In order to run a city of the c o m p l e x i t y
and size of Soweto it is n e c e s s a r y before
the Soweto Local Authority funct i o n s
and before they could run as and-a local
authority it is necessary b e c a u s e of
the history and background of S o w e t o and
because very little or no facili t i e s are
provi d e d in the main facets of n c o m m unity
it is felt necessary to bring Soweto up
to the standards of a c o ^ u n i t y w h i c h has a
population of an excels of one m i l l i o n people
c-.nd which forms rn ^-orient, co n s t i t u e n t
Part of the life-blood of the worki n g s of
the industry of the Ki twa cersrar.d w h i c h is
the m o s t industrialised section of South
Africa and which forms an important part of
the contribution of the w o r k i n g s of the mines
and other industrial outputs in terms of
manu f a c t u r i n g iz, the industrial heart of
South Africa to the level c o m m c asoratc
with the generation oi income into the

with the sole r e s p o n s i b i l i t y of f r a m i n g a dossier
as to the methods and m o t i v a t i o n s that need to
he adopted to raise the n e c e s s a r y finances to
imple ment the program, o v e r a p h a s e d period of
five years.

h ow money should be r a i s e d and f r o m v b i c h o r g a n i s a t i o n s

It is clear that the pe o p l e of Soweto are the p r i m a r y
responsibility of the central govern m e n t o f South
Af r i c a and the bulk of the funds wo u l d have to
c o m e directly f r o m the central government.

Of A f rican Unity, f r o m i n t e rnational agencies such
