RISK MANAGEMENT OF ACTIVITIES Schools and activities/athletic personnel operate in an environment of legal exposure. Please make note of the following in order to help minimize the legal exposure with regard to liability for sports injuries to student-/athletes. Planning ● Keep record of practice plans. ○ Include all water breaks, conditioning drills and areas of instruction. Supervision ● Never leave your students unattended. Instruction ● Always teach the proper techniques in your activity and constantly emphasize any safety precautions your students may need to know. ● Keep detailed records of when you taught the proper techniques that could present legal problems (example, correct tackling technique). Warnings ● Warn students of both the general nature of the risks involved in an activity and the specific risks involved in using improper or dangerous techniques while participating in an activity. Safe Practice/Competition Environment ● Do not put a participant in a position of unnecessary risk. ● If you notice any unsafe conditions with regard to your practice/game facilities, please let the AD know immediately. Protective Athletic Equipment ● Ensure that all of your students wear all of the protective gear required for a specific activity. ● Carefully inspect (and show your students how to inspect) the protective equipment. Matching and Equating Participants ● Exercise reasonable care in matching athletic participants for gym class activities, practices and other competitive situations. Evaluating Players for Injury and Lack of Physical Conditioning ● Make sure a progression of skills is taught prior to attempting an advanced maneuver in an activity. ● Encourage your players to promptly report an injury. ○ Avoid creating a “suck it up” or “play through it” atmosphere. ○ Require players to get a release prior to returning to activity. Medical Assistance ● Student Medical Information ○ Always have a properly supplied medical kit and student EMA (emergency medical authorization) forms with you at practices and games. COMMUNICATION WITH PARENT/GUARDIANS AND PARTICIPANTS When difficult issues arise, such as discipline, participant performance and dissatisfaction it is important that we have proper communication by all parties in order to reach a positive resolution. This guide provides a chain of communication that will maintain and build positive relationships. ● Step One: Coach/Sponsor- - Athlete/Participant Session ○ If a student participant or his/her parent has any issue or problem with the activity experience, the student participant is expected to address the coach/sponsor first. Coaches are should keep open lines of communication with student participants. ● Step Two. Coach/Sponsor- - Parent/Guardian- - Athlete/Participant Session ○ If an issue has not been resolved in step one, the next step in the communication process is a meeting with parents/guardians. The guideline is to set an appointment at the coach's/sponsor’s discretion. If the issue is emotional, the “24 hour rule” should be followed in scheduling the appointment. The parent or player/participant should define the purpose of the session when the appointment is set. ● Step Three: AD - Coach/Sponsor - -Parent/Guardian- - Athlete/Participant Session ○ If an issue is not resolved in Step Two, the next step may be initiated by any party. Using the same process as above, an appointment is set and all parties define the purpose of the meeting. EQUIPMENT AND SUPPLIES ● ● ● The coach/sponsor will maintain an inventory system of equipment and supplies. At the end of each season, the coach/sponsor will submit an accurate inventory of all equipment and supplies to the AD. All students participating in activity programs will be expected to use the equipment provided by the Basehor-Linwood School District unless approved by BLMS Coaching Staff and Administration. Any student approved to wear personal equipment must sign a liability waiver before participation of any type. All school issued uniforms, equipment and supplies must be returned in good condition. All items checked out to students are the responsibility of that student. Students will be held financially responsible for items not returned or items returned in poor condition. COACH/SPONSOR EVALUATIONS ● ● ● AD will submit written evaluations for head coaches. Head coaches will be ask to meet at the end of each season to discuss the evaluation and program needs. Head coaches/sponsors will submit a season assessment/self evaluation and written evaluations for each assistant coach. Head coaches are encouraged to conduct individual meetings with assistant coaches at the end of each season. Assistant coaches will each submit a season assessment/self evaluation. KSHSAA GUIDELINES FOR LIGHTNING SAFETY 1. WHEN THUNDER IS HEARD OR CLOUD-TO-GROUND LIGHTNING IS SEEN, THE LEADING EDGE OF THE THUNDERSTORM IS CLOSE ENOUGH TO POSE A LIGHTNING RISK. SUSPEND PLAY AND TAKE SHELTER IMMEDIATELY. 2. ONCE PLAY HAS BEEN SUSPENDED, WAIT AT LEAST 30 MINUTES FROM THE LAST SOUND OF THUNDER OR LIGHTNING STRIKE WITNESSED BEFORE RESUMING THE ACTIVITY. 3. ANY SUBSEQUENT THUNDER OR LIGHTNING STRIKE DURING THE 30 MINUTE WAITING PERIOD RESETS THE CLOCK, AND A NEW 30 MINUTE WAITING PERIOD BEGINS. ANYTIME LIGHTNING CAN BE SEEN OR THUNDER HEARD, RISK IS PRESENT! ● It is the responsibility of the game official to suspend or discontinue play based on information from school administration. In cooperation with game officials, school administration may cancel the competition immediately or agree to wait for severe weather to subside. ICE AND SNOW ● Any time school is dismissed during the school day because of inclement weather, all student activities including athletic/activity practice sessions, performing arts practices, athletic contests, performing arts productions, concerts or contests are postponed. They may be rescheduled at a later date. Should school be canceled prior to the beginning of class for the school day due to snow, ice or other inclement weather, athletic practice and contests, and performing arts practice and performances will be cancelled, unless building and district administration has agreed to allow for events to be held later in the day. KSHSAA HEAT GUIDELINES KSHSAA CONCUSSION/HEAD INJURY GUIDELINES FACILITY USAGE GUIDELINES ● The AD in cooperation with building administration will handle all building usage requests. ● ● ● There will not be charges to coaches for use of middle school facilities for programs that benefit Basehor-Linwood Middle School Students. Conditions: ○ Coaches are responsible for any incurred expense during the event. ○ The activity is scheduled so as not to incur any additional labor hours. ○ Coaches should complete a Facility Usage Request Form ○ Coaches are responsible for set up, clean up, safety and security during their reservation time. Outside Organizations ○ The AD in cooperation with building administration will handle all building usage requests. ○ Programs made up of Basehor-Linwood Students will be given first consideration for reserving facilities. ○ Fees will be charged based on the district facility usage policies. ○ Facility usage requests must be completed and approved. FORMS FOR STUDENT PARTICIPATION ● Students must have all of the following forms on file prior to being allowed to participate in athletics and on spirit squads at BLMS. All forms must be signed and submitted yearly. ○ KSHSAA Pre-Participation Physical Evaluation Form ■ Must be completed each year AFTER May 1st ■ Must use KSHSAA Form ■ Access KSHSAA Physical Form by going to www.kshsaa.org and clicking on “Sports Medicine and Safety” in the KSHSAA Links. You will then click on the “Physical Form” option. ○ KSHSAA Concussion Form ■ Access KSHSAA Concussion by going to www.kshsaa.org and clicking on “Sports Medicine and Safety” in the KSHSAA Links. You will then click on the “Concussion Guidelines and Educational Resources” option. ○ Consent to Treat - see attached (pg. 18) ○ BLMS Handbook Sign Off Agreement - see attached (pg. 19) ATHLETIC/ACTIVITY ELIGIBILITY ● All students involved in any school sponsored activity or athletic event will be subject to the eligibility requirements listed below. This includes all athletics, curricular trip and fine arts performances. ○ Students must earn a 70% or higher in all classes (core and elective) to perform and or compete. ○ A grade check will be conducted each Friday. The teachers will submit names of any student earning less than 70% Ineligibility will not be reported the first two weeks of any quarter or on weeks with three days or less. Midterm emails will serve as ineligibility notification that week. Quarter grades will serve as the ineligibility notification the last week of each quarter. ○ Coaches may recommend after school study hall for those below 70%. Students that are ineligible will not take part in competition for one week, from Friday to the following Friday, after the ineligibility letter has been issued. ○ Students may attend practice to watch and learn assignments but not take part. ○ It is the student’s and parent’s responsibility to open and read the ineligibility letter sent via email. It is the coach's' responsibility to enforce the participation portion of this rule. The student will know on Friday after reading their email that they are ineligible from Friday to Friday. ○ Students cannot be reinstated into competition or performances, until they are off the ineligibility list. ○ Students receiving a total of 5 points for discipline referrals and/or in violation of coach/team policy (these may differ per sport) will be recommended for removal from the team. Any student receiving a second OSS during that season will be dismissed from the team. CODE OF CONDUCT ● OSS/Alcohol/Drugs/Tobacco ○ First Offense - suspended 3 competition dates - parents contact ○ Second Offense - removal from extracurricular activities for the remainder of the year. ● ISS ○ ○ First Offense - suspended for 1 competition date - parent contact Second Offense - suspended for the remainder of that activity ○ Third Offense - removal from all extracurricular activities for the remainder of the year. ● Detention/Unexcused Absences ○ First Offense - team discipline determined by coach. (revised 8/16/16) ○ Second Offense - suspended 1 competition. (revised 8/16/16) ○ Third Offense - removal for the remainder of the season. ● Additional Team Rules Violation ○ “3 strike policy” ■ All of the above policies will be considered a “strike”. ■ Coaches of each program will develop policies specific to their program that may be considered a strike if violated. ■ After a combination of three “strikes from the Code of Conduct and/or Team Policy the student will be dismissed from the team. There may be occasions where circumstances may dictate that other considerations be applied. In these cases, administration will work with staff, student, parents and coaches to resolve the situation, on a case by case basis. TRANSPORTATION POLICY All students are expected to ride to events on district provided transportation when district transportation is provided. Students are encouraged (some coaches may require) to stay for the entire event, including both JV & Varsity. With the coach's permission, students may sign out to ride home with their parent or guardian. Any parent requesting a student to ride home with someone other than the student's parent/guardian, must request and be granted permission from building administration prior to the event. PRACTICE SCHEDULE ● Coaches will prepare and submit a practice schedules at the beginning of the season, which will include practice starting and ending times. ○ Coaches will be expected to begin and end practices at the scheduled time. ○ Prior to changing a practice time or canceling a practice, coaches will notify administration and team members will be given a 48 hour notice. ○ STUDENT PICK-UP: Students that, attend or participate in any event after buses run should make plans ahead of time to be picked up by parents. Because our staff has responsibilities outside of school, it is unreasonable for parents to expect staff to wait and supervise students more than 10 minutes after the conclusion of that activity, dance or athletic event. If a student is not picked up within these guidelines they may be removed from further attendance, or participation. SCHOOL ATTENDANCE Students are expected to be in school for the full day on game days. If a student must be absence, they must be in attendance by 11:00 a.m. on the day of an event in order to participate in athletics or activities, unless approved in advance by the administration. CPR/FIRST AID/AED/CONCUSSION All coaches and sponsors must have CPR/First Aid/AED certification and must attend a concussion training session. KSHSAA RULE INTERPRETATIONS ● ● ● ● Outside Competition (Non-School teams) ○ During the school year outside the season of sport no more than (3 for basketball; 4 for volleyball; 5 for 8-man football, baseball & softball; 6 for 11 man football and soccer) players from the same school squad may play/practice or be rostered on the same non-school/outside team in the same sport. School Year ○ Defined as the Tuesday after Labor Day until the Saturday before Memorial Day. School Squad ○ Defined as Varsity, JV, 9th, A-team, B-team, etc. Any amount of time played in a contest (pinch runner, 1 quarter, 1 play, etc) constitutes squad membership. A player could be a member of several squads. Non-School-Team membership ○ The number of players allowed on a non-school/outside team during the school year outside the season of sport is based on the previous school years roster. ● ● ● ● Limits are: 3 for basketball; 4 for volleyball; 5 for 8-man football, baseball & softball; 6 for 11 man football and soccer. Non-School/Outside team ○ Any team that is not part of the school program. Private Instruction ○ Defined as one student receiving instruction from one person during a period of instruction. A support person (no more than 2) may be present at Private Instruction but may not receive instruction. For example during a basketball lesson one person could pass the ball while another played defense but may not receive instruction. Another example may be a pitcher receiving a pitching lesson – they may have a catcher there as a support person. Group Instruction ○ Defined as two or more students receiving instruction from an instructor during the same period of instruction. Middle/Junior High Player Limit Exception (Basketball only) ○ The KSHSAA Board of Directors voted to provide an exception for 7th and 8th grade players in regards to non-school team participation outside the season of sport. From standard calendar week #17 through standard calendar week #34 there are no restrictions on the number of players that may participate together on a non-school team. While a member of the school team, a player may not play or practice with a non-school team. The school coach may not coach their potential players outside the season of sport. The school team may not extend their season be continuing to play as the school team after the school season is complete. The rule change was made to provide equity between girls and boys participating on non-school teams outside the season of sport. Beginning Sunday of standard calendar week #35 the restrictions of no more than three players from the same non-school team playing or practicing go back into place. These regulations remain in effect until the Saturday before Memorial Day. KSHSAA REGULATIONS ON SEASONS OF ACTIVITY During the school year outside the season of sport/activity: ● ● ● ● ● A school coach may not coach their athletes in the same sport. A school coach may attend camps or clinics. A school coach may not attend camps or clinics with their athletes. Students may attend camps or clinics but may not attend camps with their coach(es). Students may play on non-school teams but there are restrictions on the number of of same school squad team mates which may be rostered, practice or play together on non-school teams. During the school year and during the school season of activity: ● ● ● A student may not practice with or play on a non-school team in the same sport/activity. A student may play on a non-school team in a different sport (subject to the school squad limitations). A student may receive private instruction at any time of the school year, subject to the limits outlined in the KSHSAA Handbook. (NOTE: Private instruction is defined as one student receiving instruction from one person during the period of instruction.) ● ● ● A student may not attend camps or clinics in the same sport/activity. A student may attend camps or clinics in different sports/activities. Students are considered part of the high school program immediately upon graduation from the junior high or middle school. During the summer (from Saturday preceding Memorial Day to the Tuesday following Labor Day unless stated otherwise): ● ● ● ● ● ● Students may play on teams which include any number of students from their same school squad. (There are no roster limitations on students during the summer.) Coaches may conduct one-week sports camps for team members who would be on their school team next year. To be eligible to attend a coach’s one-week camp, students must have been enrolled and in attendance at that coach’s school the previous year. New students attending a junior high/middle school or high school for the first time must have been enrolled and in attendance at that middle/junior high school’s feeder school(s) the previous year. New students (summer transfer) at a school must pre-enroll before attending a coach’s camp. Students are limited to attending only one coach’s camp per sport. KAW VALLEY CODE OF ETHICS ● Part of our involvement with activities at BLMS is membership in the Kaw Valley League. Following is the League Code of Ethics which we are expected to follow and some information regarding spectator involvement at our games. ○ Unsportsmanlike conduct on the part of others should not be an example to us. We should set the example of good sportsmanship. ○ Fans who do not respond to reasonable requests to curb unacceptable behavior will be removed from the gym or playing area. ○ Harassing officials and opposing coaches or team members is prohibited. ○ Banners and signs are permitted provided they are not personal, negative, unsportsmanlike, or vulgar. ○ Artificial noisemakers such as cannons, guns, bells, and sirens may not be used. ○ Band instruments are to be played only during time-outs and intermission. ○ Courtesy during free throws should be observed for both teams. ○ Only authorized school personnel and teams should be on the floor. Visiting teams are prohibited from forming tunnels at athletic contests. ○ Fans and cheerleaders will refrain from stomping and kicking bleachers. ○ No objects of any kind will be thrown on the playing area. ○ No vulgar language or gestures will be allowed. ○ ○ Cheerleaders and student pep clubs will sit in areas designated by the host school. Host schools will encourage officials to enforce sportsmanship by communicating with rowdies and using technical fouls and unsportsmanlike conduct penalties. BLMS ADMISSION PRICES ● ● ● ● Senior Citizens - no charge Adults $3 Students (K-12) $1 District Athletic Passes ○ Individual $40 ○ Family $80 GUIDELINES ON SPECIFIC SPORTS/ACTIVITIES All sports and activities have specific district, KSHSAA and Kaw Valley League guidelines focusing on certain aspects of how the sport/activity is to be administered. Basehor-Linwood Middle School follows the guidelines set forth by the KSHSAA and the Kaw Valley League for its activities programs. Some sports and activities, such as drill team and cheerleading have additional guidelines due to their unique nature. I will support the Kaw Valley League Code of Ethics and promote positive sportsmanship toward coaches, players, officials, fans and administration from both the home and visiting schools.
