Darius Bryjka and Anna Margaret Barris of the Illinois Historic Preservation Agency will show how the SHPO applies the Standards for Rehabilitation, as interpreted by the National Park Service, to the exteriors of historic residential and commercial buildings. To better communicate and preserve the unique character of their historic districts some communities, such as Chicago, have adapted their guidelines to flexibly address development in high demand areas. With a particular focus on the arts, people, and their interactions with public spaces, creative placemaking has improved urban design and public spaces while catalyzing economic development, encouraging pedestrian activity and healthier communities, and enhancing collaboration between Main Street and Historic Preservation organizations, artists, local residents, non-profits, businesses, and community foundations. This session will focus on the elements of creative placemaking, forging a placemaking plan, and engaging artists and stakeholders in the planning, implementing, and funding of placemaking. A case study on the creative placemaking process for St. Cloud, Minnesota will also be presented. Each comes with particular prerequisites and conditions and with a variety of fundraising opportunities. They can provide a source of funds without raising tax rates generally or at all, while they encourage private investment and guide rehabilitation and development. Steve Kline will discuss how several of these tools can stimulate new private investment to help preserve and revitalize the historic character of neighborhoods, central business districts, and Main Streets. Steve Combs will talk about how one neighborhood association has used its residential TIF district to stabilize and enhance its historic neighborhood. Moderator Richard Friedman will guide the discussion to illuminate the advantages and limitations of these methods. Speakers: Moderator: Steven Kline, President and CEO, Economic Development Group, Ltd. Steve Combs, President, Enos Park Neighborhood Improvement Association Richard Friedman, Neal and Leroy, LLC Keeping the Freeze Hot: Promoting the Tax Freeze in Your Community 1 AIA Learning Unit pending The Property Tax Assessment Freeze is the state’s only incentive for historic, owner-occupied housing. Thousands of homeowners have taken advantage of it since its creation in the early 1980s, but has your Preservation Commission used it to promote your mission and effectiveness? This session will discuss how the Assessment Freeze works and how it can work for your Commission. It can help convince owners of the benefits of creating local historic districts and landmarks, and the data it collects can help your Commission’s mission. This session will give you a working knowledge of the freeze and how your local permit review can promote the Assessment Freeze to your constituents. Speakers: Moderator: Doug Kaarre, AICP, Urban Planner, Village of Oak Park Anthony Rubano, Project Designer, IHPA Jamie Franklin, Local Government Services Intern, IHPA Centering on Downtowns: Balance and Authenticity in Comprehensive Planning 1 AICP CM credit, 1 AIA Learning Unit pending Downtown and preservation plans, whether standalone documents or integrated into community comprehensive plans, can address issues such as economic development, sustainability, and re-densification. Fraser Chair on Sustainable Development, Urban Land Institute Main Street and Historic Preservation conference 2015 Carbondale, Illinois Concurrent Sessions II 2:00 pm - 3:15 pm Cheap Rents Aren’t Always Cheap: Thinking Like a Downtown Property Owner 1 AIA Learning Unit pending Emphasizing the economic fundamentals of downtown properties, this session considers four important ownership factors in addressing improvements to typical downtown historic buildings. An ongoing relationship with property owners is critical to any Main Street or historic preservation effort for one simple reason – owners control tenancies. Understanding how owners make money and their ownership objectives, including reinvestment, for any individual property are key to understanding the economic implications for any traditional downtown. Strategies to enable ownership objectives that work for downtown will be suggested and discussed. Speaker: Moderator: Diane Williams, Director, Business Districts, Inc. Michael Allen, Director and Architectural Historian, Preservation Research Office Legal Issues Update for Commissions and Preservation Advocates 1 AICP CM credit, 1 AIA Learning Unit pending This session will focus on new legal developments you should know that pertain to historic preservation. Join preservation-law expert Richard Friedman as he demystifies and unravels often sticky legal issues that touch all historic preservation commissions, such as due process, ethics, open meetings, communications, and privacy. He will also examine FOIA, preservation easements, and give an update on the important case of Hanna v. City of Chicago. Speaker: Moderator: Richard Friedman, Neal and Leroy, LLC Catherine O’Connor, Local Government Services Manager, IHPA Green It or Lose It 1 AICP CM credit, 1 AIA Learning Unit pending The realities of global climate change, energy costs, resource depletion, excessive water use, and health issues related to indoor air quality are fundamentally shifting the way communities and building professionals are thinking about “greening” their built environment. Preservation professionals are not immune to this shifting dynamic and must expand their knowledge of building science and practical strategies that make buildings more resilient for the next economic downturn or extreme weather event. Join us for an important discussion of the nuts and bolts of updating existing buildings and how these practices can readily be applied to residential and commercial properties. Speakers: Moderator: Jacqueline Wiese, Senior Project Lead, Elevate Energy Mike Jackson, FAIA Matt Cole, Project Coordinator, Neighborhood Housing Services of Chicago 2015 Main Street and Historic Preservation Conference 9 Illinois Main Street and Historic Preservation conference 2015 Carbondale, Illinois Wednesday, June 24 Concurrent Sessions IV 3:30 pm - 4:45 pm New Life for Old Buildings: Marketing Strategies for Adaptive Reuse 1 AICP CM credit, 1 AIA Learning Unit pending Vacant historic buildings often continue to deteriorate not because they lack a viable reuse, but because we fail to identify one. This session will focus on the steps you can take to effectively market historic buildings in order to attract developers, new owners, or new partners. You will learn about Request for Proposals (RFP), architectural plans to assist in reuse, code and regulatory compliance, and promoting available incentives. This session will highlight reuses for challenge building types, and feature successful case studies throughout the region. Speakers: Moderator: Frank Butterfield, Director of Springfield Office, Landmarks Illinois Gail White, AIA, LEED AP, White & Borgognoni Architects Brad Klein, AIA, Project Architect, White & Borgognoni Architects Think Like a Realtor 1 AIA Learning Unit pending Realtors can be terrific advocates for historic properties because they sit at the intersection between historic homes and their potential new stewards. This session will examine how realtors market properties, the regulatory environment in which they must operate, and the tools they use. It will also explore ways to build partnerships with realtors to promote the economic and cultural benefits of your community’s preservation efforts and historic properties. The session will also discuss how preservation and Main Street advocates can reach out to the real-estate community to educate them about historic-rehabilitation incentives, the different levels of landmark designation, and the financial benefits to properties that are individually landmarked or are in landmark districts. Speakers: Moderator: Christine Benuzzi, Illinois-Licensed Realtor Joi Cuartero, Former Executive Director, Batavia MainStreet Lisa DiChiera, Director of Advocacy, Landmarks Illinois Curating an Authentic Downtown Experience 1 AICP CM credit, 1 AIA Learning Unit pending As the downtown-revitalization movement matures, we frequently find ourselves striving to nurture and maintain that which is authentic, quirky and inherently local about our districts. Inadvertently, we have become "curators" of buildings, spaces, and businesses as we seek to establish a compelling sense of place. This session examines the idea of commercial-district curation and helps identify the authentic in your town that must be preserved and enhanced.
