1. Introduction
This template is designed for the partners support in the development of the Mobility
management Plan and is to be used in combination with the WP 3 training outputs and the
WP 4.1 self assessment results.
It provides a suggested structure for the final MM Plan. Partners are free to add, change
or modify all elements listed. For further information partners are advised to see the
training material WP 3, Unit 1-4

Chapter 1: Introduction
The group in charge for designing and developing the MMP is made up of Carlo De
Matteis and Luisella Gallucci, the former is an engineer, the latter a warrant officer for
Municipal Police. Both are deeply committed for different aspects to draw out the entire
project in its phases. Along with Mr. De Matteis and Mrs. Gallucci, both from the Traffic
and Mobility Unit, there is also the European Unit involved in the project. The former and
the latter are both department from the Municipality of Lecce.
The European Unit provides the Administrative support for the natural development of the
project. Within this unit, there are 9 people involved plus an external consultant who is the
coordinator of the project and a consultant for the English language, the official language
of the SEE MMS project. Each person committed with the project works for it out of the
normal working hours so as not to overlap project activities with regular office tasks. There
is a meeting among people involved in the project every 15 days; meetings have an
important consultative function and a good way to keep in touch and informed about the
state of art of the project.
1.1 The Mobility Management Plan for the City of LECCE
In the region called Apulia, the sub region Salento is a flat territory. Its climate is mild and
sunny all over the year. Reducing environmental impact means reducing transport for a
sustainable mobility, a respect of environment and bike tourism.
We aim at improving mild mobility on foot and by bike that both can bring benefit to the
community:
•
Reducing traffic congestion by making the city practicable to those who do not
want or cannot use car and those who are compelled to use it;
•
Reducing environmental impact on car transport means: reducing air pollution (
from carbon dioxide and monoxide, nitrogen oxide, benzene, lead, gas black
unburnt) which can make air more breathable and less polluted;
•
Improving street safety by reducing hundreds of accident both in town and out of it
that involve pedestrians and bikers;
•
Helping those who cannot use cars to move: disabled people, elderly, pregnant
women, mothers and children;
•
Reducing costs for transports; by bike and on foot, families can save money
•
Improving the quality of life: walking and /or riding a bike on safe streets is not
against health and is suitable to any age.
•
Improving sustainable and rural tourism with new opportunities deriving from the
use of bike and walking on safe and interesting routes.
•
Promoting the image of Lecce as a town for bikes, open, safe, welcoming and
clean.
In the last 15/20 years, Lecce has increased in size and its resident population divided
per age and gender is shown in the following table (Tav.1.1) where the resident
population is monitored for the decade 1990-2009; the following chart shows the

datum updated at 31st December 2010, meanwhile in table 1-2b (Tav. 1 -2b) we have
a legend and blue stands for male and yellow for female. Moreover, we can check the
percentage of gender distribution within the same chart. The last chart is a sum of the
percentage updated at December, 2009.

During the last two decades, Lecce has welcomed a more and more high rate of
tourists and visitors even in the de-seasonalized periods thanks to both its cultural
heritage and offer (religious and civil celebrations, arts events, music gigs and
concerts, international conferences, etc.).
This has implied an answer to such demand for a more adequate transportation offer.
As a matter of a fact, the area called Salento in which Lecce is the most important city,
has developed a service for tourists and local people from and to the nearest airport
located in Brindisi (39 km far from Lecce) and has promoted the integration among
railway stations and has created a network able to cover the entire sub-regional area
up to the end of the hill, called Santa Maria di Leuca otherwise called by the ancient
Romans “finibus terrae”, renown destination for its sea, beaches, an important marina
and the sanctuary visited yearly by thousands of pilgrims coming from all over the
world.
Salento in bus and train is a service offered by the Province of Lecce, the local
administration that manages the entire district including nearly 100 villages whose
main town is Lecce. The main local transport companies allows tourists and local
people to get to almost all the sea and country sides of the area.

The above-shown map portraits the ringroad that ring the city of Lecce. Its building has
been changing the perception that Lecce people have about transport and circulation since
2005/2006 when its fulfilment was accomplished.
1.1.1 Why sustainable transport and MM plans?
Lecce for its morphology can suit well a system of sustainable transport and is ready to
plan mobility management.
Our bike sharing stations spread in different areas in town as well as the trolley bus are
two of the first offers that Lecce is giving to itself and people who live and visit this city.
The improving presence of tourists within the deseasonalized period of the year makes the
challenge even more interesting.
1.1.2 Local/Regional issues
TOURISM AND TRANSPORT
At a regional level, the issue of transport and infrastructure has to be analysed both for the
people and goods that get out of the region and the links connecting the parts of the same
region.

TRANSPORT FOR CITIZENS
Urban transport in Apulia foresees a bus every 15 minutes even if originally the urban
centres have been built for animal transport and a few motorised-means.
This has provoked a catastrophic approach with city centres improving private transport
and also slowed down a natural evolution of commerce and business.
What is missing is not funds but organisation, as the current one is not adequate with the
market. (source survey issued by Regione Puglia).
In order to incentive the use of public transport, institutions need to show people they are
reliable. How this could happen? With a serious and professional offer, availability and
flexibility from those who manage public transport (i.e. Commuters who have been using
the service for 7/8 years need to get an improved offer).
The connections from Northern Apulia (from Adriatic coast to Bari and from Bari to
Taranto) are well organised with long-coverage means. The links among Bari, Taranto and
Salento region and among Apulia, Basilicata, Naples and Molise, the rest of the region
with Gargano and the islands are less effective.
Salento, the sub region within Apulia where Lecce is located, shows a different situation
just because the area is very flat and connections are easy to be done; moreover the
territory is not huge to be covered with transport services.
Lecce has a system of buses that connect city centre to suburban areas and it is well
linked with the rest of the villages around thanks to both FERROVIE SUD EST (FSE), and
“SALENTO IN BUS”, which serves . The former is the regional railway network, a sort of
aboveground metro all over Salento, through the countryside; the latter is a seasonal
reorganization of provincial buses which gives a chance to get connected via bus both with
single rides for the selected destination and guided tours so as to visit different places
within the same day. This offer is very appreciated by tourists but it is used by local people
as well.

LIMITED TRAFFIC ZONES
In the hub of Lecce, there are 12 limited traffic zones. In 11 zones, highlighted on the map
with different colours are also marked with letters (from A to M).
Traffic is forbidden for the entire day and access is available only for residents. In zone N
traffic is forbidden from 10 p.m. to 6 a.m.
The entire area is covered with a video surveillance system.
1.1.3 Benefits for the community
The Mobility Management Plan would be a benefit for the local community of Lecce
because it would get a better contact with the social and urban tissue and this would allow
a stronger respect for environment, a decreasing pollution and an improving wellness for
people.
Cultural heritage have been protected from pollution with a ten-year closure of Lecce city
centre by the opening of 12 limited traffic zones, pedestrian areas and bike lanes. 20.000
/25.000 non resident University students live in Lecce; at night in fact, there is a huge
amount of people meeting in the city centre without the presence of cars and motorized
means.

The planning process.
The planning process interventions to be adopted, along with actions to be started, are
born from the study of users’ behaviour, their needs and specific requests.
Their requests can be explained in different ways, such as: the request from citizens
towards politicians they know. Under a technical point of view , the study is led by
distributing questionnaires in public offices and with direct interviews to citizens ( with
regard to age, area where they live in, job they do) or by a direct or indirect monitoring of
citizens’ habits.
The city of Lecce is equipped with a sophisticated operative unit that checks traffic flows
and manages traffic lights in different traffic conditions.
These facilities have allowed the municipality to highlight the flows that everyday vehicles
make on city routes and to study citizens’ habits; moreover through these data, it is
possible to plan a set of interventions able to alleviate traffic on specific arterial roads and
try to change the cultural approach so as to root the idea of using transport means
alternative to cars, with the aim of subtracting duration, car traffic, accidents and pollution
as well as improving both the quality of environment and users’ wellness.
Moreover, with reference to specific period of time, year and area of the town, we have
individuated some classes of habitual customers (commuters) and facilitate their mobility.
As a matter of a fact, we have implemented bike sharing, by positioning some stations in
some interchange areas close to suburban areas; these have allowed a change in
commuters’ habits.
Users left cars in parking areas and use bike to get to city centre where the majority of
public offices are located ( court house, Province building, Municipality building, Health
department, etc.).
At the beginning of this new service, the study on mobility data along with several
questionnaires that have been distributed at stations and different public offices ,
tobacconists and news agents’ have allowed us to understand people’s needs and to plan
actions that might improve mobility and the quality of life.
The exponential growth of the University of Lecce along with schools have produced a
study on students’ mobility. Students have been divided into groups selected using the
criterion of age. In this view, we have contacted school managers in order to understand
their needs, make them more independent with accesses and safer in doing their routes.
With this objective we have planned safe routes from home to school and back by the
making of reserved routes protected by road kerbs, pedestrian barriers and bushes or just
by limiting painting road markings on pavements with the right width. These paths, planned
without crossroads allow children (as well as their parents and adults in general) and
students aged from 10 to 18 to go to school without parents or chaperons. Moreover,
thank to interviews and questionnaires distributed in different university venues, we could
fix public transport lines so as to improve the building of an ambitious system of ecocompatible transportation that is alimented electrically, reduces 100% of bad emissions in
the city centre atmosphere and changes radically the concept of transportation system and
users’ habits.

Chapter 2: Feasibility / Existing Conditions
2.1 Current mobility/transport situation and trends
Lecce has a critic traffic situation and the absence of measures for moderating it make this
city an unsafe place to cycle. Categories that are in a more delicate position are elderly,
feeble people and children. An increasing usage of bikes will allow a reduction of car
circulation, improve both the quality of air and life and improve open social urban spaces.
The opening of bike sharing stations has remarkably bettered the situation along with the
growth of bus lanes that allow people to cycle safely even if very often pedestrian use
them as traffic islands.
Lecce, is the seventh Italian town for limited traffic areas with 10,62 squared metres per
inhabitant.(The first one is Siena with 30,94)
It is hard to imagine a bloom of sensitivity from citizens towards environment, if every thing
is done for it is a kind of punishment. We have to get to the 21st position to find an Apulian
city: Lecce for its cycling index (length and typology of cycle tracks).
Cars are 53 per 100 inhabitants, very close to the Italian average rate which is 60 cars per
100 inhabitants.
Much has to be done to change the culture of “any cost comfort” that is highly polluting into
a new view of green and sustainable mobility.
The creation of intermodal stations might help to park the car and to use alternative means
to move. Walking in a tiny city is easier and possible; cycling as well. The critical part is to
improve the use of Public transport that is a safe challenge.
Lecce has a new system of trolley buses able to cover both the new and old centres, and a
huge parking area where once the Carlo Pranzo stadium was.
Some zoning ordinances forbid the access to buses and heavy transportation in town; this
forces suppliers to use of orbital roads and the entrance into town to limited time periods.
There are two main area named Foro Boario and Stazione degli Archi that have the
function of interchange stations both for school and tour buses and suppliers who use
them as a platform for goods that are delivered in town with other more sustainable
means.
Local /regional current transport policies and strategies
The regional board has approved the document for the planning and managing of
transport (PRT)by defining objectives, strategies and guide lines for the regional plan in
Bari, last May 11th, 2008.
Guide lines include the re-organisation of services and infrastructure as well as the criteria
of selection for priorities related to:
1) road transport;
2) train transport;
3) maritime transport;
4) airplane transport;
5) inter-modality with passengers;
6) inter-modality with goods;
7) minimal services according to the decree n. 422 dated November 19th, 1997 ( the
ordination to regions and local administrations to have functions and charges on local
public transport, art.4, paragraph 4, Law n.59 dated March 15th 1997).

The PRT defines its objectives in coherence with the tools of National and regional
planning, by adapting them on the basis of the peculiarities, criticisms and potential of the
regional set.
The PRT has the following objectives:
a) creating the structural conditions both material and immaterial to consolidate the role of
multimodal logistic platform of Apulia within Southern Italy and Euro-Mediterranean area;
b) creating the structural conditions both material and immaterial to consolidate logistics
and inter-modality in goods transport for companies Apulia-based;
c) promoting sustainable solutions for both environment and society for the transport of
goods within the urban system;
d) improving safety level in goods transport within the region;
e) increasing competitiveness, expertise and complementary of dock regional system;
f) assuring an effective interconnection between the over-regional and regional rank;
g) improving internal accessibility within the region to support cohesion and social
inclusion, local development and an increasing value of strategies;
h) developing and integrating the offer of over-regional links for passengers transport to
support the competitiveness of Apulia economic system;
i) recognising to the airplane transport a strategic role for long-length links;
j) recognising to the train transport the role of leading for the regional net of local public
transport;
k) contributing to keep and improve the role of railway in the long-length journeys, in view
of future developments of the high capacity/high speed system.
l) addressing the reorganisation of TPL on rubber with a complementary and integrated
solution in comparison to train services;
m) promoting the forms of sustainable mobility in urban centres and local systems as well
as the evaluation of strategic areas in the region;
n) promoting full accessibility to nets and services from each category through the
progressive elimination of architectural barriers in comparison with physical and
information infrastructure;
o) optimising the effectiveness of service management on iron by creating the conditions
for reconverting car services into train services;
p) contributing to realise the conditions for the free access and circulation on railway aimed
at the full evaluation of infrastructure.
2.2 State and national issues
In a globalised world, in a single day, there is the same traffic of an entire year of the 70s
and the estimation highlight the request will increase. The Mediterranean area is
considered the strategic place for changes among Asia, Northern Europe and North
America.
Also Italy has had a huge growth of request on transport and mobility. People on the move
have increased from 34 to 50 millions (+ 43%), goods from 87 to 219 millions/t (+ 151%),
containers
from
3
to
more
than
10
millions
(+178%).
The contribution to air pollution in the last 30 years has been relevant and keeps growing.
In Italy, the datum particularly heavy is based on the private use of (35 millions) and rubber
transport.
it is clear that both transport and mobility system are a strategic infrastructure for the
quality of life and health, for reducing air pollution, for safety of people and for the
economy: not only for services and production of vehicles but also for the costs of
transport for industry, agriculture and tourism.

2.3 Sustainable mobility and transport in Lecce
Sustainable mobility and transport in Lecce is mainly represented by three offers:
Bike sharing, Filo-bus and safe routes to school and home.
Bike-sharing was intended to promote a new system for intermodal transportation,
allowing people to shift easily from other forms of transport to bicycle and back again. Bike
sharing is an easily accessible alternative to motorized travel, with the hope of reducing
the carbon footprint of commuting as well as enabling residents to feel fit through exercise.

2.4 Roles and responsibilities
APT ( Agenzia regionale per la promozione del Turismo – Regional Agency for the
Promotion of Tourism)
This is the map of the agencies for tourism promotion located in the Salento area
Such offices have the role to show the presence of institutions on the entire territory and to
give precious information on transportation form Lecce to the rest of the area and back. Its
importance is moreover linked to the fact that during awareness raising campaign can be
easily disseminated thank to the capillarity of their presence within the area.

The Municipality of Lecce, with the aim of improving the quality and quantity standards of
public transportation, has decided to delegate its management to partly private and partly
public company upon the Decree Law. n. 267/2000 (formerly law 142/90).

Ferrovie Sud-Est link different cities located in Salento, Lecce and seaside villages located
on the coast.
FSE cover an area that gets to Brindisi, Taranto the area located south of Lecce. The
railway tracks start in Bari and ends in Gagliano del Capo, near Santa Maria di Leuca,
located at the end of the hill.
