Investments in Our Community
Vantage Foods
August—Vantage Foods announced the establishment of a new case-ready Service Centre in Belleville,
Ontario to centrally process retail-ready fresh meats for supermarkets in Eastern Canada. Case-ready meat
offers many advantages, including improved quality, freshness, and increased selection for consumers.
Because case-ready meat is processed and packaged at a CFIA (Canadian Food Inspection Agency)
inspected facility, rigorous quality control and food safety can be assured. Vantage Foods has been
delivering quality, case-ready fresh meats to progressive supermarkets since 1995. The company currently
operates two production facilities in Western Canada that service The Overwaitea Food Group (owned by
the Jim Pattison Group), Canada Safeway Limited, and the North West Company. It also has a processing
facility in North Carolina that supplies the Lowes and Martin’s retail banners.
Canadian Blast Freezers - Expansion
February – Canadian Blast Freezers announced its plans to expand its Trenton location facility by 40,000
square feet and has partnered with the province to help "strengthen" Quinte West's economy with 150 new jobs. The
expansion has received a helping hand — $861,575 — from Ontario's Rural Economic Development Program. The
state-of-the-art renovation will increase annual sales by almost $40 million, develop new meat products and support
growth opportunities for other businesses in the area, including local pork producers. The new cooking will include
products such as pork chops, sausages and marinated items.

Nestle Canada - Expansion
August—A 30,000-square-foot expansion at Trenton's Nestlé Canada plant will bring new jobs to the city.
The addition, company officials announced , will be added to the plant's west-end creating 28 new jobs. The
expansion, which is currently in the engineering phase, will allow the company to install new products lines
in both the frozen and dehydrated food categories for distribution across the North American market. The
plant currently employs more than 316 people.

Kellogg - Expansion
March – Kellogg Canada likes its Belleville manufacturing plant's productivity — so much so that it's increasing its production capacity and hiring 40 more production workers at the sprawling College Street East
plant. Announced from Kellogg headquarters in Battle Creek, Michigan, Premier Dalton McGuinty joined
Kellogg officials to tout the $100 million plant as the main reason for the $43 million production expansion.
Belleville Kellogg plant now manufactures the company's popular Mini-Wheat brand of breakfast cereals.
The proposed new production line would feature, according to company officials, "advanced foodmanufacturing
techniques making the Belleville plant among the most sophisticated in Kellogg's worldwide operations. Ontario, said the premier's office, is contributing $4.5 million to the $43 million cost of the
production line expansion.
Triangle Fluid Controls - Expansion
Triangle Fluid Controls Ltd. has purchased 6.24 acres from the City of Belleville to construct a new 32,000
sq. ft. facility. Triangle Fluid Controls is a market–driven and technology-based company that specializes in
providing innovative fluid sealing and pump protection products and services to industrial customers
throughout the world. The purchase of this property will pave the way for this company to continue to grow
by expanding their work force and the capabilities of the company. An additional 4-6 full time staff are to
be added to their existing workforce as a result of the expansion .
Procter & Gamble-Expansion
September -In an effort to meet growing consumer demand, Procter and Gamble’s Belleville, Ontario manufacturing facility is undergoing a major expansion creating up to 100 new jobs. The company is investing
between $75-$100 million into the new project, which will increase employment opportunities over the next
five years. The Belleville plant manufactures Feminine Care and Beauty Care products for Procter and
Gamble globally.
Bioniche Life Sciences Grand Opening of Canada’s
Largest Vaccination Manufacturing Facility
April - Bioniche Life Sciences Inc., a research-based, technology-driven Canadian biopharmaceutical company, today officially opened its new Animal Health and Food Safety Vaccine Manufacturing Centre at its
corporate headquarters in Belleville. This facility represents the largest livestock vaccine manufacturing facility in Canada, with capacity to supply Canadian animal vaccine requirements and to meet international
regulatory standards (Good Manufacturing Practice - GMP). This expansion provides Bioniche with the
capability to produce a wide spectrum of vaccines, with fermentation capabilities of up to 5,000 litres and all
downstream processing and supporting utilities and will create up to 60 new jobs.

Belletile Featured in the Globe and Mail
Report on Business
When Atlanta-based Interface Inc. closed its Belleville, Ont., plant in 2009, Rahumathulla Marikkar and his
colleagues saw hope for a different kind of manufacturing. At a time when thousands of manufacturing jobs
were disappearing every month across the country and factories sat idled and shuttered by the recession that
felled Interface’s plant, Mr. Marikkar put together the funding to launch his own business. He took a big risk
and started Belletile, a carpet tile maker. Two years on, he’s hiring and expanding. - Source Globe and Mail—Sat Jun 11 2011

Avaya Receives $5 million Provincial Investment
Ontario is supporting high-value jobs by partnering with a world-leading technology company that is developing new products in Belleville. Avaya Canada’s Belleville location is among the company’s global research and development (R&D) Centres of Excellence. The Belleville team is active in the development of
Avaya Flare Experience, one of the company’s flagship products, which integrates voice, text, and video
communications. This technology helps a business operate more efficiently and makes it possible for families to work from home and avoid commuting. Ontario announced a $5 million investment with Avaya to
help strengthen the company’s R&D capabilities in Belleville and Ottawa, securing at least 350 good R&D
jobs in Ontario. In Belleville, Avaya has just hired several new university engineering graduates and experienced software design engineers, with more recruitment to follow.

The base expansion projects continue to be strong and prosperous for the region. The Basse’s three main
priorities: Operational Success, People, and Implementation of Air Force Transformational Activities. Currently, over $250 million worth of construction and infrastructure projects are underway at the base, involving 57 subcontractors from within a 100-km radius.
A total of $870 million worth of future projects are to be completed
over the next 5 to 10 years. The construction of the Maintenance Hangar #1 will be 27,000 square metres, with a construction value of $87.4
million, making it one of the largest in Air Force history. Some of the
future projects include a fire hall, family medical clinic, Highway 2
crossover, and 3rd Yukon lodge building.
Aerospace Sector and Food Processing Sector
Lead Generation Projects
Recognizing the opportunities in food processing and aerospace in the Bay of Quinte Region the Department
of Foreign Affairs and International Trade Canada provided funding to the QEDC through the Invest Canada
Community Initiative (ICCI) to enhance the capability and effectiveness of the Bay of Quinte Region to attract employment-creating foreign direct investment (FDI) by providing them assistance in developing foreign direct investment attraction, retention and expansion initiatives. ICCI funding for Quinte supported the
utilization of lead generation services to identify and target companies in the food processing and aerospace
sector.
1. Food Processing Sector
Background: The QEDC continues to focus on the food processing sector as a priority for both retention
and investment attraction. Nestle, Parmalat Canada, Saputo Foods Ltd., Kellogg, as well as small niche
food companies operate in Bay of Quinte. They are members of a food processing cluster that offers fullservice customer support. Companies here meet industry requirements for safe quality food, refrigeration,
frozen storage logistics, customized training including HACCP,
stainless fabrication—and more.
2. Aerospace Sector
Background: The Bay of Quinte region hosts dynamic and growing aerospace companies as diverse as Canadian Airborne Systems, Lockheed Martin and L3 Communications. These companies and other aviation
related businesses benefit from their close proximity to 8 Wing/CFB Trenton, Canada’s largest air force base
which is undergoing approximately $1 billion in infrastructure spending and has new aircraft fleets at the
base. Available, highly skilled military trained workers provide opportunities for private sector companies to
access a vast talent pool in the aerospace sectors. Opportunities exist for parts, components, subassemblies,
engineering support etc. Private sector / non-military related MRO opportunities are not currently available
at the base.

Eastern Ontario Manufacturing Productivity Jump Teams - Completed March 31 2011
As a result of discussions held the Economic Development Summit held in June 2010, which brought together key private industry leaders to identify and prioritize what we need to do together to pursue opportunities and overcome challenges in the Eastern Ontario economy, a project was developed to assist manufacturers in having their operations assessed and recommendations made available to them on how to improve.
The QEDC was approached regarding the pilot project and took the reins and implemented the initiative named “Manufacturing Productivity Jump Teams”. The project allowed for 12 manufacturers to
participate. Although administered through the QEDC, the Manufacturing Resource Centre oversaw
the day-to-day progression of the project.
The Government of Canada provided the project funding of $180,000 through the Regional Development component of the Eastern Ontario Development Program (EODP) which is delivered by the
Federal Economic Development Agency for Southern Ontario (FedDev Ontario). The assessment
consultants included Business Development Bank of Canada (BDC) and the Loyalist Training &
knowledge Centre (LTKC). The Project completion date was March 31 2011.
In addition to the assessment/ recommendations portion of the project, an Eastern Ontario Manufacturers Symposium
was held on March 22 and featured guest speaker Ian Percy—More on Symposium on Page 10

QEDC Unveils New Brand
The QEDC Board of Directors unveiled a new marketing brand, which has been designed to build on the already existing Bay of Quinte brand partnership between the QEDC and the Bay of Quinte Tourist Council. The focus of the
branding re-development was to create a logo / brand that is recognizable and related to the Bay of Quinte Tourist
Council tourism brand but differentiated enough to make it separate and recognizable as the QEDC.
There are numerous benefits by implementing cross promotional opportunities between tourism and
economic development. The use of Bay of Quinte with the maple leaf leverages the Canada brand
which has fantastic brand recognition. Canada Ranked #1 in 2010 in the Nation Brand Index.

Quinte Business Development Centre Re-Launch
For more than 10 years the Quinte Business Development Centre (QBDC) has only been referred to as a location. Now
it will be recognized as a separate entity. Housed under one roof in the Pioneer building at Loyalist College are eight
distinct agencies, all sharing the same objective -- improve Quinte's local economic landscape and create jobs within
the communities of Belleville, Quinte West and Picton. The Business Development Bank of Canada, Loyalist Training
& Knowledge Centre, Manufacturing Resource Centre, Ministry of Agriculture -Food & Rural Affairs, National Research Council, Quinte Economic Development Commission, Small Business Centre, and Trenval Business
Development Corporation all were present to officially launch the QBDC brand to the general public.
The QBDC is now an entity where individuals and
businesses both large and small can come to address
issues related to their business needs. With all partners being located all at the same place it's cost effective for the agencies and more importantly it’s much
more convenient for the folks who are starting new
businesses or (expect to hire) people.
Chris King, CEO, QEDC
The QBDC's goals is to help people who are looking
to start new businesses, get access to skills training
and research and development, as well as helping
business managers to benefiting from provincial
government assistance programs.

Manufacturing Resource Centre
In 2011, the QEDC’s Manufacturing Resource Centre (MRC) continued to provide the local manufacturing
community with excellent services as the “go to” resource to can assist them with operating their businesses.
Many organizations are stretched to the maximum running their day-to-day business. They have little or no
time or resources for issues such as investigating government funding programs, keeping abreast of government legislation or coordinating training with other companies. Since inception
MRC has assisted local companies on a wide range of issues and has helped local companies access approximately $22 million in funding leveraging over $148 million in total project investment. In addition the
MRC has helped deliver a range programs and initiatives focused on improving productivity and innovation
in the local manufacturing sector.

“Design-Build” . The traditional approach for construction projects consists of the appointment of a designer on one side, and the appointment of a contractor on the other side. The
design–build procurement route changes the traditional sequence of work. It answers the
client's wishes for a single-point of responsibility in an attempt to reduce risks and overall
costs. Over 30 manufacturing representatives attended the event.
