TO BE PLACED ON COUNCIL AGENDA OF: May 23, 2016 Background Information: Every year, New York State's budget has funding to the City for our street maintenance program through its Consolidated Highway Improvement Program (CHIPs). The City was notified of this funding on April 22, 2016. (See attached letter from New York State Department ofTransportation). Evaluation/Analysis: The Capital Budget Code, HY417083-201-023 is the designated code for the CHIPS Portion of the Paving Program. Recommendation: Authorize the Commissioner of Finance to deposit the Consolidated local Street and Highway Improvement Program (CHIPS) funding in the amount of $1,169,016.55 into the Capital Budget Code HY417083-201-023 that is designated specifically for this. Council Discussion Points: Speaking with my veterinarian, he asked me to bring up the discussion of possibly extending dog licenses for up to three years (the life of the rabi vaccination). We would offer three price options for renewals, one yr. ($13.50), two yr. ($25.00), and three ($35.00). This would certainly cut down on office time and expenses of sending out renewal notices every year. This is acceptable as listed in the NYS Agriculture & Market Laws, Article 7, Section 109(a). In addition, we would certainly have the ability to have more dogs licensed on a regular basis. The license would expire on the date of the rabi vaacination expiration. Staff Reguired: My vet, Dr. Cherry has offered to come in for discussion if needed.
