Overview: Many in the city management field remember the original “Public Executive Institute” seminars that were
conducted from 1986-1994. The LBJ School of Public Affairs at the University of Texas at Austin in
conjunction with the Texas City Management Association are pleased to announce the Charter Class of
the new “Public Executive Institute” (PEI) – a six-day, executive development program designed for
those leading local governments in the 21st century.

Public Executive Institute continued
Management Transitions
Curriculum:
In May and June of 2013, a series of focus groups and
interviews were convened with more than 40 city managers
in Texas to identify the challenges facing and skills needed by
current local government leaders. That information became the
basis for the curriculum of the PEI, which will include
coverage of the following areas:
• Trends and challenges affecting city management in the
coming decade
• Governing body and staff in partnership
• Effective communications in tough situations with
council, staff, and citizens
• Building engagement with citizens, private sector, and
not-for-profit partners
• Developing and sustaining climates for creativity
• Executive decision-making that addresses both the short
and long term
• Making change initiatives ‘stick’ through the inevitable
changes in leadership
• Leading in complexity
• Executive perspectives on critical issues facing the city
manager
Keith Bond is the city manager of the City of Lacy Lakeview.
Lee Ann Dumbauld is no longer the city manager of the City of
Lubbock. James Loomis will serve as the interim city manager.
Tim Forrest is the city administrator for the City of Martindale.
Jack Hamlett is no longer the city manager of the City of
Rosenberg. Robert Gracia, current police chief, will serve as
interim city manager.
Clint Hardeman is the new city manager of the City of Pittsburg.
Tammy Hazel has retired as city administrator of the City of
East Mountain. Betty Davis is the new city administrator.
Ron Holliday is retiring as city manager of the City of Eastland,
effective October 2013. Ron Duncan will serve as the new city
manager. Ron Duncan served for ten years as the city administrator
of the City of Crockett. Mitzi Thompson, current city secretary, will
serve as interim city administrator of Crockett.
John Horst is the interim city manager of the City of Fritch.
Darrian Hudman is the new city manager of the City of Corrigan.
Speakers for the charter class include Robert J. O’Neill, Jr.,
Executive Director, International City/County Management
Association and John Nalbandian, Department of Public
Administration, University of Kansas. Please watch the PEI

Lynda Humble is no longer the city manager of the City of Rowlett.
Kerry Lacy will no longer be the city manager for the City of
San Augustine, effective August 5. He will be the new city manager
of the City of Elgin.
Lambert Little is no longer the interim city manager for the City of
Cameron.

The fee for the PEI is $3,500, which covers all programrelated materials, assessments, and instruction. Travel,
lodging, and meals are not part of the program and are the
responsibility of the participant.
Melissa Mata is the new city manager of the City of Elsa.
Chester Nolen is the interim city manager of the City of Burkburnett.
Mike Peterson will retire as city manager of the City of Whitehouse,
effective September 30.

conjunction of the charter class of the new PEI in April 2014.
Ashley Stathatos is the new city manager of the City of Justin.
Randy Wright is the new city manager of the City of Portland.
Ken West is no longer the city administrator of the City of
Glen Rose.
Nancy Wooldrige is the interim city manager of the City of Dublin.

New Member Applications
Texas Reception at the ICMA
Annual Conference
The TCMA Board policy requires that names of new member
applicants be published each month in the Management
Messenger. Any written objection during the subsequent 30-day
period will be reviewed by the TCMA Membership Committee. If
no objections are received during this time, the names will be
submitted for Board approval at the next scheduled Board
meeting. Written objections can be mailed to TCMA, Attention:
Membership Committee, 1821 Rutherford Lane, Suite 400,
Austin, TX 78754.
TCMA will host their annual reception at the ICMA Annual
Conference in Boston, Massachusetts on Monday, September
23, 5:30-7:30 p.m. The reception will be held at the Sheraton
Boston Hotel, Bay Back A meeting room, on the second floor
of the hotel. The hotel is located at 39 Dalton Street across
from the John B. Hynes Veterans Memorial Convention
Center where all educational events will be held. The Texas
reception is one of the highest attended; providing opportunities
to meet, network, learn, and share ideas with peers from
across the United States and internationally. We hope to
see you there!

John Godwin is recovering at home from a heart transplant
and is doing well. The TCMA board and members wish him a
safe and speedy recovery.
Student/Intern: Will Payne, Student, University of Texas at
Austin; Cesar Rodriguez, Intern, McAllen
Mike Tanner retired July 23 as city manager for the City of
Portland. He served the city for more than 17 years. Mike has
more than 35 years in public service. During his career he
also served as city manager for the cites of West University
Place, Flower Mound, Universal City, and Ingleside.
Memos on Meetings
The Professional Development Committee met July 25-26 at the
Moody Gardens Hotel in Galveston.
The Board will meet August 9 at the Texas Municipal Center in
Austin.
City News
The Membership Committee will meet on August 23 at the Texas
Municipal Center in Austin.
The Village of Salado has approved a contract providing for
its first city manager. Jim Reed will serve as city manager for
six months as part of a pilot program. To learn more visit:

The Ethics Committee will meet on September 13 at the Texas
Municipal Center in Austin.
The City of West will hire their first city administrator. Texas
city managers are to be commended for sharing resources
and demonstrating compassion in the aftermath of a tragic
and difficult situation.
