Questions The Baby Boomers • With the end of WWII in 1945 Australia’s servicemen and women returned and family life resumed after almost six years of wartime conflict • Nine months later saw the start of a population revolution as childbirth rates soared – more than four million Australians were born between 1946-61 • People born during this period became known as Baby Boomers 4 How will Baby Boomers be different? • Baby Boomers (Boomers) now in their fifties will be bringing to later life a range of life experiences and expectations that are profoundly different from those of previous generations • Boomers are the first generation to face the new ‘third age’ with its unprecedented expectation of a decade or two of relatively healthy life after retirement 5 Healthier and wealthier • Typically healthier and wealthier than preceding generations, Boomers are approaching their latter years thinking, feeling, working and engaging with their families and communities in quite distinct ways • The rising popularity of retirement villages confirms that many older citizens are opting for housing solutions in a community environment – for quality of life and socialisation benefits 6 Deloitte Study • Retirement living and leisure – Growth rate 4.52%, Advantage 8.7% • Increase in luxury (such as magnesium spas, lawn-bowling greens and on-site movie theatres) • 75 will be the new 55. (2) A copy of the registration certificate for the retirement village scheme must be attached to the public information document. (3) The public information document must state the day it was given to the chief executive under section 27 or 36. (4) The public information document must state any age limits for residents that apply to the retirement village scheme. (5) The approved form must make provision for the following information— (a) accommodation information; (b) residents’ contributions information; (c) information about payments the scheme operator must make to residents; (d) funds information; (e) facilities information; (f) information about the village land; (g) residents’ rights and obligations information; (h) resale process information; (i) dispute resolution information. (6) This section does not limit the information that may be included in a public information document. 3 Public Information Document (PID) 3.1 Is there a PID for the village? (Note: If there is more than one PID for the village, please complete a separate Legal Certification for each individual PID) (ss 74, 84 RV Act) Yes No 3.2 Is the PID in the form currently prescribed by the Chief Executive under section 74 of the RV Act (Retirement Villages Form 1, Version 10, effective from 1 July 2012)? (s 74(1) RV Act) Yes No 3.3 Has the PID been lodged with the Chief Executive? (ss 27, 36 RV Act) Yes 3.4 If Yes, date of lodgement: Does the date the PID was lodged with the Chief Executive appear on the front page of the PID and at every other place where the current version of the prescribed form requires it to be stated? (s 74(3) RV Act) / Yes No / No Legislation compliance • Certification must be signed by a legal practitioner 20 Resident Engagement • A requirement of the IRCAS Standards is the resident feedback survey • Administered by CFEP – an independent IRCAS approved provider • Cost included in the accreditation fee 21 Pathways to accreditation • Accreditation against the IRCAS Standards provides a choice of two pathways to accreditation: – Accreditation – Accreditation AdvantagePlus 22 Accreditation • Entry level approach to support village operators to implement: – quality improvement process – risk management strategies – meet legislative requirement • Assessment against Standards 1-8 • Undertaken as a desktop assessment by an industry assessor 23 Accreditation AdvantagePlus • Higher level of recognition • Involves a more rigorous assessment by industry assessors, who conducts: desktop assessment as with standard Accreditation in year one – however, against all IRCAS Standards 1 – 10 on-site assessment in year two, general review of Standards 1-8 and specific focus on Standard 9 (Innovation) and Standard 10 (Environmental Sustainability) 24 Self Assessment Resources Education Standards Survey Continuing Improvement 27 Reporting Certification 27 Recognition Villages awarded Accreditation or Accreditation AdvantagePlus receive: • Accreditation Report • Certificate of Accreditation from QIP • Accreditation brands and decals for marketing purposes • Listing on QIP and IRCAS websites as an accredited retirement village 28 Villages awarded with Accreditation AdvantagePlus will receive an additional accreditation certificate following the on-site survey in recognition of their higher level of achievement.
