Tim Norton was elected to his first term in office in January 2001 and is currently
serving his third term. He served as chairman of the board in 2003.

Commissioner Norton has a degree in journalism from Arkansas State University,
and a master’s degree in adult education from Newman University. He is a Kansas
Public Health Scholar and is presently participating in the National Public Health
Leadership Institute program at the University of North Carolina.

Some of Commissioner Norton’s priorities include: fostering public health
initiatives through advocacy; promoting economic development in Sedgwick
County; and building partnerships with key stakeholders in the community on
issues, such as transportation planning, storm water and drainage mitigation,
jail initiatives, and sustaining essential county services while being fiscally responsible.

He worked on the Task Force to End Chronic Homelessness and was instrumental in the planning and
construction of the INTRUST Bank Arena and the National Center for Aviation Training. Commissioner
Norton serves as chairman of the Wichita Area Metropolitan Planning Organization (WAMPO) and is actively
involved in the Wichita Downtown Development Corporation (WDDC). He also has been actively involved
in Visioneering Wichita for more than five years.
Prior to his election to the commission, Commissioner Norton served as mayor of Haysville for three and
a half years and as a Haysville City Council member for nine years. He was store team leader of Wichita’s
Target Store east for 19 years, but retired in 1999 to dedicate his efforts to the cleanup and recovery of
Haysville after a major tornado.
Commissioner Norton is active in the community serving on various boards, including United Way, Salvation
Army, Exploration Place and the Boys and Girls Club of South Central Kansas. He previously served on the
boards of Goodwill Industries, Diversity Kansas, the Metro YMCA, the Wichita Area Chamber of Commerce,
Communities in Schools, and the Child Abuse Prevention Council. Commissioner Norton is a member of
the Eastside Rotary Club and Wichita Wagonmasters, and is a former president of the Haysville Optimist
Club. He also served as chairman of Project 261, Haysville’s school beautification program.
He is a member of the Haysville United Methodist Church, and he and his wife, Dr. Susan Norton, have
five children and six grandchildren.
