NAME. Sec 1 – This Association shall be known as the Ohio Shorthorn Breeders’ Association. ARTICLE 2. PURPOSE. Sec. 1 – The purpose of the Ohio Shorthorn Breeders’ Association is to further the development, growth and progress of the Shorthorn and Polled Shorthorn breeds of cattle in order that the common interests of all Shorthorn and Polled Shorthorn breeders will be served. ARTICLE 3. OBJECTIVES. Sec 1 - To encourage and extend measures for the improvement of the quality of Shorthorn and Polled Shorthorn cattle to promote wider acceptability of Shorthorn and Polled Shorthorn cattle among purebred breeders and commercial cattlemen; to promote the interests of its membership by creating better trade opportunities, and so far as possible, cooperate to their general advantages and profit; to promote closer relationships between the members and to stimulate greater activity among them. Sec. 2 – To encourage and assist Junior Shorthorn members and their Association in a manner conducive to the perpetuation of the Shorthorn and Polled Shorthorn breeds of cattle. Sec. 3 – To arrange for public sales, when conditions are favorable, to which members may consign their sal able stock, and to provide for a careful inspection of said sale entries that a creditable offering may be assured. Sec. 4 – To arrange for exhibits at local and other fairs, as may be agreed upon and, where necessary, make selections of individuals from the several herds in order that the groups may represent the best herds in the state. Sec. 5 – Cooperate with the Director of Agriculture of the State of Ohio and his representatives in all matters pertaining to the improvement and promotion of purebred cattle in Ohio. Sec. 6 – Support 4-H and FFA members in beef cattle activities. Sec. 7 – Study and analyze all bills introduced into the legislature pertaining to the beef cattle industry. Sec. 8 – Cooperate with Ohio Colleges of Agriculture, Research Sections, and the Cooperative Extension Service in matters pertaining to purebred livestock and beef production. ARTICLE 4. MEMBERS. Sec. 1 – Regular Membership. Any resident of Ohio engaged in breeding Shorthorn cattle may become a member of this Association by sending his or her name and address, together with their dues, to the Treasurer of the Ohio Association. Dues for Regular Membership shall be based on the number of Registered Shorthorn Females at the rate of: 0-10 $25.00; 11-50 $35.00; 51-over $50.00. Dues for a Regular Membership shall be in effect from January 1 to January 1. Sec. 2 – Associate Membership. Any person interested in the improvement of Shorthorn cattle may become an Associate member without voting rights by payment of an annual membership fee of $15. Sec. 3 – Honorary Membership. Any person who has distinguished himself in the field of animal husbandry, and is interested in the improvement of Shorthorn cattle may, upon the affirmative vote of a majority of the Board of Directors, be made an Honorary Member without voting rights and without payment of dues. Sec. 4 – Consignment to public sales sponsored by the Association shall be restricted to members in good standing.Out-of- State consignors will be assessed Associate Membership gees as a condition of participating in such shows and sales. ARTICLE 5. OFFICERS AND DIRECTORS. Sec. 1 – Officers. The officers of this Association shall consist of a President, Vice President, Secretary, and Treasurer, all to e elected annually. Sec. 1A – In the event a field man is hired by the Association, such individual, in addition to his other functions, will also perform the duties of the Secretary of the Association. Sec. 2 – Board of Directors. The Board of Directors shall consist of the officers and nine directors. Each director shall be elected for a term of three years. Three directors shall be elected at each annual meeting for a three year term. Sec. 3 – Executive Committee. The Executive Committee shall consist of the President, Vice President, Secretary, and Treasurer. The Executive Committee is to be charged with making emergency decisions for the association. ARTICLE 6. ELECTION OF OFFICERS AND DIRECTORS. Sec. 1 – Officers. The officers of this Association shall be elected at the annual meeting for a term of one year or until their successors are elected and qualified. A majority of all members present shall be necessary to elect and, upon vote of a majority of all members present, election shall be by written ballot. Sec. 2 – Directors. At each annual meeting, a number of directors equal to the number whose terms have expired, shall be elected for a tern of three years. A majority of all member preset shall be necessary to elect and, upon vote of a majority of all members present, election shall be by written ballot. Sec. 3 – Nominating Committee. At least ten days prior to the annual meeting, the President shall appoint a nominating committee of five members, not more than three of whom may be officers or directors of the Association. The nominating committee shall submit on name for each position to be filled by election. Prior to the election the presiding officer at the annual meeting shall announce the report of the nominating committee. He shall then call for nominations from the floor. At the conclusion of nominations, members present at the annual meeting shall vote. ARTICLE 7. DUTIES OF OFFICERS. Sec. 1 – The President shall be the Executive Officer of the Association and preside at all meetings of the Association and Board of Directors, and shall be a member ex-officio with right to vote with all committees except the nominating committee. He shall fill, by appointment, all temporary vacancies in office and all 24 committees not otherwise provided for, and perform any other duties pertaining to the office of President. The President will act as the Chairman of the Executive Committee. Sec. 2 – The Vice President shall preside in the absence of the President and perform all duties pertaining to that office. The Vice President will be the Chairman of the Board of Directors Standing Committees identified in Section 5a of this Article 7. Sec. 3 – The Secretary. It shall be the duty of the Secretary to give notice of meeting to all members, and attend all such meetings of the Association and the meeting of all committees and keep a record of their doings; to conduct all correspondence and to carry out and execute all orders and resolutions, as directed by the Association of Board of Directors, or duly authorized officers; to keep a list of the members of the Association; to notify members of their appointment on committees; to prepare for the Board of Directors an annual report of the transactions and conditions of the Association; and generally to devote his best efforts to advancing the interest of the Association. Sec. 4 – The Treasurer shall collect and keep an account of all moneys received and expended for the use of the Association. All sums received he shall deposit in the name of the Ohio Shorthorn Breeders’ Association, in a bank approved by the Board of Directors, and shall make a report at the annual meeting or when called upon by the President. Funds shall be disbursed b y the Treasurer only upon written voucher signed by the President, and checks may be drawn only upon the signature of the Treasurer. The accounts, books and vouchers of the Association in his hands shall at all times be subject to the supervision of the Board of Directors, and subject to its control; at the expiration of his term of office, he shall deliver over to his successor all books, money and other property, or in the absence of the Treasurer-elect, to the President. Sec. 5 – The Board of Directors shall exercise general supervision over the affairs of the Association, and shall be empowered to act upon all emergency matters or upon any other question referred to it for decision. The Board of Directors shall prepare a program for each meeting and shall provide for the publication of annual reports. Sec. 5a – Members of the Board of Directors and individual association members will be appointed on a early basis to serve on each of the Standing Committees by the President of the Association. STANDING COMMITTEES AND FUNCTIONS ARE: - RESEARCH & DEVELOPMENT COMMITTEE (2 Members) Formulates, recommends, and promotes participation in technical improvement and development of Shorthorn and Polled Shorthorns in the State of Ohio. Bull test – carcass evaluation – production test – standard for sales. - FINANCE COMMITTEE (2 Members) Reviews and prepares annual budget. Makes reports and recommendations on Income & Expenditures. Audits the Association books annually. Promotes memberships to the Association. - PUBLIC RELATIONS COMMITTEE (3 Members) Prepares and disseminates information concerning Shorthorn and Polled shorthorn and its activities. Plans seminars or field days. Plans sales and sales promotions and sales management. One Junior member should be assigned to this committee. Plans and conducts Education and Training Programs for the Association. - LONG RANGE PLANNING COMMITTEE (2 Members) Maintains cognizance over trends in Shorthorn and Polled Shorthorn and makes recommendations for long range goals and objectives. Also will perform an annual audit and appraisal of the Association’s accomplishments relative to the Association’s objectives. -CONSTITUTION, BY-LAWS AND LEGISLATIVE COMMITTEE (2 Members) Develops, prepares and submits all recommended changes to the Association’s By-Laws. Follows legislative actions in State and Federal Government. Advises Association of trends, bills, and other legislative matters that will affect the Association and its members. - ETHICS COMMITTEE (3 Members) Will hear and investigate all complaints regarding the Association and its membership and present its conclusions to the Board of Directors for whatever action is deemed appropriate. - JUNIOR ASSOCIATION COORDINATOR (1 Member) Actively participate in the Junior Association meetings and activities as an advisor and provide or obtain assistance when requested. Sec. 6 – The Executive Committee shall supervise the work of salaried employees of the Association and oversee matters as may be pertinent. ARTICLE 8. ANNUAL MEETING. Sec. 1 - The annual meeting of this Association shall be held at such time and place as shall be designated at the previous annual meeting or by the Board of Directors. The Board of Directors will meet at least once each three (3) months with attendance open to the membership should they desire to attend. ARTICLE 9. SPECIAL MEETINGS. Sec. 1 - (Adopted January 20, 1968). Special meetings shall be held when called by the Board of Directors or when requested by a majority of members, upon 15 days written notice to members. The first real development of the breed occurred in the valley of the Tees River about 1600. The large-framed cattle that inhabited this fertile valley became known as the Teeswater cattle. The breed later spread to Scotland and then to America in 1783. When first brought to Virginia, the breed had attained the name Durham. It was the first improved breed to be imported here and the qualities the animals possessed put them in great demand, rapidly spreading their influence across America. Shorthorns were popular with America’s early settlers. They valued this breed for meat and milk and found Shorthorns a willing power for the wagon and plow as well. The breed followed, sometimes pulling pioneer wagons across the Great Plains and into the far west. In 1834, Felix Renick of Chillicothe made the first major importation of Shorthorns to Ohio. On October 29, 1836, he held the first Shorthorn auction in Ohio. The cattle sold for huge amounts ranging from $400 to $2,225. A monument was erected to mark this historical milestone. The Shorthorn breed is one of the oldest American breed organizations in existence today. Shorthorns and Polled Shorthorns are registered in the same Herd Book. Over 45 other breeds of cattle show traces of Shorthorn / Polled Shorthorn in their parentage, including Belgian Blues, Santa Gertrudis, Angus, Red Angus, Charolais, Gelbvieh, Beefmaster, Maine-Anjou and Milking Shorthorns. The breed has been a part of many “firsts”. The first registry for any breed of beef cattle was Coates Herd Book in 1822. The American Shorthorn Herd Book was the first of any breed to be published in the U.S. and was started in 1846. The first breed organization in America was the American Shorthorn Association which was founded in 1872. The first major breed to be developed in the U.S. was Polled Shorthorns, originating in Minnesota in 1881. Shorthorns are the world’s most numerous beef breed, but their numbers in North America do not reflect their world popularity. They are considered to be the most docile, easily-handled beef animals in the world. Shorthorns have long been known for their maternal traits, milking ability and calving ease. All applicants must be a member of the Ohio Junior Shorthorn Association. Scholarship applicant interviews are held at the Franklin County Fair in Hilliard, Ohio during the State Shorthorn Show. As some of you may know, there have been some changes made regarding the leadership of the Ohio Junior Shorthorn Association. Quinton Keeran and Nikki Durban will now serve as advisors to the OJSA. The both of us are extremely honored and excited to have been given the opportunity to serve you and your families. Our vision for the organization is clear; to directly involve juniors in the decision making process of the OJSA, as each one of you are a critical part of the success of the organization. We will be making numerous changes to the manner in which the OJSA runs, all which we feel will be extremely beneficial to the juniors, allowing more involvement and activities for those willing and able to participate throughout the year. This membership will entitle you to the opportunity to receive all OJSA membership information, participate in all OJSA activities (including the Ohio Junior Shorthorn Preview Show) and run for the OJSA officer team.
