The dog will be handled by Patrolman Travis W. Jackson, who will also undergo training, and become part of regular patrol, in addition to assisting the John Glen School Corporation with whatever request they may have for searches or demonstration. Both the dog and handler will be state certified and the program is in need of $10K to begin. The Walkerton Police Department serves a community of approximately 2,300. It staffs 6 full time police officers, 4 full time communications dispatchers, several part-time dispatchers and police officers, and 7 reserve police officers. However, due to the geographic location of Walkerton, Indiana, the Walkerton Police Department is in a very unique position of responding to emergency calls in a (4) four county area, covering approximately 144 square miles. These calls, for which the department respond, include calls for police services, fire, medical emergencies, and calls for assistance by other police agencies. In most incidents, the Walkerton Police are the first to a scene, with the closest back-up unit being several minutes out. Additionally, US Hwy 6 east/west and State Road 23 both travel through Walkerton and are considered narcotic transportation routes between Chicago and other major cities. The city is beginning a canine program for a multitude of reasons. A dog trained in the areas of narcotics, detection, tracking, area search, building search, and protection and control is beneficial not only to the police department, but also to the community. Meyer Veterinary Hospital will be fundraising for the Walkerton Police Department K-9 Unit during the month of February. Reinvesting Dividends Can Be a Smart Move WALKERTON AREA SHOPPER December 9, 2013 3 As an investor, you’ll eventually need to make all sorts of decisions — and some will be difficult. But there’s one choice you can make that can be relatively easy: reinvesting stock dividends. It’s simple to reinvest dividends — you just need to sign up for a dividend reinvestment plan (DRIP). Once you do, you won’t receive dividends directly as cash; instead, your dividends will be directly reinvested in the underlying equity. Be aware, though, that you may incur a fee when reinvesting dividends. By doing some research, you can find companies that have not only consistently paid dividends year after year but also increased those dividend payments regularly. (Keep in mind that companies are not obligated to pay dividends and can reduce or discontinue them at any time.) By reinvesting dividends, you may be able to realize some key benefits. First, you’ll be building your share ownership, which can help you build wealth. No matter what the market is doing, adding shares can be beneficial — but may be especially valuable when the market is down. When share prices are low, reinvesting dividends — which don’t typically fluctuate with share price — can help boost your investment reach further, simply because each reinvested dividend can buy more shares than at the previous higher share price. Consider this: It took investors 25 years to recover from the Crash of 1929 if they did not reinvest their dividends — but it only took them 15 years to recover from the crash if they did reinvest dividends, according to Ned Davis Research. And we’ve seen the same phenomenon in more recent years, too. Since 1987, according to Ned Davis Research, we’ve had three major market corrections: Black Monday in 1987; the bursting of the dot-com bubble from 2000 to 2002; and the bursting of the subprime and credit bubbles in 2008. The S&P 500 rose following those market corrections. Investors who stayed invested during those corrections had the opportunity to participate in rising markets. Those investors participating in a dividend reinvestment plan may have been able to buy more shares at a lower price. Of course, past performance doesn’t guarantee future results and the value of your stock shares can fluctuate, including the loss of principal. While reinvesting your dividends clearly can be beneficial, you do have to be aware that, even if you aren’t receiving the dividends as cash, you will be taxed on them. But the dividend tax rate remains quite favorable — if you’re in the 25%, 28%, 33% or 35% brackets, your dividends will be taxed at 15%. If your taxable income is more than $400,000 (or $450,000 for couples), your dividend tax rate is 20%. If your adjusted gross income is $250,000 or more (for married couples filing jointly) or $200,000 or more (if you’re single), you’ll also have to pay a 3.8% Medicare tax on your dividends. While taxes are a consideration when investing, they should never be the driving factor. Consider also that investing in dividend-paying stocks does carry some risk — specifically, the value of your investment may fluctuate, causing you to lose some, or all, of your principal. But you may be able to reduce the impact of this possible volatility by sticking with quality stocks as part of a diversified portfolio. As we’ve seen, reinvesting dividends can help you build your investment portfolio — so consider putting this technique to work in your investment strategy. UNFUNDED MANDATE—NEW SEWER PLANT--SEWER RATES TO INCREASE Unfunded means NO MONEY. Mandated means FORCED to do something. The State of Indiana has forced the Town of Walkerton to construct a new waste water (sewer) plant without giving us any money (state funding). This is a 5 million dollar project. The reason for the UNFUNDED MANDATE is that the State of Indiana says the Town is emitting too much ammonia-nitrogen into Pine Creek after treatment. Violations, if not corrected would mean $250,000 per violation and $5,000 per day until corrected. The Town cannot afford that. Why is this important to you? Because you will see your sewer rates increase. How much? The Town originally faced a sewer rate increase in excess of 100% for the new wastewater plant. However, the Town has worked diligently to reduce the sewer rate increase. Through careful planning and obtaining grants, the estimated rate increase will be approximately 41% on average. For an average residential homeowner in Town, this will equal an increase of approximately $14 per month on your utility bill. The Town does not like it; but has no other choice! We have discussed it many times and everyone on the Council hates to pass the rate increase; however there are no other options. We understand that we have citizens that are on a fixed income or others who will struggle to afford this extra cost. We have gone out looking for grants/loans to lessen the rate increase and have obtained two grants one from Rural Development (federal govt.), one from the Community Focus Fund. This will cut by 50% the amount we will have to borrow. For 13+ years we have explored what is the best and the least expensive option. First, we tried working with Notre Dame helping us explore many options. Then we worked with Indiana Department of Environmental Management (IDEM) and the State of Indiana Inspectors for new methods. After that we investigated “Pond Doctors” - solar powered mixer option. Next it was “Break Point Chlorination”. Then it was “Flow Augmentation” with IDEM. We traveled to Wisconsin to see a system that would retain heat - “Curtain System”. Recently, we investigated a “Bobber System”. The State of Indiana would not approve any of these options to solve our ammonia problem. At this point we have been granted 4 extensions of the mandate to fix the problem. The State of Indiana has said no more extensions; build a new wastewater (sewer) plant that will solve your ammonia problem. You might ask does this new wastewater increase have anything to do with the new “Municipal Building”. The answer is NO. The new “Municipal Building” is being funded from COUNTY Economic Development Income Tax Funds. This will not cause an increase of any kind to the taxpayer and is totally unrelated to the wastewater plant and sewer rate increase. Once again it is time to plan for Santa’s Workshop, the program that in the past has provided the Walkerton Christian Community Food Pantry participants with a place to receive a gift card, warm hats/gloves, stocking, and candy for their children. With the anticipated increase in the number of children to be served, we hope to offer Christmas stockings, a $20.00 gift card, hat/gloves and candy this year. And, if needed, transportation to shop. These items will be purchased with the donations received. We greatly appreciate the help you have given this effort in the past few years. With the assistance and generosity of individuals, businesses, and organizations like yours, in the past we have been able to provide parents with the opportunity to “purchase” toys or clothing items their children would like or need. Last year, we/you served 210 children from the ages of infant to 12 years. Each received a toy or gift card, a clothing item, candy, and a stocking with stocking stuffers for a modest sum of only $2.00 per child. We charge this amount to help supplement what we are able to do and what we do not receive in donations. Many of these parents rely on us for their child’s Christmas present. According to the Food Pantry staff, December is historically the largest food distribution month of the year. With the past few months showing an increase of 10-12 families each month as recipients, we feel we will have an even greater number of children to serve this year. Your donation of a monetary gift in any amount would be greatly appreciated, both by “Santa’s Elves” at Santa’s Workshop and the parents who are Pantry recipients.
