The industry continues to rebound from the setbacks experienced by many of us in 2008. Significant growth
backed by pent-up demand has led to a robust construction market. Along with this growth has come the
reinforced reality that the construction industry has a dire need for future workers. We have our work cut
out for us as we compete with other industries in finding and attracting millennials into construction.
To that end, last year, AGC of Ohio, all of our divisions and the Ohio Contractors Association worked together
to create a construction workforce development tool – BuildOhio.org. Still in its infancy, this workforce tool
has shown great promise in explaining and highlighting this industry and all of its complexity. If you haven’t
logged on to this site, please take a few minutes and familiarize yourself with this wonderful marketing tool.
We also finalized and launched our Construction Reform project delivery resource – the “Ohio Guide to
Project Delivery Systems.” This took longer than anticipated as we condensed more than 130 pages of
governmental language into a 20-page booklet. This guide highlights the important owner and contractor
steps that need to be followed when using one of the delivery systems available in public construction
today. This copyrighted tool will, no doubt, continue to keep the AGC in the forefront of construction in
Ohio.
Legislatively, AGC of Ohio is once again leading in important changes to protect our industry. We have
legislation before the Ohio Legislature that will prohibit local governments from requiring construction
workers to be residents of the community where they are working. Several large cities in Ohio have been
attempting to mandate these so-called residency requirements on public works projects. At this writing,
two identical bills have passed each chamber of the Ohio General Assembly. One of those two bills need
to pass the other legislative chamber before it can be sent to the Governor for his approval. We’re hopeful
this will be concluded before the end of the year.
One of the privileges of being AGC of Ohio’s President is being able to choose the site for our annual
convention. I have selected the Mexican Riviera as our destination. We will be staying at the Paradisus
La Perla – an all-inclusive beachfront resort. The dates for this convention are Sunday, February 28th to
Saturday, March 5th. I invite each and every one of you to attend.
In closing, I am enjoying my term as the AGC of Ohio President. It is truly an honor to serve all of
you. Thank you for your support of AGC!

It has been an honor to serve as the Chairman for Build Ohio 2015. On behalf of all of the Build Ohio
judges and the AGC of Ohio Board of Directors, I would personally like to thank each and every one of you
who attends and supports the Build Ohio Celebration on November 6.
This year marks the 24th anniversary for Build Ohio, a long way from the first event and awards competition
held in 1992. Since then, Build Ohio has grown from 20 entries in four construction categories to this year’s
28 entries in eight categories. Around 180 people attended the event in 1992; this year we expect more
than 400 guest.
Build Ohio showcases contractors’ skill, craftsmanship, attention to detail, and the utmost professional
talent that the state of Ohio has to offer. The awards program recognizes large and small companies alike.
This year’s Build Ohio competition is comprised of eight categories: Renovation Under $20 Million,
Renovation Over $20 Million, Industrial/Heavy, Specialty, New Construction Under $30 Million, New
Construction $30-100 Million, and New Construction Over $100 Million. The sizes of the projects entered
range from $120,000 to hundreds of millions of dollars.
Our judges were given the extremely difficult task of selecting one winner for each category. Yet, we
acknowledge each and every project submitted. Regardless of the outcome, every single project is to be
recognized for its creativity, challenges, uniqueness, and precision of work.
Congratulations this year’s 28 entrants for such astounding construction! I thank each and every
one of you that attend Build Ohio to help us celebrate this talented group of contractors.
IN MEMORIAM
As we revel in the accomplishments of the construction industry, AGC of Ohio would like to take a moment to celebrate the life of an association leader and AGC of Ohio founding Father lost over the past
year:
FRANCIS “FRAN” DUGAN
Francis R. Dugan passed away last December at the age of 87. Fran, former
CEO of Dugan & Meyers Construction Co., worked with other Ohio contractors
to create AGC of Ohio in 1970, and served as the associations fifth president
in 1974. He was also very engaged with the Cincinnati AGC, Allied Construction
Industries and the American Institute of Constructors. Fran’s commitment
and leadership to AGC helped the association grow to become Ohio’s leading
association for commercial builders.

ABOUT BUILD OHIO
Established in 1991, AGC of Ohio’s Build Ohio celebrates the commercial construction industry in Ohio.
AGC of Ohio and its leadership created the program to signify the greatness of the building industry and
recognize contractors for construction excellence. The program was modeled after AGC of America’s
Build America.
There are two components of Build Ohio: an awards competition with seven different categories that
honors contractors for achieving excellence in construction of a single project; and the Build Ohio
Celebration that commemorates the accomplishments of AGC members and the association itself.
A panel of retired construction professionals selects the winners of the Build Ohio awards. The panel
closely examines the submitted projects and how they address the Build Ohio criteria: excellence in project
management and client service; innovation in construction techniques and materials; and meeting the
challenge of a difficult job. In the specialty category, projects are evaluated on five criteria: performance
as it relates to schedule; client service excellence; meeting the challenge of a difficult job; craftsmanship;
and innovations in construction techniques and materials. Award winners are not disclosed until they are
announced for the first time during the Build Ohio Celebration.
Each category winner will receive the prestigious bronze and green marble Build Ohio award. The Build
Ohio award is custom-made and is exclusive to AGC of Ohio. A sculptor was commissioned in 1992 to
create the bronze figurines, and they continue today to be hand-molded. The bronze statue sits atop the
outline of the state, symbolizing a look towards the future of construction in Ohio. The green marble base
represents the sturdiness of projects completed by AGC of Ohio members.

Two of the latest Ohio CSEA winners - Elford, Inc.
and Tuttle Construction - were among the 37 firms
named the nation’s safest construction companies
in the by AGC of America in the national CSEA sponsored by Willis. The winners were selected during
AGC of America’s annual convention in early March.
CSEA awards are distributed for a number of categories based on the amount and type of work performed. The number of entries are narrowed by a
panel of AGC member construction safety professionals, and award winners were selected by a panel of five independent safety professionals within
the government, corporate and insurance industries. Final judging for the awards program took
place during the convention, where companies
made presentations about their programs.
