Background Information:
Every year, New York State's budget has funding to the City for our street maintenance
program through its Consolidated Highway Improvement Program (CHIPs). The City was
notified of this funding on April 22, 2016. (See attached letter from New York State
Department ofTransportation).
Evaluation/Analysis:
The Capital Budget Code, HY417083-201-023 is the designated code for the CHIPS Portion of
the Paving Program.
Recommendation:
Authorize the Commissioner of Finance to deposit the Consolidated local Street and
Highway Improvement Program (CHIPS) funding in the amount of $1,169,016.55 into the
Capital Budget Code HY417083-201-023 that is designated specifically for this.

Honoring Our Veterans on Memorial Day (for our May 23. 2016
Background Information: Resolution to recognize and honor our veterans. It is time
to pause and consider the true meaning of this holiday. Memorial Day represents
one day of national awareness and reverence, honoring those Americans who died
while defending our Nation and its values.
Council Discussion Points: I will contact Congressman Paul Tonko, the ROTC at
Schenectady High School and William Frank, Director of Veteran Services for
Schenectady County to attend. Mr. Frank has offered to ask several local veterans
to attend as well. There is a service earlier that evening in Mt. Pleasant and they
will proceed to City Hall from there. I will recruit a student to perhaps lead us in the
National Anthem and of course the ROTC to present the colors.

Background Information: Recognize local City residents who were nominated for
the Schenectady County Senior Citizen of the year award.
Council Discussion Points: This year several of our City of Schenectady residents
were nominated for this annual award, including Shirley Readdean who is this year
co-recpiant of Senior Citizen of the Year. I would like to honor each with a
resolution which can be presented at their annual senior citizen award day event on

Dog License Fee (For the May 02, 2016 committee meeting)
Back2round Information: In light of rabi vaccinations for dogs being good for up to
three years, I would like to present options for dog licenses to expire up to three
years from registration if such rabi vaccine is given.
Council Discussion Points: Speaking with my veterinarian, he asked me to bring up
the discussion of possibly extending dog licenses for up to three years (the life of the
rabi vaccination). We would offer three price options for renewals, one yr. ($13.50),
two yr. ($25.00), and three ($35.00). This would certainly cut down on office time
and expenses of sending out renewal notices every year. This is acceptable as listed
in the NYS Agriculture & Market Laws, Article 7, Section 109(a). In addition, we
would certainly have the ability to have more dogs licensed on a regular basis. The
license would expire on the date of the rabi vaacination expiration.
Staff Reguired: My vet, Dr. Cherry has offered to come in for discussion if needed.
Otherwise, Mr. Thorne of course.

Background Information:
As a part of the City's ongoing effort to rehabilitate the City's Streets, the City is undertaking street
rehabilitation on select streets using Hot-In-Place Asphalt Recycling to maximize the scope of its paving
program.
Evaluation/Analysis:
Subdivision 3 of section 103 of the General Municipal Law provides that the purchase of materials,
equipment and supplies, when available through County contracts extended to political subdivisions
in the County under County Law, §408-a(2), are exempt from the competitive bidding requirements
of the General Municipal Law, §103(1).
Schenectady County Department of Engineering and Public Works solicited and issued uniform bids
for "Hot-in-Place Recycling" available for County projects and municipal projects within the County
and the lowest responsible bid was received from Highway Rehabilitation Corporation of Brewster,
New York.
This work is to be charged to the Capital Budget Code that will be designated for CHIPs funds.
Recommendation:
Authorize the Mayor to enter into a contract with Highway Rehabilitation for the "Hot-in-Place
Asphalt Recycling" Pursuant to the County-Wide Bid with this work to be charged to the Capital
Budget Code that will be designated for the CHIPs fund.

Background Information:
The Annual Street Improvement Program is part of the City's continued effort to preserve and rehabilitate
select streets within the City. The Department of Engineering will be focusing our efforts on Paving district
three and noted problem area thoroughfares, along with the Eastern Avenue, Central State Street, Upper
Union Street and Hamilton Hill neighborhoods.
Evaluation/Analysis:
