It is located in Madrid, the top5 European transportation hub and one of the most important culture heritages of the world. The UC3M is a young university, founded in 1989 and provides teaching of the highest quality and focused primarily on cutting-edge research and knowledge transfer. It has 18.676 students, being similar in size to some of the major European universities. 8% of students at UC3M are foreign and this proportion is notably higher at both master’s (22%) and doctoral (44%) levels. UC3M is included in the QS ranking of the top 50 universities under 50 years old. UC3M is one of the top 10 Spanish universities to be awarded European research projects in ICT, Aerospace and Socio-economics Sciences. The UC3M has signed 440 agreements with universities in 52 countries. These include some of the world’ top universities (13 of which are in the top 50 of the Shanghai Ranking). The UC3M is the 1st university in Spain and 3rd in Europe in terms of undergraduate students taking part in the Erasmus student exchange. GENERAL DESCRIPTION OF CONEX PROGRAMME On October 1, 2013, Universidad Carlos III de Madrid (UC3M) launched a new fellowship programme for incoming mobility called CONEX - CONnecting EXcellence to UC3M. CONEX is co-funded by the European Commission through the Marie Curie-COFUND programme (PCOFUNG-GA-2012-600371), Banco Santander, the Ministry of Economy and Competitiveness (COFUND2014-51509) and other funds. This fellowship programme offers experienced and very experienced professors of any nationality a unique opportunity to progress in their career development through an excellent training. CONEX will run for five years (2013-2018) and will employ 20 professors with more than 4 years of experience and 8 professors with more than 10 years of experience to carry out a break-through research project for three years in any of the UC3M’s scientific fields. Researchers, who must not have resided or carried out their main activity in Spain for more than 12 months within the three years prior to the call deadline, are fully free in the choice of their research topic, department and supervisor/mentor, to allow their career development to benefit from the fellowship as much as possible. To support the researchers in their career advancement, all researchers will have a supervisor or mentor and are required to set up a Personal Career Development Plan. The selection process, recruitment and project execution will follow the guidelines of The European Charter for Researchers and Code of Conduct for the Recruitment of Researchers (http://ec.europa.eu/euraxess/index.cfm/rights/europeanCharter) CONEX is also expected to have positive effects on UC3M, in particular through its policy of ‘Concentrating talent’ and on the Spanish landscape in general. CONEX supports the objectives of the activity heading life-long learning and career development and other European policies, such as the Innovation Union. For this second and last call, the CONEX programme offers: 2 fellowships with a minimum duration of 36 months to Very Experienced Professors (>10 years research experience). The main objective of this scheme is to allow the researchers to set up their own, new research lines in UC3M. The researchers’ excellence will be promoted and recognized, with the aim of highlighting personal achievements and supporting their further development and international recognition. 10 fellowships with a minimum duration of 36 months to Experienced Professors (4 – 10 years research experience). The main objective of scheme 2 is to provide researchers with training to deepen and/or broaden their skills and start or consolidate their own independent research team or project. ABOUT THE EXPERIENCED AND VERY EXPERIENCED PROFESSOR FELLOWSHIPS The CONEX programme offers fellowships for incoming mobility at UC3M for extended periods of research to a specific target group: postdoctoral, highly-qualified scientists in different stages of their careers – from Ph.D. holders with 4-10 years of experienced to very experienced researchers with an established scientific career. a. Who can apply? Eligible Researchers, Mobility Requirements The criteria for the applicants, who intend to establish and conduct their research activity at UC3M, are as follows: 1. Applicants must have the degree and research experience appropriate to the CONEX scheme they apply to (please see below) 2. Applicants may be of any nationality. 3. Applicants must engage in international mobility. Researchers who wish to apply must not have resided or carried out their main activity in Spain for more than 12 months within the three years immediately prior to the call deadline (except for holidays or similar situations). The research experience requested for each scheme is: CONEX Very Experienced Professors This scheme is directed at Ph.D. holders with more than 10 years of research experience and a track record of significant research achievements at least in the last 10 years. CONEX Experienced Professors This scheme is aimed at Ph.D. holders with 4-10 years of research experience. In both cases, the years of experience are measured from the date of his/her first Ph.D. The time limit to fulfil this condition is on September 15th , 2015. The research career breaks which are eligible are: Maternity leave and parenthood: a discount of two years (two months for a man) for each child. This discount must be applied, if it is beneficial for the candidate. Compulsory military service: a discount that will be equal to the duration of the mandatory military service, if it is beneficial for the candidate. Prolonged certified illness (over ninety days) Candidates can only submit one application in this call b. What kind of research can be funded? The UC3M Departments and ANEP areas Incoming researchers will benefit from a world-class university. The UC3M offers a theoretical, practical, applied and innovative learning environment, which will ensure that researchers can achieve their full potential. Applicants are fully free in the choice of the Department or Research Institute they wish to work at within the UC3M. Further information about research at UC3M: www.uc3m.es/research The University is organized into 27 departments and 26 university research institutes . The three areas of the CONEX programme are: 1. Humanities, Library Science & Communication The CONEX programme fully complies with the concept of individual driven mobility with regards to providing the fellows a free choice of their research topic, but applicants must select the most appropriate scientific sub-area/s on their application form in order to be evaluated by the proper panel (Step 1 of the evaluation process –see point 4 for further information about the evaluation process-) Please see Annex I: ANEP Areas. Applicants are also fully free in the choice of their supervisors. All UC3M group leaders who are willing to host a CONEX fellow can act as a supervisor/mentor of this fellow. Therefore, the freedom of the applicants to choose their own research topic, department and supervisor allows for the project to be tailored to the very specific and individual needs of the researcher. This in turn will support the researcher in deepening and/or diversifying their scientific areas of expertise and in expanding their professional networks. Through the CONEX fellowships, the researchers will have the opportunity to advance their scientific careers, taking one step further to strengthening or attaining an independent research position. c. Duration and Contract Conditions CONEX offers fellowships with a minimum duration of 36 months. Successful applicants will be offered an employment contract within 30 days after the evaluation process. They must start their fellowship before the 15th September 2015. In conformity with Spanish legislation, experienced and postdoctoral researchers are employed with an employment contract which entitles them to full Social Security coverage. The Social Security scheme regulated by law covers, among other things, health and accident insurance, pension and unemployment benefits, maternity leave, temporary or permanent disability and family benefits. The condition of being contracted in this program is incompatible with other contractual or statutory links that could take away from the exclusivity of dedication to research. Economic Conditions All the payments included herein are subject to the fiscal obligations and Social Security costs which, if applicable, are established by current Spanish legislation. CONEX International Incoming Fellowships Guide for Applicants – Second Call for Applications: CONEX-2014-2 Page 7 of 43 Living allowance Very Experienced Professors will receive a minimum gross living allowance of €65,861.69/ year. This amount shall be paid in 12 monthly instalments Experienced Professors will receive a minimum gross living allowance of €37,019.85 / year. This amount shall be paid in 12 monthly instalments. The living allowance amount is a minimum and will be negotiated subject to additional non-sporadic academic/research activities. Payments from academic teaching activities (courses, conferences or speaking engagements) or research (books or articles) may be authorized, as long as they are of a sporadic and not habitual nature. Monthly mobility allowance In addition to the living allowance, all fellows will receive a gross monthly mobility allowance of: - €684 per researchers with no family €977 per researchers with family. This amount shall be paid in 12 monthly instalments. Family is defined as persons linked to the researcher by (i) marriage, or (ii) a relationship with a status equivalent to a marriage recognised by the national legislation of the country of the beneficiary or of the nationality of the researcher, or (iii) dependent children who are currently being cared for by the researcher. The reference date for determining the family situation is the relevant deadline for submission of the application. No changes to the allowance will be made if the family status of the researcher changes after that date. Research expenses Moreover, each grant holder will receive a contribution to the research expenses of: - €782 per month for Very Experienced Professors €391 per month for Experienced Professors This contribution will be managed by UC3M for expenses related to the participation of the researcher in research and training activities (except bonus payments) such as meetings, conference attendance, training actions, courses, etc. Fellowship start and Duration The holders of the contract are expected to start their fellowship before the 15th September. All fellowships have a minimum duration of 36 months. Extensions to these periods may be made under UC3M regulations. When a fellow takes a maternity/paternity leave during the fellowship period, the fellowship will automatically be extended for an equivalent period, in line with statutory maternity entitlements. In all cases, the extension of the fellowships will not be funded by the CONEX programme if they run beyond September 30, 2018. Any other extensions of the fellowship will be negotiated in a case-by-case situation. CONEX International Incoming Fellowships Guide for Applicants – Second Call for Applications: CONEX-2014-2 Page 8 of 43 Documentation In order to execute the labour contract, the beneficiary of the fellowship must present the following documents at the University Human Resources and Organization Service (Servicio de Recursos Humanos y Organización) before the anticipated date of incorporation: • • • • • • • • A copy of his/her identity card or passport. A certified photocopy of his/her degree. A photocopy of his/her Social Security number (if the beneficiary does not have one, it shall be necessary to apply for one in any Social Security office). Bank account information. A passport photo. Non-European Union beneficiaries must present the corresponding work permit which allows them to work under contract. Documents to prove the family condition to determine the mobility allowance. Proof that the candidate has been engaged in international mobility, not having resided or carried out their main activity in Spain for more than 12 months within the three years prior to the call deadline. The documents must be notarized if necessary. Intellectual Property Rights Universidad Carlos III de Madrid will have the ownership of the exploitation rights, both intellectual and industrial rights, of the results generated by the project. The researcher fellow will maintain his/her moral rights to his/her work, in special he/she shall be named as such in the applications. The researcher fellow is entitled to benefit from the exploitation of the results of the project, according to the “Regulation for the protection of the research results at Universidad Carlos III de Madrid” . HOW TO SUBMIT AN APPLICATION All applications must be made through the online system called the CONEX Electronic Management System (CEMS): https://aplicaciones.uc3m.es/Cems Proposals must be submitted electronically using the CEMS. Proposals arriving by any other means are regarded as ‘not submitted’, and will not be evaluated. The official language for this call is English; applications which are submitted in any other language will not be eligible. Each application consists of the following parts: • Part A: Administrative forms: o Information on the researcher o Proposal Information • Part B: Scientific and technical forms: o B.0- Motivation of the applicant o B.1- Curriculum vitae of the candidate o B.2- Description of the project o B.3- Impact of the fellowship • Part C: Ethical issues form All documentation must be submitted before the deadline. New documentation or modifications of the submitted documentation may not be accepted after the call deadline. 1. CEMS Registration All applicants must register in the CEMS in order to write and submit the proposal. CONEX International Incoming Fellowships Guide for Applicants – Second Call for Applications: CONEX-2014-2 Page 10 of 43 Please, fill in the e-mail field with your individual e-mail address (take into account that this e-mail address will be the username to access your application, and the contact email for all the communications), Password characteristics: First character must be a letter, it must contain at least 4 characters and no more than 15 characters and no characters other than letters, numbers and the underscore may be used. Once registered, check your mailbox as a confirmation e-mail of your registration will be sent within a few minutes. 2. Create a draft proposal You can log in to the CEMS portal using your e-mail as a username and the password entered in the registration step. There is a limit of 200 characters. Abstract The abstract (summary) should, at a glance, provide the reader with a clear understanding of the objectives of the research proposal and how they will be achieved. The abstract will be used as the short description of your research proposal in the evaluation process. The abstract must be written in English. There is a limit of 2000 characters (spaces and line breaks included). Instructions to complete “Part B” of the application The template of Part B can be downloaded on the CONEX Call for Application webpage and its use is mandatory. In order to fill it in, open the template Part B (rtf file) and edit it. Once it is completed, convert it to PDF format and then upload it in the CEMS (Proposal Information Form). Each proposal page must carry a header presenting the PI’s last name and the acronym. Regardless of any page limits specified in this guide, the pdf file must not exceed 5 Mbytes. Research results including patents, publications, teaching etc., taking into account the level of experience. Independent thinking and leadership qualities, supervision of Ph.D. International commitment, participation and directions of research projects. - In case of career breaks, please, also detail them in this section. - Part B.2- Description of the project (maximum 6 pages): In the description of the proposed project, the applicant must take into account the evaluation criteria of this part: - Scientific / technological quality, including any interdisciplinary and transdisciplinary aspects of the proposal. Innovative nature and originality of the project. Ambitious objectives. Novel or unconventional concepts and/or approaches. Methodology and approach. Suitability of the methodology. Feasibility of the project. Achievable objectives. Part B.3- Impact of the fellowship (maximum 4 pages) CONEX International Incoming Fellowships Guide for Applicants – Second Call for Applications: CONEX-2014-2 Page 17 of 43 In the description of the impact of the fellowship, the applicant must take into account the evaluation criteria of this part: - Potential impact and benefit of this fellowship on his/her research career. Clarity of the training plan (Experienced Professor scheme) or research plan (Very Experienced Professor scheme) Potential of the scheme to further improve the prospects of reaching and/or reinforcing a position of professional maturity, diversity and independence. Benefit of the mobility to UC3M and specific departments/institutes at the UC3M. 5. Instructions to complete “Part C” of the application The template of Part C can be downloaded on the CONEX Call for Application webpage and its use is mandatory, even if the proposal does not have ethical or sensitive issues. In order to fill it in, open the template Part C (rtf file) and edit it. Once it is completed, convert it to PDF format and then upload it in the CEMS (Proposal Information Form). All CONEX-funded research shall comply with the relevant national, EU and international ethics-related rules and professional codes of conduct. Where necessary, the beneficiary(ies) shall provide the CONEX Management Team with a written confirmation that it has received (a) favourable opinion(s) from the relevant ethics committee. Part C.1 Ethical Issues Description (maximum 2 pages) If the answer to any of the questions of the Ethical Issues Table (see below) is yes, you must provide in this section a brief explanation of the ethical issue involved and how it will be dealt with appropriately. Please specify as well any authorisation or permission you already have for the proposed work. Part C.2 Ethical Issues Table: The applicant must complete the “Ethical Issues Table” to identify any ethical aspects of the proposed work. This table has to be completed even if the proposal does not have ethical or sensible issues (simply confirm that none of the ethical issues apply to the proposal) You can find a model of the Ethical Issues Table in Annex 3. You have to choose the Attached file type as Part C- Ethical Issues before upload it in CEMS. How to submit and modify your proposal Applicants may modify their data and proposal at any time before the deadline. You can save your data at any time, pressing the button, and submit your application several times before the deadline date. Each subsequent submission overwrites the previously submitted version. The latest version available at the deadline is considered the one submitted. Before submitting the application, you must upload Part B and Part C: - Log in to the CEMS Go to the “Proposal Information” tab. At the bottom you will find the browse button to locate the part B and part C files, selecting the attached file type. Next, you can press the “Submit” button . Eligibility Check All applicants and proposals are checked for eligibility. If the applicant and/or proposal are not eligible, UC3M will send a notification to the ineligible applicant, informing him/her of the reason(s) for the ineligibility of the applicant and/or the proposal. This notification will be sent within 15 calendar days after the deadline. Eligibility criteria: 1. Applicants must have the degree and research experience appropriate to the CONEX scheme they apply to. 2. Applicants must engage in international mobility. Applicants must not have resided or carried out their main activity in Spain for more than 12 months within the 3 years prior to the deadline of the call. 3. Applicants should propose proposals for a stay of 36 months. 4. Proposals must be complete, as indicated in point 3. 5. Proposals must be submitted through the CEMS before the call deadline. 6. Proposals must be executed at a Department or Research Institute at Universidad Carlos III de Madrid. 7. Proposals must include only one candidate. 8. The application must include a tentative starting date of the contract (before September 15th). Proposals from ineligible applicants / ineligible applications will not be evaluated. b. First and Second Evaluation Steps. Evaluation Criteria. All eligible proposals will be included in the evaluation process. UC3M aims to finalize the evaluation process and inform the applicants of the evaluation results by June, 2015. Evaluation process The evaluation process is a two-step evaluation process, with a final score of up to 100 points. The first step of the evaluation is carried out by the National Evaluation and Foresight Agency (ANEP). The second step involves evaluation by the UC3M Selection Committee. Evaluation in step one will focus on the scientific and technological quality of the proposal and the applicant. Evaluation in step two will focus on the expected impact of the fellowship on the career of the researcher, the expected impact on the Department/Institute and on the University. First Step The first step of the evaluation procedure is a scientific and technical peer-review evaluation, by evaluators selected by the ANEP (Spanish Evaluation and Foresight Agency, within the State Department of Research of the Ministry of Science and Innovation). CONEX International Incoming Fellowships Guide for Applicants – Second Call for Applications: CONEX-2014-2 Page 23 of 43 The selection process will follow the guidelines of The European Charter for Researchers and Code of Conduct for the Recruitment of Researchers (http://ec.europa.eu/euraxess/index.cfm/rights/europeanCharter). The selection committees will bring together diverse expertise and knowledge and will have an adequate gender balance and, where appropriate and feasible, include members from different sectors (public and private) and disciplines, including from other countries and with relevant experience to assess the candidate. Each proposal will be read by two evaluators, and a consolidated evaluation report will be written. Each proposal will receive a score of up to 80 points. The reviewers will also indicate whether, in their view, the proposal deals with sensitive ethical issues. Second Step Step 2 involves a strategic evaluation and a remote interview by a selection panel. Step 2 is carried out by a UC3M Selection Committee. This Selection Committee is composed of three professors which have no direct or indirect interest in the proposal submitted. One member of this committee will be female and one of them will be an international member. The selection procedure will be monitored by two representative authorities of the UC3M. The UC3M Selection Committee will receive the evaluation reports and the ordered list of candidates with the scores received from the ANEP for the scientific and technical evaluation (up to 80 points). The Selection Committee will evaluate only those proposals which have reached a minimum threshold of 45 points. The Selection Committee will look at the strategic aspects of the application in relation to the objectives of the CONEX programme. The UC3M Selection Committee can assign up to 20 points to each proposal (15 points related to the strategic aspects of the application and 5 points for the interview). Recommendations for improvements to be discussed as part of a possible negotiation phase are given, if needed, by the Selection Committee. Moreover, evaluators will decide whether an ethical review will be necessary. The Selection Committee will provide a score for each proposal. Interview Candidates with the highest scores in the strategic evaluation will be invited to a remote interview. The number of candidates invited to the interview will be three times the number of candidates for whom funding is available. The interview may be conducted by tele- or videoconference or Skype. The language of the interview will be English, but the candidate and the committee can agree to use Spanish. Both languages are used for teaching at UC3M. Evaluation process The final score for each proposal will be the sum of a maximum of 80 points awarded by the Evaluation Committee in the ANEP and a maximum 20 points awarded by the UC3M Selection Committee. Ethics review The ethical rules for CONEX are fully in line with the Seventh Framework Programme (FP7) rules on ethical issues (http://cordis.europa.eu/fp7/ethics_en.html). Applicants must indicate in their proposal whether their research deals with ethical issues. During the evaluation process, both the Evaluation Committee from the ANEP and the UC3M Selection Committee will check whether the statements from the applicants are correct and whether ethical issues are dealt with adequately. An ethical review by the UC3M´s “Ethics Committee” will take place for those fellows that are ultimately selected for funding or in the reserve list and for whom some ethical issues in the Ethical Issue Table or in the evaluation process have been identified. After the evaluation process, if needed, the Selection Committee will send the proposals to the UC3M Ethical Committee to carry out this ethical review. They may propose recommendations, regarding the ethical issues assessed, which have to be taken into account to carry out the project. d. Outcome of the results All applicants receive an Evaluation Summary Report (ESR) with the results of the evaluation, including the scores and the comments of the peer-review evaluators,. The comments of the evaluators include the strengths and weaknesses identified in their proposals. e. Feedback to applicants For each scheme, a resolution from the Office of the University Rector with list of the successful candidates and substitutes will be published. This resolution will not be published prior to June. All applicants will receive the Evaluation Summary Report. Within 30 days after the publication of the evaluation results, the University will contact successful applicants who will receive a draft contract. f. Redress After receiving feedback of the evaluation of their proposal, the applicants will have 15 calendar days to submit a request for redress. Requests must be sent by email to the email address provided on the CONEX website. The template will be available in the website. The candidate will receive an AOR of his request in the following days. The management team of CONEX will process and examine the requests and forward them to the Selection Committee who will decide and provide a definitive reply. The Selection Committee will reply within one month of the date of the request. Redress requests cannot be made with regards to the scientific judgments of the reviewers and Selection Committee, but only with regards to procedural issues or perceived incorrect application of eligibility criteria. THE PROJECT PHASE Successful applicants who join the UC3M will receive the “Guide for Practical Issues” in order to facilitate the arrival of visiting international researchers. This guide provides information on the administrative procedures to be carried out in Spain and provides practical support to researchers in any administrative procedures outside UC3M: opening a bank account, applying for a foreigners’ identification number (NIE), registering with Social Security, requesting a health card at the Health Centre, registering with the Official Registry for Foreigners and further issues. a. Scientific Reporting Researchers contracted under the CONEX programme must submit an interim scientific report within 30 days after the first and second annual deadline of the project. These reports must describe the project, give relevant information on its development as well as the preliminary results obtained, and describe any changes compared to the original proposal. At the end of the project, the fellows must submit their final scientific report. All interim and final scientific reports must be sent to the CONEX management team. Researchers will be provided with the “Guide for Reporting,” which will include the relevant information and templates for reporting. b. Suspension of Fellowships As is indicated in the Call text, the contract modifications which are allowed are: Interruptions Interruptions in situations of temporary incapacity for a period equal to or greater than three consecutive months because of maternity, adoption or transitional or permanent foster care of minors under the age of six will be of a duration equal to those legally established for said cases. In accordance with current regulations, the fellowship will be extended for the same period of time it was interrupted for any of the reasons cited in the previous section. Contract termination UC3M, as the employer of funded fellows, has the right to cancel a fellowship that has already been awarded in the following situations: a. The fellowship has been accepted but has not commenced within the timeline, unless for justified reasons (e.g., difficulties in obtaining the necessary documents). b. The fellowship is interrupted without justified reasons. c. A justified suspension of a maximum of 30 days is not considered a cause for cancellation. d. The evaluation of interim and final scientific reports has not successfully been passed. Contract Resignation Should the fellow not be able to conclude his/her fellowship period for personal reasons, he/she must promptly notify the CONEX management team.
