On Saturday, August 22 at 7 pm the Alburgh Historical Society and the Alburgh
Public Library will present an evening of local history during the Cold War Era
through the years of 1961 to 1965. We will have four guest speakers.
The first speaker will be Ethan McCollister. Ethan is a high school senior from
U-32 in East Montpelier. He will provide a brief overview of his essay “Nukes,
Choppers, and Champlain-How the Cold War Came to Vermont”.

Missile Analyst Technician. Richard will share the duties and responsibilities of
this job while wearing a replica of his uniform.

Yang Bao to Perform
at the North Hero
Community Hall
For the past 4 seasons Yang Bao, pianist, has
performed at the North Hero Community Hall with
all profits going to the Island Arts Youth Scholarship
Fund.
IA is thrilled that he will return on Saturday,
August, 29 at 8:00 p.m. for another benefit concert.
He recently graduated from the New England
Conservatory of Music with a bachelor’s degree
in music performance studying with the world
renowned pianist Wha-Kyung Byun. Soon, he will
return to the Conservatory to continue his studies
with Mr. Byun in the two year masters degree
program.
Yang was born in Lanzhou, China where he began
his musical career at the age of three. At age
nine, he was awarded a full scholarship to study at
Juilliard, in New York City, that offers one of the most
prestigious programs in the world for pre-college age
musicians. His awards and honors are too numerous
to mention, but some include Young Artist’s Award
from Philadelphia’s Lansdowne Symphony Orchestra,
the Marion Anderson Award for young musicians,
and last year, he was invited by New Jersey’s Ocean
City Pops to perform the Rachmaninoff Second Piano
Concerto.
Island Arts is honored to have Yang Bao take time
from his studies and many performances to return to
the Champlain Islands to raise funds for creative arts
youth scholarships in Grand Isle County. Tickets are
$25 at the door but can be purchased in advance for
$20 at the Alburgh Public Library, the Back Chamber
in North Hero, the Isle La Motte Country Store, and in
South Hero at The Green Frog and Hackett’s Orchard.

Course You Can!
The Islands in the Sun Center is offering a series
of canning classes. Last week they made delicious
bread and butter pickles. This week’s project,
Tuesday, August 18, will be piccalilli. Classes are held
on Tuesday at 6 pm. All you need to do is call Irene at
802-999-5962 and ask to save you a seat. A suggested
donation of $5 will cover their costs and maybe leave
a bit for the building fund. All the ingredients and
jars will be there for you and when you leave you will
take home the recipe and a full jar of the pickles you
made. Be sure and make that call, you will be glad
you did!
Bring-a-Gift Bingo
On August 21, St. Amadeus Parish Center is
holding Bring-A-Gift Bingo. Doors open at 5 pm and
games start at 6:30 pm. The cost is $5 for 18 or fewer
cards plus a wrapped gift with a value of $5 to $10.

BOIL WATER NOTICE
The Village of Alburgh will be digging up 3 valves located outside of the
Municipal Office on Friday August 21. Traffic will be down to one lane. The water
will be shut off for a period of time and it will affect all consumers north of Lake
Street. After the valves have been fixed a Boil Water Notice will be in effect for all
consumers north of Lake Street until further notice. A boil water notice in effect
means DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST. Bring all water to
a boil, let it boil for one minute, and let it cool before using or use bottled water.
Boiled or bottled water should be used for drinking, making ice, brushing teeth,
washing dishes and food preparation until further notice. Boiling kills bacteria
and other organisms in the water. This Boil Water Notice will remain in effect
until the water system maintenance/repair is complete and the system is able to
demonstrate that the quality and quantity of the drinking water meets State and
Federal drinking water standards. The Village anticipates the Boil Water Notice to
be in effect until approximately Wednesday August 26. For more updates please

SCHOOL NOTES
The Alburgh School extends a big thank you to Beaulac Excavating for
volunteering to move the large concrete blocks near the parking lot. It is because
of people like you in our community that truly make Alburgh a great place to live.
The first day of school for students is Wednesday, August 26. There will be
an early dismissal that day and students will be dismissed at 12:15 pm. Breakfast
is served to students from 7:30 until 7:45 am. All students are expected in their
homerooms by 7:50 am. Students who arrive late are asked to go to the office
for a tardy slip. On regular school days, dismissal will be at 2:50 pm. Please check

MISSILE BASE PROGRAM: Saturday, August 22 at 7 pm the Alburgh Library and Alburgh Historical Society
will co-sponsor a special program about our local missile base.
CAMERA CLUB: Camera Club will be held this Wednesday at 10 am. This is an informal group of photography
enthusiast who meet twice a month to discuss picture taking technique and do small day field trips. Anyone of
any age or skill who is interested in photography will be welcomed!

on Mondays and Wednesdays, art with Mr. Lee on Tuesdays, library and guidance
with Mrs. Groff and Mr. Lee on Thursdays and music on Fridays.
Teachers across the district are looking into transitioning some of our math learning from the Bridges in
Mathematics to Engage New York. In the past few years there have been many questions about our teaching
of that new math. Engage New York still teaches multiple strategy options for all different learning styles, but
it seems to offer a more concrete and foundational, more familiar look at teaching math. Ms. Aubin began the
process of exploration last year with grade six and it was very positive.
With the new standardized testing system that students participated in this year we remain under the
microscope of the Adequate Yearly Progress monitoring from the Agency of Education. Nearly all schools in
Vermont are monitored through an improvement plan. North Hero School will continue to work with a school
improvement coordinator this year.
Finally, I would like to invite you to come join me on Tuesday, August 25 at 6:30 pm for a question and answer
session, to enjoy a frozen treat and to help ease the first day jitters. We will have an informal informational
meeting where I hope to answer any questions that will support a smooth transition into what will certainly
be an amazing year.

WRITING YOUR MEMOIR: Have you ever thought about writing your memoir? Ginger Johnson, experienced

LEARN ABOUT THE GEOLOGY OF THE LAKE CHAMPLAIN ISLANDS: This class is jointly sponsored by Island
Arts and the Osher Life Long Learning Institute at UVM. Did you know that the bedrock of southern Isle La
Motte consists of a 450 million year old fossil reef and that this reef is the oldest reef in the world where corals
first appear? This ancient reef is a National Natural Landmark and is protected in 2 preserves in Isle La Motte;
The Goodsell Ridge Preserve and The Fisk Quarry Preserve. Come learn about these ancient reefs and the
geology of the Lake Champlain Islands on Saturday October 31. We will start with a one hour presentation on
the formation of the Lake Champlain Islands by Laurence Becker, who served as the Vermont State Geologist
from 1995 to 2014. Laurence will then lead a walking tour of the two preserves mentioned above.
This interesting and unique class will be held Saturday October 31 from 10 to 1 pm. The lecture portion of
the class will be held downstairs in the North Hero Methodist Church. Transportation to the 2 preserves is on
your own but car-pooling is suggested.

Grand Isle DRB will have a hearing this next Wednesday, August 19 at 7 pm in
the Town Office. It is for Hearing #03-13CU for Kristy Wheel regarding the Annual
Board Review for conditional use approval for property located at 91 Allen Road.
There have been few DRB meetings this summer because no hearings have
been scheduled.

DRAFT SELECTBOARD MINUTES
Board Members Present: Christopher Herrick, Skip Brown, Board Secretary, Jonathan Shaw, Anne Zolotas.
Board Members Not Present: Carol Tremble
Public Hearing for updated Town Plan: Suggested changes made to the Town Plan after the Planning
Commission Hearing were described and discussed. Note that those changes have been on the Town website
for over a month. There was also a discussion about private roads in Town. Since it is up to the private road
owners to maintain them the town does not have a lot of say in their upkeep or safety. Suggestions can be
made, but it is up to the owners’ discretion to do the suggested upgrades. This does not apply to the Town
Plan. Jonathan Shaw made a motion to close the public hearing at 7:22 pm. The motion was seconded, all in
attendance so voted and the motion carried.
Public input: A. Sandy Gregg of the Library Steering Committee was present to ask if the committee could
study the feasibility of possibly building a library on or near the Folsom parking lot could be looked into. The
consensus of the Board is that it is OK to look into this but much more information is necessary. Also, she
asked if the Clever Design building is a possibility, could overflow parking, if necessary be on the Town Garage
property. This is a question for the Planning or Zoning Commissions as setback requirements must be met. B.
Bob Buermann, chair of the Northwest Regional Planning Commission said that the NRPC just updated the
regional plan. A motion was made and approved to accept the Northwest Regional Plan as adopted by the
NRPC. C. A motion was made and approved to recognize Bob Buermann as Citizen Planner of the Year and
endorses his nomination as Northern New England Citizen Planner of the year.
New Business: A. A motion was made and approved to adopt the updated Town Plan as presented. B. There
was a discussion of the Town Audit. A motion was made and approved to have an RFP prepared to put the
Town Audit out to bid and to be discussed at the August 24, 2015 meeting. Chairman Herrick will reach out to
Carol Tremble to prepare this.
Old and Ongoing Business: A. South Street project from Martin to Landon Road updates: The State is still
working on the final Rights of Way documents presented to them and Evan Detrick met with the Saxon and
Dubuque families again to work out some details. He presented a letter to the Board with his discussions.
Administrative Assistant Report: A. See the written report in Town Hall for all of the discussion points. B.

Young Concert Artists to Shine on Isle La Motte
The second Pro-Series Concert at Fisk Farm on Isle La Motte will take place on Saturday evening, at 7:30 pm.
Presented by the Isle La Motte Preservation Trust, this musical event will introduce two extraordinary young
artists, new to the concert series on Isle La Motte. Last year violinist Ladusa Chang-Ou, at the age of 17, was a
first prize winner in the prestigious Classical Music Competition in Canada (Concours de Musique de Canada).
Over the last few years, the list of internationally known artists who have won top awards in this competition
is remarkable and includes the likes of Angela Hewitt, James Innes and many others. She performed her first
debut as guest soloist with professional ensemble: Longueuil Symphony Orchestra at the age of ten. In 2011
Ladusa was invited to play solo with the Montreal Metropolitan Symphony Orchestra at Place des Arts.
Performing with Ladusa is Pianist Philippe Prud’homme, 24, winner of two first prizes at the Canadian
Music Competition and a first prize at the Quebec Contemporary Music Society. He has been guest soloist with
the Orchestre de la Francophonie and I Musici de Montreal and has collaborated with renowned conductors
such as Jean-François Rivest, Yuli Turovsky and Jean-Philippe Tremblay.
The program will include the Paganini Caprice #24, considered one of the most difficult pieces ever written
for solo violin and the Liszt Ballade #2, one of Liszt’s finest piano works. Along with these solo fireworks the
two will perform the haunting Sibelus violin concerto, ending the program with the virtuosic Carmen Fantasy,
for violin and piano.
As the July Pro-Series concert was sold out several days ahead of time and as this concert promises to be
as spectacular as the July performance, advance reservations for inside seating are advised. Seats reserved

reservations. Seating on the lawn is $15 and children on the lawn accompanied by a paying adult are free.

BACK TO SCHOOL TIPS FOR PARENTS
Martie Majoros from the Howard Center has some ideas on how to help your child prepare for the upcoming
school year, which starts August 26 for Milton students. If your child is going to school for the first time, it is
suggested that you be positive and excited about kindergarten. This will help your child feel good about it,
too. Start the daily routines; getting up earlier, going to bed earlier and picking out clothes the night before;
before school starts. If possible, visit the school and meet the kindergarten teacher and if you live near the
school, play on the school playground. This is a big adjustment for your child and for you. How does your child
respond to new things and how can you support your child? For children who have a tough time separating,
consider using a transitional object that has meaning for both you and your child, such as a photo, that your
child can take to school. It can help your child to feel connected to you throughout the day. And always read
to your child as often as you can.
If your child is a returning student, again start daily routines before school starts. Help your children take
advantage of social opportunities at school. Sports, clubs, and afterschool programs are great places for kids
to connect to one another and make new friends. Remind returning students of their past successes. This will
help build positive associations with school in their minds. Become familiar with the types of support available
through your school. Teachers, nurses, principals and guidance counselors are all excellent resources. They see
the same patterns emerge every year, and they are likely to have solutions that will work for your child.

Links Ladies League held our annual Invitational
Game. This has been a tradition for over 30 years!
Forty ladies from around Vermont, Quebec and New
Hampshire participated in the Four-Person-TwoBest-Ball Game. We were so lucky with the weather.
With 10 foursomes, we paid first and second gross
and net places. Plus we had competitions for chipins, closest to the line for two drives and a lottery
for prizes for those who landed on any green in one
shot. Afterwards, the 19th Hole Links on the Lake
Restaurant provided a fabulous lunch with excellent
service. A raffle and gifts for all participants rounded
out the day. Next week we return to our normal schedule:

From Landscape Architect to Watercolor Artist
A visiting watercolor artist from Pennsylvania, formerly a prize winning landscape architect, will exhibit
his work in the Art Barn at Fisk Farm beginning Sunday, August 23. For much of his life, Henry Arnold pursued
an artistic career as a landscape architect and urban planner, working in Princeton, New Jersey on projects
throughout the United States and Southeast Asia. As author of “Trees in Urban Design” he received the
American Publishers award in 1980 for Best Book in Architecture & Urban Planning. Named Distinguished
Artist by the New Jersey State Council on the Arts in 1988 Arnold received three juried national awards for
outstanding design projects and won a national competition in collaboration with Maya Lin for a public art
work at the Charlotte Coliseum in North Carolina. Arnold merged his vocation with an avocation in watercolor
painting and has followed the painting career as his primary discipline since 2005. Arnold received an award
from Salmagundi Club in 2011 for Best Work in SCNY Art Classes Exhibition; in 2012, The Margery Soroka
Memorial Award for outstanding work and in 2014, The President’s Best in Show Award in the SCNY Art

On the same Sunday, August 23, Tin Penny, Larry
and Beth Welton from Manchester Center, will
perform a mix of blues, folk and original tunes in a
style popularly known as Americana. Their three 25
minute sets will take place at 2, 3 and 4 pm. Both
lifelong musicians and songwriters, Larry sings and
plays guitar, autoharp, and harmonica; Beth sings

As usual the official opening of a new exhibit such
as the Arnold collection of watercolors, is the Sunday
afternoon Tea Garden which takes place every Sunday
afternoon in July and August between 1 and 5 pm
on the grounds and in the Art Barn of historic Fisk

cakes, scones, tea sandwiches, iced and hot tea
and lemonade are available for sale. All proceeds
support the Isle La Motte Preservation Trust which
owns and manages over 100 acres in two preserves
on Isle La Motte; the Fisk Quarry Preserve on West
Shore Road and the Goodsell Ridge Preserve on
Quarry Road. These preserves protect fossil outcrops
of the Chazy Reef, a 480 million year old geological
treasure described by scientists as the oldest known
biologically diverse reef

This letter is a
notice to all the
registered
voters
of
North
Hero
from your Select
Board. The Board
is negotiating with
a Vermont solar
energy developer
who is interested in leasing land owned by the
Town to build and operate an installation of solar
panels. The Town owns a 50 acre parcel of land off
West Shore Road. At present, small portions of the
tract are being utilized by our trash transfer station
and the West View Cemetery. The remaining acres
of land are the location of the capped landfill and
open fields. The solar energy developer is interested
in leasing approximately 30 acres of this parcel for
this project. The exact amount of space needed will
depend on final engineering studies. Unfortunately,
this land lacks easy access to the 3 phase power line
that runs along Route 2. This access is essential for
distribution of the power generated by the solar
project to the electricity supply system. The solar
energy developer is investigating possible alternate
routes to build that connection. Once they find a
cost-effective route, they in turn will absorb all of
the construction costs at no cost to the Town.
In order to finalize a relationship with the Town,
the solar energy developer must first get approvals
from the State. In addition, they need to establish a
relationship with a public utility company that will
be buying the power generated by the proposed
site. When the solar energy developer receives
those approvals and finalizes an arrangement
with the utility company, the Town will then be
in a position to receive $137,500 annually for a
25 year lease, representing potential revenue of
$3.4 million over the life of the lease. The Board
will be holding two informational meetings
during which representatives of the solar energy
development company and the Select Board will
be available to answer questions from the public.
Both informational meetings will be held in the
meeting room at our Town Clerk’s Office, the first
on Saturday, August 29 at 10 am and the second on
Tuesday, September 8, starting at 7 pm.

Farm and Food Festival
On August 30, Health Hero Farm is hosting the third annual Lake Champlain Islands Farm and Food Festival with an exciting
addition. Building on the Islands’ well-deserved reputation for vibrant farms, local foods and a warm welcome, the festival
organizers are also reaching out to bike riders with an invitation to discover one of the best regions for biking in Vermont.
The Lake Champlain Islands Farm and Food Festival, held from 3 to 6 pm, will feature music from the Missisquoi River Band,
free pizza made on site, farmer demonstrations, tastings, tours and educational programs. This will also be the first event in the
Islands for a new Local Motion program; Better By Bike.
Joan Falcao, one of the four owners of Health Hero Farm, joined a group of a dozen residents at a summit held by the Lake
Champlain Island Economic Development Corporation in February 2015 to strategize how the Islands could build on its current
success as a biking destination.
“In addition to longer term ideas to improve our roads and signage and develop a mobile application, our group, led by bike
enthusiast Frank Driscoll, also realized we had an immediate opportunity to build on existing events and facilities,” said Falcao.
“With the help of LCIEDC we reached out to local volunteers and to Local Motion to form an organizing committee, and thanks
to their help and enthusiasm we are adding self-guided local bike tour routes to the festival website and Local Motion will offer
extended hours on the Island Line Bike Ferry.”
In addition to the local foods, music and farm tours offered at the festival, visitors will be able to park at the farm early in
the day to tour the Islands by bike or may park in Airport Park in Colchester. Festival attendees can ride Local Motion’s Island
Line Bike ferry across ‘the Cut’ in the Colchester Causeway for free on Sunday if they are traveling to or from the festival. Rise
VT is offering bike smoothies at the Farm; celebrities have been invited to make the smoothies, as well as anyone who wants
to give it a try. Kids of all ages are encouraged to decorate their bike helmets or purchase reduced cost helmets for youth and
children. They can then take part in a fun bicycle parade around the farm.
Local Motion’s Island Line bike ferry operates 7 days a week until Labor Day and then Fridays and weekends through
Columbus Day. With service from 10 to 6 pm a ride across the Causeway in the middle of the lake, just three miles from
Colchester to South Hero is a highlight of the summer for many families. With more than 12,000 riders in 2014, and nearly 80%
heading north to the Islands, this recreational treasure is proving to be an important transportation corridor and economic
resource since its restoration was completed in 2014. Round-trip fares are $8 for adults, $5 for youth and children ride for free.

Hypnotist Joey Purvis will perform comedy at The Samuel de Champlain Stage on Thursday, August 20, at

Scott Merchant and Friends will be performing at a benefit for the Center Stage on Saturday, August 29,

Scott, now a resident of Colorado, is a Rouses Point native, and has performed many times locally, in
Europe and on Center Stage. He sings a variety of melodies from opera to broadway tunes. Other musicians
performing with Scott will be singers Brittney LaValley of Ellenburg, and Terry Salazaar. Pianist Bruce Phillips
will also perform.

County Historical Association and the Town of
Plattsburgh as they celebrate the history of Cliff
Haven, NY at the location of the Catholic Summer
School of America with a dedication of a historical
roadside marker.
From 1896 to 1941, the Catholic Summer
School of America was a nationally famous summer
destination for Catholic families, distinguished
leaders of the Catholic Church of America, prominent
lecturers, numerous New York governors and even a
few U.S. Presidents. It was an elegant resort with fine
dining, magnificent cottages, and superb recreation
facilities including an 18-hole golf course, a beautiful
beach, boating and much more. The resort also
functioned as a nationally recognized education
facility featuring top educators and lecturers in a
wide range of subjects that went beyond religious
topics.
A brief dedication ceremony will be held at 1 pm on
the median between the southern end of Lakeshore
Drive and Route 9 in Cliff Haven. Special guests
at the event include Plattsburgh Town Supervisor
Bernie Bassett, Plattsburgh Town Historian and Cliff
Haven Homeowners Association President Richard
Brogowski and Clinton County Historical Association
President Helen Nerska. They ask that those driving
to the event to please park your car on Lakeshore
Drive.
Following the dedication ceremony, everyone is
invited to the Clinton County Historical Association
Museum for a 2 pm presentation with Cliff Haven
resident and CSSA Historian Roger Black. Black’s
presentation features a photo-rich virtual walking
tour of the Catholic Summer School of America. The
rare photographs highlighted in the presentation
were recently discovered and restored by Roger
Black at the Clinton County Historical Association
Museum.

Your Help
An early BOO! to all SHHS program attendees to
help you get in the mood to provide us with ideas
for a possible Halloween themed program event
for October 23. Lots of crazy things have gone on
over the years in our quaint little town during the
spookiest time of the year. From the imaginative
pranks by normally highly respected members of our
community to actual ghostly sightings and haunted
houses that were once sweet, peaceful homes before
being taken over by apparitions and the undead,
South Hero has played host to it all. We even had a
very rude but funny giant pumpkin find its way to a
balcony window at the South Hero Inn in the 1970’s
that tossed taunting remarks at Trick-or-Treaters as
they passed below on the street.
We need your help to assemble a grand Halloween
program that is still only in the earliest stages of
creation. If you have outlandish pranks from the past
that you would be willing to share at the program
that night, we want to hear from you. We are also
considering presenting a collection of local spooky
stories told by candlelight, having people attend in
some of their award winning costumes from the past
and maybe sharing a story about how they came to
be and what trouble they might have gotten into
wearing them, a discussion about the outstanding
hosts of Halloween who attracted hundreds of kids
to their homes by offering some of the best candy
in town and having the creepiest decorated houses
and remembrances of the local homemade haunted
houses, dungeons, backyards and forests, This is
the night when the veil between the living and not
so living is very thin, so please offer material that
will not agitate the former and initiate unplanned
intermissions. This will be a fun night for both kids
and adults, so provide your suggestions freely
and offer to be a presenter so that we will have a
program that will be remembered as a part of future
Halloween history!!

Do you like to sing? Would you like to meet other
people from the county who share that interest?
Come join the Grand Isle County Chorus.
This group of singers has been gathering together
in the fall for the past thirty years to prepare a
Christmas concert which is traditionally presented
the second weekend in December.
There are no auditions to join this group, just
a desire to learn new music and meet interesting
people of all ages.
Rehearsals will be on Mondays at the
Congregational Church of South Hero, beginning
on Monday, September 14 at 7 pm. Rehearsals run
from 7 to 8:30 pm. You will be asked to contribute $5
towards the purchase of music.

The Milton Historical Society Museum, located at
13 School Street in Milton, is hosting an exciting talk
by Dr. Scott McLaughlin on Wednesday, September
2 at 7 pm.
During the Prohibition years many professional
smugglers and others avoided lawmen by using the
open waters of Lake Champlain. Learn how these
outlaws smuggled alcohol into the United States
from Canada and how the U.S. Customs officers tried
their best to stop the seemingly never-ending flow of
booze between 1920 and 1933.
