All Board members act in a voluntary capacity and oversee all facets of the Home’s administration, with the support of a number of different committees. The Board is responsible for the continuing financial viability of the Home. Today, the Board faces the challenge of the demanding economic environment, a growth in the number of elderly people in our community, and the need to provide appropriate care for the everincreasing number of people with dementia. This climate has strengthened the Board’s resolve to continue developing and promoting best practice in all aspects of aged care, constantly reviewing and improving the services we provide to ensure that the elderly in our community receive the care and quality of life they deserve. Secretary Tom Mautner Hon Treasurer BOARD MEMBERS At June 30th 2013 As a partner and now an active consultant in the commercial law firm, Abadee, Dresdner & Freeman, David specialises in taxation, estate planning and substantial commercial property financing and development work. David Freeman AM President Max Einfeld Michael Goldstein Assoc. Prof. Peter Gonski In 1985, David joined the Montefiore Board, served as Vice President for 8 years and was elected President in 2004. Dr Susan Hertzberg Barry Joseph Lewis Levi David has been Chairman of the Montefiore Development Committee since 2000. The Development Committee has been responsible for the successful planning, design and construction of the Randwick Development, a state of the art communal residential aged care facility, accommodating 276 residents with the capacity to double in size on the Randwick site. Leora Ross Renee Symonds Jeremy Waine YOUR BOARD In July 2008 he was awarded an AM (Member of the Order of Australia) In accordance with sound Governance Principles, the Montefiore Home seeks to maintain a Board composed of members whom, collectively, provide a broad range of skills and expertise that will support strong corporate governance and strategic planning. The current Board consists of wellrespected individuals who have a history of involvement with the Home and possess a range of skills and expertise that includes, but is not limited to: finance, law, property, medical & clinical, aged services, food & beverage, education and all round business acumen. Consistent with the organisation’s philosophy of care, Board members David has been involved in the community for over 30 years firstly as Vice President of the Wolper Jewish Hospital in which time he oversaw its conversion from a convalescent facility to a modern surgical hospital. He also served as the Honorary Solicitor for the Jewish Communal Appeal for 15 years. in the Queen’s Birthday Honours for his service to the Jewish community. In 2009 the Randwick Development was the recipient of the Property Council of Australia Innovation and Excellence Award and the overall winner of the Emerging Assets category. The Montefiore Development Committee has subsequently been responsible for the planning, design and approval of the Master Plan for the remainder of the site at Randwick, comprising an additional 300 rooms, and achieving Development Approval for the next stage being a new 90-bed dementiaspecific wing. A member of the Montefiore Finance Committee from 2002, this Committee is responsible for refining the Home’s financial model to maximise cross subsidisation and the investment of the Home’s substantial financial assets. During David’s Presidency, the operations of the Home have doubled in size and the Montefiore Home is now acknowledged as one of the largest benevolent charities in Australia. Current Board Skills Mix ■ Business 26% ■ Finance 19% ■ Law 13% ■ Property 13% ■ Medical, Clinical & Aged 22% ■ Other 6% have a passion for supporting a high standard of care which optimises the older person’s quality of life, delivered within a sustainable financial model. 4 Gary Inberg Vice-President Gary is a financial and corporate adviser with more than 25 years of experience in commercial business, including property management and development, property funds management and public company experience, including being Head of Property for one of the largest property portfolios in NSW with a team in excess of 45 staff who managed property worth in excess of $1 billion. Gary is currently Chairman of IWPE Nominees Pty Ltd, Trustee and Custodian for Investec Bank 5 [Australia] Limited. He is a nonexecutive director for a number of other companies and has been CFO for a top 200 ASX listed company. He has been Vice President of the Home since 2004, prior to which he served as Honorary Treasurer for three years. He has had a long association with Montefiore, being involved with the Fete for over 15 years before becoming a Board Member and he has a close relative in the Home. Max has extensive and varied business experience in the clothing manufacturing and retail industries, as well as the food industry, at senior management level. Max Kahn Hon Secretary He has been involved in Jewish affairs since his teenage years and he and his late wife Sandra and their families have contributed significantly to the Home over three generations. Max was Fete Convenor for 16 years and through his work on the Fete, Max Tom has an extensive history in the clothing industry, with a lengthy career as General Manager and a Shareholder of Peter Weiss Pty. Ltd. following which his own company manufactured apparel under the Pringle of Scotland label. He continues to maintain a close relationship with Peter Weiss. Tom Mautner Hon Treasurer More recently, he has been running a family investment business, for the benefit of members of his extended family and a small number of close associates. He was elected to the Board of the Montefiore Home in 2001 and took on the important role of Treasurer in 2004. Lisa Brender is a Registered Nurse with over 30 years’ experience and currently works as a Clinical Nurse Specialist in the Operating Theatres department at Prince of Wales Private Hospital, as well as at the University of Notre Dame and the University of Technology in the role of Clinical Nurse Educator. Lisa BrendeR Lisa is committed to the Home and, in 2000, took a year’s leave of absence from nursing to act as Co-ordinator of the Montefiore Home Capital Appeal. The Appeal was highly successful, raising 6.8 million dollars. 6 stimulated interest in Montefiore and developed a network of companies and charitable Jewish families who were willing to provide support. Max joined the Montefiore Board in 2001, and has been a tireless and invaluable contributor in his role as Montefiore Hon. Secretary and Chairman of the Home’s Admissions Committee. Barry was born into a family that has a deep and long-lasting relationship with the Home. His mother, Miriam, was a driving force of the Ladies’ Committee for many generations, in addition to being a Board member for over seventeen years. Barry Joseph Proudly elected to the Board in 2001, Barry continues this commitment with a deep passion and involvement. After a five year period working with a Share Broker, Barry began his career in the Ladies Clothing Tom is also an active member of the Home’s Development Committee, Operations and Quality Committee, Finance Committee and Investment Committee. Dr David Berman is a retired dental surgeon, previously on the Board of the Monash Country Club for 22 years and also the inaugural President of the Apex Club of Blacktown. He is currently a volunteer at the Matthew Talbot Home. He was a passionate contributor to the design and building of the Randwick Campus and continues to be involved with the ongoing process of upgrading all the Campuses. Tom was born in Czechoslovakia in 1950 and migrated to Australia in 1969. He and his wife Rose are longtime supporters of many Jewish Organisations. Both Tom’s late mother and late father-in-law were residents of Montefiore Home. Lisa joined the Board of Management of the Montefiore Home in 2001 and served for 10 years before taking a short break and rejoining the Board in 2012. During her tenure, she sat on two Board Committees – the Community Relations and the Operations & Quality Committees – where she was able to use her vast nursing experience and knowledge of the Home in the management and planning of care for the residents. Lisa rejoined the Operations & Quality Committee in 2012. Dr David Berman ASSOC. PROF. PETER GONSKI industry in 1965. In 1969 he commenced his own clothing and manufacturing business, which he ran successfully until 1998. During the early 1970’s and under the Presidency of Hal Goldstein, Barry was an active member of the Home’s House Committee, in addition to being involved with admissions. He is currently Federal Executive Director of the Australian Friends of the Hebrew University of Jerusalem. the Home, both as supporters and residents over the years; David’s brother is currently a resident. David has been a keen supporter of the Montefiore Home for many years and became a Life Governor in 2008. His dedication to the Home stems mainly from the long association of many members of his family with Over this period, David has had the opportunity to observe the activities and practices of the nursing and administrative staff at the Home and has been impressed with the dedication and manner in which they apply themselves to the well-being and comfort of the residents and believes the attention they receive is of world class. Assoc. Prof Peter Gonski, who joined the Board in 2008, is a senior staff specialist geriatrician with more than 20 years of experience in care for the elderly. His family has a long history with Montefiore through Volunteering and his knowledge and experience makes him a vital addition to the Montefiore Board. He is director of Southcare, Sutherland Hospital and Community Services, clinical stream director for Aged Care and Rehabilitation, South Eastern Sydney local Health District and Associate Professor, Faculty of Medicine, NSW. 7 A N N UA L R E P O R T 20 12–20 13 SIR MOSES MONTEFIORE JEWISH HOME Board Members Continued. Jeremy Waine has more than fifteen years’ experience with leading companies in the financial services sector. Jeremy Waine He began his career as a corporate lawyer and then moved into investment banking, principal acquisitions and funds management with UBS Investment Bank, CBA, Westpac and GE Capital. Renee is a Clinical Psychologist and was elected to the Board in 2001, having already been an active member of the Operations Committee. Renee Symonds Dr Susan Hertzberg In her years as a Board member she has written papers, presented at Conferences on aspects of ageing, dementia, placing one’s relative in The Home and life within The Home. Dr Susan Hertzberg is a qualified medical practitioner, currently Senior Emergency Specialist at the Prince of Wales Hospital. She also has a Masters degree in Health Law and is interested in quality health care for the aged. The Prince of Wales Hospital sees a large number of residents from Montefiore and provision of high quality care to these residents is a high priority. Lewis has been a Board member since November 2003. Lewis Levi He has actively worked in real estate in the Rose Bay area for the past 35 years and established LJ Levi Real Estate in the early 1970s. He is an active member of the Jewish community, also involved with UIA, JCA, WIZO, JNF, Courage to Care and B’nai Brith 8 Michael Goldstein was welcomed onto the Board in 2008 after having a long association with Montefiore. He helped at the Annual Fete with his uncle, Life Member Hal Goldstein AM OBE and later ran his own glasswear stall. Jeremy joined the Board at the end of 2008 due to his strong interest in the aged-care sector and a passion for helping the community. Michael Goldstein She authored and was instrumental in setting up the Montefiore Staff Holocaust Awareness program which is conducted monthly at The Sydney Jewish Museum. This program which trains Montefiore Staff to deal with the special requirements of our Survivors, has, to date, won two prestigious awards for Montefiore. As a child of Holocaust Survivors, this is very close to her heart. As the owner of a successful catering services company, Michael has been significantly involved in the catering area of the Home, Leora Ross graduated in Pharmacy in 1977 and worked as a pharmacist, before doing some voluntary work in the community whilst raising her 3 children. Leora then completed a Graduate Diploma in Education, gained a Certificate in TESOL (Teaching English to Speakers of Others Languages) and later, a Master of Arts in Applied Linguistics. Leora Ross Susan has a long association with a number of communal organisations and was a member of the Board of the Great Synagogue in 2010 and 2011. Susan serves on various professional and hospital committees. Her 16 years of teaching English to overseas students and migrants at the Institute of Languages UNSW, as well as teaching the future teachers, has given her an understanding of intercultural issues relevant both to the staff and residents Max Einfeld is an accreditation specialist in taxation law and a notary public lawyer. Max has been on the Board since 2002 and his mother-in-law and other relatives have been residents at the Home. Max Einfeld including assisting with the design and specification of the Randwick kitchen and working alongside Monte staff on catering and operational matters. In addition to his commitment to the Montefiore Board, his community work includes being an honorary solicitor for the NSW Jewish Board of Deputies, United Israel Appeal and Mandelbaum House. 9 of Montefiore. In addition, her experience in Education is pertinent to the important area of ongoing professional development of staff within the Home. With her background in Pharmacy, Leora also has some insight into the health issues that affect Montefiore residents. Leora’s mother was a resident of Montefiore for 4 years and she, therefore, is resolved to ensure that the vision of the Montefiore Home to excel as a provider of high standard care, maximising the quality of life for the elderly in our community continues. A N N UA L R E P O R T 20 12–20 13 SIR MOSES MONTEFIORE JEWISH HOME President’s ANNUAL REPORT 2013 only contribute a portion of their aged pension towards their cost of care. ‘The Home has a reputation of not only being one of the finest aged care providers in Australia but also one of its most respected benevolent institutions’ Montefiore now cares for over 230 financially disadvantaged residents and the number is likely to continue to grow in the years ahead. The fastest growing source of financially supported residents are migrants from areas in and around the former Soviet Union, who are typically being admitted to the Home from subsidised housing commission accommodation and who rely entirely on social security. In addition there is an equally relevant cohort of residents who have migrated from South Africa and Zimbabwe many of whom are not even eligible to receive the aged pension in Australia. Over the past 10 years, the Board of Management of the Montefiore Home has been working diligently and steadfastly towards making its vision for the delivery of aged care services a reality. The Board’s vision sees Montefiore as the pre-eminent provider of aged services to the Jewish community by providing a broad spectrum of high quality aged care services, so it can identify, track, stream and provide the older person with the most appropriate care or services for his or her needs at any particular point in time. aged care campus at Randwick commenced in earnest. From inception, apart from being the finest residential aged care complex in Australia, it was designed to be a base from which a range of services could be delivered to the community. In the years that followed, most of you would be aware that the Randwick campus was constructed and that it has been an overwhelming success, being recognised both within Australia and internationally for excellence in aged care design and function. This vision allows for a continuing assessment of the changing needs of an older person to be recognised and appropriate action taken. It is only through enabling a continuum of care to be delivered by a single provider that the quality of life of the individual can be maximised during the ageing process. During the past year we took another significant step towards making the Home’s vision a reality when we were granted 96 subsidised home care packages by the Commonwealth Government. The journey towards this vision commenced 10 years ago when the design of the new residential Whilst the Home has been providing a comprehensive range of outreach and home care services for some years, Government subsidised home care 10 the ability to offer older persons with limited financial means a Government “subsidised” package will enable us to broaden our reach and meet the needs of a wider group of older persons living in the community. This is all part of our vision to provide a continuum of care and with the acquisition of the 96 subsidised home care packages, we are now clearly the pre-eminent provider of both residential and community aged care services to the Sydney Jewish community Supported Resident numbers surge The Montefiore Home is experiencing a steady increase in the number of financially disadvantaged residents seeking care and accommodation, a trend which doesn’t appear to be abating. This is particularly evident at our Hunters Hill campus where currently more than 50% of the 330 residents accommodated are full pensioners and As I am sure you would appreciate, caring for a growing number of financially dependent residents places enormous pressure on the Home’s finances. Whilst we are able to generate an operating surplus from our full fee paying residents, a surplus which compares favourably with commercial forprofit providers, the increasing cost associated with subsidising the growing number of supported residents is of great concern. Unlike commercial operators that target the full pensioner market, the Home is not prepared to reduce care and services to a bare minimum and trade the Quality of Life of these residents for a financial return. This has never been the philosophy of the Montefiore Home. So far the Home’s highly effective cross-subsidy model, where income received from full fee paying residents helps to cross-subsidise the cost of those with lesser means, has enabled the Home to cover its operating expenses. The effectiveness of this model will be tested, however, as the number Residents and guests gather at the Ruben Cafe, Hunters Hill. of financially supported residents continues to grow. For this reason, The Board and management of the Home will continue to review operating expenses, the level of services provided and will endeavour to maximise income streams in order to maintain that all important balance. The task of maximising income is made more difficult given the current economic climate in which 11 we operate. Apart from the obvious effects of a suppressed property market and historically low interest rates, which limits both the level of refundable accommodation payments we receive and the investment income they generate, the Government’s tight monetary policy has effectively frozen care subsidies at 2011 levels with no indexation to compensate for growing costs, especially in relation to labour expenses. A N N UA L R E P O R T 20 12–20 13 SIR MOSES MONTEFIORE JEWISH HOME As an organisation we value our staff and strive to attract and maintain a highly skilled and dedicated workforce. As such, despite the reluctance of the Government to apply indexation to care subsidies, we will endeavour, where affordable, to pass on meaningful wage outcomes to our staff. Despite the challenges I have outlined, the community should rest assured that the Home will continue to provide the exceptional standard of care and services that it is known for. With your help, we are confident that we can meet the needs of a growing ageing demographic and will ensure that older persons have access to quality aged services now and in the future. Monte is a Charity Montefiore has a proud tradition of providing exceptionally high standards of care to the elderly of our community regardless of the older person’s financial means. This philosophy is at the heart of Montefiore’s charitable endeavours and has earned the Home the reputation of not only being one of the finest aged care providers in Australia, but also one of its most respected benevolent institutions. The Board, which comprises highly experienced and talented people, has done an outstanding job balancing the finances of the Home to ensure it remains financially robust, whilst at the same time being able to maintain high standards of care and accommodation for everyone. As mentioned previously, the Home utilises income from full fee paying residents to help subsidise those with lesser means and, whilst the Board has responded to the current challenges by containing expenditure, it has stopped short of making substantial cuts that would impact heavily on resident care. With 75% of all expenses being labour related, reducing costs and increasing “profits” equates to reducing staffing levels and therefore care levels. Maximising “profits”, as suggested by a small vocal group of critics, at the expense of care, particularly in Hunters Hill residents making the most of the sunshine relation to financially disadvantaged residents, is not the agenda of the current Board nor is it consistent with the charitable philosophy which has been the cornerstone of the Home for more than 120 years. The present high standard of care being provided to everyone is fundamental to the success of the organisation. Donors and bequestors fully appreciate the basis on which the Home operates and it is the very reason for their generous support. In appreciation By any objective assessment, the Montefiore Home is a large and complex organisation. Its success is due to the contribution and commitment of many people. Unfortunately it isn’t possible to thank everyone within the confines of this report but I would like to single out a few individuals and groups for special mention. Hunters Hill Resident Kathy Skoumbas I’d also like to specially mention our Ladies’ Committee, ably headed by CoPresidents Annette Joseph and Cathy Shapiro, for their efforts in raising much appreciated funds for the home. A highlight of the year is our annual Fete and I’d like to pay special tribute to Fete co-convenors Alma Goldman and Sylvia Kohn for making the 89th fete such a great success. All donations and bequests are greatly appreciated and used to support the Home’s objectives, which are to provide a high standard of care and accommodation to all older members of the community, including the growing cohort of financially dependent residents. Firstly, our core business is providing care to the elderly, so I would like to start by acknowledging the efforts of our outstanding nursing and support staff. I’d also like to acknowledge the contribution of our Executive Care Managers and the managers of the various departments for their commitment and professionalism. To our wonderful Rabbi and Rebbetzin, David and Vicky Rogut, your commitment to enriching the lives of our residents and family members is truly inspiring. I’d also like to acknowledge the efforts of our Spiritual and Cultural Manager, Lynda Dave, for the support she provides to Rabbi Rogut and for her passion to enhance the cultural and spiritual lives of our residents. David Freeman, AM President 13 A N N UA L R E P O R T 20 12–20 13 SIR MOSES MONTEFIORE JEWISH HOME CEO’s ANNUAL REPORT 2013 ‘Improving the delivery of care services through evidence based research is an extremely important aspect of what we do as an organisation’ Improving services through evidence based research Person-Centred Approach The management team at Montefiore often talks about the importance of maintaining a strong culture within the organisation. For our staff this means being respectful, not just to those receiving our care, but also to each other, being an active and positive member of the team and, most importantly, being customer focused. Our residents and community care clients are our customers and we recognise the importance of meeting their expectations in terms of care delivery. I am delighted to report that the past year has been another highly successful and rewarding period for the Home. Demand for accommodation in our residential aged care campuses continues unabated, whilst we also continue to experience strong demand for our outreach and home care services. As highlighted in the President’s Report, acquiring 96 Government subsidised home care packages during the year was a significant milestone for the organisation. The packages will enable us to extend our outreach and home care services to those with lesser financial means and who, without the subsidised package, would be unable to afford the service. It also establishes the Home as the largest provider of Commonwealth subsidised aged care services to the Sydney Jewish community in relation to both residential and community aged care services. Better Practice Awards I am also proud to advise that the Home received further recognition for its innovation and excellence in care delivery in the form of two Better Practice Awards from the Aged Care Standards and Accreditation Agency for our outstanding oral health care program and our exceptional catering services. You can read about these awards as well as our subsidised home care packages in the dedicated feature articles elsewhere in this Annual Report. 14 For us, being customer focused means that, wherever possible, we treat our residents and community care clients as individuals and develop care plans that meet their specific needs. This “person-centred” approach forms the basis of our philosophy of care and is a philosophy that is driven by the Board of Management and which permeates down through the organisation. Amongst members of the management team, we affectionately refer to this philosophy as the “Monte Way”. In conjunction with our staff orientation and ongoing education programs, our managers actively foster a person-centred approach amongst staff to assist them to recognise the tangible benefit such an approach can make to the Quality of Life of the older person under our care. As I write this report, we have just concluded an independent study that measures how well we are delivering person-centred care. Whilst we are proud of the care we provide and the overall culture of the organisation, there is always room for improvement. The research study was undertaken by Professor Lynn Chenoweth and is the first project undertaken under the auspices of the University of NSW and Professor Henry Brodaty AO in his capacity as Montefiore Chair of Healthy Brain Ageing. Improving the delivery of care services through evidence based research is an extremely important aspect of what we do as an organisation so it was natural for us to test ourselves in a critical area such as person-centred care. Professor Chenoweth utilised the Person-Centred Environment and Care Assessment Tool (PCECAT), which measures outcomes across three domains, encompassing organisational culture, care delivery and physical environment. I am pleased to advise that Montefiore ranked highly in all domains and was considered by the research team to be amongst the best performing organisations to have undertaken the assessment, which includes a number of high profile and well-respected aged care providers. That is not to say we didn’t learn anything from the research project. As mentioned previously, there is always room for improvement, but it is pleasing to have the effectiveness of our person-centred approach and the positive effect this is having on the Quality of Life of our care. Occasionally I am asked what makes us different to other aged care providers. With nearly 30 years of experience managing aged care facilities in both the commercial and not-for-profit sectors, I consider myself well-placed to answer this question. As articulated by Montefiore President, David Freeman AM elsewhere in this Annual Report, our commitment to providing an exceptionally high standard of care to the elderly of our community, regardless of their financial means, strikes at the heart of Montefiore’s charitable endeavours and sets us apart from other organisations. Why? Because, put simply, no other organisation, including church and charitable providers, offer financially disadvantaged residents the quality of accommodation and high standard of care and allied health services that Montefiore provides. In residential aged care, quality accommodation is generally accepted as equating to predominantly single rooms with en-suite bathroom, generous communal spaces and quality The volunteers hard at work sewing for the residents furnishings and fittings. In other words, typical of the standard of accommodation provided by Montefiore. This is opposed to multi-share rooms, limited communal spaces and shared ablution facilities which are still common amongst other aged care providers. It is more difficult to quantify what constitutes a high standard of care, as it is generally a subjective assessment based on your own expectations and experience. The quality and competency of the staff is vitally important, however, in general terms, aged care is labour intensive and therefore the number and relevant skills of the staff providing care has a direct relationship to the standard of care and quality of life being provided to the older person. At Montefiore we operate with higher nurse to resident ratios than most other aged care providers. In addition, the depth of our allied health services, which includes physiotherapy, social work, occupational and diversional therapy, is unmatched by any other provider. Finally, there is what I term our Jewish specific services, which includes spiritual and cultural 16 support, overseen by our Spiritual Dean, Rabbi Rogut, award winning Kosher catering services and heightened security arrangements. So what does this all mean? Apart from the obvious additional cost, what are the tangible benefits to our residents? Here are just a few examples: Higher nurse to resident ratios support: •reduced wait times for residents requiring assistance •more time to attend to pressure area care resulting in better skin integrity and less wounds •greater flexibility with showering times •more time to assist residents with personal grooming •less haste and greater dignity when feeding residents With regard to providing access to a broad range of allied health services; •Physiotherapy helps to maintain mobility, improves functional competence and reduces pain. This, in turn, reduces incidents of pressure areas, falls and depression. •Diversional therapy and creative arts provides meaningful activity, enhances wellbeing and self-worth and reduces the use of antidepressant medication •Social workers support the emotional needs of residents and family members, thereby enabling our care staff to focus on care delivery. This is particularly relevant to the large number of Holocaust Survivors we care for. This is by no means an exhaustive list. Suffice it to say that the commitment to maintain a high standard of care makes an enormous difference to the Quality of Life of the older person in care. Robert Orie Chief Executive Officer 17 A N N UA L R E P O R T 20 12–20 13 SIR MOSES MONTEFIORE JEWISH HOME TREASURER ANNUAL REPORT 2013 Whilst the Home operates with a highly effective cross-subsidy model, where income received from full-fee paying residents helps cross-subsidise the cost of those with lesser means, the effectiveness of this model is tested as the number of supported residents continues to grow. Finally, the Home faced a similar situation to that experienced the previous year, namely, how to mitigate the impact of historically low interest rates which severely inhibits the ability to generate income from the investment of refundable accommodation bonds held on behalf of residents. ‘The Home faced a number of significant challenges in relation to the 2012-13 financial year which severely tested its capacity to maintain existing care levels.’ The investment of refundable accommodation bonds represents a significant component of the Home’s income stream and underpins its ability to deliver the high standard of care that has become synonymous with the Montefiore Home. Whilst the Finance Committee had little control over the Government’s decision to reduce care funding or the surge in the number of supported residents requiring care, it was able to optimise income from the Home’s investment portfolio. The Montefiore Home has a proud tradition of delivering exceptionally high standards of care within an affordable and sustainable financial model. The Home faced a number of significant challenges in relation to the 2012-13 financial year which severely tested its capacity to maintain existing care levels. Firstly, the Commonwealth Government took the extraordinary step of implementing a reduction in care funding in real terms from 1 July 2012 in order to constrain Government spending. The Government argued that care subsidies had grown to a point where it significantly exceeded budget expectations and the projected growth curve needed to be re-aligned. The Government effected a 1.6% reduction in subsidy levels on 1 July 2012 which, in combination with changes to the funding tool which 18 determines individual funding levels, was designed to strip $1.6 billion dollars out of care funding over a 4 year period. Understandably, the aged care industry was dismayed at this decision as it had no regard for the increasing frailty of those in care or the Government’s social responsibility of providing appropriate funding to match the older person’s actual care needs. The shift in ‘acuity’ levels being experienced by the aged care industry was precisely why funding had grown beyond budget expectations in the first place. The second major challenge faced by the Home was the growing number of residents requiring financial support. As highlighted in the President’s report, this is particularly relevant at our Hunters Hill campus where more than 50% of the residents in care are full pensioners and only contribute a portion of their pension towards their cost of care. During the year the Finance Committee reviewed its investment strategy and rebalanced the spread of its investments between cash and listed securities whilst ensuring at all times that the overall portfolio complied with the Home’s Investment Management Strategy and the Government’s prudential requirements. I am delighted to advise that the strategy was highly successful with the investment portfolio returning revenue of $16.745 million for the year. In addition, listed securities experienced capital growth of more than $8 million during the same period. Contributing to this excellent result was the fact that, during the GFC, the Finance Committee undertook an astute investment in a number of quality international bonds which were acquired at a deep discount to their face value. Most of these bonds are still held in the portfolio and their current market value is at a significant premium to their face value. Income Overall Result Government subsidies remain the largest single income source and contributed $33.217 million or 40.4% of total revenue. This was closely followed by income from resident fees, including bond periodic payments and retention, totalling $25.002 million or 30.4% of total revenue. As previously mentioned, income from investments was extremely pleasing at $16.745 million or 20.3% of total revenue. As you can see from the Summary of Comprehensive Income included with this report, the overall result for the financial year ending 30 June 2013 was a surplus of $3.518 million. Bequests contributed $4.791 million towards the overall fundraising receipts of $6.405 million or 7.8% of total revenue. Sundry other income accounted for the remaining 1.1% of total revenue. I remain extremely grateful to donors and benefactors whose generosity helps to support the many financially disadvantaged residents currently being cared for by the Home. It is extremely important that the community continues to directly support the operations of the Home, especially as the Home receives no meaningful financial assistance from the Jewish Communal Appeal (JCA). A number of years ago the Home stood back from its annual allocation in order to support the Schools which were experiencing a financial crisis at the time. The Home has been effectively supporting the Schools ever since, as its previous level of funding from the JCA has never been reinstated. Expenditure The provision of aged care services is extremely labour intensive. Approximately 76% of the Home’s entire operating expenditure relates to the wages paid to our staff. This is similar to the proportion experienced in previous years and is relatively consistent across the industry. Catering and cleaning supplies, utilities (power & gas), general medical supplies and property maintenance are the next most costly expenses and collectively accounted for 18.5% of total expenditure. 19 This is an extremely pleasing result, particularly in light of the challenges faced during the year and the fact that the result includes a sizeable depreciation provision of nearly $7.8 million. As I explained in my report last year, the amount allocated as a provision for depreciation in the audited accounts does not necessarily relate to the actual capital expenditure the Home requires in order to maintain the quality of its buildings and capital stock. Experience has shown us that around $3-$4 million dollars per annum is sufficient to maintain the quality of our accommodation, substantially less than the amount provided for by depreciation. Statement of Financial Position The Home’s Statement of Financial Position (Balance Sheet) remains exceptionally strong with net assets of more than $300 million as at 30 June 2013. This is an increase of $3 million dollars compared with the previous year and reflective of the year’s excellent trading result. The Home continues to have no external debt apart from the refundable accommodation bonds and interest free loans held on behalf of residents and which represents 94% of its total liabilities. This is a remarkable achievement and would compare favourably with the best performing corporate institutions. In addition to its listed investment portfolio, which represents about 17% of total assets, the majority of the Home’s liquid assets are invested with major banks on term deposit. The high level of liquidity represented by cash and cash equivalent deposits ensures that the Home can comfortably refund accommodation bonds as and when necessary. A N N UA L R E P O R T 20 12–20 13 SIR MOSES MONTEFIORE JEWISH HOME HomeCare Division As outlined in the President’s report, the Home was recently granted 96 Government subsidised home care packages. In the coming year we look forward to delivering these packages to the community. Randwick Accreditation completes Montefiore Clean Sweep! Over the last 12 months, we have had the pleasure of hosting the Aged Care Standards and Accreditation Agency (ACSAA) to complete their three yearly re-accreditation assessments at our four Montefiore campuses. Our Randwick facility was the most recent site to be assessed involving four full days of assessment by four Assessors reviewing 44 mandatory outcomes as required under the Aged Care Act and Provisions, 1997. This included: Management Systems, Staffing and Organisational Development, Health and Personal Care, Resident Lifestyle, and Physical Environment and Safe Systems. “To achieve integrity, wisdom, acceptance, and the lively peace of mind of the last stage, requires an environment that supports the spiritual dimension of the ageing person”. (Hall 2005) At Montefiore, the Religious Affairs department consults and collaborates with all aspects of the Home so that the religious and spiritual dimension of each resident is carefully considered. Monte’s core values and Quality of Life elements are always at the forefront of what we are trying to achieve while keeping in mind that Monte is the residents’ home away from home. Some of our key programs and activities which we continue to grow include: •Shabbat and other services. This includes (but isn’t limited to) individual candle lighting, Shabbat on wheels, intergenerational Shabbat experiences, Synagogue services, Kiddushim, Yahrzeit commemorations, Barmitzvah anniversaries and Challah baking. •Celebrating and/or observing Religious festivals and high holidays. This includes (but isn’t limited to) Purim, Sukkot, Pesach, Yom Ha’atzmaut, Rosh Hashanah and Chanukah. •End of Life. Rabbi Rogut is closely involved in the palliation process and offers guidance to families regarding funerals. Families receive a 7 day memorial candle and information booklet and a Zikaron (Remembrance) service is held for Staff and residents. Montefiore also offers the opportunity for families to hold a Minyan at the Home. Woollahra Resident Gertrude Smith celebrates Purim with her great, great niece Mia Blaustein •Staff Training. All our staff members receive a mandatory three hour training session at orientation on Jewish Culture and Practice. Mandatory festival information sessions are held before each festival. Staff are also exposed to Holocaust training. Montefiore’s multi-disciplinary team model of care ensures the Religious Department is consulted and involved in many aspects of the residents’ care and the general operation of the Home. The Department strives to offer residents meaningful religious and spiritual experiences which will enhance their general wellbeing and Quality of Life. 22 Rabbi Rogut OAM with Randwick Resident Herman Gutman OAM. Top accreditation ratings were achieved by all sites, with the Assessors commenting; “What we saw has been fantastic with a philosophy of care that is so alive in the organisation”, “excellent Continuous Improvement initiatives, residents and families were enthusiastic about the staff and the Home.” For this we must thank all our residents, their families, staff, volunteers, contractors and suppliers for their time with the Assessors during accreditation and for helping us to maintain such high standards of ongoing compliance on a daily basis. Successful Unannounced Visits at Hunters Hill, Woollahra & Camelot. Once accredited, our campuses are subject to unannounced visits from the Agency to help ensure ongoing compliance and that continuous improvement standards are being upheld. Earlier this year, our Hunters Hill, Woollahra and Camelot sites had unannounced visits and yet again passed with top marks. This demonstrates our commitment to the philosophy that accreditation is not just every three years, but a daily responsibility for us all. For Hunters Hill, the assessors reviewed residents care planning and assessment with their findings reporting “staff work hard on behalf of the residents… and good clinical knowledge is clearly shown in the excellent care provided.” Woollahra’s unannounced visit looked at resident satisfaction and reported how impressed they were with the Home’s Communication and Feedback systems, and the evident happiness of the residents. Meanwhile at Camelot, the Agency focused on the Outcomes of Pain, Palliative Care, and Choice & Decision Making with all being reported as fully compliant. The Assessor noted that “there were great systems in place, care plans reflect what is happening and feedback from residents was positive.” Congratulations to the teams at Hunters Hill, Woollahra and Camelot for such great ongoing results. Enhancing the Quality of Life through Oral Care Woollahra Resident Cesha Glazer enjoying fine dining from Wait Staff member Raj Dhungana Montefiore Randwick is one of the few aged care facilities in Australia to have an in-house fully-functional and staffed dental clinic. Custom built in 2009, coinciding with the Government initiative of mandatory Oral Health Assessment Toolkit (OHAT) for non-dental staff. “It became evident that due to issues such as poor dexterity, dry mouth, failing eyesight, etc, there was an increased need for improved oral and dental care for our residents”, says Janine Grossman, Director of Professional Services. Subsequently, the Montefiore Oral Health Action Plan (MOHAP) was introduced as an optional advanced oral and dental screening tool. As part of this optional oral health program, residents receive three or more appointments with the dental hygienist for scaling and cleaning and twice yearly dental check-ups with the sites visiting dentists. residents who have dentures receive professional cleaning on a regular basis and identification markings to minimise potential loss of their dentures. 24 SIR MOSES MONTEFIORE JEWISH HOME Due to the higher costs of running the clinic, residents who opt in for the service are charged an oral health levy of $1 a day. If a resident requires advanced treatments such as x-rays, fillings, extractions, denture modification or more complex dental hygienist appointments, a treatment plan with estimated fees is then developed in consultation with the resident and their family members. Assistance is provided for residents who are unable to attend the clinic for treatment independently. This in turn improves accessibility and alleviates transportation problems/stresses for the residents and their families. With MOHAP now operational for over 3 years, it supports a full-time dental hygienist, a visiting dental prosthetist and several visiting dentists. Pivotal to the success of MOHAP has been our partnership with our dentists; Dr Peter Foltyn and Dr Alan Deutsch. Not only do they generously offer their time and professionalism, they have been central to the establishment of the clinic and the ongoing provision of services. The outcome from this initiative has been extremely positive with an almost 70% resident uptake, positive feedback in a resident satisfaction survey and the identification/ treatment of advanced oral and dental care needs, which would otherwise have gone undetected or untreated. A further positive to the membership of MOHAP has been a measurable reduction in respiratory infection rates and behaviour issues. Part of the success of MOHAP has been due to the multidisciplinary and holistic team approach with both external and internal partners such as dentists, nursing staff, speech pathologists, occupational therapists, learning and development department, customer assurance, residents and families. Janine Grossman has praised the organisation’s Dental Hygienist, Jayne Braunsteiner and acknowledged the support of visiting dentists such as Dr Peter Foltyn, dental practitioner and Conjoint Senior Lecturer UNSW Dental Department, St Vincent’s Hospital, and Dr Alan Deutsch, Principal at Bondi Junction Dental. “Good oral health is such an important factor in an older person’s overall well-being and we couldn’t operate the dental clinic and our oral health program at Randwick without the support of our visiting dentists,” says Janine. Establishment of Hotel Catering Services Following the 2006 opening of the Randwick Campus, the Leadership Team at Montefiore identified the need to reassess the catering operations across the Organisation which was largely reflective of traditional methods of service in an aged care setting. There was also a need to look more closely at the role Jewish culture should play in catering options. In response to this, a professional Hotel Operations Manager with a strong catering background, was appointed “to not only review our needs but also implement change based on feedback from residents, families, staff and management”, says Rhonda Bradley, Director of Business Services. Some of the key changes implemented were: •Analysis of geographic demographics of our resident population so that menus could be redesigned to better reflect the cultural diversity of our residents •A Jewish Culinary Consultant was retained to assist in menu design including traditional recipes and training of staff around the preparation and service of kosher meals •A greater focus was placed on Friday night Shabbat meals and its recipe content •A 15% change in menu content was implemented each season with each menu cycle containing 252 different recipes •The installation of salad buffet stations across three main campuses was introduced providing for more options during each meal •Changes were made to meals to allow more resident variety and choice • Innovative social ideas were introduced for the residents such as a gelato and coffee cart, BBQ lunches and a ‘Foods of the World’ program Part of the Montefiore Bus Fleet •Mobile trolleys to deliver foods were phased out with the introduction of table service in the dining areas and tray service to rooms across all campuses Harbour, the various seaside attractions, or a range of other destinations, it is important that our residents are transported in a safe and comfortable vehicle. •A review of all seasonal menus is managed by an in-house Dietician and Nutritionist with a major focus on the improvement of modified and pureed meals The newest addition to the fleet, is a luxurious 17 seat Coaster, which was named in honour of the late Ilse Wronker, who was a bequestor and resident at the Hunters Hill campus. The bus has been customised to best suit our residents’ needs. It offers a greater carrying capacity of wheelchair passengers, air-conditioning, tinted windows, lap/sash safety belts, hand supports throughout and various other comforts, you would expect in a purpose built vehicle. It is the first of its kind to have been custom-made with these features and allows our residents to enjoy the journey as much as the destination. • The kitchens were restructured to focus on satisfying the resident with particular consideration given to food quality, taste and presentation In addition to these changes listed, careful attention was paid to staff training and the importance of evaluation through regular resident surveys and feedback. The result has been greater recognition by the catering team to the individual need for choice and independence of our residents’ dining experience. “I’d like to particularly acknowledge the efforts of the Organisation’s General Manager of Hotel Services, Howard Kaplan, and his entire department for the outstanding catering result,” says Rhonda. “Howard’s extensive hotel background has transformed our catering services to one which rivals some of the finest restaurants.” Montefiore’s bus fleet – a vital link to the outside world With over 700 residents spread across the Eastern Suburbs and Hunters Hill, a vital link to the outside world is the organisation’s fleet of nine buses. Whether it is a trip to another campus, a function, a community event, a day outing to the Blue Mountains, Darling 25 “It is easy to drive, has enhanced safety features, provides greater comfort and more room for those on board”, said Gavin Tutill, Maintenance and Transport Manager at Hunters Hill. “The residents love it and it makes the drive more enjoyable for all.” Montefiore’s fleet of buses enhances the general wellbeing and Quality of Life of our residents and confirms Montefiore as a leader in aged care services. A N N UA L R E P O R T 20 12–20 13 SIR MOSES MONTEFIORE JEWISH HOME Nurse Practitioner WORKFORCE PARTNERSHIP DELIVERS QUALITY OUTCOMES & COST SAVINGS The role of the Nurse Practitioner (NP) has expanded significantly in the last year at Montefiore with the Home now employing a full-time Nurse Practitioner and a Clinical Resources Manager. While the importance of the Nurse Practitioner is gaining momentum all around Australia, Montefiore employs 1 of 843 endorsed Nurse Practitioners in Australia. Once again Montefiore is establishing itself as a leader in aged care. “The Nurse Practitioner offers residents more care, centred around their needs and it really differentiates us in the industry,” said Christine Schlieff, General Manager Residential Care Services. “It is estimated by Health Workforce Australia that the nursing shortage will reach 109,000 by 2025” A Nurse Practitioner is a Registered Nurse who has undertaken additional education at a Masters level to function autonomously and collaboratively in an advanced and extended clinical role. The Nurse Practitioner role includes assessment and management of clients using medical and nursing knowledge and skills in a way that improves health outcomes for our residents. At Montefiore our Nurse Practitioner Jo Russell has over 20 years of Registered Nursing experience and has specialised in aged care including Dementia care and stroke rehabilitation since 1996. “My role is to work collaboratively with the GPs in caring for the residents,” said Jo. “The residents’ health and wellbeing is paramount and their families are very happy with the additional care Montefiore is providing.” Jo is able to function somewhat independently in monitoring residents, however, in working closely with their GPs she can bridge a gap that can exist if the GP is offsite or out of town. This allows residents to keep their preferred GP without their health care being compromised. At the end of August the Nurse Practitioner Scope of According to the World Health Organisation, a shortage of nurses is one of the biggest challenges facing health care providers across the globe. Whilst Australia fares better than many other countries, especially the poorer nations, it is still in the grip of a nursing shortage. Montefiore Nurse Practioner Jo Russell with Hunters Hill resident Ruth Kubie Practice and Medication Formulary was approved by the Department of Health which allows Jo to prescribe approximately 150 medications. This was previously approved by our Clinical Advisory Committee (CAC) and our representative Montefiore GPs. Jo is also able to refer residents to specialists, order pathology tests, perform advanced health assessment, undertake comprehensive resident reviews and assist families with setting care and treatment plans for complex health problems. Through her practice, the number of residents being transferred unnecessarily to hospital has reduced. Since reporting has commenced in May, the NP program has avoided 19 hospital transfers with 4 recommendations being made to transfer to hospital in emergency situations. This shows the truly collaborative relationship between the resident, GP, Nurse Practitioner, and family. Ann Brodie is the Clinical Resource Manager and Transitional Nurse Practitioner at Montefiore and oversees the Nurse Practitioner role and the Clinical Resources Team which consists of our Clinical Resources Officers, Infection 26 Control Officer, and After-Hours Supervisors. Ann comes from the State of South Carolina in the United States where she was a nationally board certified Nurse Practitioner and sees the Clinical Resources Team at Montefiore really moving forward to providing better and more comprehensive health care for the residents. “Montefiore provides exceptional holistic care to all residents’ and maintains their vision of being a leader in the field of aged care.” Ann is looking forward to the Clinical Resources Team growing to meet the ever growing demand of the residents increased health care needs. She believes that “Montefiore is really moving towards the residential care home of the future by once again using innovation to promote excellence in on-site health care.” The Montefiore Clinical Resources Team is also working in conjunction with the University of Canberra to ensure our current NP endeavours will further influence a positive outcome for residential aged care in Australia. The Nurse Practitioner Program is an Australian Government initiative. A study commissioned by the Australian Government and undertaken by the nation’s health workforce planning body, Health Workforce Australia (HWA), predicts that the nursing shortage, currently estimated to be in the vicinity of 20,000, will reach 109,000 by the year 2025 as demand for aged services increases and an ageing workforce enters retirement. Montefiore has highly effective recruitment and retention strategies that enable it to maintain a stable and skilled workforce. That is not to say, however, that it is immune from the necessity to engage short-term contracted nurses, otherwise known as agency staff, from time to time. A typical example would be during the period between a permanent staff member leaving and a replacement being recruited. Another example would be the unavoidable reality of having to replace a regular staff member whilst they are on annual or sick leave. 1. A reduction in overall cost as any commission (fees) previously paid to a third party provider would be retained. 2. B etter control over the quality and competency of the staff being provided. 3. Ability to utilise, where possible, staff that are familiar with the residents and familiar with the systems of the organisation. In addition to the significant benefits noted above, there was also the real potential of growing the business by servicing the needs of other aged care providers, thereby providing an additional income stream for the Home. In 2008 the Home entered into a joint venture with a highly experienced business development manager and since that time it has proven to be an extremely successful partnership delivering competent short-term replacement staff who are familiar with the residents and procedures of the Home as well as significant cost savings. Whilst Montefiore has a relatively low level of agency usage compared to the rest of the industry and strives to minimise agency usage wherever possible, it still represents a significant proportion of the overall nursing roster and budget. With this in mind, a number of years ago the Home explored the feasibility of establishing its own nursing agency in order to achieve the following identified benefits; Montefiore Home provides excellence in care services 27 A N N UA L R E P O R T 20 12–20 13 SIR MOSES MONTEFIORE JEWISH HOME HomeCare & Day Centres HomeCare 2013 was a year of expansion for Montefiore HomeCare, both in our fee for service business and in our acquisition of a large Government grant for Consumer Directed Care (CDC) HomeCare packages. The grant is in the form of subsidised packages to enable people to access services in their homes such as care, support, clinical and allied health services. Montefiore HomeCare was granted 96 of these packages which will enable us to offer subsidised in home care for the first time. “The ability to offer subsided care services to those with limited financial means will enable us to broaden our reach and meet the needs of a wider group of older people living in the community,” said David Freeman AM, Montefiore President. This grant further complements our current practices of enabling care recipients to have a greater say in the provision of services. Along with these new CDC packages, Montefiore HomeCare will continue to provide a holistic approach with its full range of premium services which also includes; transport, relocation, home modifications, mobility aids, tele-health and more. Montefiore HomeCare looks forward to 2014 and continually growing with further expansion and service development. Burger Centre Manager Suzi Parker celebrates a birthday with invited guests. Club Monte Club Monte at Hunters Hill is a friendship and wellbeing day centre for senior citizens that offers social and recreational programs aimed at enriching participants lives and supporting them in living independently in the community. Aside from our range of activities and wellbeing therapies which include hydro/physiotherapy, art, music, dance and entertainment we try to enhance the program with something special each year. In 2013 our highlights were visits to Angel Place to hear the Australian Children’s Choir on the eve of their departure for Europe and to the Art Gallery to view Australian “Moderns” of the 1920/30’s. This year we also added a very popular program of remedial massage. We look forward to a very active program next year and we will endeavour to further expand our membership. Club Monte members take part in one of the many activities 28 The Burger Centre The primary aim of The Burger Centre, a joint venture between Montefiore and Jewish Care, has always been to enable older people to remain socially connected in the community and to provide respite for people caring for those with dementia. Some of the successes of the last year include: •A total of 283 people attending The Day Centre and 116 people attending the L’Chaim Program (formally Positive Ageing). • The L’Chaim program runs a number of classes each week Tai Chi, Strength and Balance and our very popular Hydro-Cise. The classes enable people to keep active and maintain or regain a sense of balance and strength in a fun, social atmosphere. •A wide range of entertainers, programs and theme weeks. As well as offering respite for carers, we have developed specific dementia programs for people with both moderate and advanced dementia. These programs facilitate a range of activities developed to stimulate people physically, intellectually and emotionally. The Centre looks forward to another exciting year ahead collaborating with the Montefiore Home and encouraging positive ageing in the wider community. A N N UA L R E P O R T 20 12–20 13 SIR MOSES MONTEFIORE JEWISH HOME FOUNDATION ‘Our Valued Supporters and Volunteers’ Recruitment Over the past year, application of proven strategies has ensured the growth and effectiveness of the program. Eight mandatory orientation sessions were held for new volunteers. These continue to be supported by our Allied Health Teams. The informative sessions equip new volunteers with the skills and knowledge needed to perform their set tasks and duties. The success of the past year has been in large part due to the generous support of our Benefactors, Life Governors, Members and Volunteers. It is through their commitment and generosity that the Montefiore Home continues to provide excellence in care for the frail-aged in our community and an enhanced Quality of Life for our residents. The status of the Program from July 2012 to June 2013 is as follows: Some of the highlights during the past year include: •Donations, both financial and equipment based. Also secured through bequests, naming rights, as well as membership. Bequests have played a major role in establishing and maintaining the remarkable facilities we offer our residents and we look forward to building on this generosity in the future. •Encouraging Life Governorship as a meaningful way to demonstrate commitment to the Home and the elderly in the community. We look forward to new levels of Life Governorship including Junior Life Governors as a means of involving the next generation. •The continuing Community Visiting Program through our community visitors who establish and maintain contact with Benefactors to acknowledge their involvement and offer them support. •Working collaboratively across communication platforms to build public support and reinforce our relationships with current supporters. Volunteers play a significant role in supporting the Quality of Life of our residents. Montefiore works closely with the Centre for Healthy Brain Ageing following the 2012 launch of the Montefiore Chair for Healthy Brain Ageing. We cross publish papers and get involved in charity events, such as the City to Surf, which enables us to interact regularly with some of the foremost thinkers in the world in the field of dementia and healthy brain ageing. The Montefiore Volunteer Program “It is not the place that brings honour to the person rather it is the person who brings honour to the place.” (Ta’anit 21) • Welcome Committee for new residents Recognising each volunteer’s dedication encourages long term commitment and enhances their day-to-day enjoyment and growth in their role. The monthly birthday lunches, held in the Hostel dining rooms at Randwick and Hunters Hill for volunteers who celebrate their birthdays during that month, continue to be a successful way to engage with volunteers. Our annual Jewish Museum Visit was informative and well attended. Ongoing training helps volunteers enhance their skills and in addition to staff mandatory orientation, staff members are made aware of the role of the volunteers at Montefiore. The online survey, designed to obtain feedback on how volunteers react to their roles, was again conducted, enabling us to respond to their needs and fine tune our planning for the year ahead. Each year we celebrate National Volunteers’ Week with a program that includes training, socialising and entertainment. A workshop - Lighten up about Ageing - was presented by the Montefiore HomeCare team, Shafina Langan and Danielle Wakerman, and provided a constructive perspective on this important topic. Monte’s 89th Annual Fete The Monte Annual Fete attracts young and old from all around Sydney and is one of the best attended communal events in the Sydney Jewish Community calendar. In 2012 the Fete hosted all of the traditional popular attractions including Monte the Lion along with new food stalls, children’s rides, face-painting, a petting-zoo and much more. Volunteer-supported activities The range of activities in which Volunteers play a vital role is ever expanding. The New Fete management, effective from 2012 Fete, achieved a very pleasing result. Other activities included JCA Community Service and Maccabi Community Service days at Hunters Hill and Randwick. The Life History program continues to be popular and valuable for residents, their families and the volunteers. They not only record residents’ life stories, but also provide companionship and friendship. In a Community Service role, we support student participants in Community Service, Service Learning and The Duke of Edinburgh Award programs. Monte also provides field work placements for tertiary students. Young Volunteers are welcome and continue to provide residents with much joy. 32 Alma Goldman and Sylvia Kohn acknowledged the generosity of the Fete sponsors, donors, suppliers and the volunteers who worked tirelessly, both before the event and on the day. With your support Montefiore can continue to provide an exceptional standard of service and care, while embracing the richness of Jewish culture and tradition. The generosity and vision of Life Governors enables us to provide the highest level of care for the elderly in our community regardless of their financial situation. residents and their families we have developed an integrated training and care program for our staff which equips them with the necessary skills to address these needs. More than 30% of our 740 residents are financially disadvantaged and unable to cover all or part of their cost of care. This results in a significant funding shortfall per resident per year. As a community, we are faced with a dramatic increase in the ageing population and a significant rise in the incidence of dementia; within the Jewish community there are five new cases of dementia diagnosed every week. Demographic evidence shows that the number of aged people requiring our care will at least double over the next ten to twenty years. In addition, one in three of our residents is a Holocaust Survivor, with their own complex and unique care needs. In order to best support our Montefiore’s residential campuses are currently operating at full capacity and have growing waiting lists.
