Webometrics •The Webometrics Ranking of World Universities, also known as Ranking Web of Universities, is a ranking system for the world's universities based on a composite indicator that takes into account both the volume of the Web contents (number of web pages and files) and the visibility and impact of these web publications according to the number of external inlinks (site citations) they received. The ranking is published by the Cybermetrics Lab, a research group of the Spanish National Research Council (CSIC) located in Madrid. At a central level, international policy is designed and carried out by the Centre for International Cooperation (CCI) of the University, coordinated by the Vice-Rector in charge of international relations and accountable directly to the Rector. The Centre for International Cooperation acts as a promoter of the continuous academic, scientific and cultural innovation within the university, which aims to consolidate its international competitiveness. cci.ulim.md MISSION OF CCI developing, promoting and implementing the internationalization strategy of ULIM. The main strategic goals: the development of the policy of international relations expansion through collaborative agreements with prestigious universities, faculties, departments and institutes of scientific research and subjects of international law to develop joint-degree programs and help increase academic mobility; deepening the relationship with universities from China and South Korea through the involvement of the best Moldovan Universities integrated in a consortium ; organizing new international master’s and doctoral programs, with majors focused on contemporary market needs and global knowledge society; development of International Doctorate Schools ; strengthening the quality of curricula and their full national and international accreditation; increase of the web component in training programs and the development of open educational resources (open learning resources); capacity building for developing distance learning curricula; Participation of students within projects and online MOOCs courses; development improving of the new project with Korean partners: Technology Industrial Park ; the international environment for our students/ “internationalization at home ; Etc. http://cci.ulim.md/assets/files/ULIM-DEVELOPMENT-STRATEGY-_2015-2020-_en.pdf CONCLUDING REMARKS: ULIM is not a simple consumer of values, but a generator, a creator and a producer of innovative forms and criteria in international higher education. The internationalization model of ULIM shows that the private institutions of higher education of a small country like the Republic of Moldova can become equal partners at global level in the process of internationalization and can contribute to the enhancement of the effects of this phenomenon. The internationalization of the higher education system is the result of the human creation, so necessary for the present and the future of the world community. We cannot show countries and peoples with a bigger or smaller influence within this process. All the countries and peoples of the world must fructify their efforts in an equal way in order to achieve a noble purpose – the internationalization and the globalization.
