Kruger from the Sheriff’s Department and Trooper J. Cicora from the New York State Police for taking time out of their busy schedules to speak at our seminar. Highlights: The BCSFD has 62 people in their department and they have two stations. Station 1 is located on River Road South and Station 2 is located in Radisson on corner of West Entry and Loop Roads. Both departments respond to all fire calls. The BCSFD is always recruiting for volunteers to help out which includes helping out behind the scenes. Anyone interested in volunteering can contact Kit Thompson at Station 2. Carbon monoxide detectors are now mandated in every house and apartments; the battery operated ones are recommended. Chief Evans recommends one carbon monoxide detector on every level of your house. Marty said that the Fire Prevention program has been reaching out to the youth population and this has reduced the number of calls over the last 5 years; they are very pleased with their success. Fire pits and small campfires are permitted; but there is no open burning permitted from March 15th to May 15th. Trooper Cicora and Deputy Kruger said that car break-ins are on the rise all over Onondaga County and Radisson has been an ongoing target!! There is one simple solution to this problem- LOCK your vehicles and keep any valuables out of sight. The criminals will keep coming back if there are things to steal. They don’t like to break windows because it takes too much time and draws attention to them. If everyone follows these simple rules the criminals will find another neighborhood to hit. Criminals are looking for easy things to pawn for quick drug money; electronics, GPS units, designer sunglasses, money (purses & wallets) are what they are looking for. Trooper Cicora recommends keeping a record of all serial numbers on any electronic items; this will be easy way to retrieve any stolen items. It’s also important to have visible house numbers so any emergency personnel can find you as quickly as possible; every second counts in an emergency. Deputy Kruger said speeding is a problem in most residential neighborhoods. Getting a license plate number and reporting it to the police doesn’t help because an officer can only issue a ticket if they witness the offense. If there are problem streets the street can be reported to either the Troopers or the Sheriff’s and they will try to patrol that area when they have time. Normally there are only 1 to 3 officers on the road to cover a large area; emergencies always take priority. Trooper Cicora & Deputy Kruger said that the new Move Over law is very important for the officer’s safety. When a driver sees/hears sirens they should slow down and pull over to the side when it’s safe; do not slam on your brakes or drive in the pathway of the emergency vehicle. If you see any suspicious behavior please call 911 and give a description of the person or vehicle. It is not normal for people to be out walking the streets at 2:00 in the morning and they are probably up to no good. Reflections, April 8, 2011 Page 1 From The Executive Director by Lynn Tanner I admit it. After sixteen years, I grew quite attached to my office at the Oberon Center. So, when it came time for us to make the final move to our new office location, I had mixed emotions about it. I was thrilled to be in a larger work space that offered privacy, and a better welcoming area for the residents, but it also stirred up some wonderful memories of the very special people that I have worked with, while overlooking the pool, for many years. But as they say, whenever a drafty door closes, a new and improved window opens! The staff and I worked very hard on making the necessary renovations to the new office building to best accommodate you, the residents, as much as possible. We now have a large reception area for the many residents that stop in to fill out forms, or pay their dues. The volunteer committees that have had to meet either in their homes, or work around dance/scout schedules at the Aspen House, can now utilize our new conference room. The biggest news is that there are no stairs to get into our office! We have installed an ADA (Americans with Disabilities Act) Compliant door and will be making improvements to the sidewalk this year to complete our ADA Compliant entrance. We do have a new rule, to try to keep the building as nice and new, as possible. We have implemented a No Pets Please policy. We will have a “Pooch Parking” area for your dog outside, and biscuits available for their anticipated good behavior. A great many people have asked what we will be monday Sunday 10 doing with our old office space. That has not been decided on yet. The Planning and Amenities Committee is looking into possibilities for its use. We were very pleased to see the number of residents that came out for our Neighborhood Watch Seminar. Chief Chris Evans and Firefighter/EMT Marty Quinn informed the residents that the Belgium Cold Springs Fire Department responds to approximately 450+ calls per year. Although one of their fire stations is located in the Radisson Corporate Park and the other on River Road, both fire stations respond to all the calls. They encouraged those in attendance to call 9-1-1 as soon as a fire or medical emergency presents itself. They would rather respond to a medical call quickly, than to have you wait until it becomes a more serious medical emergency. Trooper J. Cicora and Deputy K. Krueger gave the residents some very valuable information. One of the most important messages from their presentation was regarding the car larcenies from last fall, which have started up again recently. In an amusing, yet very straight forward way, they said, “you’ve got good sh^* here in Radisson and the kids that are stealing your stuff for drug money are just going to keep coming back as long as they keep getting good stuff”. They further explained that when the vandals aren’t finding what they are coming for (quick cash, electronics to sell, etc) they will stop coming back. We greatly thank all our speakers for coming out to discuss such important issues with us. While there hasn’t been much movement to report on, the Board of Directors is continuing discussions with the owner of the Radisson Greens Golf Course and researching the various studies that would need to be completed on the course. Finally, I’m happy to introduce you to two new part-time staff members. Our new Garden Consultant, Pat Rickard, will be writing a monthly column for the Reflections. Her column will have some gardening tips that I’m sure that you will find very helpful. Pat will be working with me to identify areas in need of landscaping improvements and overall sprucing up. After these areas have been identified, Pat will be directing our Garden Committee volunteers to work on these various projects. They have already done amazing work since the group’s inception and I’m thrilled that Pat will be able to assist us in keeping this effort continuing. Exterior painting for most of us is one project we wish never needed to be taken care of. However, there are important procedures in prep and paint application, that if taken can greatly improve your performance and quality of a paint job. 1. The first step in preparation for exterior painting is to pressure wash your house using a mild detergent and bleach, making sure flaking paint, dirt, mildew, algae, wasp nests, and other obstructions are removed. There are manufactured washing brands that are properly formulated to meet the objective. Once washed, scrape any remainder of loose paint off with a sharp scraper and metal brush. Sand any bare wood to prepare it for primer. 2. If you find mildew still exists after this process, you may need to apply bleach to a rag and scrub these areas. Mildew is attracted to the oil in oil-based paints but will grow on latex paints as well. Allow all surfac- es to dry thoroughly before caulking and priming bare wood. 3. Exterior painting is significantly improved with proper caulking. When caulking trim to siding, always spread the bead of caulk with your finger. This will improve adhesion. When caulking trim to brick, make sure you use a very narrow bead of caulk but do not spread with your finger, or you will make a mess of the caulk line and have to clean your brick. 4. Check your home for any bare wood and prime with a high quality latex primer or a top quality oil base primer. This primer coat is the only coat that bonds directly to the wood, it needs to be of top quality. A top coat of paint on your home is no better than the first coat that is applied to the wood. If the first coat (primer) fails, then the top coats and primer coat peel off together. 5. For a professional appearance, mask around light fixtures, motion sensors, electrical boxes, etc. If you are planning to use a paint sprayer for your siding, plan to cover all win- dows with plastic and tape. This will save you a lot of time in clean up. 6. Avoid time consuming clean up by protecting shrubs, walk ways, roofs, patios, etc with drop cloths. Clean up will cost you much more in time than your cover up efforts. 7. Paints have optimum conditions in which they should be applied. It is best not to paint in extreme heat, cold or in the presence of precipitation. Check your paint can label for temperature restrictions. 8. In most cases you will want to paint the siding first and then the trim. If you are planning to stain or paint your decks or patio, do them last, since you will be working off them during your project. It is best to work from the top down since you will be dripping some paint. 9. If you are planning to use a roller to apply paint to lap siding, you will need to back brush to smoothly spread the paint. Roller naps leave a texture to the surface. Be sure and coat the underside edge of each board of lap siding to prevent water absorption from rain. 10. Cedar shingles with their uneven surface can be painted with a 4” brush or sprayer. You can achieve the best look using a paint sprayer to coat cedar shingles and most other types of siding. When spraying, assure that you apply an even coat and back brush for a professional look. Substandard preparation may save you a little bit of time, but you will pay for it in durability and quality of appearance. It is always best to take your time with the above procedures. They will produce a paint job you will be proud to display. Approval from the Architectural Standards Committee (ASC) is required before you begin your project. Approval is needed for color changes and for painting/staining the same color. Don’t forget to review the Architectural Standards Guide for paint/stain requirements. Have you noticed how each section, and even each street has its own style, flair, its own “architectural language”? If you can answer yes to either of the above questions, then we may have a perfect role for you! The Architectural Standards Committee is made up of resident volunteers who work with the guidance and assistance of a professional architect. Using the ASC Guidelines, the committee reviews applications for exterior improvements and modifications that homeowners wish to make to their homes. They also serve an important role protecting our property values. The Architectural Standards Committee may have a couple of openings for new members in the near future. If this is something that you may be interested in, the Nominating Committee would like to hear from you. NOTICE OF ANNUAL MEETING OF MEMBERS TO THE MEMBERS OF THE RADISSON COMMUNITY ASSOCIATION, INC. PLEASE TAKE NOTICE that the Annual Meeting of the Radisson Community Association, Inc. (RCA) will be held at the Aspen House Community Center located at 8550 North Entry Road in Radisson at seven thirty (7:30 PM) on Wednesday, the eighth (8th) day of June, 2011. The thirteenth (13th) day of May, 2011 was set as the date of record for determining members entitled to vote in the Annual Election of Class A Directors. Election ballots shall be available to all members in good standing who have properly registered by May 13, 2011 with the Corporation and are subject to the date of record for determining eligibility as stated above. Election of the Class A Member’s (residents 18 years of age or older) representative(s) to serve on the Board of Directors of the Corporation will be held. Four (4) candidates have expressed an interest to the Nominating Committee to run for four (4) vacancies. Nomination of the candidates may not be made from the floor at the Annual Meeting. Voting will commence on Monday, May 23, 2011 and conclude on Wednesday, June 1, 2011. Voting instructions are included on the ballot which can be obtained from the May 20, 2011 publication of the Reflections, downloaded from the RCA website at www.radissoncommunity.org or obtained from the RCA office located at 3128 Amesbury Drive, Baldwinsville, NY 13027. A minimum of one hundred (100) ballots are required in order to declare a valid election. The election will be declared closed on Wednesday June 1, 2011 at 5:00pm. The votes will be tabulated and the results announced at the Annual Meeting. Other items on the agenda for the Annual Meeting include a review of the annual audited Financial Statements prepared by Grimaldi & Nelkin, Certified Public Accountants, PLLC, and a report of the general business affairs of the Corporation. The purpose of the AEA shall be to expand and/or improve common areas and common amenities. The AEA is calculated at .25% of the purchase price of the residential property. This will apply to new homes as well as existing homes and is payable at the time of closing. Payments are to be made out to the Radisson Amenities Fund and be sent directly to our community office at 3128 Amesbury Drive, Baldwinsville, NY 13027. Exemption from the fee is granted if either of the following applies: a Purchaser who has been the Owner of another Residential Lot which has served as said Purchaser’s principal residence for two consecutive years immediately preceding the purchase of the subject Residential Lot, provided said Purchaser sells the other Residential Lot within 90 days; or a Purchaser who has been a full time resident of an apartment within Radisson during the entirety of the two consecutive years immediately preceding the purchase of the subject Residential Lot. In order to gain access to launch your boat or dock your canoe a $25 annual key fee is required. Previously issued keys will no longer work in boat launch lock for the 2011 season. We have enlarged the parking area at the River Park. More improvements will be made this season to the parking area so we can accommodate more vehicles and trailers. The Nature Trail area is under construction. Keys can be purchased at the RCA Office during regular office hours, Monday through Friday from 8:00 am to 5:00 pm. Certificate of Compliance Notice The Radisson Community Association, Inc. (RCA) requires that prior to the resale or refinancing of an existing home in Radisson that a Certificate of Compliance (C of C) inspection be made. The purpose of the C of C is to provide all parties reasonable assurance that the property is free from any architectural standards violations of the Radisson Declaration of Protective Covenants, Conditions and Restrictions (Radisson Declaration). The C of C and a statement of the property’s annual assessment account should be requested ten (10) days prior to closing. For property resales, effective January 1, 1999, the measurement of the finished area of the house must be confirmed. To allow adequate time for the staff to complete this requirement, the seller’s attorney must request the C of C 14 days prior to closing As of April 1, 2010 the fees are as follows: *A sixty five($65.00) dollar Certificate of Compliance (C of C) inspection and processing fee is charged by the RCA to the requesting attorney or the owner of the property making such a request. Please insure that this fee is explained to the buyer and seller as well as the purpose of the inspection. *A fifty ($50.00) dollar Planned Unit Development (PUD) form completion fee will also be charged by the RCA to the requesting party. This fee must be prepaid before completion. PUD forms are not required by the RCA and are only necessary if requested by a bank or other lender. We enjoyed learning about the wind, mud and learned about more colors to end our color month. The three-year-olds finished up color month with black, white, brown and rainbows. There was sponge painting with cotton balls & tire painting with “mud.” The children enjoyed the books Brown Bear, Brown Bear, Mouse Paint and A Rainbow of My Own. We also made our own rainbows with droppers, watercolors and coffee filters. The four-year-olds enjoyed learning about spring. We used brown finger paint to make a “pigs in the mud” and Mia enjoys filling and pouring in the sandbox. made kites. Our camping days were so much fun, making binoculars to look for animals in the woods and a map to find the caves with bears. The children brought their favorite bears to school. Page 8 Reflections, April 8, 2011 Dr. Judy Ivey ~ Damaged Emotions Damaged emotions and unhealed memories from our past experiences effect our personalities and lifestyles each day. Unresolved and denied problems that have been pushed underground will reappear later in illnesses, over focused behaviors that may be dysfunctional, or unhealthy relationships with emotional destruction. Our goal is to remove these damaged emotions and negative experiences so we can function in optimistic mental health with joy, motivation, and accomplishment. Where do these damaged emotions come from? There may be a deep sense of unworthiness with feelings of anxiety and inferiority. The person believes they can never succeed or be accepted—that everything they do is wrong. This produces emotions that correspond to this belief system of unworthiness, and the person acts out the feelings in their behavior. Another kind of damaged emotion may come from a sense of having to be perfect. This person believes they must always do better than they do and that they will never accomplish this. The damaged emotion that accompanies this is they are extremely imperfect and will not get better. A third kind of damaged emotion comes from super sensitivity. This person has been hurt deeply in life experiences so he/she reaches out for acceptance and approval. Instead, the opposite may occur, and deep scars inside from this can sometimes make that person supersensitive to thoughts and actions of others toward them. A last area of damaged emotions exists with people who are filled with fears. The fear of losing, for example, is so intense that persons who may be afraid to lose in the “game of life” may choose or sit on the sidelines and not experience real adventures or feelings. How can healing and growth occur when there are damaged emotions? Face your problem directly...with honesty, confront awful, hidden memories that may have occurred. Express this to others; this takes courage, but you can do it. By being open, and praying—beginning healing will encourage you to hold that damaged emotion in sorrow and forgiveness, and it will begin to be less important. Accept your responsibility...you may not have caused the problem, but how did you respond to the problem? Did you learn to hate or deny or escape to an unreal world? Knowing you are responsible for the part you may have done gives you choices on how to determine the next step of this problem and bring healing to your emotions. The ability to make your own choices in this matter also gives you power in a situation that may have caused you to be feel powerless in the past. Be sure you want to be healed... do you really want to heal your damaged emotions or do you just want to talk about your problems? Do you want sympathy or a crutch so you can have an excuse for blame and unforgiveness? Look deep in your mind and heart to be sure you want to heal and move forward Be aware that what you choose may be setting a standard for the next generation in problem solving and healing. Forgive everyone involved in your damaged emotions...even the ones who have hurt you the most. We sometimes do not want to forgive because then there will be no one to blame—forgive anyway—you will begin to heal. Forgive yourself...you may feel blemished by damaging experiences and people who have hurt you in the past, but you are not. You are a work of art, created to move forward in capability—a splendor that is new each day. Be kind to yourself, look at your positive ways. Strive to become a healedhelper; as you are healing, you use the lessons you have learned through pain and trauma to reach out and help others. April Gardening by Pat Rickard I would like to give Radisson property owners and gardeners information covering various and diverse gardening topics. This first article will focus on what can be done in our gardens in April. In Upstate New York that can be a challenge as spring is usually slow to arrive. However, April provides the time to prepare your property and gardens for those busy months of the year. Gardeners are now chomping at the bit to get outside digging in the dirt again. However, that is one of the last items on the list of April chores. Snow that came early has been a protection to plants providing insulation from the devastating effects of a deep frost without snow cover. The amount of snow we received this season will also replenish the underlying water table which is so important to gardening and to the root systems of trees. Here’s a list of what can be done in April: After a general yard clean-up, take a walk around your property to do a site evaluation of trees, shrubs, perennial beds, foundations, hardscape. Take notes on what did or did not survive this harsh winter season and what needs to be done to the various areas that signal a change; removal of certain plants that are dead or badly damaged, evident pruning jobs, cutting back ornamental grasses before new growth. Take notes on which perennial garden beds you may want to redefine including transplanting certain plant material, changing the shape or design of specific beds, creating new beds. Get rid of the old mulch but refrain from digging in soil that is still too wet. When testing soil a handful of soil should fall apart and not stick together. That’s the time to add compost preparing your beds for planting. Fertilize shrubs and trees in April. When the bulbs you planted last fall start to appear and the stalks are evident, fertilize using a 20-20-20 formula. Fertilize all perennials. Edge beds once the ground thaws edge beds. Transplant any plants, trees and shrubs before they leaf out. When the temperature reaches 50 degrees consistently crabgrass will germinate; apply a preemergent to lawns. Fertilize lawns after the first mowing. Evaluate your plant material and garden design once plants start to grow. Decide on what plants to move, divide or discard. Re-design a garden space that needs a face-lift. Research what new and different varieties of annuals and perennials are being offered this year. The sun was warm but the wind was chill.
