Feedback on the planned new Sausalito Ferry Terminal
Hi Lilly, My wife and I agree that the proposed new pier and new float seem to be necessary and a good design and we support that portion of the design. We STRONGLY detest the proposed gate. Our initial impression in looking at the picture/rendering of the gate on the door handle flyer was that it looks like: THE ENTRANCE TO A PRISON. I understand the need for security but there must be a more creative way to do this without it looking so foreboding. Thank you for taking our feedback. Dear Lilly Shinsing, I am a long time resident. My name is Georgette Osserman, and I am an artist with a studio at ICB. I can not be at the study meeting. I have looked at the drawings and photos, these are my questions. Could the simplest smallest dock be built? The current designs seem oppressively large for the surroundings, and out of scale with modest nature of our town. We have been careful over the 25 years that I've lived here to maintain both a simple and elegant design foot. I hope we can continue this direction. Dear Lily, I strongly object to the replacement of the Sausalito Ferry Landing. I suspect the transportation of tourist bikes is the reason for this planned monstrosity. Why not require the bike rental companies be responsible for returning their bikes to San Francisco instead of destroying the gateway to our historic town? My issue with the Ferry Landing is: 1). The renderings are unbelievably ugly and inappropriate for a tiny town like Sausalito. 2) As a ferry commuter for over 20 years, where is the shelter from rain, high winds, cold fog, and hot sun for the passengers?? I spent years of getting soaked in the rain while waiting for the ferry ‐‐ or thinking I would faint from the hot sun. Every other Bay Area ferry terminal have passenger shelters except Sausalito. Dear Mr. Castro,
I just reviewed the planning documents available in the library and I am
writing in protest of the proposed ferry landing expansion.
The proposal strikes me as entirely incompatible with the current look and feel
of Sausalito that residents cherish so much.
For example, the "view corridor" as identified in the plans fails to take into
consideration the views from the Sausalito Yacht Club all together.
The photographs included in the materials in the library identified as a view
from The Sausalito Yacht Club were taken from the parking lot in front of the
yacht club. The members of the yacht club do not currently enjoy the views of
the Bay and the City skyline from the parking lot, they enjoy those views from
the deck and the cocktail lounge. In fact, the yacht club replaced a solid wall
on the south side of the building with a glass wall in order to open up the view
of the Bay and the City skyline to it's members and guests.
Granted, the Sausalito Yacht Club is a private club, but as a long time tenant
of the City of Sausalito the impact of the proposed ferry landing expansion on
the club should be more carefully evaluated in the course of the consideration
of the GGBHTD plans.
Finally, as a former ferry commuter I believe the proposed expansion far
exceeds what may be necessary to make the existing ferry landing more
structurally sound.
Sausalito is not Larkspur and for the City to grant the GGBHTD to build the
greatly expanded ferry landing would be a slap in the face to the residents of
Sausalito.
The residents of Sausalito rightfully should be the highest priority when
considering a ferry landing expansion, not the transient bicyclists who
arguably could care less about such an expansion, nor the GGBHTD whose
primary interest in this proposal could reasonably be inferred to be increased
revenue from increasing the capacity for the transient bicyclists.

Example: closing the Vina del Mar park for 30 years to keep hippies from having sex amongst the flowers. I am rather annoyed with the portrayal of the plans for yet another improvement. The literature makes the Ferry Landing improvements seem like the worst possible outcome for the City, it's residents and visitors. On the contrary, I am in total agreement with what the plans (albeit presented in the slanted negative light) have to offer. The Landing needs improvement, badly. Anyone taking the ferry has to honestly say there has to be a better way enjoy this fabulous public convenience used for business and pleasure. Tourists are our business and financial lifeline (unless there is a manufacturing plant/shopping center coming to town with tax revenue, this is how we make our money). Bikes are also a welcome way of life, but that is another story. These bikes and the people riding them need to be welcomed to town in safe and managed ways. Restructuring the Ferry Landing for managing their arrival and departure makes total sense for their safety and for Sausalito businesses. Sadly, those with disabilities have a very difficult time maneuvering the current structure. I understand the need to look at all of the details of the plans. However, saying no to any progress/improvements just because we can, makes no sense. There are some that just equate the word change with disaster and continue with their obdurate thinking. Hello Lilly, I've been ill, followed by a trip returning yesterday and now am committed to an event that won't allow my attendance. Thus my tardiness but hope the following can still get to the PC members. (PLUS HLRB) Thanks. Nancy Dear Planning Commission and HLRB Members: The following is from a close friend and Sausalito property owner who has closely followed the Ferry Landing proposal while recently in Sausalito. I believe he sent it to the Council, but at this late moment I can't improve upon his views which my husband, Jim & I agree with completely: I¹m writing to you to express my complete objection to the potential expansion of the Sausalito Ferry Terminal as it is currently proposed. As a concerned resident of Sausalito, I am not against improvements to our lovely town. However, this potential expansion of the Sausalito Ferry Terminal will not enhance the city¹s character and charm in any way, nor will it permanently solve visitor circulation problems. This proposal will only provide significant detriment to what we, the residents, have always enjoyed and respected. In brief, my objections are based upon the following facts / concerns: 1. the proposed gangway is 3 times larger than the existing gangway, the access pier is over 3 times larger than the existing access pier, covering a significantly increased area of existing open bay, and the entire project represents more than double the amount of bay fill compared to the current ferry landing, 2. the proposal¹s definite negative impacts to the aesthetics of the valued Sausalito Waterfront Ambience, 3. the increased potential congestion to the adjacent surrounding street, sidewalk, and parking areas, 4. the potential eyesore and noise pollution/commotion of the proposed new access pier (see point 1 above) extending into the existing open bay area, with its unrestricted public access 24 hours a day, 5. the open water area belongs to the city and people of Sausalito, and the bay views should not be obstructed with further large gates/security divisions per the proposed expansion, and 6. the entire ferry design proposal process has not been transparent, nor has it gone through a full public review process for both the landside and the ferry landing designs. I certainly add our pleas to his, to find this design is not good enough for Sausalito, especially in its Historic District...nor is the plan to evidently make it easier to accommodate more bikers AND THEIR BIKES a way to make residents feel Sausalito will be a better place (or even as good as it is now) for them as well as visitors, if the plan is approved and carried out. I support the new ferry landing
Hi Lilly,
I can't attend the meeting tonight, so I am writing to express my support for the new ferry landing. This is an
important public infrastructure project and I am dismayed at my fellow residents who are upset about the
proposal. I feel that they are letting their fear of "tourist creep" get in the way of making a smart decision.
I looked at the plans in the library, and the proposed landing does not appear too large to me. The attached
image, taken from the plans, accurately reflects the scope of the project. I hope we are able to convince
residents that this is an important plan for our future - perhaps showing these images side-by-side will help in
that endeavor.

Hi Adam I am not able to attend tonight's meeting, but wanted to share my point of view. Basically, I am
in agreement of the short, medium and longer term goals articulated within the Imagine Sausalito
Final Report from the Harbor and Downtown Action Committee attached below for your
convenience.
As we all know, the area stretching south from the Spinnaker Restaurant to the Inn Above Tides
encompasses some of the strategically most important pieces of real estate owned by the city
held, of course, for the benefit of its residents (both current and future). Other groups also have
interests in this part of town (i.e. cyclists, Golden Gate Transit), however, their interests should
be subordinate to the interests of Sausalito's residents. Because this part of Sausalito is
encumbered by long term ground leases, the most we (as a town) can hope to accomplish (until
the expiration of the ground leases) is to NOT make matters worse and to attempt to relocate the
two view blocking users (1) the Yacht Club whose pilings need replacement anyway and whose
views already suffers from its proximity to the ferries and 2) the Ferry Terminal) in such a way
to improve public view lines of the Bay. This goal is well articulated in the attached Imagine
Sausalito document.
Here's an idea that would address most of these issues. Because the bicycle problem was not
anticipated when the Imagine Sausalito Report was compiled (six years ago), we must recognize
that the presence of so many bikes in downtown Sausalito is the primary reason for the suggested
expansion of the Ferry Terminal. My idea: motivate Golden Gate Transit to construct a Ferry
Terminal at Cavallo Point.
Cyclists who have rented their bikes to visit Sausalito can prepay for this ferry service when they
rent their bikes which, for them, would appear to be free. From the point of view of a tourist,
Cavallo Point provides wonderful views of the city and food/beverage choices. There is a huge
lawn on which the cyclists could relax. It is a short bike ride from downtown for that subset of
cyclists who really want to visit downtown (many of them wouldn't make the extra effort). The
Cavallo Point Ferry could cater to cyclists. The existing Sausalito Ferry Terminal could relax
back to ridership levels in existence BB (before bikes :-) Sausalito residents could reclaim an
important part of the reason we all live here. As downtown merchants will attest, visiting
cyclists do not spend much money downtown anyway. In other words, the ROI (defined as the
Return downtown merchants harvest on the Investment we residents make in enabling the

invasion of cycling tourists to downtown) is low. This is a lose/lose proposition.
This email describes an imaginative way to address several important goals simultaneously for
the benefit of all interest groups.
In short, I am opposed to the Ferry Terminal expansion (but wanted to counter with a positive
idea).

ferry expasion in our Sausalito
Hello Ms. Schinsing,
Before attempting to create a bigger, more "lockdown", and possibly more efficient ferry terminal here
in our little town, perhaps looking more closely at two things is more important:
1. the actual state and safety of these old rusting out ferries, and maybe even their size...the age of
them is paramount as I have taken a close look at the condition of these boats
2. the number of ferries and the schedule
As it is, the ferries are old and decrepit. Please do not wait until one sinks or other emergency to take
action in asking for money for new ones, or newer ones.
The schedule doesn't serve us locals at all.
The gaps are too big, and the last ferry is too early, especially on the weekend to return from the city.
Tourists bicycling around cause havoc, and the accidents of these novice and lost people could
cause them their life. There was an accident just a few days ago on Bridgeway. The local cyclists with
their "racy" garb need to be addressed too. Their aggressivity causes stress to the road flow....drivers
in cars/buses have to avoid them, and they have no concern for anyone's right of way, including us
pedestrians who risk our lives to cross the street. Perhaps a new paved bicycle path that can lead the
speedsters and slow novices to the bridge and back is necessary for everyone's safety....away from
vehicles.

Dear Mr. Castro and Ms Schinsing, I am writing to support protecting the village of Sausalito from a ferry landing remodel which is too large for this town of 7300 people. I reviewed the plans at the library. The float is too large, the loading ramp rails too high to blend in with the setting of a small waterside village. There are no photos showing the proposed dock with a docked ferry. The view corridor looking south is from a parking lot. The view from public and private spaces is not shown, because it will be blocked. In this town the view and the charm are rare and must be protected, as it has been in the past when a freeway on Bridgeway was proposed or the large public safety building improvement. Its excessive, industrial style bulk will damage the visual aesthetics of Sausalito which are highly valued by the residents of Marin. Good morning Joan,
For the recored, I am not apposed to the ferry landing being repaired with some expansion, however, I and the
approximately 1000 concerned residents that have signed my petition are adamantly apposed to the GG
Districts proposed Design. The size, scale and design of the current plan do not reflect the the quaint village
feeling that we want to preserve. changing the color, cutting the top off the tresses off and 4' off the width pier
are not enough to placate us. The Concerned Residents and Friends of Sausalito are prepared to do whatever it
takes to stop this huge monstrosity from being built in the middle of the historic downtown.
Another big concern is, we have no plan for the land side to deal with the continued growth of tourism
including pedestrians, cars or Bicycles. How can we ask for more when our stomachs and plates are full?

Huge and ugly. Certainly not a "solution" to downtown congestion - quite likely
the opposite. And the Bridge District has never justified the need for a 2x
terminal. Why not just add a couple of boats during peak weekends?

Sausalito's main road, and only road is already overcrowded. It is often closed
due to flooding, and evacuation routes are already cut off in case of any
disaster (quake, fire, landslide). As a person who cannot hike up the mountain
to reach the freeway, I am dependent on this. I never go to my own downtown
because of traffic and especially bicyclists already. Mill Valley, the next town,
where I go for all my own shopping needs, is having access problems itself.
Expanding the use of the ferry would put my life in jeopardy. And I am also
opposed to any more Bay Fill in the downtown area. Most of our land is already
Bay Fill, and subject to quake problems. In addition, even Gate Five Road is
closed due to flooding during high tides and heavy rains. So there is no way out
of here.

It is an ill conceived structure without regard for the waterfront, the very small
downtown area of Sausalito, the view so treasured and limited already by
people, bicycles, cars and structures. Why has the ferry area not been
maintained all these years to the point now that it is a danger? Why put in a
huge boilerplate design with no thought to our small village. The ferry's are old,
spew fuel into the air, have asbestos and rust, noise, etc. Creating pollution in
& falling into the bay, are safety hazards to the area, which children and small
craft barely visible. The entire project needs to be re thought, re drawn, and
implemented with the environment, pollution, the village and what it can handle
and a vision the goes out 50 years - not TEN as suggested. The entire
committee has not looked into the future - there focus has been to get what
they term free money and do a short term fix to a long term need in
transportation. Perhaps smaller newer more fuel efficient boats would be better
and even less expensive to maintain. This is also an eyesore that will ruin
property and the reasons people live here.

From Linda's email, I can conclude that someone in City Staff should be, at
minimum, reprimanded, and at maximum, fired. Since 2009 Staff has been
denying the existence of a lease between Sausalito and the Bridge District. It
takes a phone call from an unamed citizen to move Staff to get off their butts
and produce it. This is worse than incompetence. If, by hiding that lease, the
City had been forced into accepting that ferry expansion, we the citizens would
have been the victims of a fraud.

Sausalito's single main road is already so packed that I rarely go to downtown
Sausalito. The bicyclists are a continuous hazard, even at this level. They are
mostly rented bicycles coming via the ferry.The car and bus traffic is mostly
from the use of this road as an alternate to the freeway. This road needs to be
kept *more* clear for residents to leave quickly in case of flood, landslide,
earthquake, urban fire, etc for public safety reasons. Expanding ferry access to
the small hill town does not make sense.

I honestly see no problem with the present setting. Sure, sometimes the line of
tourists waiting to get on stretches onto the parking lot, but is this really a
problem? This does no harm. If the BCBD has money to spend, I suggest it
be done on the Spencer-101 bus stop parking; there are ~ 20 spaces for 150
cars every morning, and it is a dangerous walk for those who do not get a
parking space.

Proposed new ferry dock
Ms. Schinsing,
My wife and I were at the meeting last evening, but did not get a chance to ask any
questions and had to leave at 8:30pm. We have at least one question.
Why is the concrete dock double sides (ferries can dock on either side as we saw it), if
only one ferry can unload at one time any way? Seems to us that dock could be made
smaller by eliminating one docking side. Also ferries are planned to have two larger
doors on both sides, so ferry could be docked bow in or stern in at any time.

By Public poll of the 10 Commissioners at the start of this meeting, it became painfully
obvious that only 2 of the 10 Commissioners had more than a modecum of interaction
with the Public on these issues. To my eyes, that is shocking! How on Earth can a
Public Committee aid the People to govern Sausalito if they are 80%
uninformed of the Citizen's wishes?
My feeling is, that like the earlier Public Safety Building fiasco, this proposed
structure is

] Too expensive
1. Too Big. Sooner or later, somehow someone will bring in more and bigger passenger boats with 3 times as (3
million) many tourists and 3 times as many bicycles.

Too Ugly. Just like the Public Safety building was ugly and didn't fit the Beauty of Sausalito, so too is this
structure.
3.
Too expensive. When you spend this kind of money, and have this kind of size, sooner or later the container
Will be filled.
Filled with what? Millions of more Tourists!
Do you want to live in Sausalito if the Tourist population goes to 3 million, to 5 million, to 15 million
Tourists per year? ?
If we need to have another NO on B type issue then so be it! We've done it before and we'll do it again but we'd
Really rather our Elected Officials through these 2 Committees fulfill the wishes of the Residents, those
that vote them in or out of Office, and not just the Downtown merchants who do pay their share of tax, but
don't Govern the town.

Proposed Ferry Landing - Critical Next Step: Landside Plan Integration
Dear Ms. Schinsing, Essential Integration of Water and Land Side Plan Now After learning at the March 11th meeting that ferries will be modified to go from one 4 foot door to two 8 foot doors, quadrupling the number of people disgorged into the parking lot, it is mind boggling that an integrated water and landside plan has not been presented. The current egress condition is a tangled mess. How can four times the number of people coming off the dock be a solution to anything? This must be addressed now before going further. The commercial design of the dock of course remains an equally high priority. Proper Public Meeting Space The City must provide proper meeting space such as the Bay Model, so all residents can hear and provide comments – last week’s conditions were unacceptable in spite of an extremely well‐run meeting. As a longtime resident of Sausalito, I am still very disappointed on how the discussion has focused, almost entirely, on the actual design of the new Ferry Landing, versus the rational and justification for the Ferry Landing in the first place... I cannot support any new design whatsoever until the City Council first deals with the "elephant in the room", all the bicycle traffic and possibly more in the future.... Otherwise, I feel like the City is trying to ram a new Ferry Landing down our throats, which has the potential to permanently change the character of our town...If more thought, info and data would be put into the reasons and justification for a new Ferry Landing and how to deal with the bicycle traffic with/without a new design, I would then be willing to listen to new ideas for the design. New Ferry Landing Proposal
Dear Ms Schinsing, I have seen the design for the new Sausalito Ferry Landing as proposed by the Bridge District. It is so obvious to me that the designers of this massively out‐of‐scale proposal will not be having to live with it in their backyard once the construction is completed. I don't think I need to remind you or our City Council that Sausalito is a SMALL TOWN! In a place like ours, SIZE and SCALE MATTER! The proposed construction looks like they took the large, Industrial Strength landing at McCovey Cove at AT&T Park and without any thought, concern, or imagination, simply grafted it onto our shoreline. To me this is both wrong and ridiculous. But then, I just live here, and have for over 20 years. I am shocked and offended at what I have heard about how both our Council and the District want to limit resident input about this proposed expansion. I do not believe that the new design is good for the City or for those who live here. To me, it is enabling the destruction of the very character of this city that brought many of us here in the first place. I have used the current landing many times over the years, and simply do not believe that an expansion of this scale is necessary or desirable. I ask that the powers that be strongly reconsider the size and scope of this proposed Ferry Landing, and respect what this city stands for enough to come up with a design that is more in keeping with the small‐town feel and character of the city and its waterfront. A dangerous issue re: 5-10 year old on bicycles on South Street , should be restricted to 12 years and up -this
will eliminate quite a number of bikes.
Really scary to see these small children riding down the curvy hills . I am sure parents are not aware of the
dangers when renting bikes from San Francisco.We are all uncomfortable driving through Sausalito during the
day , afraid to hitting the bikers so we don't shop or enjoy our City.

Further to my point below on the "elephant in the room" being the massive
influx of bicycles being a big part of the supposed need to increase the
size and scope of the Ferry Landing project....an issue which should
be prioritized for resolution above and beyond the Ferry Landing itself...
Yesterday, on my way back from a bike ride from our lovely town of
Sausalito to the Marin headlands, I was stopped by a firetruck
and two police cars which were dealing with a bicycle accident for
the second day in a row....I saw that the bikes, on both days, were
rental bikes...ie. likely tourists coming from SF.....It would be nice
to know how much of our town's expenses go to dealing with
issues like and this....and if the Ferry Landing is increased in size
and scope, how many more of these accidents our small town
will have to deal with.

I would then be willing to listen to new ideas for the design.

influx of bicycles being a big part of the supposed need to increase the

be prioritized for resolution above and beyond the Ferry Landing itself...
Yesterday, on my way back from a bike ride from our lovely town of
Sausalito to the Marin headlands, I was stopped by a firetruck
and two police cars which were dealing with a bicycle accident for
the second day in a row....I saw that the bikes, on both days, were
rental bikes...ie. likely tourists coming from SF.....It would be nice
to know how much of our town's expenses go to dealing with
issues like and this....and if the Ferry Landing is increased in size
and scope, how many more of these accidents our small town
will have to deal with.

Dear Lillie, After last night's meeting I have my suggestions to offer: Reduce the walkway by half, Include an artist who understands Sausalito in a re‐design. Use the #3 gate design with the single post (if no one comes up with anything better), Research other good designs of bridges and landings, and/or copy the color and railing design of the Capilano suspension bridge in Vancouver. Explain the necessity of accommodating boats on both sides, especially if this adds to the bulk. And finally, take seriously the idea of a van dropping off cyclists and picking up their bikes before they get down into town. Hello Lilly,
Thank you and the City for hosting the PC/HLB study session regarding the proposed Ferry
Landing project. It was lively and informative. Following are some of my views based on what
I learned at the meeting:
I agree that the shoreside development should be included in the overall plan for the ferry
landing complex, including locations of ticket vending, bike & vehicle parking etc.
It seems clear that the existing landing needs to be upgraded, generally along the lines
proposed. If the overall size can be reduced without compromising function then it should be.
However, some seating in the queue areas would be an advantage for older passengers or
those with disabilities. Perhaps this could be done somehow without the “belvederes”.
The truss system is probably the most efficient and practical method to span the 90 ft. required.
I favor the lowered curve option but the flat truss might have less visual impact from shoreside,
however it would most likely be denser as was pointed out.
Overall, colors would have much less visual impact if they were relatively dark. That is not to
say that color has to be dull. Golden Gate Bridge red might be an option for the truss.
Galvanized steel color for the truss would most likely have to be painted, as large welded
structures would be difficult if not impossible to galvanize. It could work well for the guardrails
as they can be galvanized in sections. Guardrail treatment should be consistent landside.
I don’t see that there would be much advantage to making the gate perpendicular to the
shoreline nor do I see how that could be done with the current plan. If the curved truss is used,
the gate with the curved top might be appropriate (not the roof version). Otherwise the “simple
gate” approach would be fine. The gates are shown in two different location options. At this
point I don’t have an opinion about that and see it as an operational / public access issue.
The vertical pickets shown for the guardrail seem most appropriate and practical. Rounded top
rails might discourage birds from landing on them.
Blocking of views does not seem to be a major issue from what I see on the drawings and
renderings. There are many splendid views from all around the area.
Looking forward to those “story buoys” . . .

Regarding the Historic District, I don’t think any attempt ought to be made to make the landing
look “historic”, whatever that may mean. It is a functional facility and the industrial esthetic
should prevail in keeping with the tradition of our working waterfront. As long as the overall look
and feel of the project is kept straightforward and in good taste I think this facility will be
appropriate for its purpose and will not detract from Sausalito’s village ambiance.

Dear Ms. Cox and Mr. McCoy;
I attended the Commission and Board’s joint hearing on March 11 to see the Golden Gate Bridge
District’s presentation, and listen to both your and the public’s comments on the developer’s
proposal to expand the Sausalito Ferry Landing.
I strongly support the developer’s intention to replace the existing deficiently designed, poorly
functioning and shoddily maintained facility. I accept the District’s assumptions about ridership and
turn-around time on which the proposed design is based, however flawed they may appear.
Regardless of whether any of us believes their projections, expansion of the facility is necessary and
it should be designed to handle a maximum capacity for as long a service life as possible, hopefully
well beyond the District’s projected 20-year timeframe, in order to preclude any more expansions
in the foreseeable future. Growth and change are inevitable, particularly with Sausalito’s attraction
to tourists, and must be accommodated and planned for regardless of whether it is desirable or not.
The engineering of the proposed facility and its design are professionally sound based on the
District’s assumptions. Both the existing structure and its proposed replacement are quasi-industrial
transit facilities, and should not be “softened” with inappropriate materials, embellished with false
historicism, or functionally impaired or derailed by NIMBY concerns.
That said, many aspects of the design of the proposed facility are unnecessary or inappropriate to
this setting. Both the proposed design and the District’s process show a disregard and disrespect of
this small community’s legitimate concerns. Many of these issues could easily be rectified without
undermining the functionality or basic design of the proposed structure.
I have personal concerns with, and have some proposed solutions for the most obvious design
deficiencies. All of these were addressed by board members and community representatives at the
hearing. My comments are keyed to the illustrations in the developer’s submission to BCDC on
the following pages, which have not been made available for the Sausalito community to see:

Most simply, the superstructure should not be painted white, but should be painted a
neutral color that blends into the background (as shown on the following page) or better,
given the District’s poor maintenance of the existing facility, should be made of unpainted
weathering finishes like the existing galvanized handrails.

As close to the shore as possible, where it would blend into the existing background buildings, with
no framing structure, in order to minimize its visibility. It should be noted that the gates are left
open throughout the day and evening, and are unrelated to the control of the passenger waiting
line or egress during the ferries’ hours of operation. There is no apparent reason why the gate
could not be located at the end of the Landside Pier (where it is now), There is no reason why it
should impede public access to the pier in this location if the opening were the full width of the
pier.
Using no grates would make the gate more transparent, but not affect its security. Making each of
the gate openings half the width of the pier, folding flat against the handrails, would facilitate access

The developers claim they provided “belvederes” to answer the concerns of BCDC to
provide pubic access and views. There is no evidence that BCDC requested these, and
they appear to be a preemptive measure. Regardless, they increase the width of the Pier,
which is an overwhelming community concern. They also increase the “shadow” of the
pier, which BCDC considers to be “Bay fill”. The belvedere on the Landside looks back at
the City, not toward the Bay. The size and complexity of this projection has a major
impact on the appearance of the Pier from the shoreline. This could be mitigated by
straightening the pier edge and handrail, and eliminating the benches on the Landside. I
think they should be eliminated on both sides to improve bay views from the shoreline.

The arch on the gangway and the depth of its structure appear to be unjustified. There are
many examples of similar gangways in steel or lighter-weight weather-resistant aluminum
with straight top chords (see illustrations above) that contradict the developer’s claim their
truss depth is necessary. It appears that a 7 foot deep truss, extending 3 feet below the
walking surface (as in the current design) and 4 feet above it would be adequate to carry
the live and dead loads. If that depth is not sufficient, Board Member Morgan Pierce has
suggested adding a third, center truss (as shown in the third image) to carry the load.

No drawings or description are provided for the temporary pier that will be in service for
an undetermined time. This pier is far closer to the shoreline than the existing or projected
piers, and will have a greater visual impact than either. There is no suggestion of its design
or how long it may be under construction, in use, or being removed.

Who owns the property under the proposed temporary gangway and float (which I
assume will be the existing gangway and float relocated)? If it is owned by the City of
Sausalito, it has absolute control over whether or not this project can be built as shown.

What Landside improvements are proposed by the City? Who will pay for these
improvements, which are solely for the benefit the developer? Who owns the property
beneath the proposed relocated ferry facilities? What location criteria will be applied?
Many other community members have additional or different concerns, which may even contradict
my comments. In many cases these are the result of a legitimate suspicion of the developer, and a
perception that the City is not providing information because a political deal has already been
struck. I could find no information or illustrations on the project in a Google search or apparently
on the City’s website, including the video of the hearing you said would be available online.
If the Planning Commission is serious about wanting public input (positive or negative), a significant
outreach effort to the community is necessary beyond a small, informed, organized and vocal
opposition group. Without their flyer, I would not even be aware of this project, and would not
have known to attend the sole hearing where any information on the project has been available.

Sausalito’s spectacular natural beauty and the architecture which complements the
landscape create a peaceful, majestic atmosphere which calls to both residents and
visitors.
It is my opinion that the proposed entrance to Sausalito is clearly out of touch with
the environment in which it is envisioned. It seems to me at best incongruent for the
gateway to this natural paradise to be an intrusive, concrete, highly technical
futuristic design. It is short sighted.
From a feng sui point of view, it is a disaster which will lower the energetic
vibration of the community. Don’t we owe the future generations the same
magical atmosphere and serene beauty we enjoy today?

Commentary on 1st Public Hearing on the Proposed Sausalito Ferry Landing
Summary
The first public hearing on the proposed Sausalito Ferry Landing project indicated that:
1) The Golden Gate Bridge District (GGBD) did a reasonably good job of displaying photos of the
proposed terminal and pointed to a few meaningful statistics regarding recent ridership. Like
any new project, “the devil is in the detail” as to whether such statistics constitute a
justification for proceeding with a new installation. This commentary includes a closer review
of the design parameters that were presented. This more detailed analysis indicates that a new
installation is ill-conceived and has little to no substantive justification.
2) Most residents were rightfully concerned with what they perceive to be a vastly oversized
new facility but were less focused on the justification for the proposed replacement terminal.
This was possibly due to the perception that has been created that this project is moving
forward regardless of clear and compelling rationale, but with some consideration towards
cosmetic appearance. I would hope that our City Council would have the wherewithal to stand
up and say NO to a substantially modified structure if there is inadequate justification for it.
Sausalito owns the land, leases it to the Bridge District, and has the right to approve or
disapprove of a project of this magnitude.
3) Rental bicycle ferry use is obviously not only the primary cause for delayed departures, but is
also the cause of what some residents described as “a giant mess” from their President’s Day
observations. The mess that has overflowed into the parking lot and onto Tracy Way during the
summer months is the result of inaction by some City Council members to stop the flood of
rental bikes from congesting the ferry landing plaza and our public streets and sidewalks.
4) The biggest drivers of this project appear to be: a) the Golden Gate Bridge District’s desire
that the ferry landing facility not constitute a bottleneck for rental bicyclists using the ferry for
returning their bikes to San Francisco, and b) the District’s apparently dogged determination to
utilize federal funds to build a new terminal in Sausalito regardless of whether there is
justification for it or not.
I urge the Planning Commission, the Historic Landmarks Board and the City Council to reject the
project in its entirety and to urgently deal with rental bicycle logistics. The focus should be on
requiring that, without impacting existing public transit of any kind, rental bike companies in
San Francisco be made responsible for trucking bikes back separately for those renters who are
unwilling or unable to ride them back to San Francisco. Any staging area set aside for bicycle
returns needs to be located such that it does not interfere with either resident or tourist access
to public streets and sidewalks. The number of rental bicyclists visiting Sausalito on a daily
basis may also need to be reviewed and even curtailed.
If the Sausalito Coalition can come up with a plan to eliminate rental bike returns via any public
transit service, this would decongest ferry loading/unloading and improve turnaround times
while still retaining bike renters as paying ferry passengers returning to San Francisco. The
Golden Gate Transit Bridge District could then use its own or outside engineering expertise to
come up with alternatives to repair and/or retrofit the existing terminal to extend its
serviceable life and reduce passenger loading times if that is deemed necessary. A more
detailed analysis of the new terminal’s design basis follows.
Ferry Schedule and Loading Delays
Apparently someone forgot to tell the GGBD’s representative that the desired ferry boat
turnaround time of 15 minutes already exists with the current schedule and the existing
terminal. It was hard to believe that the GGBD representative wasn’t made aware of the most
fundamental design basis element that was intended to provide a substantial part of the
justification for a new landing. The good news is that the ferry actually does run on schedule
for the vast majority of departures/arrivals. The times that I have witnessed delays have
primarily been attributed to ambling bicycle renters. Not to say that I blame them as they are
here for leisure and pleasure and not business for the most part. They are in no hurry to
embark or disembark a ferry boat which is supposed to be a relaxing, non-hurried experience in
itself for everyone who rides it. Ferry turnaround time is not an issue most of the time, and the
few times that ferry departures are delayed, untimely departures are either made up on the
water or are not a criteria that is vital to ridership enjoyment. If timely departures are
somehow truly deemed to be critical to the GGBD, ridding the ferry of rental bikes should be its
first priority and probably the only step necessary to resume 100% on time departures with the
current schedule.
Ferry Capacity
We currently have plenty of passenger boat carrying capacity as the Spalding class vessels are
capable of carrying ~740 passengers per trip plus a full 13 member crew. Sausalito has 9
departures and 9 arrivals during weekdays and 6 departures and 6 arrivals on weekends and
holidays. So for a weekday, the existing service can handle up to 13,320 passengers. For a
weekend day/holiday, the existing service can handle up to 8,880 passengers. These maximum
passenger counts indicate that on average, the ferry operated at only 14.6% of capacity during
FY2014 weekdays and 31.1% of capacity during FY2014 weekends/holidays. These percentages
are based on what the GGBD presented at the hearing which was an average of 1,944
passengers/weekday and 2,758 passengers/weekend day. Using the GGBD’s unrealistically high
(see comments under ridership growth) growth rate assumption of 4%/year, the existing
passenger boat carrying capacity should be adequate for another 47 years for weekday
operations and 10 years for weekend operations. The bottom line is that the existing service,
including the landing, has plenty of room for ridership growth, be they tourists or residents. If
rental bicycles continue to be allowed on board, the excess capacity that we have today could
be used by running one less round trip/day. This would enable a slightly increased interval
between trips, thus allowing greater flexibility in loading times and likely resulting in the entire
operation more easily adhering to a new set schedule. A five minute increase from 15 to 20
minutes would possibly eliminate most of the delayed departures that we have with current
rental bike loads.
Ferry Main Deck Level Boarding Philosophy
Passengers board the ferry in Sausalito on the Main Deck (lowest level deck) and depart the
ferry in San Francisco on the Upper Deck (middle deck). Bicyclists must currently haul their
bikes from the Main Deck to the Upper Deck to disembark. This specific activity is what takes
time in San Francisco, potentially causing delays. According the GGBD presentation, the new
plan will be to continue to board the ferry in Sausalito on the Main Deck and then also
disembark San Francisco from the Main Deck instead of the current Upper Deck. Although I am
not familiar with the operation of the San Francisco gangways, it appears that this new Main
Deck disembarking plan will require substantial revisions to the San Francisco ferry dock.
Clearly the boarding/disembarking philosophy is oriented around minimal movement of
bicycles between decks. In effect however, it will increase passenger movement between
decks as most of the seats are on the Upper Deck and the Sun Deck (top deck).
ADA Compliance
The GGBD presentation spent a great deal of time telling residents about how the existing
landing did not conform to ADA and that the current landing exceeded a 1 in 12 slope
requirement. Later in the presentation it was mentioned that this ADA non-conformance does
not occur until the low tide reaches or exceeds -1.1 feet. One of the Planning Commissioners
rightfully questioned the frequency of this occurrence and asked if it is more than twice a year.
The GGBD representative advised that it most certainly is more than twice year a year but that
he would have to get back to the City with a definitive answer. After a cursory review of some
on-line tide tables for Sausalito, CA (37.8500o N, 122.4833o W), I found that there are a sum
total of 16 days during 2015 where low tides were at least -1.1 feet or lower. Of those 16 total
days, on only 10 days do the low tides occur during normal operational hours and on only 3 of
those 10 days do low tides occur during disembarking (i.e. require steeper uphill travel) at
Sausalito. The other 7 days of occurrence result in slightly steeper downhill travel while
boarding in Sausalito. In summary, out of a nominal 5,946 ferry boat departures/arrivals per
year, only 10 departures/arrivals per year (0.17%) have ADA non-conformance ramp slope
issues and only 3 arrivals per year (0.05%) require steeper uphill travel. Rising sea levels will
further reduce these numbers in time. My conclusion is that the ADA compliance nonconformance issue is about as worrisome as “a tempest in the teapot” and was most certainly
not worthy of the misleading red flag waving that occurred on Wednesday evening. I suggest
that minor operational adjustments can be made on the few days that are of concern.
Alternatively, modest, but creative design changes could be made to bring the operation into
full compliance 100% of the time. It is also my understanding that there have been no formal
ADA related complaints about the existing terminal which can mostly be attributed to the 1999
ADA compliance efforts as well as the rare instances that non-conformance occurs.
The City of Sausalito has used a Certified Access Specialist named Craig Williams who has done
work for other municipalities on modeling tidal change issues with respect to climate change
and general ADA code compliance. The Department of Public Works Director has knowledge of
his contact information if a more detailed review is necessary.
Safety
Some of the residents who spoke in favor of building the new terminal mentioned a perception
of safety concerns about the existing operation. After nearly 40 years of project engineering
management experience, I have found that people without a detailed understanding of safety
unfortunately use it as the go-to excuse to either build something or not to build something. I
am a firm believer in passenger and worker safety but to wave the safety flag without sound
justification diminishes the importance of a careful safety review before drawing conclusions
and making design changes.
Although this is preliminary speculation on my part, I would not be surprised if the Golden Gate
Transit Ferry operation is one of the safest ferry operations on the west coast of the United
States. Although they have an environmental advantage over other ocean side operations, I
have never seen or heard about a ferry loading/unloading passenger injury incident during my
residential tenure here since 1976. I rode the ferry on a daily basis in the 1970s and 1980s. To
ensure that the existing operation is not prone to passenger or worker safety issues, it would be
interesting to know what the GGBD’s worker incident rate is for the Sausalito ferry terminal. It
would also be interesting to know how many passengers have been injured boarding or
disembarking ferries in Sausalito. Surely if safety were truly an issue we would have heard
some facts and figures during this first public hearing from the GGBD.
Ridership Growth
The GGBD is forecasting an annualized 4% ridership growth over the next 20 to 30 years as
being one of the design premises for the proposed new terminal. To put that kind of growth
into perspective over 20 years, it would mean that 793,192 passengers (FY2014) will grow to
1,737,981 passengers in FY2034. This would be truly astonishing growth. For comparison
purposes I looked at BART’s ridership growth over the past 35 years. By expanding territory
with new stations located in high growth rate suburban East Bay communities and by laying
hundreds of miles of new track, BART has managed to grow at a mere 1.5%/year between the
years 1978 and 2013. See BART growth chart attached. We all know that Marin County is not a
high growth rate county and never will be due to restricted zoning and designated open space.
We also know that the Sausalito ferry service has two main terminals, here and San Francisco
and that there is no option to expand territory to obtain new ridership between the two points.
For BART to achieve the growth in ridership between 1978 and 2013, the annualized population
growth rates for Alameda, Contra Costa and San Francisco Counties were 0.65%, 0.93%, and
0.35% respectively. (See table below.) The annualized projected growth rate for Marin County
for the next 30 years is only 0.41% and most of that growth is in the north end of the county
which would have an insignificant effect on Sausalito ferry ridership. San Francisco County is
forecast to be the fastest growing County at a nominal 1% annualized growth. The GGBD’s 4%
number appears to be an absurdly biased estimation based on the recent growth in Sausalito
ferry passenger ridership in just the past few years.

Guess where that growth came from. It is nearly directly proportional to the number of rental
bikes crossing the Golden Gate Bridge in the past few years. Will Sausalito continue to tolerate
the proliferation of rental bikes into town regardless of how they are returned to San
Francisco? There are plenty of bike-issue-weary residents now and without question most
residents have had enough rental bicycle growth in town, to say nothing of the problems
associated with the use of the ferry service to return bikes. The Sausalito Coalition and the
residents need to urgently make some decisions on rental bike logistics and growth prior to the
approval of any ferry landing expansion project.
Existing Design
Having worked as an engineering manager of offshore, near shore and swamp operations for
nearly twenty years, I can testify that there are a variety of options available for extending the
serviceable life of the existing terminal by component replacements and/or upgrades, including
changing out some of the existing corrosion prone materials. From the lack of discussion about
the existing terminal at the hearing, it is apparent that only a new enlarged terminal has been
considered. In view of what appears to be an extremely poor justification of the proposed new
terminal, a close look at modifying existing operations and replacing components of the existing
terminal should be thoroughly reviewed and presented as one solution for continued
operations.
New Design
After hearing about overblown ADA compliance issues and unrealistically high growth numbers,
it seems abundantly evident that any properly designed replacement terminal can be
significantly scaled down in size from what has been presented. The 4% growth number by
itself, if adjusted to something more realistic, would result in a substantial reduction in both
passengers as well as walkway width to board/disembark.
If the GGBB’s growth rate were reduced to 1% which is still high by any 20-year comparable
growth standard, the annual ridership over 20 years would grow from 793,192 passengers
(FY2014) to 967,845 passengers in FY2034, compared to 1,737,981 passengers in FY2034 with a
4% annual growth rate. This more realistic 1%, but still aggressive growth rate, results in a 44%
reduction in 20-year passenger growth from what the new proposed terminal has been
designed around. Certainly some scaling down of the facility is clearly in order should it ever
become justified.
Conclusion
The GGBD representatives were ill-prepared, uninformed and misleading about the justification
for any new terminal as well as the design details of the proposed new terminal. There was
minimal explanation as to why the current terminal couldn’t be retrofitted to correct any
currently perceived deficiencies or repaired with in-kind or improved components. It would
appear that there is a variety of alternatives for extending serviceable life of the existing
terminal while also reducing ferry loading times.
I urge the Planning Commission, Historic Landmarks Board and the City Council to NOT approve
the proposed project until: a) the issue of rental bicycle logistics is resolved by the Sausalito
Coalition, and b) a highly credible economic and engineering analysis of any proposed project is
completed and presented to the public.
Sausalito is a community that includes residents with expertise in a wide variety of disciplines
including engineering, architecture, finance and management. Residents care very much about
our small city and will utilize these disciplines, as well as the mobilization of strong public
opinion, to ensure the protection of what we view as our town’s very unique character. A
public vote is clearly in order.

New Ferry Landing Proposal
Dear Ms Schinsing, Sausalito City Council, and Planning Commission, First of all, I'd like to thank the city and the Bridge District people for taking the time to put up the Story Buoys to help give us a sense of the scope of the new landing. I must say however that for all that effort, I felt that the demonstration was a bit misleading. On Saturday, we were seeing those ropes, poles and buoys at low tide. It was really hard to get a sense of how much the facade of the new structure will wall off our views come higher tides. Also, I was quite disturbed at the width of the new... what do you call it...? gangway? Sorry ‐ I'm a bit of a Landlubber. As I heard someone mention, it looks wide enough to drive a Sherman tank through. If the Sausalito ferry does indeed boast the 95% on‐time departure rate that I heard it has, I still can't see why a project of this scope is desirable or necessary. It looks more like something suitable for a cargo dock. I really hope that the Council can see past whatever they feel they stand to gain by this construction and realize that THIS NEW LANDING IS NOT GOOD FOR SAUSALITO. Sorry to keep using gossipy phrases like "I heard that..." But, I heard that the Bridge District only pays the city $600 a year for the right to use our shoreline. If that's the case, it smells to me that some members of the Council are selling out that part of the city for $600 a year and what ever pittance Blazing Saddles pays. This city has ENOUGH tourist bicycles on the weekend. They already present ENOUGH of a hazard! A friend of mine just got whacked badly by one who blazed through a red light then tried to blame her! A city that sells itself out for fickle tourist dollars always stands to lose it's soul in the process. The new landing is a BAD IDEA. The old landing is just fine for this city. Ferry Landing Comments
We have been studying the ferry landing as we do walking along the railing and have some thoughts: The railing the color it is now blends nicely, does not attract attention to itself. So, the new railing should all be the color of the existing railing. The landing could be moved to the South and could be somewhat shorter. The gate can be designed after the project is approved and can be a very attractive gate. The ticket booth needs to be moved because it interferes with traffic on the sidewalk (we notice that because we use a wheelchair. Thank you for this opportunity to share our thoughts. Ferry Terminal
As a long-term resident of Sausalito, I strongly object to both the size and design of the proposed
Ferry Terminal. Sausalito is NOT a major terminal on Sydney Harbor but a small, quaint town on the
Bay. The design is too institutional for a gateway to Sausalito and the size too large for the space.
