The purpose of conducting the 2013 Community Survey was to find out how much value residents place on the services that the Village provides. The results are based on responses from 671 Roselle residents who completed the entire survey. The full 2013 Community Survey report and findings are available for download from the Village of Roselle website at www.roselle.il.us. Printed copies of the report are also available at Village Hall and at the Reference Desk at the Roselle Public Library. These results, along with additional feedback gathered from Town Hall meetings, will help guide the Village Board in strategic and budget planning sessions later this fall. Residents with questions or comments about the survey results can e-mail roselle@roselle.il.us. Roselle 2013 Community Survey: Key Findings Outdoor Burning Regulated in Roselle pg 9 • 77% of residents surveyed were satisfied with the services provided by the Village. • 67% of residents surveyed indicated that the Village should increase efforts to attract new businesses. • Fiscal sustainability, attracting new businesses and public infrastructure were identified as the three most important issues facing Roselle. • 75% of residents surveyed do not favor paying more in property taxes to maintain services; 59% do not favor paying more in property taxes to increase services. Editor: Melissa Brito, Community Relations Coordinator Halloween Trick-or-Treat Hours Ghosts and goblins are preparing to haunt Roselle this Halloween - on October 31, between 4:00 and 8:00 p.m. Halloween is a time for children. With this in mind, Roselle plans its trick or treat hours to accommodate all of them. This allows some daylight hours for the youngest cowboys and princesses and some time when it is a little darker for older witches and goblins. Please be careful while children are out enjoying this time. For more information on Halloween safety, visit the National Safety Council web site at www.nsc.org. Coffee with the Village Board Do you have questions about what’s happening in the Village of Roselle? Coffee with the Village Board is a great opportunity to meet and talk with the Mayor and Board of Trustees. The Coffee with the Board series is scheduled for the first Saturday of the month. Upcoming Coffee with the Board meetings will be held December 7 and January 4 from 9:00 to 10:30 a.m. at Village Hall. Unlike regular Village Board or Committee of the Whole meetings, this informal session provides residents and business owners an opportunity to discuss issues affecting them and the community. Whether it be an update on the recent Main Street, Irving Park Road, or Lake Street/Gary Avenue redevelopment efforts, or a few questions about the Village’s code enforcement procedures, the Mayor, Trustees, and Village Staff will be prepared to assist you. So come in and enjoy a cup of coffee and chat with your local elected officials. 2 www.roselle.il.us The Roselle Reporter Mayor’s Message The leaves are changing and the sky is brilliant blue—autumn has come to Roselle! That means it is time for one last celebration— Lynfred Winery’s Oktoberfest! The hours are Saturday, October 5 from 3:00 to 9:00 p.m. and Sunday, October 6 from noon to 7:00 p.m. Admission is $3. I hope to see you there. Please read the article on the proposed Veteran’s Memorial on page 7. Our American Legion Post 1084 is leading a community effort to erect this memorial at Depot Park. I encourage residents to get informed, volunteer for a committee if you have expertise, contribute, and donate! It will be a wonderful addition to Irving Park Rd. and the center of our Village. We are excited to share the results of our community survey with you in two Town Hall forums. The information is on the front page of this newsletter. Please make time in your schedules to attend one of these meetings. In a few weeks I am traveling to Parma, Ohio, to visit some relatives and the places where I grew up. My dance studio is still there, but the candy shop that I loved is gone. The Public Library was torn down a few years ago to make room for another a few miles away and my favorite bookstore is now a dry cleaners. The corner deli is now an expanded church parking lot, sold when the original owner’s children decided to retire. I’ve heard that the 77-year old Parma Theater closed in 2012. It is the place where I fell in love with Sean Connery, screamed with my cousin during “A Hard Day’s Night”, and saw Romeo and Juliet a few weeks before we moved to Illinois. Some changes are better, some are not—but all were inevitable. It is with the same understanding that we say good-bye to PikKwik Foods, a staple in our community for decades. When I first moved to Roselle in 1976, I bundled our firstborn up in her stroller and walked there. Ten years ago, I made the same trip with my grandson—he loved the hanging balloon signs in the aisles. Ryan still remembers our trips there. However, many factors collided at once—the property owner decided to sell the property, competition from big discount stores hurt sales, and the business owners decided they wanted to retire. After decades of operating a store 24/7, I want to thank Rick and Bev for running Pik-Kwik as long as they did. I wish them a wonderful retirement, filled with all the things they never had time to do. Thank you for the memories. Since the announcement of Pik-Kwik’s closing, many residents believe that it would be a perfect location for a Trader Joe’s. They were contacted, as well as Aldi’s and other smaller grocery stores. The building is just too small (16,000 sq. ft) and has inadequate parking (40 max). A recent study cited that the average grocery store is now 50,000 sq. feet, requiring more than double the current parking spaces. It is difficult to see memories of our childhoods go by the wayside. When the Village began planning for our downtown we had three goals: improve density (to support retail—and the condos are full), demolish obsolete buildings to make way for new opportunities, and incorporate much loved institutions into our plans. We originally designed Main St. to extend to Roselle Rd. on the north side of Shirl’s, keeping the business intact. The first plans for Irving Park Rd. showed a refaced Pizza Cottage in the design. But, business and property owners have a right to sell and/or retire, and change happens. Our new Main St. allowed for a Starbucks to come to Roselle. Roselle Flowers is blooming (couldn’t resist). New restaurants downtown have come and gone, but now 8000 Miles is a shining star and we are getting ready to enjoy the 1913 Restaurant and Wine Bar in the expanded former Impecca space. Rockstar, Bella Capelli, Langner Eye Care and All Things Woof provide services we need and products to buy. We have another restaurateur interested in the property on Irving Park Rd. We have many balls in the air as it pertains to companies moving and expanding within our Village, parcels for annexation and redevelopment, and new businesses inquiring about opportunities in Roselle. The Village Board is committed to expanding our tax base through continued economic growth, making new memories, and still celebrating the heart of our community. Fall 2013 www.roselle.il.us 3 General News Refuse and Recycling Service Update The last days for Republic Services to collect yard waste this year are Tuesday, November 26 and Wednesday, November 27. Yard waste may be placed in compostable paper bags or in plastic bins (no larger than 32 gallons, no heavier than 50 pounds). Branches are accepted in bundles no longer than four feet, and no thicker than four inches wide, tied with rope or twine. Yard waste stickers are required on each bag, bin, or bundle for disposal. While Tuesday refuse and recycling pickup service will remain on schedule for the holidays, Wednesday pickup will be delayed until Thursday the week of Christmas and New Year’s Day. Republic Services will pick up Christmas trees for recycling through January 15. Yard waste stickers are not required for Christmas tree disposal. Proceeds from the sale of rain barrels by the Village will help fund the treatment of trees against emerald ash borer infestations in Roselle and for reforestation efforts following ash tree removals. Recycle Old Electronic Equipment Electronic equipment, including TVs, computers, laptops, keyboards, monitors, printers, peripherals, VCR/DVD players, gaming systems, MP3 players and other items are banned by law from Illinois landfills. The Village’s waste hauler, Republic Services, will not pick up electronic waste at the curb. Roselle residents may recycle electronics at the Bloomingdale Township Garage, 123 N. Rosedale Avenue, Bloomingdale, on the first Saturday of every month April through December (except holiday weekends) from 8:00 a.m. to noon. Residents may also visit the DuPage County website for a list of municipalities and private companies that accept electronic waste, or the Schaumburg Township website for other electronic recycling drop off locations. Time to Change the Batteries Rain Barrels Available for Sale Please Keep Leaves Off Roselle Streets Roselle residents are invited to bring their confidential documents to be shredded on-site during a shredding event on Saturday, October 5, from 8:30 a.m. to noon at the Roselle Metra Station south parking lot at Irving Park Rd. and Maple Ave. The quantity of documents to be shredded is limited to no more than 100 pounds per person. If they wish, participants will be able to watch as their documents are being shredded, and shredded paper will be recycled. This free event is sponsored by Itasca Bank & Trust Co. To promote the use of eco-friendly technology, the Village of Roselle will sell rain barrels to residents for $75. Rain barrels are typically installed at the end of a home’s gutter system to collect rainwater that can later be used to water lawns and gardens without tapping into the municipal water supply. Rain barrel order forms are available for download online at www.roselle.il.us/clerk. Daylight Savings Time ends Sunday, November 3. The Village of Roselle and the Roselle Fire Department encourage residents to get in the habit of changing the batteries in smoke detectors and carbon monoxide detectors when changing the time on clocks for Daylight Savings Time each spring and fall. Changing smoke alarm batteries is one of the simplest, most effective ways to reduce fire deaths and injuries. The beauty of autumn often brings additional yard work. When raking or blowing leaves this fall, please remember to keep the leaves off the curbs and streets and out of stormwater drains. Leaves clog stormwater drains and add to area flooding problems. Also remember, it is not permitted to burn yard waste in Roselle or in unincorporated areas served by the Roselle Fire Protection District. Snow Plow Season Is Just Around the Corner Anti-icing of the roadways in Roselle typically begins before a snowfall, with the application of brine, a liquid anti-icing salt solution. Rows of white, chalky lines are created on the roads during the brine application process. The brine application provides additional time before the snow and ice begin to build up on the pavement. Brine is not applied to the streets if rain is predicted before the snow, as it would be washed off the pavement before becoming effective. Once the snow starts falling, Public Works typically begins plowing operations after two to three inches of snow has fallen, or sooner if road condition reports indicate the need. Please remember to exercise caution when driving in snowy and icy conditions. With the exception of Central Avenue, all of the local roads in Roselle have a posted speed limit of 30 miles per hour or less. 4 www.roselle.il.us The Roselle Reporter General News National Drug Prescription Take-Back Day The Village of Roselle is participating in the National Drug Prescription Take-Back Day on Saturday, October 26, from 10:00 a.m. to 2:00 p.m. Residents are encouraged to safely dispose of accumulated unwanted, unused, and expired prescription and over-the-counter drugs during this event at the Roselle Fire Station, 100 E. Maple Ave. No liquids or syringes will be accepted. This is part of a national effort sponsored by the U.S. Department of Justice, Drug Enforcement Administration (DEA). Online Tools Offer Multiple Ways to Pay The Village offers several different payment options for utility bills, permits, and other fees. In addition to coming into Village Hall or mailing in payments, residents can opt to pay online through the Village’s web site. Visit www.roselle.il.us and click on the “Online Bill Pay” button in the left side menu to access online payment options. Residents interested in purchasing Metra lot parking permits, vehicle stickers or paying parking tickets can use E-Pay, an easy-to-use option that allows residents to make payments using a credit or debit card. E-Pay is secure and available 24 hours a day; a minimal convenience fee applies. Online customer service, through MUNIS Self Service, is also available for residents to review, manage and pay utility bills online. In addition, residents can elect to participate in the Village’s direct debit program where funds for payment on utility accounts are automatically withdrawn from customer bank accounts on the due date, thus avoiding late fees. Utility customers have the option of having their utility bills and statements emailed to them in place of a paper copy. Further information on all of these programs is available on the Village’s website by clicking on the “Online Bill Pay” button. Call (630) 980-2000 for additional details. Youth Holiday Tree Program The Village of Roselle is pleased to bring back the Annual Youth Holiday Tree Program again this year. Up to twenty trees will be available for decorating beginning Saturday, November 16, and will be displayed along the sidewalks that circle the Village Hall. All youth groups, classes, and clubs are invited to participate in this free program. Trees will be assigned on a first come, first served basis and must be completed by Friday, November 29. Not all trees will have access to electricity and early registration is important if tree lights are desired. There is no required theme, however there are certain rules. • Decorating may not begin until Saturday, November 16, and must be completed by Friday, November 29, prior to Santa’s visit and the annual lighting of the Roselle Library holiday tree on Saturday, November 30. • Only outdoor, UL rated lights may be used on the trees (not all trees will have access to electricity). Tinsel of any kind is not allowed. • Decorations must be taken down by the end of the day on Friday, January 10. Participation in future events may be affected for those groups that do not take down their decorations on time. • The Village is not responsible for any lost, stolen, or damaged decorations. • The program is open to youth groups, classes, and clubs with members who are 18 years of age or younger. Participants must be from Roselle, or their members must include Roselle residents. Fall 2013 www.roselle.il.us 5 Community Briefs Trinity Lutheran Church Hosting Community Clinic Roselle History Museum Christmas Open House The annual History Museum Christmas open house will be held December 1, from 2:00 to 4:00 p.m. at the Sumner House on the corner of Elm and Prospect Streets. Please join us for refreshments and sign up for a chance to win one of our great door prizes. Volunteers Needed The museum is always looking for energetic volunteers to help keep the museum looking good and functioning well. Village Clerk Voter Registration Law Updates Governor Pat Quinn has signed legislation revising the Illinois Election Code to give residents the ability to register to vote online. Online voter registration is part of House Bill 2418, which includes other provisions, such as: •Changing the hours for early voting on Sundays to noon to 3:00 p.m. to enable broader participation; •Requiring the State Board of Elections to post precinct by precinct totals for all of the state’s precincts; •Codifying that votes cast for a candidate who drops out before Election Day but remains on the ballot will not be counted. Stepping Stones Hosting Dinner/Auction November 15 Stepping Stones for Women of Domestic Violence is hosting a dinner auction, “Toasting Ten Thankful Years”, at Medinah Country Club on Friday, November 15, starting at 6:30 p.m. Proceeds from this event will be used to provide temporary housing, furniture, daily necessities and counseling for those affected by domestic violence. Included in the evening will be dinner, music, a raffle drawing, and both a silent and live auction. Tickets are $100.00 each or $950.00 for a table of 10. Roselle-Bloomingdale League of Women Voters The Roselle-Bloomingdale League of Women Voters is a non-partisan organization that does not support or oppose any political party or candidate. Their mission is to encourage informed and active participation in government, increase the understanding of major public policy issues, and, influence public policy through education and advocacy. The Roselle-Bloomingdale League of Women Voters meets the first Tuesday of each month at 7:00 p.m. alternating between the Roselle and Bloomingdale Public Libraries. Elks Lodge, American Legion Honoring Veterans The Elmhurst Elks Lodge 1531and American Legion Post 1084 will host disabled veterans from Hines Veterans Hospital for Thanksgiving dinner at the American Legion Hall in Roselle. Members of the Roselle Police and Fire Departments will meet the veterans at the Village limits and escort them to the American Legion Hall where they will be greeted by the Legion Honor Guard and other volunteers. American Legion Auxiliary Giving Tree Governor Quinn also signed a law to allow any qualified individual who is 17 years old to register to vote for the General Primary Election if that individual will be 18 years old on or before the date of the immediately following General Election. American Legion Auxiliary Unit 1084 is seeking donations to support its Kids Giving Tree, a project to fulfill the wishes of less fortunate kids. Beginning November 23, interested participants can stop by the American Legion Hall, 344 E. Maple Ave., to pick a gift request tag off the tree. Unwrapped gifts should be returned no later than December 10. Additional donations will be accepted. These changes go into effect on January 1, 2014. Toys for Tots Campaign Roselle residents can register to vote in person at the Roselle Public Library, Schaumburg Township Library, Bloomingdale Township offices, and Schaumburg Township offices. Two forms of identification are required; one must have a picture and current address. 6 For the seventh consecutive year, Trinity Lutheran Church in Roselle is hosting “The Clinic”, a free outreach event for area residents in need, on Saturday, November 9, from 10:00 a.m. to 2:00 p.m. Stop by the church at 405 S. Rush Street to receive free professional medical, dental, vision and chiropractic screenings; food; clothing; hair cuts; family photos; entertainment; and more. The Roselle Police Department, the Roselle Fire Department, and the Village of Roselle proudly participate in the U.S. Marine Corps’ Toys for Tots campaign. Maple Ave. Toys may be donated November 30 through December 16. www.roselle.il.us The Roselle Reporter Community Briefs Roselle Lions Club Annual Lunch With Santa Kids of all ages are invited to enjoy lunch and have their picture taken with Santa at the Lions Club Annual Lunch With Santa on Saturday, December 7 from 11:00 a.m. to 1:00 p.m. The event will be held at Trinity Lutheran Church, 405 S. Rush Street, Roselle. Each child is asked to donate a non-perishable food item as their admission. All items collected will be donated to the Bloomingdale Township Food Pantry. Roselle Public Library “On the Same Page” The Roselle Public Library invites the community to be “On the Same Page” this October during a community read between Roselle Public Library, Itasca Community Library & Bloomingdale Public Library. The book selected for On the Same Page is The Night Circus by Erin Morgenstern. Roselle Public Library Hosting Model Railroad Showcase Model Railroad Showcase returns to the Roselle Public Library this fall with an entire weekend of model railroading Saturday, November 2 from 9:30 a.m. to 4:00 p.m. and Sunday, November 3 from 1:00 to 4:00 p.m. Model railroading enthusiasts display collections, running layouts, and memorabilia for this popular family event. Stop by for crafts for children and fun for the whole family! Roselle Park District Upcoming Events Basketball Classes: Basketball Season is right around the corner! Roselle Park District offers basketball for all age groups! Youth classes, including Lil’ Shots (ages 4-5), Small Shots (ages 6-7), and Hot Shots (ages 8-9) begin October 28. action with teams consisting of first and second grade girls and boys along with an adult player/coach. Youth Basketball League is for kids in grades 3 through 8. Practices will begin late November with days/times dependent upon coach’s availability. Teams are now forming for basketball leagues; sign up deadline is by the end of October. Canine Carnival October 12 at Odlum Park: Bring your pooch out to Canine Carnival for a fun-filled day of music, games, raffle prizes, a costume contest, and much more. Lynfred Winery will provide beverages, and light snacks will be provided. Jack-O-Lantern Painting: Kids ages 5 through 13 are invited to create a Jack-O-Lantern and other festive crafts with the Roselle Park District on Saturday, October 19. Teenie Weenie Halloweenie Party: Kids ages 3 through 6 are invited to a Halloween Party on Friday, October 25 from 5:00 to 7:00 p.m. at Clauss Recreation Center. Youth Haunt Tours: Youth ages 9 through 18 are invited to join the Roselle Park District on Saturday, October 26 for a tour of several local area haunted houses. Drop off and pick up for this tour is at the Scout Lodge, 304 E. Pine Ave. Registration fee includes pizza, transportation, and entrance to all haunted houses. Basketball Leagues: Rookies Basketball League has four-on-four Fundraising Begins for Roselle Veteran’s Memorial in Depot Park Members of American Legion Post 1084 in Roselle are kicking off a fundraising campaign for the creation of a permanent Veteran’s Memorial in Depot Park along Irving Park Rd. at Park St. The fundraising committee for this project gave a presentation to the Village Board at its August 26 meeting. The Village owns Depot Park. The centerpiece of the planned memorial is a fallen soldier statue (boots, rifle, and helmet) mounted on a pedestal. The pedestal will have each of the five military branch insignias mounted on it. Plans also call for a brick paver walkway and seven flag poles with the American, POW, and military service flags. Within the flagpole setting, granite tablets inscribed with the names of deceased Rosellians who served in the military will be installed. With fundraising for the project commencing this fall, the timeline for the memorial project calls for construction to begin late next spring, and a dedication ceremony on Veteran’s Day, November 11, 2014. Donations are currently being accepted through the Roselle American Legion Charitable Foundation (RALCF) for the Roselle Veteran’s Memorial. Checks can be make payable to RALCF and can be mailed to RALCF, Attn: Veteran’s Memorial, 344 E. Maple Ave., Roselle, IL 60172. Donations are also being accepted on the American Legion Post 1084 website at www.post1084.net. Fall 2013 www.roselle.il.us 7 Police Department Child Seat Inspections Police Department Conducting School Zone Seat Belt Enforcement The Roselle Police Department has received complaints concerning unrestrained children in passenger vehicles. Many of the complaints involve children standing in the front seat area when they arrive at school. This is not only illegal, but also extremely dangerous, as most passenger vehicles have air bags in the dashboard. Air bags contain explosive gases designed to inflate the airbag at speeds of up to 200 MPH. This would have devastating consequences should the child be near the airbag when it deploys. Children have been killed in minor crashes due to airbag deployment while unrestrained. Many of the complaints occur in the morning, when parents are in a hurry to drive their children to school. Being in a hurry increases the risk of being involved in a crash. Many parents believe that they are only driving a few blocks to school and the speeds are relatively low. This attitude causes children to be at high risk for serious injury. In older cars with first generation air bags, even a minor crash could result in airbag deployment. Free child seat inspections are available by appointment by calling the Police Department’s child seat inspection line at (630) 671-4063. Trained technicians will check the child seat for proper use as well as recalls. School Buses Motorists must stop before meeting or overtaking a school bus loading or unloading passengers on a two-lane roadway, including in front of schools. After a school bus has come to a complete stop and the stop signal arm is extended, motorists must come to a complete stop and remain stopped until the stop signal arm is no longer extended and the flashing lights are turned off. Motorists do not always need to stop when meeting a stopped school bus on a roadway with four or more lanes. Motorists are not required to stop if they are traveling in the opposite direction of the bus, but should drive cautiously. If convicted of illegally passing a stopped school bus motorists face driver’s license or vehicle registration suspension for three months. Those who receive two such convictions within five years will have driving privileges suspended for one year. In addition to the suspensions, violators will be fined $150 for a first conviction and $500 for a second or subsequent conviction. Current Illinois law requires that ALL occupants, regardless of age or seating position, wear a seat belt or be secured in an appropriate child restraint. Children under 5 years old should be in a rear-facing infant seat or forward facing child seat. Roselle Police officers are currently conducting increased enforcement in the school zones as part of our efforts to increase compliance while decreasing the risk to vehicle occupants posed by failure to wear a seat belt. Enforcement will include a focus on speeding, occupant restraint violations and cell phone use, which is illegal in school and construction zones. Wireless Phone Usage and Driving: Know the Law School Crossing Zones are No Cell Phone Zones When approaching a marked school crossing zone between 7:00 a.m. and 4:00 p.m., on days when school is in operation and children are present, a driver must discontinue wireless/cell phone use, reduce speed to 20 mph, and stop and yield the right-of-way to any children or adults in the crosswalk area. Cell Phone Ban for Drivers Starts January 1 Illinois Governor Pat Quinn recently signed two new laws to make Illinois roads safer for all drivers. One law prohibits the use of all hand-held mobile devices while driving on Illinois roads. The other law increases penalties for drivers who cause an accident while using an electronic device, including possible prison time. The law will make exceptions for hands-free devices, including those with headsets. Illinois is the 12th state to ban the use of hand-held devices while driving. The law takes effect January 1. 8 www.roselle.il.us The Roselle Reporter Fire Department October is National Fire Prevention Month Every year we recognize fire prevention during the month of October. The National Fire Protection Association (NFPA) has taken the lead in public fire safety outreach by serving as the official sponsor of Fire Prevention Week for 90 years. The annual public awareness and safety commemoration is observed by fire departments in the U.S. and Canada to mark the anniversary of the Great Chicago Fire of 1871. According to the National Archives and Records Administration’s Library Information Center, Fire Prevention Week is the longest running public health and safety observance on record. This year, Fire Prevention Week will be held October 6 through 12. With the theme “Prevent Kitchen Fires”. Prevent Kitchen Fires! Cooking brings family and friends together, provides an outlet for creativity and can be relaxing. But did you know that cooking fires are the number one cause of home fires and home injuries? By following a few safety tips you can help prevent these fires. • Be on alert! If you are sleepy or have consumed alcohol don’t use the stove or stove top • Stay in the kitchen while any cooking is going on • Have a “kid-free zone” of at least 3’ around the stove or any area where food is prepared If you do have a kitchen fire here are some tips to follow: • Leave the room, close the door, and get outside • Call 911! • Use a lid to smother grease fires. NEVER USE WATER ON GREASE FIRES! • For an oven fire, turn off the heat and leave the door closed Conduct Fire Drills Twice Each Year It is essential that every household have a plan for escaping a fire and practice it by holding fire drills at least twice a year. Many people make poor decisions when fire breaks out. They may be affected by smoke, disoriented by being awakened abruptly, and frightened. The more you practice your escape plan, the more likely you and your family are to make proper decisions and escape safely. Draw a Floor Plan of Your Home Use a large sheet of paper or a grid sheet to draw a floor plan of your home. Include all windows, doors, outdoor features, and possible obstacles in your drawing. Know at least two ways out of each room and show them on your floor plan. Fire is unpredictable - it can block any exit path. In a twostory home, plan safe escape routes through second-story windows. Revise your escape plan as circumstances change in your household. Make sure everyone, including young children, older adults, and those with disabilities are included in the plan. Furnace Safety As the weather starts getting colder, residents may be turning on their furnaces for the first time this year. Furnace safety tips: • Have your furnace inspected annually. • Make sure all controls and emergency shutoffs are in proper working condition. • Always leave repairs to qualified specialists. • Inspect the walls and ceiling near the furnace and along the chimney line. If the wall is hot or discolored, get your furnace inspected and fixed immediately. • Make sure all flue pipes are well supported and free of holes or cracks. If you see soot around seams, this may indicate a leak. • Keep the area surrounding your furnace free of combustible debris. Outdoor Burning Regulated in Roselle Recreational fires have become a popular feature in backyard entertaining. The Fire Department would like to remind residents in Roselle, and in unincorporated areas served by the Roselle Fire Protection District, that there are regulations for all recreational fires. The fire must be in an approved burning container with either a solid or mesh screen cover; home made fire pits must also have a screen cover. The fire must be at least 50 feet away from any structure and must be attended to at all times by an adult or responsible individual. A charged garden hose or fire extinguisher must be near the fire in case of emergency. The burning of garbage, rubbish, lumber or yard waste is not allowed. Only seasoned fire logs are acceptable. The open burning of leaves is not permitted. If the Fire Department responds to an open burning complaint and determines that dense smoke is an annoyance, nuisance, or discomfort, they may order the fire to be extinguished. Failure to comply could result in a fine. Fall 2013 www.roselle.il.us 9 Public Works Street Improvement Program On August 26, the Village Board awarded a contract for the 2013 Street Improvement Program to Arrow Road Construction Company. This year’s program includes the resurfacing of 14 streets, including: • Chisholm Tr./Ct. from Plum Grove Rd. to Oregon Tr. • Daisy Ln. in its entirety • Dover Dr./Ct. from Bryn Mawr Ave. to Waterbury Ln. • Forest Ave. from Mensching Rd. to Oak St. • Garden Ave. from Daisy Ln. to Bryn Mawr Ave. • Glendale Ter./Oak St. from Glendale Ter. to Picton Rd. • Hampton Ln. from Bryn Mawr Ave. to Dover Dr. • Harvest Ln./Pl. from Summerfield Dr. to Winterwood Dr. • Marion St. from Irving Park Road to Devon Ave. • Oregon Tr. from Chisholm Tr. to Plum Grove Rd. • Pinecroft Dr. from Turner Ave. toBryn Mawr Ave. • Prescott Dr. from Rodenburg Rd. to Rodenburg Rd. • Rosemont Ave. from Roselle Rd. to Lincoln St. • Springwood Dr./Ct. in its entirety. The 2013 program will cost approximately $870,000 funded through a combination of General Capital and Motor Fuel Tax Funds. This year’s program is the first of a Five-Year Street Improvement Program that the Village Board approved in June this year. During construction, the roads will remain open and driveway access will be maintained. No overnight on-street parking will be required during the project. The Village will work closely with the contractor to minimize the inconvenience to residents on the project. Construction began in early September and is expected to be completed in late October or early November. Winter Tip: Ensure Mailboxes are Properly Installed As the Public Works department begins planning for winter, residents are advised to check that their street-side mailboxes are properly installed to minimize damage during snow plow season. Please make sure: • That the post is solid, strong, and not broken. If the post is in poor condition, it can easily be knocked over by force of the snow coming off of the snowplow and should be replaced. We recommend using a 4” X 4” or preferably a 4” x 6” wolmanized mailbox post, with a cross support, to properly support post office approved mailboxes. • If the post is wobbly, please consider removing it and reinstalling it 32” to 36” below the ground to make sure that the frost doesn’t heave it up out of the ground. (Be sure to call J.U.L.I.E. at 811 for utility locates to avoid hitting any telephone, gas or water lines.) • If the post is too close to the curb it can be hit by a snowplow blade and broken. Please make sure mailboxes are 15” from the back of the curb. • Mailboxes that are rusty and have holes should be replaced. • If the door on the mailbox is loose, please insert new pins so the door opens and closes easily. Did You Know? Sanitary Sewer Problems? Call the Village First Parts of the sanitary sewer system in Roselle were built years ago when tile pipes were standard materials. The age of these pipes, along with the materials used, can make them vulnerable to root intrusion. This can result in cracked pipes, additional root growth, and clogged pipes. While the Village is working on upgrading the older pipes in the public portion of the system, homeowners are responsible for the sewer service line to their homes. According to Roselle Wastewater Superintendent John LaRocca, residents experiencing sewer line problems should call the Village before calling a plumber or contractor. “The blockage may be 10 in the Village’s line,” said LaRocca. “We can help determine where the problem is, and if it is in the private service line to the house, we can advise the resident on further action.” Some sewer line problems can be avoided with preventative maintenance. LaRocca recommends pouring a cup of bleach in sinks, showers and floor drains once a month to dissolve materials and clean the pipes. Let the bleach sit in the drain for about 15 minutes before rinsing it out with hot water for 10 to 15 seconds. Call the Wastewater Division at (630) 980-2024 during business hours for more information about sanitary sewer lines. After business hours, inquiries can be made by calling the Police Department non-emergency number at (630) 980-2025. In the event that Police Department personnel are unable to answer, calls to the non-emergency number are routed to emergency dispatch. Please be prepared to speak with emergency dispatch personnel, who are trained to forward the nature of your problem to the Public Works Department. www.roselle.il.us The Roselle Reporter Community Development Village Continues Efforts to Spur Redevelopment Although the 23-year lifespan of Roselle’s Town Center Tax Increment Financing (TIF) District has officially expired, the Village is still actively working to complete the task of spurring redevelopment in the Town Center. One property that the Village purchased using TIF funds last summer, and is still actively marketing, is the building at 49 E. Irving Park Rd. The Village retained the services of local broker Heritage Realty to market the property, located in heart of the Village’s Town Center, as stand alone eatery. Over the course of the past year, two potential restaurants were seriously interested in the site. However, after engineering and structural studies were done on the building, it was deemed that it would be too expensive for new potential owners to renovate the building. The next phase in the redevelopment of this property calls for the existing building to be demolished in October. Marketing efforts will continue, and may include opportunities for the property to be developed in conjunction with phase II of Promenade Pointe, the development directly to the west of 49 E. Irving Park Rd. Phase I of Promenade Pointe includes the building that houses Itasca Bank & Trust at the southeast corner of Roselle and Irving Park Rds. According to Roselle Community Development Director Patrick Watkins, demolition of the building at 49 E. Irving Park Rd. will provide a much larger footprint to accommodate potential eateries and additional retail users, and provides for a more flexible use for the space. The Village has been actively engaged in other recent redevelopment efforts in Roselle’s Town Center, including providing incentives for 8000 Miles to open on Main St. As the owners of the eatery laid out plans to open their new restaurant, they realized they needed to make a significant investment to renovate the space at 107 E. Main St. Through talks with the owners of 8000 Miles, the Village was able to offer an agreement for the restaurant to use the Town Center plaza for outside seating and a $100,000 incentive for renovations, including the construction of a pergola for the outside seating. Construction of the pergola is expected to start later this fall. Business Beat: Local Businesses Expand, Renovate Two local businesses in Roselle’s Town Center recently reopened following renovation and expansion projects, and a third businesses is currently renovating space with plans to open later this fall. The building at 49 E. Irving Park Rd. is slated for demolition in October. Following a renovation project, Brewstirs Burgers, Pizza & Pub opened in Roselle in June at 101 E. Irving Park Rd. (formerly Diamond Lil’s). Along with new ownership and new decor, the restaurant has a whole new menu. Roselle Flowers reopened in August in a new, larger location – just a few doors down from their old store on Main St. Roselle Flowers is now located in their newly remodeled space at 109 E. Main St. Another new restaurant is coming to Roselle this fall. The new owners of 1913 Restaurant and Wine Bar are renovating the space at 123 E. Main St. (formerly Impecca) and are planning for a late-October grand opening. The restaurant will feature country European dining. Village Code Corner Recreational Vehicles, Trailers, Campers & Boats As Roselle residents prepare to winterize and store their recreational vehicles until spring, the Village is issuing a reminder that these vehicles cannot be permanently parked in the driveway. This includes, but is not limited to boats, campers, all types of trailers, automobiles not regularly used for normal travel, and recreational vehicles such as snowmobiles and ATVs. According to Village Code, recreational vehicles shall not exceed eight feet in width, twenty-nine feet in length, including hitch, or ten feet in height, excluding mast. All vehicles designed for off-road use shall be properly registered with the Village and State. These vehicles may be parked or stored in an enclosed garage or accessory building, or outside under the following conditions: • Only one vehicle is permitted; • Vehicle shall be on a hard surface that will not rust or create dust; • Vehicle shall be in a rear or side yard, but not closer than five feet to the property line; • Landscaping or a solid wood fence not to exceed six feet in height shall be provided as a screen to soften the impact of the vehicle on the surrounding properties; • Campers may be parked in the driveway for a period not to exceed 48 hours per calendar week for the purpose of loading and unloading the vehicle.
