County programs and resources. Enclosed is an update on the construction of the Rowland Heights Community Center as
well as programs offered through your local library, law enforcement, parks, senior service facilities and more. Please save

Community Updates
Plans for the Rowland Heights Community Center Moving Forward
A new County facility has been designed specifically to provide recreation and community
resources for Rowland Heights families! The new center will be located at Pathfinder
Community Regional Park on the lower level. With the input from a Community Advisory
Committee and community members, a design was developed to offer a variety of programs for
all ages. The new 16,700 square foot facility has a development budget of $18 million and will
include a multi-purpose room with a stage that will accommodate banquet style seating for up
to 300 people and performance style
seating for up to 581 people. Also
included in the design is an exercise
studio, arts and crafts room, gallery,
computer room, catering kitchen, new
tennis courts, new basketball court,
and expanded on-site parking. The new
County-owned facility was designed by
Gonzalez-Goodale Architects and upon completion will be operated by the
Los Angeles County Department of Parks and Recreation. To learn more about

What is Redistricting?
Every ten years, the United States Census Bureau
attempts to count every person in the country.
After the last Census, the population of Los Angeles
County was divided as evenly as possible into five
supervisorial districts for the Board of Supervisors.
How was Redistricting Completed?
The Board is required to adjust the boundaries of
any or all of the supervisorial districts following
each census to ensure fair representation and
ensure that districts are equal in population.
Thousands of individuals and members of
community groups participated in the redistricting
process, including members of the Rowland Heights
community, through community workshops, public
hearings and online. The boundary lines were
redrawn which resulted in the Fourth Supervisorial
District representing all of Rowland Heights. See
map on page 16.

Inclusive Skate Clinics!
Skate clinics, co-sponsored by Parks and Recreation
and the Skate Connection, helps all skaters, but
focuses on youth with disabilities. On Saturday,
February 11, 2012, Rowland Heights Park hosted its
first skating clinic for skaters with and without disabilities (see photos on
page 5). There were nearly 100 skaters in attendance. Information on

Sheriff’s Discuss Realignment
with the Community
On Friday, March 16, 2012, the Rowland Heights Community Coordinating
Council (RHCCC) heard concerns from residents about the Realignment (or
transfer) of prisoners from the State to the Los Angeles County public safety
system and early release programs. State Assemblymember Curt Hagman was
joined by Chief James Lopez, Sheriff’s Department, Captain Dave Halm of the
Walnut/Diamond Bar Sheriff’s Station and Dickie Simmons of the Fourth
Supervisorial District, to answer questions. Details were discussed on how the
program is designed to work, how the Sheriff’s Department plans to implement
their new assignments, and the affect it will have on local communities. For

Coordinating Council (RHCCC)

All Rowland Heights residents are invited to attend the RHCCC
meetings. The RHCCC is a non-profit organization working to improve
the quality of life for Rowland Heights residents. Working in partnership
with local elected officials, the RHCCC is a forum where residents can
obtain information on development proposals, identify and discuss
local problems and issues, express concerns and propose

Named 2012 Woman of the Year
The State Assembly recently recognized Elizabeth Hojnacke
as 2012 Woman of the Year for her outstanding
accomplishments within the community of
Rowland Heights. As President of the
Rowland Heights Community Coordinating
Council, “Beth” is an advocate and a driving
force on behalf of residents. She is fiercely
committed to tackling any issue that affects
Rowland Heights and her leadership abilities
have enabled her to work successfully in
partnership with local government. We salute
Beth Hojnacke on all her achievements on
behalf of the community.

Nogales Street Grade Separation
Waiting for a passing train at train crossings can be frustrating!
The Alameda Corridor East Construction Authority (ACE), in conjunction
with the Department of Public Works and the
City of Industry, is completing design on a grade
separation project on Nogales Street at the
Union Pacific Railroad crossing. The project
will enhance safety, reduce traffic congestion,
and improve emergency response.
ACE estimates that construction will begin
mid-2012 and will take approximately three
years to complete.

A deadly plant disease called
Huanglongbing (HLB), also known
as citrus greening disease, has been
found in your area and could be a
death sentence for backyard citrus trees.
The disease is spread by a pest called the Asian citrus psyllid.
In order to save our citrus, you should:
• Keep Homegrown Citrus at Home. Your area is under
quarantine. Reduce the spread of citrus diseases by not
moving your homegrown citrus fruit or plants out of
quarantine areas.
• Inspect Citrus Plants Regularly. Symptoms of the
disease include yellow mottling of the leaves, lopsided fruit
and excessive fruit drop. Psyllids and eggs are typically
found on new shoots.
• Check Citrus Plant Suppliers. Only buy citrus plants
from a reputable, licensed California nursery.
• Avoid Fines and Penalties. If you knowingly purchase
citrus in violation of quarantine regulations and
requirements, the penalties could range from $1,100 to
$60,000 per violation.

The Youth Athletic League (YAL) programs are held yearround and provide recreational, mentoring, and tutoring
programs for the youth of Rowland Heights between the
ages of eight and sixteen. Youth can participate in table
tennis, basketball, billiards, flag football, foosball, air
hockey, softball, soccer, video games, and arts and crafts.
The park has internet access and offers homework
assistance with rewards for good grades. The YAL also
has boxing, weight training equipment, martial arts and
wrestling, which are very popular. Each year a
representative from the YAL also participates in the Soap
Box Derby.
Recipes for Healthy Drinks:
Enjoy some refreshing alternatives to sugar-loaded drinks:
Watermelon Delight: Blend 1/2 cup diced watermelon with 1/2 cup
water, strain pulp, and add a lime slice.
Citrus Light: Cut up oranges, limes, and cucumbers, and place them in a
pitcher of water for 2 hours. Strain and serve.
Grape Sparkler: Mash a handful of sweet grapes into a bowl, pour the juice
into a glass, and fill it to the top with seltzer water.
Lite Lemonade: Mix juice from 1 squeezed lemon with 1 cup water, then
add a few drops of honey for sweetness.
Watermelon Lemonade: Puree 4 cups of cubed seedless watermelon with
the juice from 3 lemons and pour over ice.
Fresh Fruit Cooler: Blend 1/2 cup ice, 3/4 cup sugar-free sparkling
water, and 1/3 cup melons or berries until slushy. Garnish with mint leaves
or citrus slice.
Tropical Smoothie: In a blender, puree melon chunks or peach slices
with fat-free (skim) milk, crushed ice, and a touch of ginger or cinnamon
until smooth.
The YAL Deputy escorts and supervises participants on
numerous field trips throughout the year. YAL youth are
active in the community, participating in such events as the
Buckboard Days festival and parade, Safe Community
Week events, National Night Out, and Red Ribbon Week
activities which reinforce anti-drug and gang messages.
YAL youth also assist with the annual Christmas Toy GiveAway program which provides toys each year for less
fortunate children.

The Safely Surrendered Baby Law allows an
individual to safely give up an unwanted infant
without arrest or prosecution as long as the baby has not been
abused or neglected. No names need to be given when the baby
is surrendered. Parents are permitted to bring a baby within three
days of birth to any designated hospital or designated fire station
in Los Angeles County. The baby will be placed in a pre-adoptive
home while the adoption process gets underway.

California State law now requires all homeowners to install carbon
monoxide detectors in their homes. Carbon monoxide poisoning
claims lives every year and sends more than 20,000 people to
emergency rooms across the nation. It is a colorless, odorless gas
that is produced when fuel such as gas, oil, kerosene, wood, or
charcoal is burned. Heaters, fireplaces, furnaces and many
appliances and cooking devices can produce carbon monoxide.

floor and outside each sleeping area.

for the Monterey Park Fire Department
prepared Captain Miller for promotion
through the Los Angeles County Fire
Department. With 32 years of service, his
assignments included Fire Fighter, Fire
Fighter Paramedic, Engineer, Fire Prevention Inspector, and in
2000 he was promoted to Fire Captain.
Assigned to Fire Station 119 for the past three years,
Captain Miller enjoys the peaceful surroundings of
Rowland Heights and Diamond Bar. He takes pride in
overseeing the training of paramedics at his station and has also
worked with the Rescue Youth Program where firefighters serve
as mentors to local at-risk youth. He noted several fires and
rescues were memorable, but what stands out is the positive
interaction with the public. When off duty, his priority is to
spend time with family and friends. Miller has been married to
his wife for 32 years and they have two sons.

Passes Healthy Design Ordinance
On January 24, 2012, the Los Angeles County Board
of Supervisors adopted the Healthy Design Ordinance.
This ordinance requires new developments to have
wider sidewalks, bicycle parking, and other changes that
promotes exercise and reduces obesity. It will also improve
access to healthy, fresh foods by making it easier to
hold farmers’ markets and start community gardens.

Commercial Waste Collection Improvements
The Board of Supervisors awarded franchise agreements to
qualified solid waste haulers for commercial waste collection
services. Beginning July 1, 2012, all Rowland Heights residents
and businesses that utilize dumpster/roll-off trash collection
service, such as commercial and multifamily properties, will begin
to receive new and improved trash collection service. The new
franchise system will replace the current open-market system and
addresses new State recycling laws, public attitudes towards
protecting the environment, customers’ desire for improved
recycling and collection services, and diminishing space in landfills.
Customers will receive: free recycling services, bulky item and
electronic waste collection, holiday tree collection, clean fuel
collection trucks to reduce air pollution, and noise. Contact
