I am continuing to fight to improve transportation for our Leeward residents every day,
which is why I am proud to announce that in a unanimous decision, The Honolulu City Council
last week approved the budget for Fiscal Year 2017, which includes a nearly $140 million
budget amendment to increase access on our roads, repave streets in our
communities, and provide overall transportation relief on the Leeward Coast.

Along with improving transportation, I am dedicated to continue revitalizing the parks
that we cherish every day. After multiple meetings and discussions with the Kapolei
Neighborhood Board and members of our community, I made a request in the FY16 budget to
allocate $1,000,000 for planning, designing and construction of a master plan for the skate
park and lighting improvements throughout Kapolei Regional Park for improved safety.
Mahalo to our community members for staying involved with our City’s budget process and for
your support and testimonies in getting this legislation passed. I am committed to working
with the City and State to ensure that as we enter into this upcoming legislative year, our
community’s voice continues to be heard.
2016 District 1 Budget Amendments include:
MAKAKILO DRIVE EXTENSION
$1,500,000 for designing a second access roadway from Makakilo Drive to the H-1 Freeway.
KAPOLEI REGIONAL PARK EXPANSION
$1,000,000 for planning, designing and construction of master plan for skate park and lighting
improvements throughout the park for improved safety.
REHABILITATION OF STREETS
$135,000,000 for designing, constructing, and
inspecting streets and related improvements throughout
Oahu, including streets in Kapolei, Ewa Beach,
Nanakuli, Makaha and Waianae.

HONOULIULI WASTEWATER BASIN ODOR
CONTROL
$1,501,000 for design, construction and inspection of
odor control improvements.
RECREATION DISTRICT NO.3 IMPROVEMENTS
$1,500,000 for planning, designing, construction,
inspection, and providing related equipment for park
improvements.
LEEWARD COAST PARKS IMPROVEMENTS
$1,350,000 for designing and constructing
improvements to parks in Nanakuli and other
neighborhoods along Leeward Coast.
Councilmember Pine and Kapolei Skateboarders, who
showed up to the June Full Council Meeting to testify in
support of the budget amendment to allocate funding
toward improving Kapolei Regional Park and the skate
park.
INCREASING LIFEGUARD COVERAGE HOURS
$975,000 for the first of the five year plan to fund increased coverage at beaches throughout Oahu and
to purchase new lifesaving equipment including new rescue personal watercraft.

Sales for the new Hampton Inn & Suites by Hilton Oahu-Kapolei
—expected to open in the Ka Makana Alii Shopping Center this
September 2016. Now she will be working directly out of Kapolei,
decreasing her commute from 2 hours to 15 minutes.

at the job fair— in which they are seeking to fill 30 full-time

installment of funds for design of the roadway. R.M Towill
Corporation has been working on a new design that significantly
reduces the initial construction costs— by altering the previous
design which included plans of a bridge, and replacing it with
embankments that would be filled to provide a similar capacity,
slope, and route to the road that will still be equipped with two lanes
in each direction.

New design details included rerouting the extension which eliminate
several lengths that were to be elevated. Additionally, the project
has been value engineered to not incorporate other elements like
extra wide sidewalks, medians with planters, and bike lanes.
Together, these changes will significantly reduce the “Complete
Street” projects costs.
Additionally, this year’s CIP for $1.5 million compliments the
$3 million already allocated in the prior fiscal years for
