CONDITIONAL GRANT FOR
COMMUNITY LIBRARIES

GOAL AND PURPOSE OF THE CONDITIONAL
GRANT
• GOAL
To enable the South African society to gain access
to knowledge and information that will improve
their socio-economic situation.
• PURPOSE
To have transformed urban and rural community
library infrastructure, facilities and services (primarily
targeting previously disadvantaged communities)
through a recapitalised programme at national,
provincial and local government level.
CONDITIONAL GRANT FOR
COMMUNITY LIBRARIES
• The 2010/11 marked the fourth year of the Conditional Grant
funding received by the department for community libraries.
• In implementing the grant, the department works in
partnership with the local municipalities who serve as
implementing agents for some of the identified and prioritised
projects.
• The department signed Memorandum of Agreement with 28
municipalities in the Western Cape for implementation of
projects that included:
– Staffing of public libraries
– Establishment/ upgrading of library facilities
– Furniture and equipment
• The department also signed Memorandum of Understanding
with Municipalities with regard to implementation of the Rural
Library Connectivity Project (ICT) projects.

ALLOCATION AND TRANSFERS
ALLOCATION CRITERIA
• % of total population of a municipality in relation to the total
population of the province (70% weight)
• % of total circulation of libraries in a municipality in relation to
the total circulation in the province (20% weight)
• % of libraries in a municipality in relation to the number or
libraries in the province (10% weight)
• In addition, requests for library facilities, upgrading and
furniture and equipment projects are considered.

UPDATE ON THE GRANT:
TRANSFERS TO MUNICIPALITIES
The budget for the conditional grant for 2010/11 was
• R27,180,814 was allocated to municipalities for
staffing into three tranches i.e. July, October and
January as per transfer payment schedule.
• R1,464,786 allocated for office furniture &
equipment
• R5,000,000 for new library building (Vredenburg)
• R3,257,676 for upgrading
• R4,704,475 for improved ICT & systems

• R444,473 was allocated for literacy projects
• R905,698 was allocated for City of Cape Town
special operational costs

• R6,680,000 was centrally managed for
other projects which included
• Wheelie wagons: R50,000
• ICT: R2,500,000
• Library material: R1,865,000 ( stock
gaps, reference, wheelie wagon
books, children’s literature) and
• Management of the grant

Focus areas for 2010/11 with funds allocated to the 28
municipalities
• Staffing (the total number of staff appointed at
public libraries is 313)
• Office furniture and equipment (43 projects)
• New library building (one)
• Upgrading (ten projects)
• Improved ICT and systems (6 projects)
• Literacy projects (42 projects)

Focus areas for 2010/11 for centrally
managed projects were:
• Extended rural library service (Wheelie
wagons) In 2010/11 five wheelie
wagon sites were added to the
existing 27 sites. These were in
Buffelsjachts in the Gans Bay area
(Overstrand Municipality), Aslapark
and Sonskynvallei (Mossel Bay
Municipality), Sandhills in the Hex River

• Valley (Breede Valley Municipality and
Wandsbeck near Robertson
(Langeberg Municipality).
• Purchasing of library material
• Rural connectivity project (20 rural sites
with ICT infrastructure). In total there
are 60 sites with ICT in rural areas.
BUSINESS PROCESSES: PROJECTS
MANAGED BY MUNICIPALITIES
• Implementation protocol between the Department
and Municipalities (MOA= Memorandum of
Agreement) was issued to municipalities
• Business plans were requested from municipalities
• Signed copies of Memorandum of Agreement with
Business Plans attached, were between
municipalities and Department of Cultural Affairs
and Sport
• As previously mentioned, funds were transferred in
three tranches for municipalities to pay staff
employed, implement
literacy/maintenance/upgrading/building projects
in libraries
BUSINESS PROCESSES: PROJECTS
MANAGED BY MUNICIPALITIES
• Monthly reports on expenditure and progress on
funded projects were submitted to the department
• Communication with regards to the unspent funds
to be returned to National Treasury was sent out to
municipalities
• Email reminders to submit financial
statements/financial reports sent out
CHALLENGES
• Contract staff. There has been no decision on the
issue of contract staff. As a result there is a high staff
turnover at libraries and this contributes to savings
• Overlapping of the provincial and local
government financial years. This can result in
projects not finalised on time to be reported on the
first quarter of the following financial year.
• Lack of communication from National Treasury
regarding rollovers
• Insufficient funding to meet the needs of our client
communities

to communities with small pockets of
population in deep rural areas
• ICT access to rural communities
• Increased staff capacity resulted in
increased services e.g. extended
library hours
• Library material bought to enhance
reference and indigenous languages

• The appointment of staff kept the
doors of libraries open in many
communities

The Conditional Grant allocations
have made a huge difference in terms
of service delivery at public in the
Western Cape
