Since 1971 the DUA has provided support for umpiring and more
recently has provided the social activities for umpiring. As recommended in the umpire review the league will now be responsible for
all matters relating to umpiring which will end the 40 year partnership with DUA. On behalf of the Board I would like to thank all who
have been involved with the Association over these many years.
CHAIRMANS REPORT
Once again we have seen a number of developments that I feel will
be pivotal to the future development of the league at both a local
and state level.
After a major Review in 2008-9 the DDJFL implemented a number
of recommendations including major changes to the constitution
at the 2010 Annual Meeting. The new constitution has allowed the
Board of Directors and Management to pursue best business practices and new initiatives to better service our constituent clubs.
The DDJFL was rebranded as the South East Juniors (SEJ) at last
year’s Annual General Meeting in line with the changing clubs and
geographical area we service. The new branding has been met with
a positive response by our clubs and numerous partners.
It is important to note that the history of the DDJFL will not be lost
and that we are in the process of changing all major records to electronic format. As we celebrate 50 years of the DDJFL/SEJ servicing
football in our area, major recognition will be given to our history.
At a state level the major review of football in Victoria has been
completed. The SEJ participated in a number of meetings with AFL
Victoria to ensure the league had input into the strategic direction
of football in Victoria.
Shaun Connell and Nicole Edney, Operations Manager, continue to
be tireless workers for the SEJ and most weeks gave very generously of their time in making sure our clubs were well serviced .The
Board of Directors wish to formally record our thanks to them.
The SEJ’S financial result for 2011 was a surplus of $22,667. This
is an extremely pleasing result given that in 2009 the league reported a $55,000 loss. The result clearly demonstrates the tight fiscal
control of management and the Board.
Each year the South East Juniors is indebted to a number of volunteers that assist the league in its yearly operations.

the clubs.

DUA
During the season we lost the services of our Umpire Manager Mark
Thomas and fortunately we were able to pick up the services of
Neville Nash from AFL Victoria who held the post for the remainder
of the season while assisting in the review of umpiring. The SEJ is
most grateful for the time, effort and experience Neville gave to the
SEJ.
To our numerous business partners we are grateful for your support. Your contribution ensures that the league can continue to grow
and better service our clubs.
The review into the umpiring structure was compiled by Neville
Nash and our General Manager, Shaun Connell. After review, the
recommendations of the report were unanimously accepted by the
Board of Directors. We believe that in time that the SEJ Umpiring
Department will become more vibrant and better meet the needs of
our clubs and our umpires. New Umpiring Academies will be set
up for junior umpires, new training venues will be sought and an
administrator will be appointed to service the SEJ Umpiring Department.
The league is also indebted to AFL Victoria who offers so much
practical advice to our management and Board. In particular the
continual support of the Community Football Department headed
up by Peter McDougall.
In closing, I thank all the clubs for their support in the first year of
the SEJ and look forward to the 50th year of the league in 2012.

Roger Hampson – Chairman
30 years of senior executive business and
teaching experience primarily within the
sporting and education industry, encompassing business management, financial
management, business development,
marketing and sales management. Roger
held the position of Chief Executive Officer
at the Essendon Football and Social Club
1988-1996, Tasmanian Football League 1996-1998, Melbourne Tigers Basketball Club 1998-1999 and Victorian Canine Association.
Roger was Chairman of the AFL Victoria Working Party in 2009.
Club Secretary for two years. Geoff also officiated in the role as
Match Manager at the AFL Victoria Metropolitan Junior Championships. For the past 7 years Geoff has been the Building Manager of
Como Constructions.
Liz Triffitt
Liz is a former training development
manager at Monash University, and has
been involved at Beaconsfield Junior
Football Club for four years in various
roles. In 2009 Liz was appointed as the
AFL Victoria Project Officer in which she
implemented the recommendations of the
AFL Future Directions Review.
Shaun Connell – General Manager
Shaun has a wealth of community football
experience. He began his football administration career at Dandenong Ranges Junior FL and Yarra Valley Mountain District
FL before moving across to the Victorian
Country Football League as the Operations Manager and then as Area Manager
(Eastern Region). Shaun is now General Manager of the SEJ.
James Rouse
James has worked in local government
in the UK and Australia for more than
10 years. His current position is Team
Leader Leisure Development, at the City
of Casey. This role involves the strategic
direction and day to day management of
sport across the municipality, including
all active recreation reserves,
Sports Development, Casey Fields, Access for All Abilities and Leisure Respite Programs. James is a qualified secondary school PE
teacher having taught in both the UK and Singapore. Whilst he has
not played Australian Rules Football he has a background in a wide
range of sporting club participation and administration, including
playing national league hockey in the UK and state league in Victoria. James was a member of the AFL Victoria Working Party in 2009.

General Manager
I am pleased to present the Annual
Report for the 2011 season.
In my second year as General Manager of
the South East Juniors (SEJ) I continue
to be excited about the progress that SEJ
has made since the AGM of 2009. Even
more pleasing is the clubs’ willingness to
embrace and trust the Board’s direction.
Our clubs continue to strive to provide the best environments for
all of our players, volunteers and spectators through adopting the
policies and procedures of SEJ, AFL and AFL Victoria. SEJ and
our clubs continue to be leaders in club development and creating
quality environments within our region. 16 of the 24 clubs are now
accredited as AFL 4uality Clubs of those two have achieved Silver
level accreditation.
The maturity of our clubs came to the fore earlier in the year when
several clubs merged sides to ensure maximum participation.
Alliances that would not have seemed possible years ago came
to fruition through the leadership of Club Presidents willing to
challenge tradition and club parochialism to simply give kids a go.
Three additional teams were created as a result.
We became SEJ with not just a new name but a new brand to better reflect the growth within our geographical area. The rebranding
has been embraced by all member clubs and received great feedback from everyone within and outside the industry. It’s a brand
that will continue to grow and become part of our vernacular in
very much the same way as we speak about the National Competition.
It has been pleasing that SEJ continues to grow. Although the total
number of teams did not increase from 2010, we saw an increase
in participation in female football with the addition of Mossgiel
Park and Fountain Gate in the Youth Girls and the creation of an
U12 Girls Program.
The Under 12’s Girls Program is part of a national strategy that is
targeting a segment of our community that makes up over 50%
of the population. The program was a great success with around
50 girls participating. We also partnered with Melbourne Football
Club (Melbourne FC) to create the inaugural Under 12’s Girls
Academy. The squad of 20 girls played against the North Melbourne Academy in a one off match. We look forward to working
with Melbourne FC in developing this further. SEJ will continue to
support female participation through national and local initiatives.
It must be also noted that the total number of teams in the City of
Greater Dandenong has increased by 6 teams since 2010 due to
the hard work of the Greater Dandenong based clubs. It has been
rewarding to see that the clubs’ engagement with local schools
and community programs has started to pay off.
SEJ is situated in one of Victoria’s fastest growing regions in Melbourne so it is pivotal to continue to work closely with the local
government, clubs and AFL to plan and develop suitable facilities
that will accommodate the expected growth in this region.
Development and planning for new facilities will be ongoing
however SEJ is having positive discussions with local councils for
the provision and planning of these new facilities. In particular the
planning on the newest facilities at Officer and Marriott Waters is
well underway, with construction at Officer starting early in 2012.
Despite the setbacks is it likely that Timbarra Junior Football Club
will be playing out of their new oval in 2013.
In addition to the investment in new facilities it is pleasing to see
the investment from clubs, and local and state governments in
upgrading existing facilities such as pavilions at Berwick Springs,
North Dandenong, Hampton Park and Mossgiel Park.
The SEJ Partners Program continues to grow in all areas. The
program is a key objective in our Strategic Plan, which underpins
SEJ’s financial position.
We are grateful for the support of all of our partners and would like
to thank the support of member clubs to our partners.
Our Premier Partner Inspirations Paint and Color has just completed a second year of a three year agreement and has seen
significant increase in business since being involved with SEJ.
We are confident that we will be able to continue the partnership
beyond 2012.
Early in 2011 we were pleased to announce the signing of McDonalds Family Restaurants (Casey Clan) as a Development Partner
and umpire uniform partner of the South East Juniors. One key
aspect of this program was the distribution of over 7000 participation awards for volunteers, players and umpires. This relationship
will continue to grow over the next few years which will continue
to deliver benefits directly to our clubs.
The Pearcedale, Tooradin and Narre South Branches of the Bendigo Bank joined SEJ at the commencement of the season. We
would like to thank Darryl Sutcliffe and the staff at the Bendigo for
their ongoing support of junior football in the Melbourne’s South
East.
The SEJ Licensing Program continues to deliver terrific value to
clubs through quality on field and off field garment and footballs.
We thank our 2011 licensees in Lyon Sports, Sherwood, Image
Corporate and Ross Faulkner.

with terrific opportunities for clubs to access great products and
services critical to running a club.

The SEJ and Melbourne Football Club partnership continues to
strengthen and is delivering key outcomes in line with the SEJ
Strategic Plan. Melbourne FC has provided training and education
opportunities for our clubs through the Coach the Coach and Train
the Trainer sessions. Our clubs have also benefited through an
increased number of player appearances not only at club training
but also at events such as the Little Demons Day.

We also collaborated with AFL Victoria Development in the promotion of Coach Education opportunities where flexible scheduling
of Level 1 Coaches Courses were delivered and we conducted a
Coaches Coordinators seminar.

In addition to the above Melbourne Football Club assisted us with
the redesign and distribution of the participation brochure. The
brochure contains information on how you can get involved in
football at the SEJ. The brochure is distributed at key community
and multicultural events such as the COGD Game On Festival.

SEJ continues to strengthen our relationships with the three local
government areas of Greater Dandenong, Cardinia and Casey.
These relationships are delivering key outcomes not only with
facilities but in the area of club development. An example of this
was the collaborative involvement from councils in the SEJ Club
Development day in February.
I would like to congratulate all of our clubs, umpires and volunteers for their terrific support and commitment to junior football. I
am in no doubt that the South East Juniors and its member clubs
have begun to set the standard for football in this region.
We are committed to providing quality club environments through
club engagement and the delivery of key AFL programs and policies.
It has been pleasing to see an additional eight clubs have qualified for their 4uality Club Accreditation taking the total number of
accredited clubs to 16. The following clubs are now accredited.

AFL QUALITY CLUB SEJ continues to forge forward in delivering the key objectives
outlined in the Strategic Plan. Our continued success can only be
delivered through a collaborative effort by all key stakeholders.
I would like to thank Chairman Roger Hampson and the Board for
their ongoing support and vision for SEJ. I thank Nicole for her
over and above commitment to this organisation and to the clubs.
The role certainly has evolved over a quick period of time and
requires some resolve. Nicole will continue to develop in the role
and be of great benefit to SEJ.
Finally, I would like to thank my family, especially my wife
Vanessa and the boys Kyle and Luke for their great support and
understanding for the time spent away from the family during the
season.

2012 Quality Clubs
SEJ remains committed to delivering learning and development
opportunities to our clubs. We continue to utilise our partners and
source outside facilitators to deliver quality education programs.
In February this year we delivered the Club Development Work-
Inaugural SEJ MFC Academy Team

Mornington Juniors and Dandenong Ranges. The games consist
of four 12 minute quarters with points being awarded for quarter
wins, highest score and game wins. These points are tallied and
the winner of the carnival announced. South East Juniors were unable to come away with this year however they showed great skill
and played some hard fought matches.
FOOTBALL OPERATIONS

Under 13 Development Teams
In 2011 the two U13 development squads once again participated
in a round robin against Moorabbin Saints and Central Districts
from Adelaide. This year the event was hosted by Moorabbin
Saints at James Ross Reserve, Hampton and was played in great
spirits in front of a huge crowd. The South East Juniors Blue
team started off the day with a win in their match against Central Districts however the Red team was beaten by a very strong
Moorabbin Saints side. Congratulations to both of our teams who
displayed some fantastic skill and determination to contribute to
making the day a successful one.
We thank our coaches for volunteering their time, experience and
skill to develop our teams.

This year both leagues provided one field, boundary and goal
umpire for the afternoon game. It was great to see the two leagues
work together to umpire the game in a fair and consistent manner.
Congratulations to the umpires from both leagues.
AFL Victoria Junior Metropolitan Championships
South East Juniors once again had 5 teams participate in the
2011 AFL Victoria Junior Metropolitan Championships. An initial
squad was invited to attend training sessions conducted by SEJ
Development Coaches and the Development Coordinator, with the
final squads selected with the welcomed input from the TAC Cup
Stingray coaches. South East Juniors once again entered two U14,
two U15 and one Youth Girls team.
Our U14 Division 1 team was the first U14 team to make it through
to the Grand Final undefeated but were beaten by a very strong
Essendon Districts team in the Grand Final. The score was not
reflective of the skill showed with our boys playing the game out to
the end.
Our Youth Girls side had a tough three games leading up to the
Grand Final narrowly winning against a much improved Northern
side and being beaten by Western in game three. The girls stepped
it up a gear in the Grand Final and had to dig deep to fight off a
relentless Western to retain the trophy for the fifth year in a row.
The grand final was a hard fought out match with Ellie Blackburn
being awarded the Best on Ground Medal.

The U16 Junior Development Team once again competed in the
Grain Corp Carnival organised by the VCFL at Shepley Oval over
the 4ueen’s Birthday weekend.

2011 Finals Series
This finals series would be the first to be played under the new
South East Juniors name and logo and what a finals series it was.
The weather for the entire three weeks was nothing short of fantastic
and the skills showed by our players were no exception.
Semi Finals and Preliminary Finals were hosted by South East Juniors Clubs Hallam, North Dandenong, Noble Park, Narre Warren,
and Tooradin and they all did a fantastic job at hosting a wonderful
event.
This year’s Grand Finals were held at Shelpey Oval, Moodemere
Street and Sweeney Reserve attracting massive crowds who were
treated to some fantastic games of football.
Each premiership and runner up team player was presented on the
day with medals for their participation. A best on ground medal,
which was chosen by the umpires, was also presented at each
match. The winning team was presented with a Premiership Flag as
well as a Cup to celebrate their victory. As in 2010 all umpires were
presented with a medal to recognise their efforts on the day.
This year’s finals series was a huge success and I am so excited to
see what next year’s finals series will hold.

Judiciary
The SEJ saw a reduction in the number of reports and cases that
came before the Tribunal and a slight increase in the number of
set penalties. The league continued with the reporting procedure
changes adopted at the start of the 2010 season which divided the
law of game reportable offences into two categories, Yellow Card
and Red Card offences. Red card offences were automatically heard
by the Tribunal with Yellow Card offences giving the player the opportunity to apply for a set penalty being a 1 week suspension.
The league would like to thank the Tribunal, Appeal and Investigation Officers for volunteering their time during the season. There
were only two appeals for the season which demonstrates that our
Tribunal panel conducts every case in a professional manner. Thank
you to the Appeal Board Panel for also volunteering thseir time and
for conducting the hearings in a professional manner.

Little Demons Day
Little Demons Day was expanded this year to include both the U9
and U10’s age groups and was hosted over two days on July 2 and 3
at Sweeney Reserve. The event continues to grow with an estimated
2500 people attending over the two days to watch 57 teams play in
a relaxed fun environment.
Our hosts Narre Warren Junior Football Club created a terrific carnival atmosphere with plenty of face painting, fairy floss and an activity room set up to keep all the kids occupied throughout the day.
Melbourne Football Club created hype of their own through the appearances of Tom Scully, Jack Watts, Stefan Martin, Matthew Bate,
Lynden Dunn and Lucas Cook. The players and the MFC mascot
signed autographs, posed for photographs and played kick to kick.
The Little Demons Day is played in a non-competitive environment,
focused on fun and participation. Teams are placed into groups
named after past and present Melbourne champions and played on
modified sized ovals. Each participant received a show bag consisting of Football, Drink, Radio and Stickers from our key partners.
The League would like to congratulate all the players, officials, volunteers of the 57 teams who make the Little Demons Day a great
success.

Recommendation 4
That the Umpiring Department be provided a structure that facilitates a positive and focused coaching environment.
Following the resignation mid-season of SEJ Umpire’s Manager,
Mark Thomas the SEJ and AFL Victoria appointed me as interim
Umpire’s Manager for the remainder of the 2011 season. There were
obvious issues with the appointment of umpires to games, shortage of umpiring numbers, lack of umpiring numbers at training/
coaching sessions and not all umpire coaching positions filled in
the umpiring department.
We set about implementing the following

Appointing Ken Barnes as Goal Umpire’s Coach.
Contacting all umpires encouraging them to attend
training/coaching sessions on a regular basis.
Making training sessions more enjoyable and simulated
to what happens on game day in the three disciplines.
Having structured coaching sessions.
Contacting former umpires to return to umpiring.
All of these initiatives had an immediate and positive impact on the
umpiring group with the standard of umpiring during the finals being very high. A majority of umpires in SEJ are very young and will
develop into very competent umpires so we need to ensure that the
environment on game day is a positive one and that clubs, coaches,
officials, players and spectators respect the role of the umpire.
SEJ General Manager and I conducted a review into the South East
Juniors Umpiring structure at the conclusion of the season. Consultation with Umpiring Department, Umpires, DUA, SEJ Management
and other leagues was pivotal in finalising the recommendations.
Eight key recommendations were put forward to the SEJ Board for
consideration and were fully endorsed in October.
Key Recommendations
Recommendation 1
That South East Juniors review and update the current Umpiring
Plan which will provide a development platform for umpiring over
the next 3 years.
Recommendation 2
Engage AFL Victoria Programs to assist with the recruitment of umpires to South East Juniors.
Recommendation 3
Appointment of joint fulltime administration position that is responsible for the administration of umpiring and also provides administration support to the SEJ operations to be known as South East
Juniors Operations Administration Officer.
Recommendation 5
Provide ongoing development, mentoring, learning and sharing opportunities for all umpires to encourage continuous improvement
Recommendation 6
That the General Manager in conjunction with the AFL Victoria Umpiring Development Manager reviews the current Umpiring Budget
to establish the effectiveness of the expenditure.
Recommendation 7
That South East Juniors become wholly responsible for the training,
development and management of umpires of South East Juniors.
Recommendation 8
That South East Juniors establish a new training base for umpiring
that can meet the short and long term needs of umpiring.
South East Juniors are now well placed to address the key areas
of concern within umpiring. Already two school based Umpiring
Academies have been confirmed in Cranbourne and Berwick with
discussions progressing well for a third in Dandenong.

Financial Report
The league continues to strengthen its financial position through strong prudent financial management which is overseen by the Board.
It is pleasing to announce that the League has been able to record an operating surplus of $22,667 after recording a loss of $52,034 in 2009.
The surplus has been achieved through the performance of the leagues partners program in particular areas such Business Partners and the
licensing program. The league also undertook some new initiatives in such as the Round Robin.
The financial systems that have been implemented have seen the league improve significantly in some key areas. The cash flow position of the
league improved significantly from the 2009/2010 financial year where in 2010 it took an average of 40.24 days to recover debt where in 2011
that was reduced to an average of 8.93 days. This also indicates an improvement in club financial management, where in particular the Club
Fees and Charges document assists clubs with budget and cash flow planning.
In the 2009/2010 Financials the league reported a significant club debtor of $17894. The league worked closely with the club to review their
financial procedures including regular financial reports being submitted to the league Board. It is pleasing to note that due to the hard work
and diligence of the club executive the debt to the league and other debtors has been fully recovered. The club was able to report at their AGM
a significantly improved financial position and will start the 2012 season with no carry over debt.
At the time of writing this report the Board is considering the 2012 Budget which includes provision for increased league resources particularly
in the area of administration. The leagues improved financial position will also allow the league to consider the introduction of other programs
that will assist clubs.
I would like to thank Dianne Lucas and her staff at Direct Management for the help and assistance in providing Bookkeeping and Accountant
services to the league.
