ABOUT NEW HORIZONS
For forty five years, New Horizons has provided services to “at-risk” youth and developed a reputation as the
benchmark for providing quality, continuum-of-care treatment services to children and families in Texas and
nationwide. The center was established on April 16, 1971, as a residential treatment center for emotionally abused
boys on the Pecan Bayou near Goldthwaite, Texas. Incorporated on June 23, 1971, New Horizons originally was called
Camp Pecan Bayou. The name was changed to New Horizons in 1974 as the result of a group effort by the boys. The
name New Horizons served to better express the purpose of the program and what it provided for them.
New Horizons began as an outgrowth of the Meridell Achievement Center near Austin. A number of boys from the
center went camping and had been so successful in the more open, individualistic environment that a decision was
made to allow the boys to build a permanent residence. The boys responded well to the hard work and learned to take
pride in what they had created. It was Del Barnett’s vision to create a meaningful experience for these troubled youths
through these outings so many years ago. The ranch continued to develop expanding to fulfill social needs and the
increased number of children and youth who needed a place to turn their lives around. In 1975, New Horizons
established non-profit status to meet the increased demand. The first girl was admitted in 1978.
Over the years, New Horizons’ appearance has changed considerably. The Residential Treatment Center, 8 miles west
of Goldthwaite, is located on a 150 acre ranch-like setting, and is home to 58 boys and girls. An accredited school,
homes, horse barn, arena and chapel are located on this campus. New Horizons has also added several programs to
assist children and families in Central Texas and surrounding areas. An emergency shelter and assessment center
located in Brownwood, along with a child placement agency (foster care), now centered in Abilene, provide valuable
services to children in immediate need. New Horizons’ S.T.A.R. Program called Families First is a family preservation
program serving Brown, Mills, McCulloch, Coleman, San Saba, Taylor and Jones counties.
Beginning in April 2006, New Horizons, in collaboration with several Abilene community agencies, created Family
Connections. Through this community program, professional staffs are directly connected with Taylor county families
to attempt to prevent and re-direct potentially dysfunctional and sometimes abusive relationships with children. In its
first year of operation, Family Connections served 108 families who reside in Taylor County.
Del Barnett was the first Administrator of New Horizons and continued as the Executive Director until September
2007. He recently passed the torch to Michael Redden who currently leads an Executive Team created to continue
Del’s innovative work and oversee New Horizons’ varied programs and initiatives. In 2011, New Horizons worked
with more than 1,000 children and families in its various programs ranging from prevention to permanency. At the
"Ranch", located near Goldthwaite, New Horizons provides specialized residential treatment for up to 58 children who
suffer from the most severe abuse and neglect. They are one of the few agencies in the state working with children
who have the most intense level of need.
Today, New Horizons operate two residential treatment centers, four child placing agencies and provide youth and
family counseling services. At New Horizons, we seek to create a positive, healthy relationship with each child in the
hopes of healing their past hurts. Through doing this, New Horizons can set children on a path of hope to a better
future in becoming a productive citizen of society.
