Background
Autumn Lakes is a Master Plan Development by way of plat, not by a Planned Unit Development
overlay. The original Master Plan was adopted on May 19, 2003. Section 5 is the last section of the
development. On January 6, 2014, the Commission approved the preliminary plat for Autumn Lakes,
Section 5.

The property is undeveloped with a portion of the property within the Flood Zone AE. Portions of
approximately six lots are located in the AE Zone.

The site is heavily vegetated with 35 protected trees onsite. A tree disposition plan has been approved
for this section as well as the 36.3 acre Nature Preserve to the south and west of the site. Between the
two sections, approximately 70% of the protected trees will be preserved.
The surrounding area has transitioned from rural to auto-suburban character with an established large
lot semi-rural neighborhood to the east.

All of Autumn Lakes, Section 5 will be accessed by Grissom Road via Abigail Lane (internal road of
Autumn Lakes Section 4). This section will only have one access point, consistent with the approved
Master Plan of 2003. This section will not have any access to Massengale Lane.

Grissom Road is classified as a collector and proposed to become a minor arterial in the 2011 Master
Mobility Plan.

Water and sanitary sewer service are available to this site from existing 8-inch lines located at Abigail
Lane. An additional water line is being extended into the adjacent subdivision to provide for fire
protection through a 15’ reserve near Lot 61 of Block 1 at Massengale Lane. Infrastructure Plans for
Section 5 were approved on July 28, 2014.
The City Engineer will require that a letter of credit be submitted in order to record the plat prior to
completion of the infrastructure. Otherwise, the plat will be recorded after the public infrastructure’s
acceptance by City Council.
Staff finds that the plat conforms to the general plan for the extension of the municipal roads, streets,
and public highways, taking into account access to and extension of sewer and water mains and the
instrumentalities of public utilities.
Parks
Requirements
On June 18, 2003, Parks Board approved the HOA parkland for the Autumn Lakes Subdivision. The
development is required to have 3.5 acres of HOA parkland. However, the Parks Board gave HOA
credit for a 33 ½ acre Park/Nature Preserve consisting of green space, detention and wildlife areas
which meanders along the eastern portion of Sections 1 and 4, directly adjacent to Clear Creek. Parks
fees in the sum of $21,200 ($200 per lot) were paid to the City on October, 6, 2014.

Staff finds that the plat conforms to the subdivision regulations of Section 102 of the League City
Municipal Code and Section 212 of the Texas Local Government Code.
