The County Assessment Office maintains real estate
records and lists of residents for the use of local taxing bodies. The office also classifies information from real estate
transactions for the State on a monthly basis for Pennsylvania’s school subsidy program. The Assessors examines
documents and performs work in the field to keep the tax
rolls up to date on over 25,000 parcels of land and 30,000
persons.

The Board of Commissioners is the County’s chief governing body. The three Commissioners are elected to four-year
terms, and are responsible for adoption of County budgets,
property assessment, tax levying, and funds for construction of
capital projects. They oversee the Bureau of Weights and
Measures, Emergency Management, Tax Claim Bureau, Planning Commission, and Human Services.

Mission
The Coroner investigates the facts and circumstances
concerning a wide variety of deaths that appear to have happened
within the County, regardless of where the cause thereof may
have occurred. The purpose of the investigation shall be to determine the cause of any such death and to determine whether or not
there is sufficient reasons for the Coroner to believe that any such
death may have resulted from criminal acts or criminal neglect of
persons other than the deceased.
Jurisdiction
The Coroner’s office is mandated by the Commonwealth
of Pennsylvania to investigate and determine the cause and manner of death. These include cases of homicide, suicide, accidental
and all natural deaths that are sudden, unexpected or medically
unattended. Accordingly, the cause and manner of death are determined by means of investigation, toxicology and post mortem
examination (autopsy), and the death certificate is then issued
based on those findings.
The autopsy is vital in the determination of a definitive
cause and manner of death. Autopsy objections from the next of
kin are considered only after an autopsy waiver is signed at the
Coroner’s office. The autopsy waiver in itself does not preclude the
autopsy. Without this critical and often necessary procedure, it is
more difficult for the Coroner’s office to accurately determine a
cause and manner of death.
In 1990, legislation was added to the County code requiring Coroners to investigate “deaths of persons whose bodies are
to be cremated, donated, buried at sea or otherwise disposed of
as to be thereafter unavailable for examination”. It is the funeral
director’s responsibility to contact the Coroner for appropriate authorization when final disposition is cremation, donation, burial at
sea, etc.

Pennsylvania’s 67 counties are divided into 60 judicial
districts. Mifflin County is the 58th Judicial District. The Court of
Common Pleas has two judges elected for 10-year terms.
President Judge Barron and Senior Judge Williams currently
preside.
The divisions comprising the Court of Common Pleas
are: (a) Civil Division—This includes personal property and
personal injury lawsuits; contract disputes; equity and injunction cases; and family court issues of divorce, custody, support,
equitable division of marital property and other related matters;
(b) Criminal Division—This includes all cases where an alleged crime is charged by the Commonwealth, as well as appeals from summary convictions; (c) Juvenile Division—This
includes all issues addressing alleged dependent and delinquent children; (d) Orphans’ Court Division—This includes
adoptions, alleged incapacitated persons, nonprofit corporations, and estate matters.

The Crime Victim Services program was established to
identify and protect crime victims’ and witnesses’ rights by ensuring
that victims are treated with dignity, compassion, and respect during
criminal proceedings. Crime Victim Services works with the District
Attorney to inform victims of the criminal justice process, provide
emotional support during court proceedings, assist in obtaining reparations for economic loss (restitution), and keep them notified of
the status and final disposition of their case. A referral system directs the victim to other community resources and social service
agencies for additional help.
The Crime Victim Compensation Board, a state agency,
reimburses crime victims for out-of-pocket expenses (medical,
counseling, earnings loss, support loss, funeral/burial costs, forensic rape exams, crime scene clean up and relocation expenses).
Crime Victim Services assists victims applying for compensation.
Emergency awards can be paid if undue hardships arise due to the
crime. Victims are responsible for getting the required documentation for claims to the Crime Victim Services office or the Crime Victim’s Compensation office. Crime Victim’s Compensation is the payer of last resort and does not compensate victims for property
crimes.

Mifflin County has three Magisterial District Judges. Each District Judge is elected for a six-year term. They are the first level of the
judicial system, with jurisdiction over: (a) Traffic and non-traffic summary offenses; (b) Landlord/Tenant actions to recover possession of
leased premises, unpaid rent, and damages; (c) Civil cases in which
the amount in controversy is $12,000 or less; (d) Preliminary hearings
in misdemeanor and felony cases; (e) Miscellaneous cases including
protection from contempt charges, issuance of search warrants, wedding ceremonies, etc.

Domestic Relations is a branch of the Court of Common Pleas that deals with issues of Child Support, Alimony,
Pendente Lite and Spousal Support. Domestic Relations has
the powers and duties to: (a) Process all complaints received
under Chapter 45 (related to reciprocal enforcement of support
orders); (b) Make necessary investigations; (c) Keep a full and
complete record of support materials including Orders of the
Court; (d) Keep account of all payments made under Orders of
the Court and promptly bring to the attention of the Court and
the District Attorney any default in compliance with any Order
of the Court.

Juniata Counties. The department administers State and Federal program funds including PA DPW’s Homeless Assistance

The Maintenance Department maintains all

The Planning and Development Department provides
staff assistance to the Mifflin County Planning Commission.
The Planning and Development Department is responsible
for administering the Mifflin County Subdivision and Land Development Ordinance, Community Development Block Grant
(CDBG) program, and Housing Rehabilitation program; maintaining the Mifflin County Comprehensive Plan; coordinating
with other agencies in the areas of transportation, housing,

ordered adult and juvenile offenders as an alternative to imprisonment or placement into juvenile facilities. Probation Officers help

The Prothonotary/Clerk of Courts is the keeper of records and responsible for all filings, civil and criminal, which include: Divorce Complaints; PFA’s; Custody Complaints; Petitions; Road Docket Matters, such as Eminent Domain and Declaration of Taking. The Prothonotary is given orders authorizing
the issuance of bench warrants for civil and criminal matters.
The office also issues oaths and writs and processes passport
applications to send to Philadelphia for issuance. Everything is
of public record except Juvenile and Mental Health records.
The Prothonotary/Clerk of Courts collects criminal costs, fines,
and restitution, fines for PFA’s and court ordered evaluations
and costs that may be imposed by the judge.

The Public Defender represents individuals lacking sufficient funds to afford private counsel, who are charged with
either misdemeanors or felonies. The Public Defender is also
appointed to represent individuals charged with summary offenses who face incarceration, and juveniles who are charged
with offenses under the crimes code. This office represents
patients at the Lewistown Hospital who are committed for mental care and subject to the Mental Health Act.

The Public Safety Office supervises three primary
programs for Mifflin County. The Mifflin County 911 Center
serves as the primary Public Safety Answering Point (PSAP)
for all Police, Fire, and Emergency Medical Service requests
within the County. The 911 Center receives these requests
for assistance by traditional telephone, cellular telephone, or
by radio from other agencies. The requests are then routed to
the appropriate agency, which is then dispatched by radio,
telephone, or pager.
The Emergency Management Agency is responsible

The Register of Wills probates wills of resident decedents. The estate information is documented naming an executor, filing the will, inventory, inheritance tax return, and inheritance tax payments. The Register of Wills is the Agent for the
County that collects Pennsylvania State Inheritance Taxes.
The Clerk of Orphans’ Court has birth and death records from 1893 to 1905. After that time, the records are kept at
Vital Records. The Clerk of Orphans’ Court has birth certificate
and death certificate applications that must be completed in
order to obtain certificates from Vital Records. The Clerk of the
Orphans' Court issues Pennsylvania State Marriage Licenses,
files adoption proceedings, and files papers naming persons
incapacitated.
The Recorder of Deeds is responsible for the preservation of land records in the County. The Recorder records
deeds, mortgages, approved subdivision and land development
plans, agreements of sale, leases, rights-of-way, easements,
papers relating to land, and affixes the seal of the office to each
paper put on record. Permanent records are kept of all property deeds, road construction, changes, and plot plans for development, if recorded.
Military discharges are recorded by the Recorder of
Deeds and are not available to the public.

The duties and responsibilities of the Sheriff’s Office
include: Courthouse/Courtroom security, transportation of prisoners, service of various writs, complaints and other original
process, serving and enforcing orders of the Court of Common
Pleas, the service of Bench Warrants, assisting the Courts impanel juries, executing Sheriff sales of personal property and
real estate. Additionally, the Sheriff is required to conduct background investigations of applicants for a License to Carry Firearms and the issuance of License to Carry Firearms to applicants that have successfully completed the background investigation. The responsibilities of the Treasurer’s Office include
the receipt, custody, and disbursement of all County monies,
including hotel taxes, real estate taxes, and per capita taxes
from 16 tax collectors. The Treasurer’s Office also manages
other accounts and funds including the 911 Telephone Account, Local Emergency Planning Committee Account, Liquid
Fuels, Safe Driving Fund, Offenders’ Supervision Fund, and
Counseling Fee Fund. This office also handles the issuance
of dog, hunting, and fishing licenses, firearm permits, boat
transfers, small games of chance, and bingo licenses.

The Voter Registration Office is responsible for registering residents of Mifflin County to vote, and maintaining accurate voter registration records, according to Pennsylvania
law.
The Elections Office is under the direct supervision of
the Mifflin County Board of Elections. The responsibilities of
this office include necessary preparation for all elections including: ballots, maintaining individual voting records, election supplies, training for elected Election Officials, and supervision of the official count of votes cast. The Mifflin County
Board of Elections certifies the election returns.

Pennsylvania’s county conservation districts were established in 1945. The Mifflin County Conservation District provides a local contact for citizens for various programs and services related to protecting our natural resources, such as: environmental education, recycling and composting education; agricultural nutrient management; pasture management; farmland
preservation; water quality protection; erosion and sedimentation control; wetlands protection; stream impacts and permitting; floodplain management; stormwater management; environmentally sensitive maintenance of dirt and gravel roads; the
Chesapeake Bay Program; gypsy moth suppression; and West
Nile Virus surveillance.
The Conservation District’s primary focus is on surface
water quality protection and improvements related to all types
of land uses. The Mifflin County Conservation District provides
technical assistance, education, and in some cases financial
assistance to citizens of the county.

COUNTY GOVERNMENT
Pennsylvania consists of 67 counties. The governing
body of a county is a three-member board of commissioners. In
addition, some larger counties have a county administrator.
There are eight county classifications, which are classified
based on population. The largest county classification is sixth
class (24) with populations ranging from 45,500 to 94,999. Mifflin County is a sixth-class county. Some of the responsibilities
of the county include the criminal justice system, the conduct of
elections, and the administration of human services.
MUNICIPAL GOVERNMENT
Townships are one of the oldest political subdivisions in
Pennsylvania and the most common form of municipal government. The two township classifications are first class and second class. First-class townships are distinguished primarily by
population density associated with urban areas. There are 91
first-class townships and 1,457 second-class townships in
Pennsylvania. The governing body of a township is a board of
supervisors. Administrative functions are provided by the township manager or secretary. The term of office for each supervisor is six years. Township services can include road maintenance and public safety, and depending on the municipality,
can also include recreation, as well as water, sewer and refuse
collection services. Revenues are generated primarily from
property and earned income taxes. There are 10 second-class
townships in Mifflin County.
Boroughs represent the second most common form of
municipal government in Pennsylvania. There are 957 boroughs in the Commonwealth, which are evenly divided between urban and rural areas. Approximately 86% of boroughs
have populations of 5,000 or less. “Borough” comes from an
Old English word “burg” meaning “fortified place”. The governing body of a borough is a borough council with a term of office
of four years. The chief elected officer is the president of the
borough council. The mayor, also an elected official, oversees
the municipal police department and has the power to veto ordinances. Borough government provides similar services to
townships, with administrative services provided by a borough
manager or secretary. Revenue sources are similar to townships. There are six boroughs in Mifflin County.

BRIEF HISTORY OF MIFFLIN COUNTY
Mifflin County was first visited by English traders in 1731.
Lewistown, the County seat, was originally the site of Ohesson, a large
Indian Village. Arthur Buchanan founded the first English settlement in
the area in 1754. The following year, Fort Granville was erected to protect the growing number of settlers from Indian attacks. Fort Granville
was later destroyed during the French and Indian War.
Mifflin County was incorporated from parts of Cumberland and
Northumberland Counties in 1789. The new county was named for
Thomas Mifflin, a Revolutionary War hero and a national patriot, who
was Governor of the Commonwealth from 1788 to 1799.
The end of the colonial period ushered in the start of Mifflin
County’s transportation era. The turnpike connection from Harrisburg
to Pittsburgh was completed in 1817, paving the way for industrialization. By 1830 the County population had doubled and the area was
home to industries that manufactured wool, bricks, gun barrels, and
newspaper.
In 1829, the Pennsylvania Canal was finished as far as Lewistown, which then became the shipping center for Mifflin and Centre
Counties. Two new businesses directly related to this growth were the
Logan Foundry in 1842 and the Duncan Furnace in 1846. With the arrival of the railroad in Mifflin County in 1849, use of the Canal began to
decline until it closed as a result of destruction by the Johnstown Flood
in 1889.
For more than 50 years, American Viscose Corporation reigned
as the largest textile company in the County, at one time employing
more than 5,000 local residents. American Viscose Corporation built
Juniata Terrace in the 1920s to house its employees. In June of 1972,
hurricane Agnes hit the area, causing a major flood. The flooding affected many residents and businesses, severely damaging many
structures. Lewistown was named an All American City in 1973 for its
ambitious efforts toward recovery.
On September 19, 1989, Mifflin County celebrated its Bicentennial. Currently, approximately 47,000 residents live in the County with
the steel industry, hospital, medical ultrasound, and school district as
the major employers.

GOOSE DAY
Michaelmas Day, better known as “Goose
Day”, is an old English custom. It is a holiday on
which the Feast of Saint Michael and all Angels is celebrated. The day always falls on September 29 th.
Goose Day was first declared a festival by Pope Felix, III in the year 480. The holiday soon became a
popular feast in England. Dinner always features
roast goose. Legend predicts that eating goose on
Michaelmas Day assures that you will not want for
money all year round. The Pennsylvania Dutch acquired the custom over 200 years ago when Andre
Pontius hired a young British man named Archibald
Hunter to be a tenant farmer. On September 29,
1786, Hunter presented Pontius with a plump goose
and explained the custom of Goose Day.
Today, Central Pennsylvanians treat themselves to a roast goose dinner on this day “just for
luck”!
The Juniata Valley Area Chamber of Commerce celebrates Goose Day every September by
serving goose at the Annual Goose Day Luncheon.
