By now, everyone has received
notice of a $38 annual assessment
increase for the 2009/2010 fiscal year.
This is the first installment on a plan
to collect approximately $3.8M in additional funds over the next five years,
through consecutive increases that average about 4.7% annually. Unsurprisingly, the plan has raised questions.
Why are additional funds needed? This budget addresses several financial issues simultaneously.
Operational Deficit. Over the past three years
the Association has incurred operating deficits totaling
nearly $500,000, largely because past budgets were overly
optimistic in predicting revenues. This budget will gradually erase this deficit over a five year period and at the same
time make the realistic projections needed to avoid future
deficits.
Capital Spending. The second issue addressed
is the need to maintain our capital funds at a level that will
sustain year-to-year variations in expenditures. Contrary to
popular opinion the OPA does not stockpile capital funds
in reserve accounts. In general, we spend what is put in
each year for the replacement of hundreds of items, such as
computers, vehicles, and pool and tennis court resurfacing.
These “normal” capital costs averaged about $1.25M per
year over the last five years and we believe it is prudent to
maintain a funding level of about twice that to handle yearto-year variations. We are close to that goal and only need
another $500,000 over the next five years to attain it.
Major Renovations. “Normal” capital expen-
ditures do not include renovations to our major facilities and
infrastructure which are now 40 years old. In the case of the
community hall “renovation” meant replacement. However,
the actual cost of $1.75M came in well under the $2.5M
budget estimate and the funds collected from the $150 assessment increase two years ago covered the costs. Over
the next five years we considered the total costs associated

with the renovation of the Yacht Club ($.5M), the Country
Club ($1.2M), two bridges ($.8M), and a special road drainage project ($.2M).
Why don’t you address the operational deficits by doing a better job of reducing costs?
Good question and the short answer is that we really
are trying, but still have a way to go. The two-pronged
approach to reducing the deficit is to increase revenues
generated by our amenities and to lower operational costs
across the board. It is impossible to describe everything
that is being done in the space allowed here so I’ll outline
the major efforts. A working group was established for the
F&B operation that examined a wide range of options, including outsourcing, and some of the resulting recommendations are being implemented. Similar working groups are
now looking at the golf operation and the broader issue of
amenity pricing. Cost has been a primary consideration in
the development of this budget as reflected by reductions in
staffing and contracted services, deferred purchasing, and
the implementation of tighter internal controls.
Aren’t the “estimates” for facility and infrastructure
renovation just guesses?
This is true to some extent. We are working under the
assumption that the three remaining facilities are structurally sound and will not require the same level of renovation
as the Community Hall. We also have not fully defined

GENERAL MANAGER’S REPORT

Each year, the winter months in Ocean
Pines finds the management team busy
developing budget details, exploring
additional funding opportunities and
planning out capital projects for our
next fiscal year which begins each May.
This year however, a flurry of construction activity, had us doing double duty!
Here’s the latest on projects underway:
Community Hall
Contractors and construction managers often say that
getting the foundation right is one of the most important
steps in quality construction. After almost 2 months of
planning, checking, double checking, excavation, field
evaluation and many other details, I’m happy to report
we’ve got it right and it’s full speed ahead! On your next
drive past the site, you should see a fully enclosed structure.
We’ll spend the next several months on interior details as
the building progresses. We’re still on target for a November completion date.
North Side Fire Station
There’s a friendly competition going on right down the
street as the Ocean Pines Volunteer Fire department works
on completion of the new fire station. The smart money
is on the fire department finishing their project first. Not
because they are faster but because the interior finishes are
much simpler in the fire station than the community hall.
Nonetheless, both structures will have similar exterior finishes that will compliment each other within White Horse
Park.
New Ocean Pines Skateboard Park
Tucked behind the administration offices, there’s
another project underway that promises to provide skateboarders with a first class facility to hone their skills. The
skateboard park is slated to be operational by mid May offering a snake run, grind rails, flat bars, stairs, hubba ledge
and much more!
Bayside Lot Negotiations
In our winter report, we discussed the possibility of
extending the lease of the Bayside lot adjacent to Seacrets
Entertainment Complex for a period of 99 years. I’m
pleased to report that we are completing negotiations on
an offer that would result in a 1 million dollar upfront
payment and a continuation of annual payments of at least
$30,371 adjusted annually over the next 99 years. The
Board has directed that the proposal be submitted to you
for voting consideration. I believe the proposal warrants

serious consideration and you the membership will have the
final say in this long term lease decision. As a reminder,
the property in question is located on the Bayside of Coastal
Highway in Ocean City adjacent to Dumsers Dairyland
and the Seacrets entertainment complex. It holds 49 cars
available for beach club members parking when the ocean
front lot is full. For the last 18+ years, we have leased the
property to Seacrets in 3 to 5 year increments at a value to
OPA of about $62,000 per year (annual payments of about
$30,000 per year in addition to payment of all real estate
taxes, insurance and lot upkeep).
Here are some of the reasons I think the proposal may
be a good idea:
• OPA has leased the lot for the last 18 years and
maintains an excellent business relationship with
Seacrets.
• There appears to be no reason to cease leasing the lot
in the forseeable future when considering this asset
generates income and is otherwise non productive for
OPA at least 9 full months of each year and only for
about 8 hours per day during peak season.
• The additional funds ($1,000,000) could go toward;
upgraded bathroom/locker facilities, oceanside parking
lot paving (increasing parking capacity for members)
and other community improvements.
We will be happy to update you on progress within the
next few months. If we can arrive at a mutually agreeable
proposal, you will receive a ballot and referendum materials
to help you in your decision.
Kids Camp
Registration has already begun for the 2009 Summer
Camp Program. We moved the camp to the Most Blessed
Sacrament Campus located on Race Track Road since the
Community Hall won’t be ready until late fall. The move
won’t stop the summertime fun as the Recreation & Parks
staff have plenty of games, trips and swim time scheduled

Survey Says
Special thanks to all those who participated in our
membership poll to upgrade our entrance signs. More than
400 responses were received with fieldstone based signage
edging out brick, stucco and existing designs. Polling results showed 2 to 1 margin over the next highest vote getter.

Gearing up for Summer
Our team is working on a long list of projects to get our
facilities ready for the summer. Pools are being drained,
cleaned and filled, parks have been inspected for necessary
repairs, landscaping is being completed, bathrooms are being cleaned and readied along with many other pre-opening
projects.
Great Things are Happening!
Great things continue to happen on a daily basis here at
Ocean Pines. By the time the facilities open for the summer, you’ll see a new fleet of golf carts, improvements at the
Beach Club, a new skate park facility, a new north side fire
hall and tennis complex upgrades. As the season rolls on we
expect to celebrate the grand opening of the new community
hall in late fall and continue the planning process to make
additional improvements to other facilities. We appreciate
your continued support as we work to make our great community even better. Have a wonderful summer!
FREE BLOOD PRESSURE
CHECKS FOR OP RESIDENTS
The Ocean Pines Fire Department will be offering FREE
blood pressure checks for residents of Ocean Pines. Stop
by the lobby of the Administrative Building between 1011:30am. The Ocean Pines Fire Department will offer this
service the FIRST and THIRD Wednesday of each month.
Additionally, the Ocean Pines Fire Department will
offer this service to Ocean Pines Community Organizations.
Organizations may request the Ocean Pines Fire Department
visit a monthly meeting and offer blood pressure checks to

our future needs, although the Comprehensive Planning
Committee has made a start on this and a task force has been
assembled to start examining the engineering requirements.
We are currently seeking additional engineering estimates
on the extent of the work that needs to be done on the
bridges and are exploring the possibility of State or Federal
funding. Lest anyone be concerned that we are overestimating our needs remember that this year we are only collecting
one-fifteenth of the money needed in the five year span. As
we refine our estimates we can adjust the out-year assessments accordingly.
What good is a “five year plan” when we get a new
Board every year?
If the plan makes sense and offers OPA members a
stable, predictable financial future then we can only hope
that future boards will see the wisdom of following it. Active member support will help ensure this.

Recreation & Parks Advisory
Committee News
The Recreation and Parks Advisory Committee is an
extension of the Board of Directors into the community for
everyone’s benefit.
In the last few years, hearing from the community about
its needs we have been able to recommend to the Board and
bring about the following new and improved amenities. The
playground at Manklin Meadows was built and enjoyed by
many children.
The need for a skate board facility was brought to our
attention and Ocean Pines is building one, at present, behind the police station for all skaters to enjoy.
This year some bocce ball players came to our meeting
to requests new courts since the old one is unplayable. We
have recommended this be put in the budget for next year.
In regard to our Parks, each month our members assist the
Public Works and Recreation Departments by checking
on the larger parks in the Pines to see if they are in good
order. With the expertise and help of the Public Works
Department, we have improved and expanded the walking
trails in the Pines. On the completion of these improvements, the Marketing and Public Relations Department
issued a beautiful trail brochure which is available at the
Administration Building and on the Association’s Website,
www.oceanpines.org.
Our meetings are open to the public and are held on
the first Tuesday of each month at 7pm in the Board Room
of the Administration Building. There are openings on the
committee for those persons who are interested in furthering the Recreation and Parks areas. If interested, please get
an application from Mrs. East in the General Manager’s
Office.

Simple Yard Sale Regulations
Are you planning to hold a yard or garage sale this summer? Please comply with theses simple guidelines when
holding or visiting a sale:
Anyone attending a yard or garage sale should park in
the driveway of the home where the sale is being held if
possible. If parking along the side of the road, pull as far off
the road as you can. For everyone’s safety, do not obstruct
the view of oncoming vehicles or pedestrians.
Sale signs can be posted only on Sat. and Sun. from 8
a.m. to 4 p.m. and must be removed by 5 p.m. Any sign
posted prior to 8 a.m., not removed by 5 p.m. or posted on
any day other than Sat. or Sun. will be removed by the OP
Police Dept. One sign can be posted on the median strip
of Ocean Parkway at the nearest intersecting road. Additional signs can be posted at each intersecting road needed
to direct customers to a yard or garage sale. Signs must be
self-supporting and cannot be attached to trees, road signs,
the North or South Gate signs or any other Association
structure. They should not be located as to obstruct the view
for oncoming traffic or pedestrians. The maximum size for
signs is 4 sq. ft., or 2 ft. by 2 ft. They should not be more
than five feet from the ground and should be earth tone in
color. Language should be limited to yard or garage sale,
the street address and a directional arrow, if needed.
Each developed lot in Ocean Pines is limited to 4 yard or
garage sales per year. Police officers working during the day
or weekends will be noting the location, including specific
house numbers, of all yard sales. Any property noted will be
reported to the Compliance, Permits & Inspections office.

Amenity Membership - Options
Ocean Pines offers annual Individual and Family Memberships in the community’s swim, tennis and golf amenities
and Individual Memberships in platform tennis.
Weekly Memberships are available for short-term users of
the swim and tennis facilities. Property owners and residents
are invited to enjoy all the community has to offer by joining
one of the club memberships available during the 2009-2010
season at the Amenities of Ocean Pines.
Family Memberships in the swim, tennis and golf clubs
includes up to two adults living in the same house and their
unmarried, dependent children ages 5 to 17 or college students up to age 22 (proof required). Children under 5 swim
free. The children must reside with the club member purchasing the membership.
Individual Memberships in all of the Amenities of Ocean
Pines. Whether residing full or part-time with a club member,
children 18 years and older are entitled to purchase an Individual Membership.
Weekly Memberships that include privileges at the Association’s swimming and tennis facilities are available for either
three or seven consecutive days.
Associate Memberships enjoy all that Ocean Pines has to
offer – even if you don’t live or own property in this flourishing community. You can enjoy the amenities by obtaining an
Associate Membership in the swim, tennis, platform tennis
or golf club. Associate Memberships are available on an individual or family basis, which includes up to two adults and
their dependent children, for swim, tennis or golf. Individual
associate memberships are available for platform tennis.
Family memberships are not available.
Guests. For the occasional participant or members who wish
to bring along guests, the Association offers the option to
pay daily user fees or purchase coupon books for use at the
swimming pools in lieu of paying cash. Swim club members
are eligible to purchase coupons, which are available for both
children and adults, at a discount rate. Coupons are valid for
a period of two years. Swim memberships or coupons are not
valid towards admission to special events held at the pools.
Daily user fees are also accepted for use of the tennis courts.
Golf coupon books are available to pay for green and cart fees
for daily play at the golf course.
Parking. The Association also offers parking permits for
the Ocean Pines Beach Club in Ocean City. The permits can
be purchased by property owners and residents exclusive of
other club memberships and include use of the Beach Club
swimming pool for four people. A parking permit can be acquired at a discount rate if purchased in conjunction with any
family, individual or weekly membership.
Photo Identifications are issued for all members of the
swim, tennis, platform tennis and golf amenities, and must be
presented when entering any Association facility.

Payments can be made in full by check or credit
card or you can take advantage of the new installment
plan for club memberships. The installment plan allows
members to have payments conveniently and automatically deducted over five equal monthly installments from
your checking or savings accounts. The authorization letter can be found in the Membership Applications section
of the Forms and Documents section of the OPA website
www.OceanPines.org. Just download and sign by either
April 30 or May 31st. A voided check must accompany the

STRAIGHT TALK!
Spring is finally here – and it’s
time for spring cleaning!! Public
Works is hard at work getting the facilities
and amenities ready for the upcoming
season. The crew has started laying down
mulch and spraying herbicide around
the many landscaped areas throughout Ocean Pines.
The pools are being prepped to open in May. The facilities
are getting scrubbed down – walls, floors and equipment are
being cleaned thoroughly.
Public Works also completed the site work for the new
skateboard park. The area has been graded and the drainage
pipes have been installed. Site work has also been completed for the new parking lot for Community Hall – the
parking lot has been laid out and the underground electrical
work for the parking lot lights has been installed.
CPI – VIOLATIONS
For the time period November-January there were 135
Violations that have been compiled out. A total of 146 violations were compiled out in 2nd quarter (August-October).
103 violations still remain open.
CPI is making every attempt to focus on properties that
are considered unsightly or have excessive trash/debris on
the property (81 of the above 103 violations that are currently open are for trash or maintenance). If you are concerned about a particular property, please contact the CPI
Department at 410-641-7425 and register a complaint.
Site Plans
A site plan can be acquired at the CPI office located
behind the Southside Fire Station. The CPI office has most
site plans from when the house was built and also updated
site plans for any additions and alterations made.
The county requires a site plan for all their permits.
Please note: in most cases, the county will not accept old
site plans or those marked as “proposed” so you will be required to purchase a new site plan through a surveyor before
the county will issue their permit.
In some cases, the county will also request a new site
plan to be done before they do their final inspection, especially in those cases where the new addition, etc. falls close
to the BRL (building restriction line). A new as-built survey will then have to be purchased through a surveyor.
Resales
There are 2 types of resale packets. The certified packet, which costs $250 for an improved lot and $125 for an
unimproved lot, includes the certificate of resale, inspection
done by the OPA inspector, and the forms (which includes
the OPA Guidelines, By-Laws, Articles of Reinstatement,
OPA current year budget, pending lawsuits, and the Declaration of Restrictions). The non-certified packet, which
costs $20, includes the forms only.
Please note: if a $20 packet is purchased instead of the
$250 certified packet with the inspection, the new owner is
responsible for all the after-the-fact permits and violations.
Violations run with the property, not by the owner. The
certified packet puts the current owner at notice if there are
any non-compliant issues. The $250 packet certifies that
the current owner must acquire the necessary permits and
correct the violations prior to settlement.
Mosquitoes
will develop in any puddle that lasts more than four days. Get rid of any standing
water around your home. As little as 1⁄2 inch of water can breed mosquitoes. When emptying or draining is
not possible, “Mosquito Dunks” are appropriate. Place “Dunk” into: heavy concrete birdbaths, ornamental
ponds and water gardens, puddles in trenches and underneath decks, unused swimming pools, etc. “Mosquito Dunks”
are available at the Ocean Pines Public Works Dept, $8 for a 6-pack. The above steps are non-toxic methods of mosquito control for homeowners. Call 410-641-7425 for more information.

Fantastic Friday Pool Splash
Friday, April 24
Fantastic Friday Pool Splashes at the Sports Core Pool this
spring for boys and girls. Enjoy a live D.J., snacks, and pool
games. Come out and enjoy an evening with your friends.
This Pool Splash is for boys and girls in grades 6 & 7. The
pool splash begins at 7 pm and ends at 9 pm. Parents are
requested to arrive to pick up their child inside the pool area
by 8:45pm. The entrance fee is $6 for Residents of Ocean
Pines and $7 for Non-residents.
Family Fun Night Continues...
Celebrate family fun at the Sports Core Pool,
Friday, May 1st you can gather up the
family and join your friends for a fun-filled evening of
swimming, music and games from 6:30- 8:30pm. The fee is
$2 for swim members (must show membership card), $4 for
Ocean Pines Residents and $5 for non-residents of Ocean
Pines. Only those swimming are required to pay a fee.
Summer Family Fun Nights will resume at the Yacht
Club starting Wednesday, June 17th - August 26, from
6-8:30pm. The Yacht Club gets a “face lift” and transforms
into a wave of fun for the young and the young at heart! The
pool is open for all ages to enjoy as a variety of DJs fill the
air with the sounds of summer. Food and beverages will
be available poolside for a small fee. Admission is $2 for
swim members (must show membership card), $4 for OP
residents and $5 for non-residents. Only persons swimming
pay a fee. (NOTE: this is a special event, swim coupons or
pool receipts do not grant admission) Call the Recreation

Summer Day Camp...held at the Most
Blessed Sacrament Catholic School

the summer months. Camp
Ocean Pines and Camp Endless
Summer are for youth 5-13
years of age. Each camp is offered in one-week sessions beginning June 22 and ending August 21. Registration packets
are available at the Recreation and Parks Department office

School’s Out Pool Splash
A “Schools Out” pool party will be held at the Sports
Core Pool from 7 – 9pm on Friday, June 19th for Boys
and girls ages 8-14. A DJ will provide poolside tunes and
snacks will be provided. Ice cream will be available for
purchase. Recreation Department staff and lifeguards will
supervise the evening. The cost is $6 for Ocean Pines residents and $7 for non-residents. (NOTE: this is a special event,
swim coupons or memberships do not grant admission).
Join us for an “All American” day of fun
Saturday, July 4th. From 10 am -2 pm at the Sports Core
Pool, families are invited to a pool party! The day’s activities will include a D.J., face painting, moon bounces, carnival games, refreshments and more! The moon bounce is $5
for unlimited rides with a wristband. Admission is free to
pool members; all others pay the regular daily pool rate.
Fireworks! After a day of fun at the pool or beach, join
others from our Community
in the “Celebration of our
Freedom” as we co-sponsor Fireworks with Ocean
Downs. The fireworks will
be held on Friday, July 3rd
at 7 pm and offers a host
of activities: including face

CPR, AED & First Aid Classes
The Ocean Pines Recreation Department in conjunction
with the Ocean Pines EMS Division
will be offering a variety of CPR,
AED and First Aid Classes certified
by the American Heart Association.
Family & Friends CPR
This three hour course is designed to teach rescuers how
to perform CPR on adults, children, and infants and how to
help an adult, child or infant who is choking. This class is
designed for family members, friends and the general population who want to learn CPR but do not need a course certification card. There is a minimum of 5 participants required
for this class. There is a maximum of 12 participants. This
class will be held at the Ocean Pines Fire Department-South
Station.
The fee is is $30 per person and includes all necessary
materials plus your own CPR keychain mask kit.
Heartsaver CPR with AED
This is a four hour class that teaches CPR (adult, infant
and child) and the use of an automated external defibrillator
(AED). The course is designed to train the lay rescuer to
correctly respond to a cardiac emergency on the worksite
or in daily life. Upon satisfactory completion of the final
exam, a CPR certification card will be issued. There is a
minimum of 5 people required for this class with a maximum of 12 participants. This class will be held at the Ocean
Pines Fire Department – South Station.
The fee is $50 per person and includes all necessary
materials, the certification card and your own CPR pocket
mask.

Paddle/Platform
TENNIS EVERYONE!
Platform Tennis,
also called Paddle, combines elements of tennis, ping pong, squash, racquetball, and handball. It is a sport that can be learned by anyone. There are
4 platform tennis courts at Manklin Meadows Recreation
Complex in South Ocean Pines. A free weekly clinic is held
on Saturdays at the courts. Advanced instruction is at 12 pm
and newcomer instruction is at 12:30 pm. No reservation or
equipment is needed. There is a free introductory period to
learn to play Platform Tennis. After the introductory period,
residents and non residents can purchase a membership to
play year-round.
Pines Tennis.
Tennis is a major recreational outlet for
many Ocean Pines residents. The Manklin Meadows Tennis Center, the Centre Court at Manklin Meadows, features
eight composition and four hard surface courts and serves
as the focal point for all tennis activities in the community.
For a nominal fee, individuals may purchase an annual tennis membership to play at the Manklin.
If you would like to join Platform or Pines Tennis, stop

Memorial Donation by Kretschmar Family
The Family of David
Kretschmar of Ocean Pines
asked the Ocean Pines Association to accept a personal donation of $3,000
to purchase an automated
external defibrillator or
AED. This is a portable
electronic device that automatically diagnoses the
potentially life threatening cardiac arrhythmias of ventricular fibrillation and ventricular tachycardia in a patient, and
is able to treat them through defibrillation, the application
of electrical therapy which stops the arrhythmia, allowing
the heart to reestablish an effective rhythm. AEDs are designed to be simple for the layman to use, and the use of
AEDs is taught in many first aid, first responder and basic
life support level CPR classes. The generous donation will
also cover the associated equipment necessary such as the
extra pads, training pads, children pads, and more. Pictured
is resident Gail Kretschmar and OPA Marketing Director,
Teresa Travatello. His wife, said “the donation is made in
memory of my husband, David Kretschmar and in honor of
all the volunteer Firemen and Women in our community.”

Brandy Kreger was born
in Baltimore, grew up in
Allegheny County. She
moved to this area in 1997
with two children.
Her experience includes
working

Firehouse
Tavern, Princess Bayside,
OCMulligans, and Rum
Pointe, before coming to
Ocean Pines Yacht Club in May 2003.
She will still be sharing duties at the other club as well
as managing the Tern Grille with helper Nancy Cassell.
“The People” she says, “are the best part of her job”. The
Tern Grille will open this season with a fresh management
team and Chef Larry plans to serve home-made soups and
a daily specials cycle to build a solid customer base. “We
plan to move the new attitude at the Yacht Club to the Tern
Grille and be very receptive to customer input.”

GREEN STREET
Let’s Go Native!!!
No, I’m not suggesting that we ditch our clothing and
hang out in our birthday suits; rather that it is time to consider what we are doing when we insist on having the greenest lawn on the block or we plant something “beautiful” that
does not grow here naturally. While such efforts may make
for attractive yards, they do not reduce greenhouse gases,
protect our waterways and our water supply, or encourage friendly bugs, bees, butterflies and birds. Feeding and
watering lawns and non-native plants requires more work,
fertilizer and herbicides and water which may be in short
supply. Conversely, native (indigenous) plants, because
they are native to the region, require less “artificial” assistance because they have adapted to the conditions which
exist here. So, less watering, no unfriendly chemicals and
more friendly critters – what more could you want!!!
So how do I know what plants to plant? On the Maryland Coastal Bays website (www.mdcoastalbays.org) there
is an extensive list of native flowers, bushes and trees which
includes the name, description, growth pattern, habitat and
wildlife uses of such plants. It also provides a list of local
nurseries which sell them. Further, the Assateague Coastal
Trust (www.actforbays.org) is having its annual native
plant sale on May 2. In addition, the Lower Shores Land
Trust (www.lowershorelandtrust.org) is having a plant sale
on May 9. Check their websites for more information. You
and the environment will be glad.
