USA Regional Competition at Texas State Technical College in Harlingen, Texas. Students submitted eight

Congratulations to all Veterans Middle School U.I.L. students and their coaches for retaining the District
Championship Title at the District Meet! VMS students participated in what proved to be a very intense
competition but at the end the students’ commitment and hard work paid off when they brought the championship
trophy home. Our students earned a 1st Place Sweepstakes Trophy obtaining the highest total points in each
grade level. 6th grade obtained 290 points, 7th grade 265 and 8th grade 211 for an overall grand total of 766
points. Congratulations once again for being U.I.L. District Champs 8 years in a row!!! A huge thanks and
appreciation goes out to ALL VMS U.I.L. students and coaches for all their hard work and for representing
Veterans Middle School with so much pride and honor! Also, a very special THANK YOU to Mrs. Melinda
Barrera, UIL Coordinator, for ensuring the continued success of our U.I.L. program and for all her efforts
in meeting the needs of all UIL students throughout the year! VMS would also like to thank the parents for

Carrera, presented students in 4th and 5th grades with certificates in
honor of completing the 30 Mile Challenge at the awards assembly
on Thursday, February 25, 2016.
This challenge was part of a grant to help fight obesity in our
area, “Border Obesity Prevention.” Mr. Calixtro Seca from Texas
Department of Health and Mari Contreras from the R.G.C.C.I.S.D.
Student Services were invited as special guests to the assembly.
They spoke to the kids about their wonderful accomplishments and
presented Mr. Pena and Ms. Laura Garza with 30 Mile t-shirts. The
coaches also received a Rocking Roller portable wireless speaker in
appreciation for their participation. Great job Alto Bonito Elementary!

Development
Texas USDA Rural Development
has announced grants are available
through the Individual Water
and Wastewater Program for
households residing in an area
recognized as a colonia before
October 1, 1989. The colonia
must also be located in a rural area
(unincorporated areas and any
city or town with a population not
in excess of 10,000 inhabitants)
and identified as a community
designated in writing by the State
or county in which it is located;
determined to be a colonia on the
basis of objective criteria including
lack of potable water supply, lack of
adequate sewage systems, lack of
decent, safe and sanitary housing,
and inadequate roads and drainage.
“One of the goals of USDA
Rural Development is to help
provide rural Colonia areas with
safe, dependable water and sewage
systems,” said Texas State Director
Paco Valentin. “We are pleased to
provide funding for projects that
will ensure that Colonia residents
have access to grant funds for the
installation of indoor plumbing, as
well as facilitate access to reliable
water and wastewater facilities.
These are basic necessities that can
make communities with limited
resources safe and healthy places
to live.”
Grant funds may be used to
connect service lines to a residence,
pay utility hook-up fees, install
plumbing and related fixtures, i.e.
bathroom sink, bathtub or shower,
commode, kitchen sink, water
heater, outside spigot, or bathroom,
if lacking.
To qualify for the program,
applicants must own and occupy
their home, show income from all
individuals residing in the home
below the most recent poverty
income guidelines established
by the Department of Health
and Human Services, and not be
delinquent on any Federal debt.
The maximum individual grant
for water systems is $3,500 and
for wastewater is $4,000 with a
lifetime assistance maximum not
to exceed $5,000 per individual.

The Rio Grande Valley Walk
of Fame at the State Farm Arena
was created in 2005 and to date
has inducted 470 Rio Grande
Valley citizens nominated by their
respective city and chamber of
commerce.
The City of Rio Grande City
selected to honor Dr. Antonio
Falcon, Medical Director and
staff physician at Family Medical
Center LLP in Rio Grande City.
Dr. Falcon has been providing
quality and compassionate care
to his patients in Rio Grande City
for over 35 years. He is also active
in increasing awareness of the
border health care needs though
his involvement at the federal,
state and local levels. Last year,
Dr. Falcon was named Physician of
the Year, the highest honor among
Texas family doctors by the Texas
Academy of Family Physicians. He
is a current member of the Texas
Medical Association, and serves on
the medical staff at Starr County
Memorial Hospital and Doctor’s
Hospital at Renaissance. He’s
previously served as presidential
appointee to the United States–
Mexico Border Health Commission
and member of the Texas Parks &
Wildlife Commission. In 2015, Dr.
Falcon was appointed by Governor
Greg Abbott to the Governor’s
University Research Initiative

universities recruit nationally-

Grande City CISD and Starr County
Memorial Hospital. Dr. Falcon is a

member of First United Methodist
Church in Rio Grande City. He is
married to Kathleen Falcon and has

honor Mr. Rodolfo Carlos “RC”
Salinas. Mr. Salinas retired from
Rio Grande City CISD after a
54-year career in education. He
currently serves as a Catholic
Deacon at Sacred Heart Church
in Escobares, Texas. He has also
served at the Catholic Church
in La Rosita and El Sauz, Texas
since becoming ordained nearly
36 years ago. Mr. Salinas takes
pride in his work supporting
the rehabilitation of delinquent
juveniles and has provided
religious services at both the Starr
County Juvenile Detention Center
and at Evans Juvenile Detention
Center in Edinburg, Texas. In
1998, Mr. Salinas volunteered
at the Alcoholic Anonymous
Organization
in
Camargo,
Tamaulipas, where he helped many
fight their addition and reintegrate
into their community. Mr. Salinas
currently volunteers at the Rio
Grande City Municipal Court
providing community service
counseling to youth and adults. Mr.
Salinas is also an avid Rio Grande
City historian. He has shared his
knowledge of Rio Grande City as a
volunteer tour guide on Rio Grande
City’s Bessie III Trolley Tour
and author of several local and
regionally published articles about
Rio Grande City’s vibrant history.
Mr. Salinas is a member of the Starr
County Historical Commission,
Rio Grande City Historical
Preservation Committee, Fort
Ringgold Restoration Committee
and is a past Rotarian of the Rotary
Club of Rio Grande City. He is
married to Sylvia Salinas and has
two children. Rio Grande City
proudly congratulates the two

at the STC Starr County Campus Auditorium. The panelists featured were: Jessica Teran Saenz (RGCCISD
Ringgold Elementary School Counselor and The Therapy Academy Speech Therapist), Ramiro Guillen
(Pct.2 Justice of the Peace), and Diana Salinas (Roma ISD FJ Scott Elementary School Principal). RGCCISD
Superintendent Joel Trigo Jr. cancelled in the last minute due to feeling sick following the school board member
the previous night. The role model panelists shared their achievements and also some obstacles they have
overcome. In addition, they offered college advice to the students, talked about the importance of family support
and college resources, and elaborated on their future professional goals—all with the intention of inspiring
those present. The event was open to STC students, faculty, staff, and the community at large- free of charge.
Over 100 people were in attendance, including local elected officials and community leaders. Mr. Alex Sarabia
(STC Psychology Faculty & Club Co-Advisor) welcomed the audience, served as moderator of the conference,
and introduced Dr. Arturo Montiel (STC Starr County Campus Administrator) for opening remarks. At the
end, there was a Q&A session from the audience, where students asked the panelists questions. The panelists
received a certificate of appreciation for participating. “The conference was a huge success; students provided
excellent feedback, they said they felt motivated and inspired that despite obstacles and challenges, anyone can
succeed, as the panelists shared some of their obstacles,” said Alex Sarabia.

Employee vs. Student Basketball Game
On Wedensday, February 24, 2016, students and staff at Ringgold Middle School laced up their sneakers
in an effort to raise funds for the 8th grade end of the year trip to Washington, D.C. It was a friendly yet
competitive game that had the crowd excited. After a valiant effort, the students fell short of a victory, but
no one seemed to mind because it was just fun. Eighth grade teachers would like to thank everyone that
came out to play and support!

City High School were asked to entertain the crowd at the Basillica of Our Lady of San Juan del Valle,

Lone Star Chapter is proud to

Strides RGV 5K Run/1.2 Mile
Walk scheduled for Saturday April
9, 2016 at the UTRGV Wellness
and Recreational Sports Complex.
The Lone Star Chapter serves
The Rio Grande Valley and South
Texas. Everyone is encouraged
to attend with check-in starting
at 8 am and the race is at 9 am. A

Cystic Fibrosis (CF), a genetic
disease for which there is no
cure, affects the lungs, pancreas,
and digestive system. It is the
most common inherited condition
among Americans of northern
and western European ancestry,
affecting some 30,000 people.
One in thirty Americans is an
unknowing symptomless carrier
of the defective CF gene. A child
of two carrier parents has a 1-in-4
chance of inheriting CF. The gene
responsible for CF was identified
in 1989 and Texas began including
CF as part of its newborn screening
in 2010. The CF Foundation
receives no direct federal funding,
which is why fundraisers like this
annual RGV Great Strides walk
and fun run event are so important.
The Cystic Fibrosis Foundation
provides a lifeline to potential
therapies by funding promising
scientific research, medical and
education programs including a
nation-wide network of 115 CF
care centers. Today, thanks to
research and care supported by
the CF Foundation, many people
with CF are living into their 30,
40s, and beyond. The most recent
example of the CF Foundation’s
success is Orkambi, which is
an important treatment advance
for people with two copies of
the most common CF mutation.
Orkambi is the second drug to
treat the underlying cause of
CF. The first was Kalydeco.
Both were developed by Vertex
