IMPORTANT NOTICE: THE FOLLOWING WILL BE STRICTLY ENFORCED AT THE DIVISIONALS AND MASTERS MEETS. DO NOT RISK FORFEIT OF YOUR ATHLETES AND TEAM BY NOT ADHERING TO STATE WRESTLING BYLAW 3103. THANK YOU FOR YOUR COOPERATION. A. All CIF member schools must follow all National Federation (NFHS) rules and procedures concerning the weighing in of wrestlers. B. California provides 14 weight classes per NFHS rules and the two (2)-pound growth allowance*1 to each weight class after January 15 (approved February 1997 Federated Council - also see NFHS Wrestling Rules Book 4-4). C. Each team is required to bring his/her team’s NWCA forms to all competitions, including the CIF State Wrestling Championships. D. Each is required to weigh in with its NWCA Plan form at all competitions up to and including the competition that begins the CIF State Championship qualifying series. PENALTY: FAILURE TO COMPLY WILL RESULT IN THE WRESTLER BEING INELIGIBLE FOR THAT COMPETITION (Revised may 2007 Federated Council). Growth Allowance (1) The CIF Weight Wrestling Weight management Program awards a two-pound growth allowance on January 15 of each wrestling season. PLAYOFFS A. CIFSDS Divisional Tournaments 1. Schools with wrestling teams will be divided into Division I, Division II, Division III, and Division IV. 1 B. 2. 2. Each divisional tournament will be planned for 16-person draws for each weight class. 3. Advancement to CIFSDS Masters Tournament: Division IV top four wrestlers/weight classes. Division III top six wrestlers/weight classes. Division II top seven wrestlers/weight classes. Division I top seven wrestlers/weight classes. 4. Awards a. Medals to wrestlers advancing to the Masters Tournament in each weight classification: Division IV top four wrestles/weight classes. Division III top six wrestlers/weight classes. Division II top seven wrestlers/weight classes. Division I top seven wrestlers/weight classes. b. CIF Awards to Championship and Runner-up team in each division. CIFSDS Masters Tournament 1. 24 wrestlers in each weight class based upon allotment from Division I, II, III, and IV Tournaments. 2. Top three (3) wrestlers in each weight class advance to State Tournament. 3. The Masters Tournament is a qualifying tournament – The top 6 finishers in each weight class will be awarded medals. IT IS THE RESPONSIBILITY OF THE COACHES TO UNDERSTAND AND ADHERE TO THESE RULES. A. ALL CREDENTIALED COACHES MUST CHECK IN AT REGISTRATION TABLES WITH PROPER IDENTIFICATION TO RECEIVE THEIR COACHES’ PASSES. EACH INDIVIDUAL COACH MUST CHECK IN TO RECEIVE A PASS – UP TO FIVE (5) COACHES MAXIMUM PER TEAM. THE HEAD COACH MUST PRESENT THE LIST OF CREDENTIALED COACHES, SIGNED BY THE ATHLETIC DIRECTOR OR PRINCIPAL, AT THE DIVISIONALS IN ORDER TO RECEIVE COACHES PASSES AT THE TOURNAMENTS. B. Coaches’ passes will be issued as per the state championships, based on the number of wrestlers in the tournament. Passes will be good for both days. THERE WILL ONLY BE TWO COACHES ALLOWED IN A CORNER – NO EXCEPTIONS. 1-4 WRESTLERS = 2 PASSES 5-8 WRESTLERS = 3 PASSES 5 9-11 WRESTLERS = 4 PASSES 12-14 WRESTLERS = 5 PASSES C. Coaches’ passes will be the same for the second day as well. If a wrestler is out, he will not be allowed on the floor, but is granted admission to the second day of Masters. D. Proper Press Credential/Working Media/CIFSDS Press passes will be honored for floor access at the discretion of the tournament directors. There will be no press/photography floor access to middle area mats. E. FINALS SEATING: There will be no floor seating during the finals. All spectators must be in the stands. Wrestlers and coaches must be seated in stands. 3. SPECIAL NOTICES In regard to the potential of a 6th match in a day for the divisional, it was determined that the rules book was clear on the point placement for wrestlers. It was decided that wrestlers will be allowed to advance to the Masters as an out-bracket match only if the match could not be wrestled due to the five-match rule. We have not changed the rule, WE ONLY GAVE THE ATHLETES A CHANCE TO WRESTLE THE MATCH AT MASTERS. In the event of a tie, the following criterion was agreed upon by the tournament directors: 1. If a wrestler has not had five matches, then he will be declared the winner if his opponent has reached the five-match limit (by rule). 2. Head-to-Head competition. 3. Common Opponent results. 4. Most falls. 5. Fewest point allowed. 6. Most match points scored. 7. Total mat time, including all wins and losses. 4. Weigh-in Rules (for CIF Divisional Tournaments and Masters) 1. THE NWCA TEAM FORM SHOULD BE PRESENTED AT THE CIFSDS DIVISIONALS REGISTRATION TABLES, PRIOR TO WEIGH-INS. 2. Coaches will be allowed in the weigh-in room at the Divisional tournaments (if there is adequate room for both wrestlers and coaches), but they are not allowed in the designated area where the scales are located. At Masters, however, coaches will NOT be allowed in the weigh in room. 3. All wrestlers will be weighed in by weight class, from lightest to heaviest. 4. If a wrestler does not make weight, attempting twice on an initial scale , then he may 6 challenge any/all other official scales, being used for CIF Divisional weigh-ins, only once on each scale. 5. DIVISIONALS ONLY – At the Divisionals, the tournament officials will ask the coach if he wants to move a wrestler up in weight. All changes in a weight class must be done prior to certification of that weight and announcing the next weight class. 6. Weigh-ins shall begin at the designated time and conclude when the last weight class has been certified. Any wrestler NOT in the weigh-in room at the designated start time will be disqualified – NO EXCEPTIONS. It is the COACHES’ RESPONSIBILITY to understand and adhere to these NFHS rules. 5. ADMISSION There are two playoff ticket ranges: Adult– Defined as anyone over 18 years old, and Student/Senior– Student defined as anyone age 5 through age 18; Senior defined as anyone age 60 and over. TICKETS Tickets for Divisionals and Masters will be provided by the CIFSDS office. 7. PASSES -No deviation from the following shall be allowed: PERMITTED - CIFSDS Courtesy Cards, CIFSDS Playoff Passes, CIFSDS Media Passes. NOT PERMITTED - CIFSDS Boys’ and Girls’ Scouting Passes, league passes, district passes, faculty passes, officials’ association passes, college or university passes, etc. 8. OFFICIALS Match officials will be assigned by Mark Dexter, SDWOA and Dale Ramey, IVWOA. 9. CHEERLEADERS A maximum of 25 uniformed varsity cheerleaders, representing the competing schools will be admitted free of charge to all CIFSDS playoff contests. 10. NON-FOOD CONCESSION The non-food concession (T-shirts, hats, etc.) for the 2015 CIF Wrestling Divisional Tournaments and Masters Tournaments has been awarded to The Kukulski Bros. If you have special ordering needs, contact David Kukulski 480- 921-1975. 7 11. PROGRAM CONCESSION The 2016 program concession has been awarded to the host tournament site for Divisionals and Masters. 12. SPIRIT SIGNS Prior to hanging spirit signs, permission must have been granted from tournament/school site administration. Reminder that all signs, posters, banners, etc., by each competing school are to be utilized for the purpose of promoting its own team rather than downgrading its opponent. Therefore, no signs, banners, etc., will be permitted that refer to an opponent except in a positive manner. Blue tape must be used on painted walls. 13. CIFSDS TRAVEL EXPENSE FORM CIFSDS Travel Expense Form for reimbursement for the State CIF Wrestling Meet on March 4 and 5 in Bakersfield is attached to the coaches and athletic director’s copy of this bulletin. Form must be completed and returned to the CIFSDS Office within ten (10) days following the meet. 14. Step 1: School and Wrestlers: Click on the yellow box and type in the name of your school. Double-click on the weight class and type the name of each wrestler in the box with the corresponding weight. Step 2: Tournaments Wrestled: Click on a box under “Tournaments Wrestled in this Season” and type in the name of a tournament that your varsity team attended during the season. After you press ENTER, the text will format correctly. Also, the tournament name will automatically appear in the “Placement in Tournaments” columns. Step 3: Quality of Competition: To complete this section, you must have the current point values for each tournament. These point values are included in the “Wrestling Seeding Criteria” packet that you will receive in February after the Points Meeting. Please do NOT try to complete this using the point values from last year or any other previous year. Using the correct points, type the value beneath each of the individual tournaments your team attended. Step 4: Tournaments Attended by Individual Wrestlers: For “Quality of Competition Points,” type the point value in the box underneath the tournament and to the right of the wrestler ONLY if the wrestler attended the tournament. Leave the tournament box BLANK if the wrestler DID NOT attend the tournament. Step 5: Individual Placement of Tournaments: To the right of the gray box, type the place that the wrestler earned at each tournament that he attended. PLEASE NOTE: Use N for “did NOT place”; use T for “Team Tournament” (no individual placement awarded); and leave it BLANK if the wrestler did not attend the tournament. Directly below each listed placement, type in the correct point value for placement at that tournament. Note: Follow the directions listed at the top of the “Wrestling Seeding Criteria” packet (you will receive this after the Points Meeting) for tournaments that award ties. Step 6: Determine which FOUR tournaments you will use for each wrestler. For each tournament, add the “Quality of Competition” points and the “Placement in Tournaments” points. As an example, John Smith placed 4th at ECI. So he gets 6 points for “Quality of Competition” and an additional 6 points for placing 4th. Thus, John Smith earned 12 points for ECI. Please note that the four tournaments that you use may vary from one wrestler to the next. Also, the placement points used MUST MATCH the same four tournaments used from the “Quality of Competition” section. To avoid any confusion, shade the boxes of ALL tournaments that ARE NOT BEING USED for each wrestler. [To shade a box, click on the desired box, and then click on the “paint can” or “colored” icon in the format toolbox at the top. Use either gray or yellow for shading.] Step 7: Total Seeding Points: Once you have determined the FOUR best tournaments to use for each wrestler, add the points (Quality + Placement) of the FOUR tournaments and type the total in the column labeled “Total Seeding Points.” Step 8: Save your work before printing. Email copies to both your CIF divisional tournament director as well as the CIF office before the deadline.
