ST. TAMMANY PARISH SCHOOL BOARD MINUTES May 17, 2012 T I. he School Board of the Parish of St. Tammany, State of Louisiana, met in regular session on Thursday, May 17, 2012 at 321 North Theard Street, Covington, Louisiana, at seven (7:00) o’clock P.M., (Central Daylight Savings Time). OPENING A. Roll Call There were present: President Stephen J. “Jack” Loup, III and Board Members Neal M. Hennegan, Elizabeth B. Heintz, Michael J. Dirmann, Charles T. Harrell, Roanne V. Tipton, Willie B. Jeter, Peggy H. Seeley, Robin P. Mullett, Ronald "Ron" Bettencourtt, Robert R. “Bob” Womack, Ray A. Alfred and Mary K. Bellisario. There were absent: James “Ronnie” Panks, Sr. and John C. Lamarque. B. Invocation C. Pledge of Allegiance President Loup called on Mrs. Heintz for the invocation and the Pledge of Allegiance. D. Recognition of Visitors Mrs. Mullett recognized Mr. Alan Bennett, Principal, and Ms. Judi Camhout, Assistant Principal, of Clearwood Junior High School. Mr. Bettencourtt recognized Ms. Lee Barrios. 1. Northshore Kiwanis Club of Mandeville President Loup called on Mr. Rick Danielson. Mr. Danielson presented the official poster of the Mandeville Seafood Festival to Superintendent Folse and the Board. He said for the last six years the Northshore Kiwanis Club of Mandeville sponsored a poster contest for the Mandeville Seafood Festival open to all junior high and high school students in the Mandeville area. Mr. Danielson recognized a recent graduate of Fontainebleau High School for the design of the poster. E. Special Recognitions 1. Superintendent’s Award for Outstanding Character and Citizenship Superintendent Folse said the Superintendent’s Award for Outstanding Character and Citizenship was created to honor people and programs showing outstanding character and citizenship at their individual schools. Superintendent Folse presented the award to the Clearwood Junior High School Beta Club and he recognized Mr. Alan Bennett, Principal, Ms. Judi Camhout, Assistant Principal, club sponsors and members of the Beta Club. Superintendent Folse also presented a check for $1,000, donated by Capital One Bank, to the Beta Club. Superintendent Folse thanked Capital One for their generous support of the Superintendent’s Award every year. Superintendent Folse said a Honey Island Elementary School class was named Finalist and was known for its acts of kindness. Superintendent Folse recognized and congratulated Ms. Mary Jane Smith, Principal, Ms. Rebecca Pittman, 2nd grade teacher, and Ms. Pittman’s 2nd grade students. Superintendent Folse said Ms. Pittman’s students started out by helping just one (1) person, one of their classmates, and they ended up changing the entire environment of their whole school. Superintendent Folse said the experience taught children the importance of caring, giving and sharing. 2 2. Capital One Scholarship Recipients Superintendent Folse said two (2) St. Tammany Parish Public School 2012 graduates were each awarded a $5,000 scholarship from Capital One Bank. Superintendent Folse introduced and congratulated the “Investing for Good” scholarship recipients Katherine J. Ketelsen of Covington High School and Lewis N. Jones of Salmen High School. Superintendent Folse introduced Mr. Dave Blasini and Mr. Steve Hemperly of Capital One Bank. Superintendent Folse thanked Capital One for its generous support through scholarship presentations, as well as, other public school system awards. Superintendent Folse said Capital One continues to provide opportunities for children and youth to access and excel in education and enrichment activities which help them prepare for successful futures. 3. Leonard P. Monteleone Technology Award Mrs. Julie Matte, Supervisor of Instruction, said this is the 10th year for the Leonard P. Monteleone Technology Award and it is presented to teachers who are taking classroom technology to new heights. Mrs. Matte recognized and presented the Leonard P. Monteleone Technology Award for 2011-2012 to Ms. Lee Williams of Pearl River High School. Mrs. Matte also recognized Ms. Linda Fussell, Assistant Principal. Mrs. Matte said Pearl River High School would receive a $1,000 grant award for the purchase of additional video cameras and recording equipment. 4. School Nurse Day Mrs. Cathy Aime, Supervisor of Administration, said May 9 was National School Nurse Day and she applauded the school nurses’ dedication, skill, and knowledge they bring to the school nurse role. Mrs. Aime said the Team Leader for the Special Education Nurses, Patricia Talmage, was honored as one of the fifty 2012 New Orleans City Business Health Care Heroes. Mrs. Aime said she was proud of the 27 school nurses who work within the School System and she said they rise to every challenge, serving as a healer, comforter, mentor, trainer, role model and educator. The following Resolution was offered by Mrs. Heintz, with a unanimous second: WHEREAS, The National Association of School Nurses has designated May 9, 2012 as a day to honor our school nurses; and WHEREAS, the St. Tammany Parish School Board recognizes the efforts of our school nurses and their association with the students of our schools; and WHEREAS, the St. Tammany Parish School Board thanks school nurses for their care and concern for the students of Louisiana and our parish; and WHEREAS, the St. Tammany Parish School Board acknowledges the care and contributions being made to the overall development of our children by school nurses; and WHEREAS, the St. Tammany Parish School Board expresses gratitude and appreciation for the expertise of school nurses in our school environment and acknowledges their vital role as professionals. NOW, THEREFORE, BE IT RESOLVED, that the St. Tammany Parish School Board wishes to go on record as supporting National School Nurse Day on Wednesday, May 9, 2012. BE IT FURTHER RESOLVED, that this resolution be spread upon the official minutes of this Board with a copy being sent to all school nurses and school sites as testimonial of this Board’s support and appreciation of school nurses. All members present voted in the affirmative, and the resolution was declared adopted. II. PUBLIC COMMENTS A. Five Minutes - None. 3 B. III. Three Minutes - None. AGENDA ITEMS A. Approval of minutes for the regular meeting held April 19, 2012. It was moved by Mr. Womack, seconded by Mr. Alfred, to approve the minutes from the regular meeting held April 19, 2012. President Loup asked if there were any questions from the Board or comments by the public. There being none, the motion carried unanimously. B. Approval of personnel changes effective subsequent to April 19, 2012. President Loup asked Mr. Jabbia, Assistant Superintendent of Human Resources, if there were any changes. Mr. Jabbia replied no. It was moved by Mrs. Heintz, seconded by Mrs. Tipton, to approve the personnel changes effective subsequent to April 19, 2012. Approval of employment of the following non-certificated personnel subsequent to the April 19, 2012 meeting: Sherry A. Kelt, Alton Elementary, Lunchroom Technician; Danielle E. Runde, Creekside Junior High, Lunchroom Technician; Rudolph B. Nelson, Honey Island Elementary, Custodian; Raphael J. Dye, Mandeville High, Custodian; Evette Zenon, Mandeville High, Custodian and Joseph P. Cardella, IV, Marigny Elementary, Custodian. Approval of resignations of the following certificated personnel subsequent to the April 19, 2012 meeting: Jerry S. Hernandez, Creekside Junior High, Guidance Counselor and Juliet A. Pilgrim, Whispering Forest Elementary, Speech Therapist. Approval of resignations of the following non-certificated personnel subsequent to the April 19, 2012 meeting: Simyou T. Carpenter, Bayou Lacombe Middle, Lunchroom Manager; Jennifer R. Diamond, Chahta-Ima Elementary, Title Instructional Paraprofessional I; William A. Knight, Covington Elementary, Head Custodian; Levone Williams, Fontainebleau High, Custodian; Raymond M. Sanders, Information Technology Center, Computer Technician; Tamara M. Request for leave without pay for Kristen Silessi, Guidance Counselor at Northshore High, effective close of business May 31, 2012 and ending December 20, 2012 for personal reasons. Request for extension of leave without pay for Henry R. Skaggs, School Bus Operator at the Transportation Center, effective through May 22, 2012 for medical reasons. Appropriate retirement resolutions on the following certificated personnel subsequent to April 19, 2012. The following resolutions were offered by Mr. Dirmann, seconded by Mrs. Heintz: WHEREAS, Mary L. Hennick, Teacher, Abney Early Childhood Center, retired from the St. Tammany Parish School Board; and WHEREAS, Mrs. Hennick was an educator for thirty-two and sixty-six hundredths (32.66) years, all in St. Tammany Parish. NOW, THEREFORE, BE IT RESOLVED that the St. Tammany Parish School Board wishes to express its appreciation to Mrs. Hennick for her many years of service. FURTHER, BE IT RESOLVED that this resolution be spread upon the official minutes of this Board with a copy being sent to Mrs. Hennick in appreciation for services rendered. ************** WHEREAS, Charlotte V. To consider and take action with respect to adopting a resolution canvassing the returns and declaring the result of the special election held in St. Tammany Parishwide School District No. 12 of the Parish of St. Tammany, State of Louisiana, on Saturday, April 21, 2012, to authorize the renewal of special taxes therein. President Loup called on Mr. C. Grant Schlueter, Bonding Attorney, Foley & Judell, L.L.P. Mr. Schlueter said the Board Members had before them the official Resolution with a tabulation of votes, certified by the Clerk of Court and the Secretary of State. Mr. Schlueter said this would complete the canvass and this was the official record and his office would handle the post filings after the adoption of the Resolution. The following Resolution was offered by Mr. Bettencourtt, seconded by Mrs. Mullett: RESOLUTION A resolution providing for canvassing the returns and declaring the results of the special election held in St. Tammany Parishwide School District No. 12 of the Parish of 59 St. Tammany, State of Louisiana, on Saturday, April 21, 2012, to authorize the renewal of special taxes therein. To consider a Resolution regarding state funding for public education. The following Resolution was offered by Mr. Harrell, seconded by Mrs. Seeley: WHEREAS, the Louisiana Legislature has passed and Governor Jindal has signed into law Act 2 of the 2012 Regular Session of the Louisiana Legislature; and WHEREAS, Art. 3, Sec.15 of the Louisiana Constitution requires that all bills in the Legislature have a single object or purpose; and WHEREAS, Act 2 of 2012 is forty-seven (47) pages long and addresses charter schools, school “scholarships”, and other objects or purposes in apparent violation of Art. 3, Sec. 15 of the Louisiana Constitution; and WHEREAS, Art. 8, Sec. 13 of the Louisiana Constitution provides that state funding for public education shall be equitably allocated to the public school systems of the State for the benefit of public education; and WHEREAS, Act 2 of 2012 calls for state funds to be used in support of students in private and parochial schools and calls for such allocations of public funds to be made directly to 71 those non-public schools, all in apparent violation of Art. 8, Sec. 13 of the Louisiana Constitution; and WHEREAS, the First Amendment of the United States Constitution and Art. 1, Sec. 8 of the Louisiana Constitution require the separation of church and state; and WHEREAS, Act 2 of 2012 authorizes the expenditure of state funds in support of programs of education for students and parochial schools in apparent violation of the First Amendment of the United States Constitution and Art. 1, Sec. 8 of the Louisiana Constitution; NOW, THEREFORE, BE IT DULY RESOLVED, by the St. Tammany Parish School Board in regular session duly convened that: Section 1. The St. Tammany Parish School Board authorizes the institution of litigation in federal and/or state court, either individually or as a member of a group of other public school systems with similar purpose, challenging the constitutionality and/or legality of Act 2 of the 2012 Regular Session of the Louisiana Legislature. Section 2. The School Board also authorizes the payment of all reasonable attorney’s fees and other costs incurred if such litigation is filed only by this School Board or on a pro rata basis if such litigation is filed in conjunction with other public school boards of the State. Section 3. The Superintendent is directed to come back to the Board with a recommendation of legal counsel to handle such litigation on behalf of the Board and to present to the Board at that time for its consideration a special counsel resolution employing such attorney for such purpose. President Loup asked if there were any questions from the Board or comments by the public. Mr. Dirmann said many of the Board Members have been critical of the way of what has been passed to us has gone through without any discussion and or appropriate discussion, and he said it was incumbent upon this Board to understand exactly what the Board was going to do and how to do it before the Board authorized litigation. It was moved by Mr. Dirmann, seconded by Mr. Womack, to amend the motion by substitution; substituting the word “institution” with the word “consideration” in Section 1, and substituting the word “come” with the word “report” in Section 3. President Loup asked if there were any questions from the Board or comments by the public. Mrs. Seeley said going back to Section 1, she believed the word “institution” should be used because the word “consideration” was not strong enough. Mr. Alfred said if the word “consideration” was used, does that mean if the litigation goes forward, would it have to come back to the Board for approval. Mr. Dirmann said the Board needs to understand exactly what the Board was filing suit on and he said the options were so wide open with the 47 pages and the different aspects. Mr. Dirmann said it would serve the Board better to understand exactly what the Board was filing suit on and the process by which the Board was going to do that before we just authorize it. Mr. Dirmann said he thought the Board should maintain control of it all the way through as opposed to saying we are going to file suit, but we don’t know exactly what we are filing suit on and who we are filing suit with. Mr. Alfred said he agreed with Mr. Dirmann as to Section 3 with the Superintendent reporting back to the Board in regard to the attorneys. Mr. Alfred said it was his 72 understanding that the Board would give final approval at that time because the Board would know what the suit was and the purpose of the suit. Mr. Dirmann said that was correct. Mr. Alfred said the Louisiana School Boards Association (LSBA) was trying to make sure the Resolutions go out and asked if this Resolution was from LSBA. President Loup said the Resolution came from Mr. Bob Hammonds, the attorney for LSBA. Mr. Alfred said he agreed with Mr. Dirmann because he wanted to make sure the Board fully understood exactly what we are doing before we do it. Mr. Dirmann said this gives the whole Board the opportunity to sit and discuss this in Executive Session once it comes back to the Board to understand exactly and give those directives at that time. Mr. Pastuszek, Board Counsel, said the Board has the information provided by the Superintendent, but the Board could not go into Executive Session until or unless litigation had begun. Mr. Alfred said when the information comes back to the Board, the Board would be in Open Session and it would be information that the public would already know. Mr. Pastuszek replied correct. Mr. Hennegan asked Mr. Pastuszek, are we not permitted to go into private discussions on pending litigation? Mr. Pastuszek replied only if there has been a formal demand by somebody, but not with the Board initiating it. Mr. Pastuszek said with BP you already had the existing litigations. Mr. Pastuszek said it is very limited as to what the Board could go into Executive Session for. Mr. Hennegan said he would like to understand what this truly means. He said if the Board considered litigation would we have to then as a Board go vote on filing suit? Mr. Hennegan said he personally would like to understand more the ramifications to this Parish and giving the fact that Senator Donahue and Representative Schroder spearheaded this and they are in St. Tammany Parish, I would certainly like to understand what their thinking was on this. Mrs. Bellisario said the legislature met, they passed bills, the Governor signed them into law and Board Members met with the attorneys and understood exactly the legal points which were outlined in the whereas paragraphs as to what was perhaps faulty with this law. Mrs. Bellisario said the damage had already been done and the longer that we delay, the more time there was for the other side to implement even more damage to us. Mrs. Bellisario said our attorneys told us what we were filing on and she said she did not understand why we would have to go back and ask again. Mrs. Bellisario said it was time to correct some of the damage and she would not support changing the wording to “consideration”. Mr. Dirmann said not everyone met with the attorneys. Mr. Dirmann said everyone sitting on the Board should have a fair opportunity to hear that same conversation and make their own assessment at that time. Mr. Dirmann said that is what this Board is made up to do. He said there are 15 Board Members and if we are all presented that same information, then we all can vote. Mr. Dirmann said he was in that session as well and not all Board Members were present because we were limited to seven (7). Mr. Dirmann said it is incumbent on us to let every Board Member hear this first hand and make a decision. 73 Mrs. Bellisario said she is concerned there was no timeline and she asked Mr. Dirmann if he would make an amendment to put in a timeline so it would not extend out for a year or more. Mr. Dirmann asked if Mrs. Bellisario meant as to someone getting back to the Board. Mr. Dirmann said he hoped that would be by the next Board meeting. Mrs. Bellisario said would you make that as an amendment. Mr. Dirmann said he would make an amendment that the Superintendent was directed to report back to the Board at the Committee As A Whole meeting on June 7. President Loup said are we talking about the other Board Members having the opportunity to meet with Dannie Garrett and Bob Hammonds in small groups. Mr. Dirmann replied no. Mr. Dirmann said they are going to report at the Committee As A Whole meeting. Superintendent Folse asked Mr. Dirmann, are they going to report or I am going to report, and do you want them at the meeting. Mr. Dirmann said they need to be at the meeting to answers the questions as well. Superintendent Folse said he wanted to have his responsibilities straight. Mr. Folse asked what he was reporting back on if they were coming to the meeting. Mr. Folse asked for clarification. President Loup said the Board was asking the Superintendent to have the attorneys come to the meeting and explain to the rest of the Board Members what they basically told other Board Members in the small group meetings. Mr. Alfred said LSBA was trying to get all School Boards in Louisiana to pass a Resolution, but they had not selected attorneys and they had not selected what they were going to file. Mr. Alfred said until they do that we won’t know exactly what the attorneys will file as a lawsuit. Mr. Alfred said LSBA just wants everyone to be on board when this happens. Mr. Alfred asked Mr. Pastuszek if we pass this Resolution tonight, with changes, will we be saying to LSBA that we are with the lawsuit or are we not with the lawsuit. Mr. Pastuszek said all he could say was that you would not be with the lawsuit if you used the word “institution”, but it does not mean that you are not for it as well. Mr. Pastuszek said it means that you are considering whether or not to go forward. Mr. Alfred said he thought LSBA was trying to see how many School Boards were with them. Mr. Pastuszek said it was more positive than saying no, but it was not as strong as the Resolution that they offered. Mrs. Seeley said she did not see where LSBA played into it right now. She asked for a point of clarification, and asked if the Board would table the amendments and then suggest some small groups for explanations for those who did not attend the meeting. President Loup said if we are going to have the attorneys here again to explain it again, then they should come to a Committee As A Whole Meeting when everyone is here. It was moved by Mrs. Seeley to table the amendments. The motion failed for lack of a second. Mrs. Bellisario said if I understood Mr. Dirmann’s suggestion, I didn’t think we were going to ask the attorneys to come back. She said you are asking the Superintendent to 74 bring a report back and the Superintendent can talk to the attorneys and bring the report to us and save the trouble of bringing them here. Mrs. Bellisario said the Superintendent can give us the information and the Board can proceed in June as you outlined. Mrs. Bellisario said she agreed that it had nothing to do with LSBA and she was told LSBA did not have legal standing to file a suit. Mrs. Bellisario said the Board could not join a suit if LSBA could not file one. Mrs. Bellisario said I think we should go back to the point you made, Mr. Dirmann, let the Superintendent bring us a report. Mr. Harrell said he would also like to proceed with this, but thought it was being rushed. Mr. Harrell said the Board should wait to see if anyone was going to join us and he said June was way too quick and he said July would be feasible. Mr. Alfred said other school boards have already passed this Resolution. Mr. Womack said he agreed that expediency is absolutely essential with this Resolution. Mrs. Heintz said she felt the Board was moving with way to much haste. She said the legislative session had not ended, the MFP had not been voted on, and those things should be taken into consideration. Mrs. Heintz said as far as the small group that met with Mr. Hammonds, she felt that Mr. Hammonds went in depth discussing Act 1, he touched on Act 2 and she did not feel there was enough time for discussion. Mrs. Heintz said she would like to hear from Mr. Garrett and his point of view. Mrs. Heintz said it was her understanding, with a brief conversation with Mr. Pastuszek, that these attorneys would not even be the type of attorneys that we would need to represent us in this case and we would need someone who dealt with constitutional law and that was not Mr. Hammonds or Mr. Garrett. President Loup said the idea behind putting this Resolution together was the fact that after talking with Mr. Garrett and Mr. Hammonds, he felt there was enough information to at least say the Board was willing to participate. President Loup said the Board was not going into a lawsuit with this, and he had no intention to start a lawsuit. President Loup said he knew that would be way down the line and it was simply to ask the Board to adopt a Resolution that the Board was against them taking our MFP money and our local money and using it for non-public schools. Mrs. Mullett said she was at the small group meeting and she saw the Resolution as a statement. She said it was clear what the State was doing to St. Tammany Parish. She said we should set up our offense so we do not have to play defense, so we can take care of our schools, we can take care of our community, and we care take care of the money that our taxpayers have put us here to do. Mrs. Mullett said the Resolution was a way to have a foundation if the Board needed to move forward, then the Board would be ready to move forward. President Loup said it was time to consider the amended motion for a vote. President Loup asked if there were any questions from the Board or comments by the public. Mr. Bettencourtt said he agreed with the word “consideration” as opposed to “institution”. He said institute meant to do something, consider had a different meaning. Mrs. Bellisario said she was not clear if a timeline was put in the amendment. She said she would like the timeline to be the June Committee As A Whole meeting or maybe the June full Board meeting. Superintendent Folse said before he could commit to a June meeting the Board would have to tell him if he was reporting or if he should bring in Bob Hammonds and Dannie Garrett. Superintendent Folse said he could not tell the Board tonight what Bob Hammonds and Dannie Garrett’s schedule would be for June. 75 Mr. Dirmann said the amendments should be voted on separately and that would clear things up and then we could determine a timeline. Mr. Dirmann said he was comfortable with Mr. Folse getting information and reporting back to the Board. Mr. Dirmann said he understood the time restraints with the other attorneys. Mrs. Bellisario called for a point of order. Mrs. Bellisario said with the wording he has she did not know whether he wants the attorneys to come or the Superintendent was to report. Mr. Dirmann said the amendments should be voted on separately. He said, vote on consideration, and then we can make another motion to change the word “report” instead of “come back”, and then we will set a timeline and discuss that separately. Mr. Dirmann said there would actually be three (3) different things that we talk about. Mr. Alfred said Superintendent Folse could not give a report by the June meeting if the attorneys had not been selected. Mr. Alfred said LSBA was just trying to get all the school boards to pass a Resolution and when the attorneys were selected we could even ask the attorneys to a meeting. Mr. Alfred said that would probably not happen until August or later. He said a lawsuit could not be filed until August 1. Mr. Dirmann said he wanted to make individual motions on each one of the changes. Mr. Dirmann said the Board could then discuss Mr. Folse’s responsibilities in full detail. Superintendent Folse asked Mr. Pastuszek since they were initially one group, do we have to have the person making the motion and the second to pull it so we can basically start over. Mr. Pastuszek replied yes. Mr. Dirmann said he would like to withdraw his amended motion and Mr. Womack agreed. President Loup asked if there were any objections. President Loup said there being no objections, the amended motion is withdrawn. It was moved by Mr. Dirmann, seconded by Mr. Harrell, to substitute the word “consideration” for “institution” in Section 1. President Loup asked if there were any questions from the Board or comments by the public. Mr. Womack said LSBA just wanted to know if we were on board. President Loup said if we adopt this Resolution, we are going to send it to LSBA. President Loup asked if there were any further questions from the Board or comments by the public and there were none. The motion carried, with Mrs. Seeley voting nay and Mr. Jeter and Mrs. Bellisario abstaining. It was moved by Mr. Dirmann, seconded by Mr. Harrell, to substitute the word “report” for “come back” in Section 3. President Loup asked if there were any questions from the Board or comments by the public. Mrs. Bellisario said Mr. Folse could always report exactly what had occurred, there may not be a resolution to anything, and she said it was merely a report and she said that should be left up to Mr. Folse. Mrs. Bellisario said there was no timeline in the motion. She said if the Board was going to vote on the word “report”, she wanted to know there was a timeline. 76 Mr. Dirmann asked Mrs. Bellisario to make a friendly amendment. Mrs. Bellisario offered a friendly amendment. She said my friendly amendment would be to, along with changing the words “come back” to “report”, I would add that we do that within a month and that would give Mr. Folse time to look into it and come back to us with a report. Mrs. Bellisario said we are not telling him what to report or whom he is reporting from necessarily, he is going to give us a report. Mr. Dirmann, said with that being said, I think it would be better to say the June Committee As A Whole meeting. Mr. Dirmann said that way it would be prior to the Board meeting and if any action needs to be taken, it could be done at the Board meeting. President Loup said the second motion now contains the word “report” instead of “come” and it also contains the words, “report back to the Board at the June 7, 2012 Committee As A Whole Meeting for Business Affairs/Administration”. Mr. Hennegan said Section 3 only asks the Superintendent to recommend legal counsel and a Resolution to employ that legal counsel and it is not how we are going to fight this. Mr. Hennegan asked if that was correct. President Loup replied yes. President Loup asked if there were any further questions from the Board or comments by the public. There being none, the motion carried unanimously. President Loup said the Board would now consider the original motion to adopt a Resolution as amended by substitution. President Loup asked if there were any further questions from the Board or comments by the public. Mrs. Heintz said the Board still has not had enough time and this was in haste. Mrs. Heintz said it was not clear to her and she would not support the Resolution. Mr. Jeter said he agreed with Mrs. Mullett and he said the Board should be ready if someone should decide to file a lawsuit. ANNOUNCEMENTS BY THE BOARD PRESIDENT President Loup thanked the students from Abney Elementary School for providing entertainment in the Atrium before the meeting. The students were directed by teacher Brian Bosarge. 77 President Loup said the student artwork on display this month in the Atrium was provided by Fontainebleau High School Art Elective students. Their Elective Art teacher is Ms. Sherrel Alack. President Loup also said there is an art display in the atrium this month entitled “Art Is in the Bag” which represents the Annual Show put on by the K-3 Art Specialists who teach art in our elementary schools. President Loup said the last day for school is Tuesday, May 22. President Loup said there will not be a Committee As A Whole Meeting for Human Resources/Education this month. President Loup said a Committee As A Whole Meeting for Business Affairs/ Administration would be held on Thursday, June 7 at 7:00 p.m. V. EXECUTIVE SESSION A. An Executive Session has been requested pursuant to LRS 42:17A.(2) to discuss the following: 1. Potential claim of Stephanie Allen on behalf of Mason Wells. 2. Charnell Jones and Alexis Pierce, Individually, and on behalf of their minor son, Alexis Pierce, Jr. vs. St. Tammany Parish School Board, 22nd Judicial District Court for the Parish of St. Tammany, State of Louisiana, Docket #2007-11802, Division “E”. 3. Randolph Doubleday, Sr., on behalf of his minor son, Randolph Doubleday, Jr. vs. St. Tammany Parish School Board, 22nd Judicial District Court for the Parish of St. Tammany, State of Louisiana, Docket #2007-16008, Division “F”. 4. Mona Byers vs. St. Tammany Parish School Board, OWC, #1009520, District 06. It was moved by Mrs. Mullett, seconded Mrs. Seeley, to convene in Executive Session to discuss the above listed pending litigation in accordance with the provisions of LRS 42:17A.(2). President Loup asked if there were any questions from the Board or comments by the public, and there were none.
