Peter Bowen has been named Vice President and Market Manager for Cumulus
Chicago. Bowen was most recently the Senior Vice President and Director of Sales
for CBS Radio in Los Angeles, overseeing sales for that cluster of six radio stations
since January 2012. Prior to that, Bowen worked for CBS Radio Chicago for 16 years,
most recently serving as Senior Vice President and General Manager of WBBM-FM
and WJMK-FM, and as Vice President and Director of Sales for CBS Radio’s Chicago
stations. Bowen began his radio career as an Account Executive at the former WCKGFM (now WCFS-FM) in 1991. The following year, he joined the former WPNT-FM (now
WSHE-FM) in a sales role, where he worked for four years. In 1996, he moved to
WJMK-FM (then an Oldies format) in sales, quickly being promoted to Local Sales
Manager. Bowen became General Sales Manager of the former WMAQ-AM (now

Tour 1: A Bite of the Little Apple: Downtown Murphysboro

Kick off your conference experience with a tour of Murphysboro. The owner of the historic Laclede Hotel will
discuss state tax-credit funding strategies for restoration. At the Jackson County Courthouse, Dr. Rachel
Malcolm Ensor of Historic Properties Consultants will describe her experience with its National Register
nomination. Mike Jones, Director of the John A. Logan Museum, will lead a walking tour through downtown.
The last stop will be the historic Liberty Theater for a screening of Between Two Rivers, an award-winning
documentary that presents the often tumultuous history of Cairo, Illinois, with introductory comments by
preservation architect, Professor Emeritus Robert Swenson.

One-on-One Main Street Consultations
with Donna Ann Harris
Main Street and historic preservation expert Donna Ann Harris of Heritage Consulting will lead six 10-minute,
one-on-one consultations for Main Street managers that will focus on solving a specific problem, from bylaws
and board issues to fundraising and preservation concerns. The six frank and confidential consultations are
scheduled every 15 minutes from 4:30 PM to 5:45 PM on Tuesday, June 23. To reserve a first-come-first-served
appointment, managers must email Donna at donna@heritageconsultinginc.com by Thursday, June 11, and attach
work plans, sponsorship packages, membership brochures, or any other fairly short item that Donna will
review in advance. Donna will confirm your appointment time when she receives your materials.

Local Government Services Manager Catherine O’Connor will lead four 10-minute, one-on-one consultations
that will focus on local-government historic preservation/CLG issues. The four available appointments are

Protecting the exterior integrity of historic buildings can be a challenge for local preservation and design-review
groups. Darius Bryjka and Anna Margaret Barris of the Illinois Historic Preservation Agency will show how the SHPO
applies the Standards for Rehabilitation, as interpreted by the National Park Service, to the exteriors of historic
residential and commercial buildings. To better communicate and preserve the unique character of their historic
districts some communities, such as Chicago, have adapted their guidelines to flexibly address development in
high demand areas. Lawrence Shure of the City of Chicago’s Historic Preservation Division will discuss initiatives to
develop creative approaches in evaluating and guiding specific proposals within Chicago’s historic districts.

Creative Placemaking for Main Street and Historic Downtown Districts

“Creative placemaking” has become a popular philosophy and a hands-on approach for refining the urban
design, sense of place, and visual appearance of our Main Street and downtown commercial districts. With a
particular focus on the arts, people, and their interactions with public spaces, creative placemaking has
improved urban design and public spaces while catalyzing economic development, encouraging pedestrian
activity and healthier communities, and enhancing collaboration between Main Street and Historic
Preservation organizations, artists, local residents, non-profits, businesses, and community foundations. This
session will focus on the elements of creative placemaking, forging a placemaking plan, and engaging artists
and stakeholders in the planning, implementing, and funding of placemaking. A case study on the creative
placemaking process for St. Cloud, Minnesota will also be presented.

A Main Street Fundraising Event Catalog
Many Main Street organizations rely on fundraising events to supply operating funds. This session examines
more than 100 different types of fundraising events in ten different categories, all designed only to raise
revenue. We will delve into the components of these events so that you’ll know what can be donated, sponsored,
offered in kind, or sold to boost the events’ net profits. This session will help you freshen up tired events or give
you some ideas for new ones. You’ll learn from audience members, too, who will be encouraged to add
suggestions throughout the session, which will be transcribed for all participants.

Taxing Districts Alphabet Soup: BIDs, SSAs, TIFs

There are a variety of tools that municipalities can use to foster economic development: Tax Increment Finance
Districts, Business Districts, Special Service Areas. Each comes with particular prerequisites and conditions and
with a variety of fundraising opportunities. They can provide a source of funds without raising tax rates
generally or at all, while they encourage private investment and guide rehabilitation and development. Steve
Kline will discuss how several of these tools can stimulate new private investment to help preserve and
revitalize the historic character of neighborhoods, central business districts, and Main Streets. Steve Combs will
talk about how one neighborhood association has used its residential TIF district to stabilize and enhance its
historic neighborhood. Moderator Richard Friedman will guide the discussion to illuminate the advantages and
limitations of these methods.

Keeping the Freeze Hot:
Promoting the Tax Freeze in Your Community

The Property Tax Assessment Freeze is the state’s only incentive for historic, owner-occupied housing. Thousands
of homeowners have taken advantage of it since its creation in the early 1980s, but has your Preservation
Commission used it to promote your mission and effectiveness? This session will discuss how the Assessment
Freeze works and how it can work for your Commission. It can help convince owners of the benefits of creating
local historic districts and landmarks, and the data it collects can help your Commission’s mission. This session
will give you a working knowledge of the freeze and how your local permit review can promote the Assessment
Freeze to your constituents.

Cheap Rents Aren’t Always Cheap:
Thinking Like a Downtown Property Owner

Emphasizing the economic fundamentals of downtown properties, this session considers four important
ownership factors in addressing improvements to typical downtown historic buildings. An ongoing
relationship with property owners is critical to any Main Street or historic preservation effort for one simple
reason – owners control tenancies. Understanding how owners make money and their ownership objectives,
including reinvestment, for any individual property are key to understanding the economic implications for
any traditional downtown. Strategies to enable ownership objectives that work for downtown will be
suggested and discussed.

preservation-law expert Richard Friedman as he demystifies and unravels often sticky legal issues that touch

Hanna v. City of Chicago.

fail to identify one. This session will focus on the steps you can take to effectively market historic buildings

Think Like a Realtor

Realtors can be terrific advocates for historic properties because they sit at the intersection
between historic homes and their potential new stewards. This session will examine how
realtors market properties, the regulatory environment in which they must operate, and the
tools they use. It will also explore ways to build partnerships with realtors to promote the
economic and cultural benefits of your community’s preservation efforts and historic
properties. The session will also discuss how preservation and Main Street advocates can reach
out to the real-estate community to educate them about historic-rehabilitation incentives, the
different levels of landmark designation, and the financial benefits to properties that are
individually landmarked or are in landmark districts.

Assessing the Heritage Tourism Potential of Your Downtown

This workshop is for communities interested in utilizing their existing local tourism infrastructure
(hotels, attractions, recreational amenities) to attract more visitors to downtown businesses. We will
discuss inventorying your tourism assets and identifying and addressing gaps in visitor amenities.
Grounded in the methodology of the National Trust for Historic Preservation’s long standing
Heritage Tourism program, this workshop examines the basic amenities you will need to provide a
satisfying visitor experience, including effective web sites, visitor brochures, and directional signage/
banners; visitor-oriented events, walking tours and heritage programming; potential visitor centers;
and establishing a task force of hoteliers, attractions and existing tourism agencies to help attract
more year-round visitors to your community.

Incentives for Historic Commercial Buildings

Incentives for the rehabilitation of historic commercial buildings can be valuable tools for
downtown revitalization. In this three-part session, Carol Dyson of IHPA will describe existing
historic tax incentives, their application processes, and tips for successful projects. Michael Allen of
Preservation Research Office will discuss how to list a downtown building or commercial district in
the National Register, often a prerequisite for available incentives. Frank Butterfield of Landmarks
Illinois will explain how new incentives can save historic buildings, provide jobs, and improve your
community's economy.

Tour 3: Grape Expectations: The Shawnee Wine Trail
Enjoy a beautiful drive through the Shawnee National Forest on this tour of three distinctive
vineyards on the Shawnee Hill Wine Trail. The tour begins on the west side of the trail at
Pomona Winery, which specializes in wines made from locally grown fruits other than grapes.
We’ll drive to Alto Vineyards, Shawnee Hills’ first bonded winery and the sixth to open in the
state. The last stop will be Blue Sky Winery, a Tuscan-style villa nestled in 12 acres of grape

This tour begins with a tram tour of the buildings of SIU’s core campus, including the
Renaissance Revival Wheeler Hall (1904), the brutalist Faner Hall (1975), and the domed Shryock
Auditorium (1917). Next, we’ll visit the R. Buckminster Fuller Dome house (1960), the only
geodesic dome that Fuller actually lived in, and we’ll hear about its recent exterior restoration
project, including a detailed discussion of historic materials replacement. We will finish up with
a self-guided walking tour of Historic Downtown Carbondale.
