
Barangay Puntalis, Concepcion.
Boat Project 2014 is an endeavor
launched by Kayang-Kayang Missions
International, Inc., UPPSALA, Word of
Life based in Sweden, the Philippine
Army’s 3rd Infantry Division, the 301st
Infantry “Bayanihan” Brigade, the 82nd
Infantry “Bantay-Laya” Battalion, the
61st Infantry “Hunter” Battalion, the
62nd Infantry “Unifier” Battalion, and
the 552nd Engineering Construction
Battalion.
Colonel Eric Uchida, 301st IB
Commander, commended the efforts of the
NGOs “for coming out from their comfort
zone and continue to help us in bringing the
necessary assistance to our people.”
The Army provided military vehicles in
hauling the materials to Concepcion and
worked with the residents in “Bayanihan”
spirit in constructing and painting the
fishing boats.
Meanwhile, Kayang-Kayang Missions
International, Inc., an interdenominational
group of Ilonggo professionals that aim
to render services to communities in need
of health, education and skills training,
facilitated livelihood programs and
community development through linkages
of government and non-government
organizations.
The group has been working with the
3rd Infantry Division for the past years in
various humanitarian missions such as free
medical and dental civic-action programs
that benefit the people especially in the far
flung villages of Panay and Negros.
Restoration of San
Joaquin Church underway
By Leonard T. Pineda I
The P1-million San Joaquin
Church Restoration Project is
underway, according to San
Joaquin Municipal Tourism
Officer Erlyn Alunan.
Alunan said the second
tranche of the first phase of the
church restoration project is
currently being implemented.
“The San Joaquin Church
restoration project is funded by
the National Commission for
Culture and the Arts (NCCA)
under the supervision of the National Historical Commission
of the Philippines (NHCP),”
she said.
The church was built in 1869
by Father Tomas Santaren of
the Augustinian Order and it is
considered the country’s most
militaristic church.
The church facade depicts
the historic surrender of the
Mohammedan King to Em-
peror Tetuan in Morocco and
is aptly entitled “Rendicion de
Tetuan”.
Alunan said that church
façade restoration involves
chemical cleaning and elimination of growth and vegetation in
the façade.
“As to losses, we try to
restore them by using the traditional materials that people
have been using before including lime stones, coral blocks,
yellow sandstones, lime and egg
whites as binder,” she said.
She said that they are using
bricks that are available around
the area of the church.
“For the color of the façade,
we are using the Sirawagan blue
stones that can be found in the
Sirawagan River,” she said.
She added that several typhoons and incessant rains
delayed the restoration which
was supposed to be completed
this year. (PIA Iloilo)
Our highs and lows
N life, we cannot help but have
high moments and low moments,
good times and bad times. There are
days when we are full of zeal and things,
even the most difficult, appear easy to do.
There are also days when we feel listless,
such that even the simplest thing seems to
require gigantic, heroic effort, requiring
nothing less than martyrdom.
This is part of our human condition, and
many causes and factors can explain that
Fr. Roy Cimagala phenomenon. They can be both internal
and external to us, spiritual and material,
or physical, emotional, psychological,
social, historical, etc. They can be beyond
our control.
It’s crucial that we don’t get rattled before this fact of life. Even in
the worst scenarios, there is always hope. The worst of things cannot
be too bad unless we want it to be. And the reason is that ultimately,
we are all subject to God’s all-powerful, wise, merciful providence
whose sole purpose is to bring all men and things to him.
It’s important that we maintain a certain stability and not lose our
identity and sense of purpose in spite of these gyrations which can
become wild and erratic. Usually, the ups and downs are not that often,
since our normal state always seeks some kind of constancy in life.
But we need to be ready when these unavoidable swings come.
Thus, a basic attitude to have is to be sport in life. Yes, we should
try to play as hard as we can to win, to score points, to reach our
goals. But we should never forget that we can also lose, or fail, in
spite of our best efforts.

Manuel said the exemption of P300,000
also lets taxpayers enjoy the full benefits of
a decent living wage of about P20,000 to
P25,000 per month.
She also said in her interview with GMA
News Online that the tax amnesty for MIEs
and reducing the individual income tax tiers
or levels from the current seven down to
just five are in line with “the overall goal
of simplifying the system, fostering compliance, and expanding the tax base.”
The exemption of taxable income up to
P300,000 from income tax, according to
Manuel, would benefit wage earners at or
near the minimum wage levels.
She said minimum wage earners are
caught in a predicament where “even the
slightest increase in their income would
remove their income tax exemption.”
Raising the exemption level to P300,000
would set aside that predicament and “allow minimum wage earners to go above
of minimum wage” by not rejecting salary
raises and promotions for fear of losing
their tax exemption, the TMAP president
said. (GMA News)

Millennium
Films’ and Focus
Features’ “London Has Fallen”, the sequel
to the worldwide smash hit “Olympus Has
Fallen.”
Gerard Butler again stars as Secret Service agent Mike Banning, alongside Aaron
Eckhart as the president of the United
States. Also returning are Academy Award
winner Morgan Freeman, as Vice-president
Trumbull, Academy Award nominee Angela
Bassett as Secret Service Director Lynne Jacobs, and Academy Award winner Melissa
Leo as Defense Secretary Ruth McMillan.
Babak Najafi (“Snabba Cash II”) directs
the thriller from a screenplay by Creighton
Rothenberger & Katrin Benedikt (“Olympus Has Fallen”), Christian Gudegast and
Chad St. John. “London Has Fallen” is set
for release on October 2, 2015.
The story begins in London, where the
British Prime Minister passed away under
mysterious circumstances. His funeral is a
must-attend event for leaders of the western
world. However, what starts out as the most
protected event on Earth turns into a deadly
plot to kill the world’s most powerful leaders, devastate every known landmark in
the British capital, and unleash a terrifying
P
vision of the future. Only three people have
any hope of stopping it: the President of the
United States, his formidable Secret Service
head (Gerard Butler), and an English MI-6
agent who rightly trusts no one.
Reprising their roles in support are Academy Award nominee Robert Forster as General Edward Clegg, Sean O’Bryan as NSA
Deputy Director Ray Monroe, and Radha
Mitchell as Leah Banning. Joining the returning cast members are Academy Award
nominee Jackie Earle Haley, Alon Aboutboul (“The Dark Knight Rises”), Charlotte Riley, and Waleed Zuaiter (from the
Academy Award nominated film “Omar”).
“London Has Fallen” is being produced by
Gerard Butler, Alan Siegel, John Thompson,
Les Weldon, and Mark Gill.

Months ago, Universal Pictures chose to
adapt into film the popular horror graphic
novel “Locke & Key”. Now, reports suggest
that Alex Kurtzman is looking to make a trilogy of films to tell the Locke & Key story. “Locke & Key” centers on three siblings
who return to their family home in Massachusetts following their father’s murder.
There, they discover that the house is full
of secrets when they start finding magical
keys which hold impossible powers such as
turning people into ghosts, or being able to
erase someone’s memories. They are not the
only ones who know of the keys; a demonic
creature known as Dodge is also after the
keys, with the goal of opening the Black
Door, which will allow the demons of hell
to enter our world. In 2011, “Locke & Key” was optioned to
be a TV series, and its pilot starred Miranda
Otto, Mark Pellegrino, Jesse McCartney
and Sarah Bolger. But it wasn’t picked up
by the studio. Later on, Alex Kurtzman was
the executive producer of that pilot. The
showrunner and lead writer on the pilot and
supposed-series was Josh Friedman. He’s
gone on to script Avatar 2 and 3, and he
handled The Sarah Connor Chronicles. This
pilot which was directed by Mark Romanek
had a $10 million budget. To get the rights
over to Universal, Universal had to cut a
deal with Fox because of the pilot. Originally, it was going to be a film,
and then there was the TV pilot, and now
that the series did not push through. Fox
passed on it because it was too scary, yet
at the exact same time, their sister channel
FX was preparing to release “American
Horror Story”, which is now a huge thing
for them. The success of “American Horror Story” suggests that maybe “Locke &
Key” also could have been successful, what
with all the vibrantly positive response the
pilot has been getting from many who have
seen it. Now with Universal, there’s talk of
a film trilogy. You are likely to feel ambivalent about money
today, as one side of you wants to spend, spend,
spend and the other wants to hold back.
A focus on the flaws is quite possible today. Don’t
criticize yourself excessively and don’t take on too
much. Be sensibly responsible.
Friendships are natural on the job, but don’t let
them keep you from relating to everyone. Exclusion
leads to inefficiency.
A battle of wills looms. Don’t get caught up in a
struggle no one can win. Seek a compromise
solution.
More communication than usual is likely at work.
Family may be involved. Make sure everything is
okay at home before departing.
Let loose! Footloose and fancy free activities are
accented. Laugh, play and have a good time.
Update that rolodex, address book, or list of
contacts. Write notes to stay in touch. Network!
You could feel buffeted about as some interactions
will be intense and heavy, while others are very
lighthearted and casual. Be adaptable.
Today you are walking the thin line between your
way of doing things and the boss’s rules. Be
sensible.
A day for necessary duties and responsibilities. A
sense of accomplishment rewards everyone in the
home for getting things done.
Thinking for yourself is important. Be direct and
forthright (but not too blunt). Your mind and tongue
work swiftly.
Hit all the thrift shops. Check out garage sales in
your area. Go to the discount houses. Today you
have an excellent eye for bargains.

After a legal battle that went
on for months, Derek Ramsay and estranged wife Mary
Christine Jolly have settled
their issues.
The latter withdrew the
concubinage charge she filed
against Derek and his ex-girlfriend Angelica Panganiban.
Mary Christine’s legal counsel Argee Guevarra said in a statement that she and Derek agreed to
a settlement for the sake of their
11-year-old son Austin.
Mary Christine has earlier
withdrawn her complaint for
violation of the Anti-Violence
Against Women and their
Children Act against Derek.
“Derek and Mary can now
move on with their lives but
with a renewed realization and
deepened sense of commitment to fulfill their parental responsibilities and obligations
to their son, Austin. Although
the legal battle exacted untold
stress between the couple,
Derek and Mary emerged as
victors with their coming to
an amicable settlement which
is always a Win-Win solution
for all litigants,” Guevarra’s
statement said.
It will be recalled that Mary
Christine filed concubinage
charges against Derek and
Angelica for allegedly living
in even if the actor is already
married.
Guevarra added that the
couple can now focus on raising their son.
“Handling a good case is
always bettered by a good
settlement between the parties
-- in stark contrast with the
acrimonious animus between
Derek and Mary which animated the conduct of the legal
proceedings a few months
ago. The peaceful resolution
of the case between Derek and
Mary should now serve as a
template for others similarly
situated and for those who
have closely followed the
drama to view Family Law
from the prism of fair play and
respect between husband and
wife bearing in mind the best
interest of the child.”
Angelica is having a US
vacation with boyfriend John
Lloyd Cruz, while Derek is

Tiu had earlier slammed what he called “baseless allegations”
of his being a dummy, saying he is a legitimate businessman and
owner of the property in Rosario, Batangas being questioned.

Reflections..
from p.B6
But we just have to move
on, knowing how to get along
with life, however it may unfold
to us, always relying on God’s
grace and mercy. This sporting
spirit helps us to focus on what
is truly necessary to us, and
not to get entangled with what
are merely incidental in life, or
at best are simply means and
occasions to what is life’s essential purpose—to know, love
and serve God that redounds to
loving everybody else.
I like to think of this sporting
spirit as the integration of all the
gifts God gives us and the virtues
that we have to develop. It is the
very expression of the interplay
of faith, hope and charity, and
all the other virtues of fortitude,
prudence, humility, simplicity,
obedience, order, etc.
It’s this sporting spirit that
would enable us to be overcome
our awkwardness and to infuse us
with a certain elegance and poise
especially in some difficult moments. It would enable us to have
enough humor without getting
frivolous and losing our sobriety.
We have to reassure ourselves that we are still capable
of a normal state of stability
in spite of the vagaries of life.
First, because we have some
spiritual faculties, namely our
intelligence and will, that, in
theory, are exempt from the
ups and downs of life, precisely
because they are spiritual.
We just have to make sure
that we do not allow these faculties to be held captive or fully
dominated by our varying earthly
and material conditions. We
should not allow them to be at the
mercy of mere sentimentalism,
or some disordinate attachments
to earthly things, not even to our
most brilliant but purely human
philosophies, ideologies, etc.
That’s why we have to be
always on guard, always praying
or being in the presence of God.
This would enable us to discern
what God is trying to show us regarding how to react and behave
in the different circumstances
and situations of our life.
These powers, given to us
by God our Creator and Father,
would enable us to hold on to the
eternal and universal truths, irrespective of how these truths are
interpreted, understood and lived
in the different ages, cultures and
lifestyles of the people.
When properly engaged with
their source, pattern, laws and
purpose, who is no one else but
God, these powers would enable us to avoid getting spoiled
because of our successes in life
as well as falling into despair
when we suffer defeats.
When properly used, these
powers would enable us to
find meaning and purpose in
everything that can happen to
us in life. They would enable
us to live what St. Paul once
said: “To them that love God,
all things work together unto
good…” (Rom 8,28)
We have to do everything to
hook these spiritual powers with
God, and avoid the dangers of subordinating them to merely passing
circumstances of our earthly life.

HEN I arrived at the sprawling Campus of
RS Academy in Villa, “Witches and Wizards
Children’s Ball” was undoubtedly the spookiest
Halloween party I have seen in Cosmo Iloilo.
That’s it, when I received an invite from super
indefatigable RS Academy’s Principal Boni Gaverza to be
one of the guests I accepted it without a second thought
because I knew it was going to be fun. Guess what? The
shindig turns out to be just fun, and absolutely hilarious,
too!

touch, and his equally creative team. The students, teachers,
nannies, and excited parents strutted in their well-thought
of costumes, with some even dressed as unforgettable
characters such as Lara Croft, zombies, brides (both dead
and alive), and, that superstar of the event, Maleficent!
A humongous special lighting effects and fog machine
onstage heightened the bewitching hours, dahlings!
The highlight of the ghoulishly glamorous gathering was
the costume competition among the creative students.
Winning the Best in Halloween Costume was John Francis
Patna and Mariel Franchee Sorianosos. The Horror Queen
award went to Precious Angel Yu and the Horror King
Danielle Mariano, Ivan Buentiempo, and Lawrence Mariano
award was won by Joseph Torrique.
After the awarding ceremonies, everyone presented
a well-choreographed dance to the tune of Michael
Jackson’s “Thriller”, which opened the dance floor for
everyone to dance their hearts out!
It was a super spooky party that even my cute
granddaughter, Joy A, enjoyed it to the last tee,
until she whispered amid the horrific revelry that
she’s already sleepy. So off we go to bed before
we turn into ashes.
And you, where did you spend your witchy
night, dahlings?
