The Chebeague Recreation Center (CRC) was built in 1997 with donations
of money and services from hundreds of supporters, and we opened to the
community in February 1998. We offer a variety of programs for all ages.
From Kids’ Place to Teen Center to adult fitness programs and everything
in between, there is something for everyone at CRC!
About the Calendar
The Calendar is published monthly by the Chebeague Island Council.
Available on-line at Chebeague Island New (www.chebeague.org) or
www.islandcalendar.weebly.com and mailed to every occupied residence
on the island, for a small additional fee, it can also be delivered by firstclass mail to Island Council members who are off island at the time of
publication.
The Calendar welcomes submissions from its readers, including letters and
thank you notes, but it cannot publish anything that is political in nature,
libelous, or obscene. All submissions should include the author’s name and
contact information. Without exception, the deadline for submission is
noon on the 20th day of the month preceding publication. Submissions
and ad copy may be mailed (P.O. Box 12), left at the Council office (247
South Rd.), or emailed (chebeagueislandcouncil@gmail.com) and sent as
attachments (.doc; no pdfs) or included in the body of the text. Images and
photographs should be sent in a .jpg, .jpeg, or .rtf format. As a courtesy
and space permitting, island nonprofits are given a free half page each
month to publish their news. Any such submissions exceeding a half page
will be charged at the usual rate. All submissions become the property of
the Chebeague Island Council, which reserves the right to edit them for
length and clarity. Submissions that are not time sensitive may be held
until there is sufficient space to publish them. Additional information
about submissions is available at www.islandcalendar.weebly.com.
Advertising rates are as follows: full page, $60; 1/2 page, $30; 1/4 page,
$15; 4-line classified, $5; 6- to 8-line classified, $10. Each submission should
include the intended publication date, size wanted, and the number of
months the ad should run.
The deadline for submissions for the October issue is noon on September 20, 2016.

Toll of the Sea
On a beautiful day in August, the Chebeague community gathered at Chandler’s
Cove Field to honor the vision of Mabel and Sanford Doughty in a ceremony to
dedicate “Chebeague’s Toll of the Sea” Memorial Monument. Sanford had often
remarked that he longed to see such a monument so that the names of those
whose deaths were either resulting from or closely associated with the ocean
not be forgotten. After his death in August 2013, memorial contributions were
designated for a fund to erect such a plaque. The Chebeague Island Historical
Society coordinated this project under the leadership of Donna Miller Damon
and Binkie Boxer. Sanford and Mabel ‘s granddaughters, Laura and Amy, and
great-granddaughter, Mabel, unveiled the plaque.
Immediately following the monument dedication, Mabel was honored in a “legislative sentiment” recognizing
her long life of service to the Chebeague community. Her many contributions were also lovingly recalled by
Beverly Johnson. Jackie and her family extend deep gratitude to the entire Chebeague community.

Membership meeting August
13. There was a unanimous
and positive response from the
Council members in support of
the 2016–2017 Board. We are
happy to welcome our new Board members: Nancy
Olney, Christine Auffant, and Jaye-Allison Nunan.
The Council Board has worked very hard over the
last year and will continue to work to provide the
critical services the Island community depends on.
I know the community is grateful for these services
and the Council is grateful to the community for
all their help and support. Our membership is
up, our Board is fully staffed, and we are looking
forward to a busy and successful year!

Office Hours—We are open Monday and Thursday
from 9:00 a.m. to 5:00 p.m. and from 9:00 a.m. to
4:00 p.m. on Friday. As always, if you need assistance
at other times, please don’t hesitate to call (8463148) and we will do our best to accommodate your
needs. We will be closed Monday September 5 in
observance of Labor Day. The Transfer Station will be
open Monday September 5 from 9:00 to 11:00 a.m.
and Tuesday September 6 from 9:00 a.m. to 5:00 p.m.

all of the adjustments to values were recorded last
year, our total valuation actually went down from
$178,115,150 to $175,151,600. In our Maine Revenue
Services Report of Assessment Review, our certified
ratio changed from 63% to 100%.

Paper Streets—The Board of Selectmen is
holding a series of public hearings on
Wednesday evenings in September for
the various subdivisions containing
paper streets (46). The property owners
who abut the paper streets will be
formally invited. The streets will be
evaluated for potential benefits,
feasibility, financial impact, and legal
considerations
before
appropriate
options are determined. The voters of
Chebeague Island will have the final say
in the disposition of each of the paper streets
through Town Meeting. Please watch for future
updates and notices of hearings scheduled.
Paving Project—The goal of the paving
project is to chip seal almost five miles
of road that has been cold-mix paved
since 2012. This includes portions of
North, South, John Small, Littlefield,
and Roy Hill roads. We will also pave the
entrance to the Transfer Station. We will
mobilize chip seal equipment from Portland
to the Chebeague Public Works Garage beginning
September 5. Work is expected to be completed by
September 9, weather permitting.
Tax Bills—Tax bills were mailed August 19. The 2017
tax rate is $16.35 per thousand. This is an increase

the Island Commons—Chebeague Cares and
Adult Day Care.

services such as meal preparation, assistance with
bathing, an escort to the mainland for medical
appointments, or some errands completed?
Would you, your parent, or a friend like to
join us at the Island Commons for part of the
day to share a meal, some activities, or simply
companionship under the watchful eyes of our
staff?

One Man’s Island by Bob Libby
In many ways September is the greatest month of
change. Many of us living here know this is the best
weather of the year. Spectator sports and politics
get more serious, but the opening of schools is the
most profound change in our daily routines. All
over the island a new schedule is imposed. A new
cadre of students joins older brothers and sisters
riding the boat each morning to mainland schools.
A crew of young girls all assemble in one Islander
row and text their way across the bay. Our younger
children stand early by the edge of paved roads
waiting for Virginia to open the school bus door
and say, “Good morning.”
If you often return on the 2:50 boat, you know
you may sit extra long waiting for the mainland
school bus to deliver young scholars to Cousins
Island wharf. Just one small bus serves the island,
and some of us are old enough to remember all
the drivers going back across the decades: Virginia,
Tommy, Doug, Marshall. Some of us are even old
enough to remember the legend of Med and
Marlene.
Think back to your high school days: what teachers
do you remember? David Campbell still remembers
Jim Chretien, the auto mechanics teacher at Greely
High School fifty years ago. All the retired teachers
on the island still stay in touch with former
students, watching their progress. How many
remember when there was a high school on the
island? Who recalls which islanders commuted to
Portland to go to school?
Everything changes. An elemental excitement fills
the air of September; the annual opening of school
changes everything.

Marty’s Memories: September Sighs by Marty Trower
September is the month when things thin out around
here. Not so many people on the roads biking,
walking, or running; not so many cars parked up the
road from the Stone Pier, at the Island Market, or
at the boat yard. The kids will be in the pool at the
Rec Center, but only during physical education class.
The yellow school bus will be rounding them up and
dropping them off, tanned and eager and ready for
anything. It will be just a little quieter all around.
I remember what a huge wrench it was leaving
around Labor Day to go home to Montreal when I
was a young summer girl. Once, when my best friend
Maggie was leaving for her year-round home a day
before I was, I woke in a state because I had to see
her off at the boat. It was what we did. I was late
and had to run up the road with Skipper, our springer
spaniel, following me and panting.
Later, when I was around ten, I wrote a school essay
about leaving Chebeague in September entitled “A
Thing of Beauty Is a Joy Forever.” Here is an excerpt:

I stopped at the top of the hill, catching my breath,
looking down over the golf course to see the Nellie G,
gleaming white against the racing blue water at the Stone
Pier. When I arrived, Maggie’s mother was in a panic.
Their cat had just had kittens, and she was frantically
trying to stuff them all back into a duffle bag. Furry paws
poked out from the gathers of the drawstring. Then the
little mewing heads. She pushed them back in as if they
were rolled up socks she was packing. Maggie reminded
me to put some flowers on the grave of the bird we’d
found and buried the day before. How sweet it looked,
the violets and Queen Anne’s lace blowing in the breeze,
the wooden cross tied together with grass and the pine
needles and boughs lying beside it! I realized then that
I was spending my last hours in the sunshine of this
beautiful island. Tomorrow, I would be the one on the
boat as the shores faded from sight. Chebeague truly is a
thing of beauty, which will be a joy forever for me.
Chebeague is home now, and I am so grateful. I won’t
forget that tug I felt leaving it each time. I will also
feel that tug when school starts and I am not there.
And I will be missing William.

What’s New at CTC?
CTC Annual Members’ Meeting
The 3rd Annual Member Meeting held on 7/23 was well attended. Following
are the highlights:

ration.

President Mike Conroy called the meeting to order and started the
meeting by recognizing current and past directors. Mike also recognized the contribution of CTC employees and their commitment to customer service and safety.

Carol Sabasteanski presented the Treasurer’s Report. 2015 was a profitable year for CTC with net income approaching $100,000. The company made significant investments in its boats over the last two years to
ensure our service is reliable.

In the President’s Report, Mike discussed the highlights of 2015:
- Strong financial performance despite significant investments in
boats.
- Heightened focus on safety
CTC far exceeds the required safety drills, holds quarterly “all
hands” drills, and received an excellent Coast Guard inspection.

time on the CTC
board, being elected to
the board in 2006.
John has also been
the clerk of the corporation for many years.

during his term. He
has added much to the
organization!
CTC has developed detailed maintenance plans with input from
the crew, mechanic, and boatyard. Both the Piper and Islander received
their renewed 5 year Certificate of Inspection without incident. The Islander
received extensive work, including an overhaul of her engine. Capital improvements in 2015 and early 2016 exceeded $250,000.
- The implementation of Strategic Plan goals.
The company moved forward on its goal to replace the Pied Piper.
The Piper was sold to Maine Maritime Museum. The sale included an emergency back up plan. We engaged a broker to assist in looking for a second
boat. When nothing met our specifications, we began work with a boat
builder to build a new ferry. The cost of the ferry will be paid by a combination of debt, possible grants, and a capital campaign.

In the General Manager’s Report Carol provided an update on 2015
goals, a service report, customer service program statistics, and other
2015 activities. Highlights included:
- Ferry carried over 139,000 passengers. The buses carried nearly
50,000 passengers.
- The Facebook page now has 640 followers.
- The monthly newsletter is emailed to 130 people.

- The email group receiving cancellations/notices is 540 people.

The Recompense Fund Awards $41,000 in New Grants
Chebeague’s community fund at the Maine Community Foundation
provides a way for all of us to make a gift, small or large, toward
sustaining our island as a viable year-round community.

• The Island Commons—toward a new wheelchair accessible van
• The CTC—toward a motorized wheelchair to enable safe transport
• Chebeague Recreation Center—lighting upgrade; engineering
survey of all its facilities to plan for future capital requirements
• The Kids’ Place—an Energy Audit toward economic use of
their facilities year-round
• Stephen L. Ross Scholarship Fund—to broaden support for
scholarships
• Chebeague Parents’ Association—community support series
“Taking Care of our Own” and “Lives in the Balance” series
for school staff and caregivers
• Chebeague Island School—visual arts program – museum
experience with sketching guided by a professional artist
• Chebeague Island School—all-school experience on Cow

A Note From Skip
A “big thanks” for the medical care of Doug Ross and Lindy Smith and our
excellent Rescue Team and Fire Department. I went out on a “fire call” the
night of August 4. Next thing I knew I was at Maine Medical Center with
a heart attack! Thanks also for the hospital care by doctors there in the
Emergency Department. I am home and feeling good! It really pays to be a
firefighter when you need it the most.
